EnsuringthatallemployeesreceiveSafetyTrainingforspecialcircumstancesincludingconstruction
surveysonsuperstructures.
Ensuringthatemployeesafetyandhealthissuesarediscussedandassessedannuallyatthetimeof
issuing the Individual Development Plan/Performance and Appraisal Summary report and when
employeeprobationaryreportsareissued.
Scheduling staff meetings to disseminate information on accident prevention and on new safety
policiesanddevises.
Periodicallyinspectingfieldandofficeworksitestoidentify,document,andeliminatehazardsthat
mightcauseinjuryorillness.
Obtaininganapprovedtrafficcontrolplan,ifnecessary,andprovidingacopytothepartychief.
Approvingallsurveystobeconductedwithouttrafficcontrols.
Supervisors are responsible to report and document occupational injuries and illnesses, and arrange for
appropriateworkerscompensationbenefitstoemployeeswhoareinjuredorcontractanillnessarisingout
oftheiremployment.
Whenassigningfieldcrewstoprojectsorsendingofficepersonalonfieldtrips,consider:
Theexperienceofpersonnelinundertakinghazardoustasks.

Makingtheemployeeawareoffacilitiesthatareapprovedfortreatingindustrialinjuries.Informthe
employeethateachofficeandsurveypartyhasacopyofthelist.
Ensuring that each party chief assigned to the field is scheduled for first aid training as soon as
possibleandatleastonceeverythreeyearsthereafteraccordingtorecertificationneeds.
Describing hazards that are likely to be encountered in the employees first assignments and the
protectivemeasurestobeused.
Briefingtheemployeeon:
MedicalcareavailablethroughouttheState.
Accidentandinjuryreportingproceduresandtheirpurposes.
Therighttorefusetoperformtasksthataredangerousorhazardous.
Responsibilitiesincaseofpersonaland/ormotorvehicleaccidents.
Employeeswhofailtocomplywithsafetyandhealthpolicies,procedures,regulations,laws,orrules,shall
be subject to disciplinary action in accordance with the provisions described in the Mississippi State
EmployeeHandbook.

It is the operators responsibility to report all vehicle and equipment malfunctions and defective
parts.
Theoperatorshouldalwayssignalaturningmovementoralanechange.
When it is necessary to stop a Department vehicle at locations where traffic does not normally stop, the
employeeshallgivewarningtofollowingvehiclesbyflashinghisbrakelightsandslowingdowngradually.
Should disabled equipment, either State or privately owned, be parked on the pavement without proper
protection,itisthedutyofemployeestoprotecttrafficbyplacingfuses,reflectorsortorchesatthescene.
Inthecaseofprivatelyownedvehicles,themattershouldthenbereferredtothenearestpoliceagency,as
soonaspossible.

2.2.2 Lookouts
While working on foot near the traveled way, workers should normally be protected by barrier vehicles,
guardrail,orotherphysicalmeans.Wheretheabsenceofsuchphysicalprotectionexposesworkersonfoot
to errant vehicles, lookouts shall be assigned. The lookouts only duty is to provide immediate warning to
coworkersofvehiclesorequipmentthathavebecomeimminenthazardstotheirsafety.Thelookoutshall
nottryinanywaytodirecttraffic.Alookoutisusedonlytowarnofimpendingtraffichazards,notdirector
controlit.
Lookoutsarealwaysrequiredwhenallofthefollowingconditionsexist:
Workoccursonaroadwaywithapostedspeedof55mphormore.
Workers are without physical protection (barrier vehicle, krail, natural or manmade terrain
features,etc.).
Lookoutsshouldbeconsideredwhenever:
Workersareworkingwithouttrafficcontrolsonstreetsandhighways.
Workersareworkingwithin25feetofthecenterlineofanactivelyusedrailroadtrackoutsideofa
railroadrightofway.
Whereconflictingormultiplevehicularandequipmentmovementsexist.
Inareaswithrestrictedsightdistances.
Lookoutsmustbeinconstantcommunicationwiththeemployeeundertheirprotection.Ifrestrictedsight
distance or other factors preclude verbal communication, use a lookout alarm device (LAD) or radios.
Wheneverpossible,lookoutsshouldbestationedintheimmediatevicinityofthosetheyareprotecting.In
somecases,morethanonelookoutmaybenecessary.Whenitappearsthatavehicleorsomeequipment
has become a threat to any personnel, the lookout will immediately and repeatedly use the word
scramble,oractivateaLAD.
2.2.3 Flaggers
A flagger should be a trained person who gives motorists, pedestrians, and cyclists exact instructions,
enablingthemtomovethroughtemporarytrafficcontrolzonessafely.Flaggersshouldbecarefullychosen
basedontheirabilitytoperformthisfunctionbecausetheyareresponsibleforpublicsafetyandmakethe
greatestnumberofpubliccontactsofallhighwayworkers.Becauseoftheirimportanceandresponsibility,
flaggersshouldberelievedperiodicallytomaintainalertness.
Flaggersmustbeusedanytimetwowaytrafficmustsharethesamelanebecauseofworkintheotherlane.
Generally,flaggersshouldnotbeusedalongfreeways.
Flaggers shall be trained in flagging procedures and use the proper equipment and warning garments
outlinedintheManualonUniformTrafficControlDevices.Acopyofthismanualshouldbemadeavailable
toeachsurveyparty.
FlaggersshallhaveattendedandbeencertifiedinanMDOTapprovedflaggercertificationtrainingcourse.

1. BarrierVehicleAvehicle,usuallyunoccupied,whichisparkedbetweentheoncomingtrafficanda
stationaryworksite.
2. Shadow Vehicle A vehicle with an attenuator which follows a survey operation moving in the
directionoftraffic.
Position protective vehicles so they are effective barriers to the traffic. Keep a protective vehicle close
enoughtoemployeestogiveactualphysicalprotectionbutnotsoclosethatitisahazardtoemployees.

Whenusinglaneorshoulderclosures,limitthetotalclosurelengthtoanareathatcanbesurveyed
duringanuninterruptedperiodofwork.
2.2.7 Planning
Whenplanningasurveyingprojectthatrequirestemporarytrafficcontrols,besureto:
UsestandardtrafficcontrollayoutsasshownintheManualonUniformTrafficControlDevices.
Usesurveyingmethodsthatminimizeexposuretotraffichazards.
Considerfactorsthatwillaffecttraffichazardsandimplementtemporarytrafficcontrolstominimize
thehazards.Somefactorstoconsiderare:
Prevailingtrafficspeed
Peaktraffichours
Motoristssightdistances
Effectofunusualsurveyactivitiesontraffic
Pavementconditionswet,frosty,etc.
Specialconditionsandevents,suchasschoolhoursandlargepublicgatherings
Inform District Traffic Operations and obtain necessary approvals, if any survey activity will
significantlyaffectthenormalflowoftraffic.
Observelocaldistrictpoliciesandproceduresregardingtrafficcontrols.
Coordinate traffic control activities with Maintenance, Construction, and MDOT Law Enforcement,
asappropriate.

Whenplanningnightsurveys:
Makesafetythenumberonepriority.
Allotextratimeforallnightoperations.
Makecertainyouhaveenoughpersonnel,equipment,andsupplies.
Prepareallpartymembersbyproperbriefingandissuanceofadequateequipment.
Alwaysusethebuddysystem.
UsereflectiveStop/Slowpaddletoguidepersonnelalongsaferoadsandtrailsintoworkareasand
tospecificpoints.
Provideradiocommunicationforeachworkarea.
Fornightsurveysintraffic:
Onlyconsidernightsurveysasalastresort.
AlwaysseekadviceandassistancefromtheDistrictOfficesofTrafficandMaintenance.
ConsideruseofMDOTorotherlawenforcementagencies.
Require all personnel to wear white coveralls and fluorescent LimeYellow highvisibility vests or
jackets with retroreflective material that is visible at a minimum of 1,000 feet when working
anywhereintherightofwayorwherevehiclesarelikelytobemoving.

PrecautionsConcerningSnakes
The following precautions should be taken when working in cottonmouth, copperhead, or rattlesnake
habitat:
Alwaysassumesnakesareactive.
Donotworkaloneinremotesnakehabitat.
Avoidsteppingoverlogsandlargerocksintounseenareas.Thesafestpolicyistowalkaroundsuch
obstacles. If this is not possible, first step on top of the object, then look at the back side of the
obstaclebeforesteppingdown.
Donotjumpdownfromoverhangsontoareaswheresnakesmightbehiddenfromview.

Neverclimbverticalornearverticalfacesusingunseenhandholdsaboveyourhead.
Donotattempttocapturesnakes.
Whennecessarytomovelowlyinglogs,largerocks,andboards,useaprybar,notyourhands.
Whenpossible,maintainradiocontactwithisolatedemployees.
Know the location of the nearest medical facility where antivenom is available and the quickest
routethere.
FirstAidTreatmentforSnakeBites
Symptomsindicatingthatvenomhasbeeninjectedareimmediateseverepain,swelling,anddiscoloration.

Employeeswhoknowtheyaresusceptibletosuchreactionsshouldinformtheirsupervisorandcoworkers

FirstAidTreatmentforsuspectedanaphylacticshockisasfollows:

Ticks
Ticks also are another source of concern while surveying and persons should document all tick bites and
watchforsignsofLymediseaseaswellasotherpossiblediseasesassociatedwiththeseparasites.
2.4.2 Environmental Hazards Poison Oak, Poison Ivy and Other Plants
Mississippismostallergicplantispoisonivy.Medicalauthoritiesagreethatavoidanceisthebestprevention
for an allergic reaction or Rhus Dermatitis. The old saying leaves of three, beware of me is still good
advice. Avoidance can be difficult because Rhussensitive people can react, often severely, from contact
withimplements,clothing,andotherobjectsthathavetouchedtheplant.Reactioncanbetriggeredbythe
planteveninthewinterwhenithasnoleavesorbybreathingsmokefromaplantthatisburning.Poison
oakandivyarenottheonlyplantsthattriggerdermatitis.Personsallergictotheseplantshaveareaction
similartothatcausedbypoisonivy.Precautionandtreatmentarethesameasforpoisonivy.

Thegridandgeodeticmeridianscoincideonlyatthetwocentralmeridians.Theanglebetweenthetwois
called the convergence angle and increases in value with an increase in the distance from the central
meridian. With the latitude and longitude known, the convergence angle will be equal to the longitude
differencetimesthesineofthelatitude.Theconvergencevalueforapointofknownposition(eitherSPCor
LatitudeandLongitude)canbeeasilyobtainedbyuseoftheCORPSCONprogram.(SeeFigure6attheendof
thissection).
Ageodeticazimuthcanbeobtainedeasilyatanylocationbyapplyingtheconvergenceangleatthatlocation
tothegridazimuth.
Conversion between ground horizontal distances and grid distances is accomplished by the proper

TheorthometricheightinMississippivariesfromnearzeroonthecoasttolessthan820feetonWoodall
MountainnearIukainthenortheastcornerofthestate.TheGeoidseparationvariesfromabout85feet
alongthewestsideofthestatetonearly95feetontheeastsideofthestate.Ellipsoidalheightsvaryfrom
approximately 85 feet near the coast to less than +722 feet on Woodall Mountain. These parameters
produceelevationfactorsfrom1.000004onthecoastto0.999965inthenortheastcornerofthestatefora
totalchangeofabout40ppm.Withinthelimitsofasingleproject,thechangeintheGeoidseparationwill
usually be negligible compared to the elevation change. Even on projects where the elevation changes as
muchas164feet,theerrorintroducedbyusingasingleelevationfactorwillbelessthan4ppm.
ThecentralmeridiansofbothNAD83SPCSzonesinMississippihavedistortionsof1:20,000whichisequalto
a scale factor of 0.999950 or 50 ppm. The scale factor will increase with the distance from the central
meridiansuntilitreaches1.000000atthelinesofexactscalelocatedabout39milesfromeachmeridianin
each direction. Only a small percentage of the state is outside these lines of exact scale. Adams and
WilkersonCountiesarelocatedthefarthestfromthecentralmeridians.Thescalefactorreachesamaximum
of 1.00010 or 100 ppm along the Mississippi River in these two counties. Within the limits of a single 10
kilometerEastWestproject,theerrorintroducedbyusingasinglescalefactorwillbelessthan5ppmwhich
is acceptable for most construction. The 5 ppm amounts to only 0.5 of a millimeter at a distance of 100
meters.ThelargescalefactorsneartheedgeofthetwozonesinMississippiwillreducethecombinedfactor
buttherateofchangeisthegreatestintheseareas.Longeastwestprojectsnearthezoneedgesshouldbe
analyzedtodetermineifmorethanasinglecombinedfactorwouldberequired.
ManyadvantagesareavailablebyusingtheSPCforMDOTprojects.Themainadvantageisthatallsurvey
dataisonacommoncoordinatesystemwhichcanbereproducedinthefuture.
Using the SPCS will allow the collection of SPC coordinate values of the Government Land Office (GLO
cornerswhichwill belocatedas partofMDOTsurveys.Sinceallsurveyswill beonacommoncoordinate
system,thelocationofthefoundGLOcorners,evenwhencollectedondifferentMDOTprojectsurveys,can
becoordinatedandcheckedagainsttheoriginalGLOfieldnotedata.
The SPC system provides a convenient and simple way to handle the convergence of meridians and a
convenientwaytoexchangedatabetweenMDOTandtheprivatesector.

UsingtheSPCsonMDOTProjects
All MDOT projects where RightofWay will be acquired shall use the SPCS NAD83 and the cover sheet of
surveysandprojectsshallhaveacontrolnoteindicatingthatthisisthesystemused.(SeeFigure5attheend
ofthissection).
MDOTsurveyingprocedureistoconfigurealldatacollectorswiththeprojectcombinedfactortoproduce
grid coordinates. These grid coordinates will remain asis throughout the preliminary survey, design,
propertymapping,propertyacquisition,andconstructionphasesoftheproject.Therewillbenoscalingto
groundvaluesduringthisprocess.
Control for MDOT SPC projects will be provided by Primary and Secondary control points established as
detailedintheapplicablesectionsofthismanual.
The District Surveyor will analyze the effect of using a single combined factor for the entire project or if
differentfactorsarerequiredforsegmentsoftheproject.Iftheerrorintroducedbyusingasinglefactoris
acceptable,whichitusuallyis,thenthissinglefactorcanbeprovidedtosurveypersonnelforentryintothe
data collectors in preparation for gathering field data. By entering the combined factor into the data
collector(MDOTstatestandardSMIdatacollectorsrefertothisfactorasascalevalue)distancesgatheredin
thefieldwillbeconvertedtogriddistancesandSPCstoredinthedatafile.
Thedifferencebetweengridlengthandthehorizontallengthneededforstakeoutwillusuallybelessthan
50ppm.Thisequatestolessthan5mmin100meters,whichwillcovermoststakeoutsituations.Incases
whereprecisestakeoutisrequiredthesettingofthecombinedfactorinthedatacollectorwillproducean
exactmethodforstaking.
SPCsMDOTProjectExamples
Analysis was done on three MDOT projects to see the effect of using State Plane Coordinates. These
projectsrunEasttoWest,areaboveaverageinlength,andtwoarelocatedfarfromtheCentralMeridian,
therefore they show some worst case scenarios for errors if one grid factor or no grid factors are used
duringstakeoutofaproject.

4. 0 Preliminary Surveys
4.1 General Information
4.1.1 Introduction
This chapter details the various activities involved in performing topographic surveys, including data
requirements and procedures for gathering and presenting the data. Data can be collected with any
equipmentthatwillgiveyoutheaccuraciessetforthinthismanualinatimelymanner.Therequiredend
product will be a complete survey in electronic format, with certain check plots and required notes and
documentationsubmittedasstatedinthischapter.
This manual, and in the case of surveys performed by consultant firms, the contract, will define

ATINisinterpretedbythecomputerasasetofpointsconnectedbyaseriesoftriangles.Thealgorithms
used to create the triangles connect points to their nearest neighbor. However, in some instances the
nearestpointmaynotbetheproperconnection.Forexample,thenearestpointtoapointonthetopofa
ditchmaybeapointontheoppositetop.Theproperlinkisinthebottomoftheditch,thus,theneedfor
breaklines.Thecomputeralgorithmwillnotallowatrianglelinetocrossabreakline.Soabreaklineinthe
bottomoftheditchforcesthelinksintothebottominsteadofshortcircuitingacrossthetop.
Itis pointed outthat breaklinesmay berequired evenwhen thegroundshowsnoobviousdiscontinuity.
ThesurveyorshallshowadequaterandompointsandbreaklinestoensurethattheTINaccuratelyreflects
thesurfaceoftheearth.Greatcareshouldbetakeninthedevelopmentofbreaklinesintheareaofbridges
orotherstructures,inastream,underbridges,etc.
SpotShotsaregenerallycollectedinagriddedmannerwithanominalspacingofabout25to50feet.This
spacing can vary widely, from much smaller values, up to 100 feet in rural flat areas, depending on the
regularityofthesurfacebeingmodeled.Thespacingandplacementofspotshotsshallbemadetoensure
theaccuracyoftheDTMsoalleffortsshouldbemadetohaveshotsatthehighestandlowestpointsofthe
terrain.

All TINs shall be created using GeoPak and crosssections extracted and checked for validity of the TIN.
Crosssectionsshallbetakenat100feetintervalsforruralprojectsand50feetintervalsforurbanprojects.
Theseintervalsmayalsobeappropriateon3Rprojects,dependingonthevariabilityofearthworkalongthe
project. Other factors that may influence the frequency of crosssections include the presence of
intersections, extent of driveway and turnout construction or reconstruction, ADA related work, drainage
improvements,etc.Whereacrosssectionisnotrequiredatpropertyrampsordriveways,aperpendicular
profile is required at the centerline of the ramp/driveway in order to design the new property ramp or
driveway.
If this option is used, three design files (TOPO.DGN, 3DG.DGN, & 3DA.DGN) should be submitted along
withseveralotherfileswhicharediscussedbelow.

3. Location of existing roads. This includes edge of pavement and existing centerline information
includingtangentbearings,curveandspiraldata,stationing,andtiestothecenterlineconstruction
oftheprimaryroute.Topographyshouldbecollectedaminimumof650feetineachdirectionfrom
theExistingRoadMainlineConstructionintersection.
a. Donotsendinnumerousconnectedshots(PIs)ontheexistingcenterlines.Forexample:Ifan
existing alignment has one curve and two tangents on each side of the curve, three elements
shouldbeusedinMicrostationtoshowthisalignment;onelinerepresentingthebacktangent,
onearcrepresentingthecurve,andonelinerepresentingtheforwardtangent.
b. Alignments should be created from field collected existing centerline shots, existing Rightof
Waymarkers,bridgeends,majordrainagestructuresandanyotherreadilyidentifiablefeature
shown on the asbuilt plans. The Best Fit alignment should fit as close to these individual
pointsaspossible.AlthoughitisprobablyimpossibletorecreatethealignmenttomatchtheAs
Built alignment, the AsBuilt alignment should be studied and matched as closely as possible
whencreatingtheBestFitalignment.
4. AlignmentinformationofsurveybaselineifcrosssectionstakenaboutabaselineotherthantheCL

10. Land Character The land character of rural areas such as pasture, second growth, cultivated,

a. StockandEquipmentPassesItistheresponsibilityofsurveypartiestorecommendlocations
where stock and/or equipment passes should be placed for proposed highways. The primary
indicatorforastockpassisthedividingofalargeareaspecificallyusedforpasture.Therefore,
all pasture lands should be carefully noted. Also, field personnel should be cautioned against
discussing possible locations with property owners. The assurance that a stock and/or
equipmentpasswillbeconsideredduringthedesignprocessisusuallythebestresponse.
b. TreesTreesshowingsignificantageorhistoricalvaluewhichmaybeaffectedbyconstruction
shouldbeshownwiththesizeandtype.Theedgesofwoodedareasshouldalsobeidentified.
11. Waters/Wetlands
a. Wetland areas should be outlined and identified with the classification of WETLAND. The
Routine Wetland Determination Data form from the Corps of Engineers Wetlands Delineation
Manualshouldbecompletedforeachwetlandsite.ThisformisalsoavailablethroughRoadway

b. Allponds,streams,rivers,etc.shouldbeidentifiedhorizontallybythetopbanks,aswatersof
theUS.
12. Utilities
a. Allexistingutilitieswithintheprojectareashouldbeshown.

b. OwnersTheownerofeachutilityshouldbeshown.Includename,address,contactperson,
andphonenumber.
c. Limits When more than one utility company supplies the same service, the limits of each
ownersserviceareashouldbeindicated.
d. LocationandProfileThelocationanddepthofundergroundutilitiesshouldbedeterminedas
bestpossible.Profilesongaslinesandgravityflowsewerlinesareespeciallycritical.However,
gaslinesshouldneverbesoundedwithasteelrod.
e. All underground utilities which may be affected by roadway or structure construction will be
showninthetopographydesignfile.LocationshouldbecoordinatedthroughMSONECALL(1
8002276477).
f. OverheadOverheadutilitylinesbetweenpoleswillnotbeshownonpresentlayoutplots.The
directionofthelineswillbeindicatedbyashortlinethroughthecellrepresentingthepole.
g. SignalsAtsignalizedintersections,thesignalheads,spanwires,polesandcontrollershouldbe
recordedandshown.
h. Thepoleortowernumbershouldberecorded,ifavailable,formajortransmissionlines.

13. Underground Petroleum Storage Tanks The disposition of property containing underground
petroleum storage tanks is of utmost importance. Environmental requirements call for expensive
procedures to ensure that leakage does not occur during any activity affecting the property.
Becauseoftheexpenseinvolved,theMDOTmustcarefullyconsidersuchpropertywhenplanningor
constructingaroadwayproject.Theidealsolutionwouldbetoavoidsuchproperty.This,however,
isnotalwayspossible.

a. An attempt will be made to locate and identify all such property during the location review.
Proposedalignmentswillthenbelocatedsothatthepropertycanbeavoidedifpossible.
b. In the event that such property is unavoidable, all tanks should be located as accurately as
possibleandrecordedinthetopographicdesignfile.Accuratelocationoftheundergroundtanks
is often difficult. However, all possible sources of information should be investigated

5.2.5 Equipment
Imagesforphotogrammetricmappingwillbecollectedusingaircraftandequipmentproduced,ormodified
(inthecaseoftheaircraft),forthespecificpurposeofobtainingpreciseaerialimagery.MDOTprefersthat
nowindowatallisinterposedbetweenthecamera/sensorlensandthegroundtobeimaged.Nowindow
of glass or other material shall be interposed between the camera / sensor and the ground to be
photographed unless said window is of optical quality (optically flat or neutral), free of scratches and
blemishes, and will in no way degrade the resolution or accuracy of9 the imagery or sensed data. It is
importantthattheaircraftandimaginingequipmentmustbeoperatedbystaffwithmeaningfulexperience
in collecting aerial imagery and remotely sensed data. All cameras, imaging devices, and sensors used to
collectimagesanddatausedforMDOTmappingprojectswillbeofatypeandconfigurationspecializedfor
airborne applications. These devices must be calibrated and fully capable of capturing products with the
geometricintegrityandminimizeddistortionrequiredforthehighprecisionusesenvisionedbyMDOT.

5.2.6 Imagery
The format and type of imagery to be produced and provided to MDOT as part of any photogrammetric
mappingactivitywillbespecifiedbytheMDOTStateSurveyortomeettheindividualrequirementsofeach
project. Unless otherwise specified by the State Surveyor, all visiblespectrum aerial imagery will be
obtainedasfullnaturalcolorimagery.
DistributionofPhotoControl
The specific number and spatial distribution of the photo control points throughout the project area,
specificallytheareacoveredbytheaerialimagery,isbestspecifiedbythephotogrammetristchargedwith
computingtheaerotriangulationsolution.Everycontrolplanshoulderronthesideofestablishingafewtoo
manycontrolpoints,sothatextrasandcheckpointsareavailablethroughoutanyproject.Ataminimum,
MDOTexpectsthreehorizontalphotocontrolpointsandtwoverticalphotocontrolpointsinthefirstand

lastmodelsofeachflightlineorstrip,wheretheprojectconsistsofstripsconnectedendtoend.Horizontal
and vertical control points may coincide. In any given individual strip, one additional horizontal and two
additional vertical photo control points should appear no less frequently than every third model between
theendmodels.
Forablockofphotography,i.e.,overlappingadjacentstrips,thefullsetoffivecontrolpointsmustappear
in each of the four corner model. One each additional horizontal and vertical photo control point must
appearintheendmodelsofeachinteriorstrip.
HorizontalControl
For projects involving stereocompilation from imagery, the primary project control will typically be inter
visiblepairsofmonumentatedsurveypointsspacedanywherefromtwotofivemilesapart.Thesepoints
will be set in open locations suitable for obtaining good GPS observations. These points will be tied
directlytothepublishedcontrol.Typically,thecoordinateswillbeestablishedbystaticGPSobservations,
postprocessedandadjustedasanetworkasdescribedinthechapteroncontrolsurveying.Theseprimary
control points should all meet a local accuracy standard of at least 1:100,000 relative to the published
control.
The primary project control network will be tied to no fewer than three HARN and/or CORS points for
positionandellipsoidheightdetermination,andnofewerthanthreepublishedbenchmarksfororthometric
height (elevation) determination. At least two independent vectors must connect each horizontal (e.g.,
HARN) and each vertical (benchmark) control to the project control network. These two vectors may
connecttothesameortodifferentprimarycontrolpoints.
InallGPSpostprocessingoperationsforphotogrammetriccontrolsurveys,onlyapreciseephemerismay
beused;thismaybearapidorultrarapidversion.Solutionscomputedusingthebroadcastephemerisare
not acceptable to MDOT. Precise ephemeris files are available online from a variety of sources. Post
processingcomputationsmustusetheNGSmodelsfortheseparationbetweentheantennaphasecenters
andtheantennareferencepoint(ARP).Payparticularattentiontothemodelandtypesofantennasused,
andtothepresenceofanoptionalgroundplane.Onlyindependentvectorsmaybeincludedinthenetwork
adjustment computation; trivial vectors are never allowed. The conversion between the ellipsoid heights
andorthometricheights(elevations)mustbemadeusingonlythelatestversionofthelatestavailableNGS
Geoid model. OPUS11 type solutions may, and should, be used to check the results of a static
photogrammetric control survey, but they may never be used instead of static observations and post
processingfordeterminingactualcontrolpointcoordinatesandheights.
The local network of supplementary control includes any prepositioned targets and all imageidentifiable
photo control points. (Refer to any standard reference for information on the size and configuration of
photogrammetric targets for visiblelight imagery.)12 The positions and elevations of these points will
typicallybedeterminedfromtheprimaryprojectcontrol.IfdynamicGPSmethods(e.g.,RTK)areused,then
eachandeveryoneofthesesupplementarypointsmustbehitatleasttwice;preferablyontwodifferent
days, but at least, with no less temporal spacing, than four hours. The three dimensional distance
( x 2 + y 2 + z 2 )betweenthetwooccupationsmustnotexceed0.1feet.
If conventional surveying methods are employed (i.e., total station traverse), then each and every
supplementarypointmustbeincludedasanoccupiedpointinatraversebetweenprimarypairs,or,located

by side shot independently from two different traverse points. The final adjusted positions of all
supplementary points must meet a local accuracy standard of 1:50,000 relative to the primary project
control.
VerticalControl
VerticalcontrolforphotogrammetricmappingprojectsmaybeestablishedusingGPS,trigonometricleveling
traverses,ordifferentiallevelingtechniques.
In computing elevations from GPS observations, a separate orthometric heights adjustment will be
computed on the primary GPS control network to determine whether or not the published benchmarks
includedintheprojectstillfittogether,vertically,withinthespecifiedtolerancefortheirorderandclass.If
anybenchmarkisidentifiednottofitwiththeothers,itmustberejectedascontrolandanotherbenchmark
added to the survey until three acceptable benchmarks are identified to control the project. Rejected
benchmarksshouldbeallowedtofloatinthenetworkadjustmentandthoseresultsreportedbytheState
Surveyor to NGS. It is possible that a small Height Modernization project, along the lines described in
relevantNGSguidelines,maybeneededtocreateadequateNAVD88controlintheareaforagivenproject.
ThescopeofsuchanaccessorysurveywillbedecidedbytheMDOTStateSurveyor.
Elevationsmaybecarriedalongthesurveytocreatea3Dtraverseaslongasalltargetsaremountedon
tripodsandallinstrumentandtargetheightsaredoublemeasuredandrecordedinbothfeetandmeters.
(The metric values are then converted to feet in the office and compared as a check on the measured
heights.)Eachandeverysupplementaryverticalpointmustbeincludedasanoccupiedpointinatraverse
betweenprimarypairs,or,locatedbysideshotindependentlyfromtwodifferenttraversepoints.

Description
All planimetric mapping is compiled as digital design files for use on MDOTs current CADD systems.
Planimetric mapping for MDOT includes varying degrees of detail in the depiction of transportation and
infrastructurefeatures,andofotherbuiltandnaturalfeaturesvisibleonaerialimagery,dependingonthe
proximitytotheroadway.Requireddetailsthatcannotbecapturedandmappedfromtheaerialimagery
mustbegatheredandaddedtothemapfilesbygroundinspectionandmeasurementmethods,e.g.,field
survey.
Mappinglimitsandstereomodellimitswillbeaccuratelyplottedanddisplayedinallfilesandplots.Grid
linesandintermediategridtickswillappear,onthespecifiedCADDlevel,inallphotogrammetricmapping
filesandplots.Thespacingofprimarygridlineswillbeappropriatetothemappingscaletoensurethatat
least two grid lines across the main transportation feature alignment appear in each separate map file or
plot. Feature compilation on adjacent map files must edge match exactly, with continuing features
snappedtogetheratfileboundaries.
Eachplanimetricmapfileorplotwillshowanortharrow,orientedtotruenorth.
Accuracy
Designscalemapping(1:250or1:500)willmeetorexceedthefollowingMDOTstandard:90%ofallwell
definedplanimetricfeaturesareplottedwithin0.2feetoftheirtruegroundlocation.Thistruelocationis
determined relative to the local ground survey control.17 Accuracy testing may be done by field survey
methods,orbyotherremotemeasurementmethodsofdemonstrablygreateraccuracy.Testpointswillbe
chosenrandomlyfromamongthelistofrequiredmapfeatures.
MapCompilation
The following compilation instructions were taken, and adapted, from a U.S. Army Corps of Engineers
Manual.18
All planimetric features and contours are delineated by following the feature with the floating mark,
adjustingtheelevationsothatthefloatingmarkisalwaysincontactwiththeapparentmodelsurfaceasthe
compilationproceeds.Theparticularmapdetailstobecompileddependonthetypeofmapbeingprepared
andthelandusecharacteristicsoftheprojectarea.
Compilation of Planimetry As a general rule, those features whose accurate positioning or alignment is
mostimportantshouldbecompiledfirst.Therelationshipofthemodeltothedatumshouldbecheckedat
frequentintervalsduringthecompilationprocess.Itispreferabletocompileallthefeaturesofakindatone
time;inthisway,thechancesofoverlookingandomittinganydetailareminimized.
1. Care should be taken when plotting objects having height, such as buildings and trees, to avoid
tracingtheirshadowsinsteadoftheirtruepositions.Buildingsmayhavetobeplottedbytheirroof
lines,asthephotographperspectivemaycausetheirbasestobepartiallyobscured.

3. Hydrographic features include rivers, streams, lakes, ponds, marshes, springs, falls and rapids,
glaciers,waterwells,andsimilardetail.Wherevertheyexist,suchfeaturesasthedrainagewaysof
draws,creeks,andtributarystreamslongerthan1inchat mapscaleshouldbe delineatedonthe
maps.
4. Scaledependent features. On maps at scales of 1:600, there should be shown, in addition to the
otherrequiredlandusefeatures,curbs,sidewalks,parkingstripes,driveways,hydrants,manholes,
lampposts,andsimilarfeaturesdependentonthefunctionalapplication.
Mapmanuscriptsmustbeeditedcarefullyduringorimmediatelyafterthestereocompilationphaseofthe
projectiscompleted.Themapeditorshouldbesomeoneotherthanthephotogrammetristwhocompiled
theoriginalmapmanuscript.Eachmapmustbecheckedfor:
1. Compliancewiththerequiredmapaccuracystandards.
2. Completenessofplanimetricandtopographicdetail,ascalledforintheprojectspecifications.
3. Correctnessofsymbolizationandnamingoffeatures.
4. Agreement of edgematched planimetric and topographic line work with adjacent maps and flight
lines.

of pavement, to ensure that the two files accurately describe the same terrain. The most direct way to
ensure this proper matching is to first compile selected line features, e.g., highway edge of pavement, as
threedimensionalbreaklines,andthenexportthemdirectlyintotwodimensionalmappingfilestoserveas
thestartingpointsforplanimetricmapcompilation.19
Description
DTMfilesproducedforMDOTmustbeinaformandformatdirectlyusablebytheDepartmentsCADand
engineeringdesignsoftware.DTMstaketheformoftriangulatedirregularnetwork(TIN)files.ATINfileis
basicallyasurfacemodelcomposedoftriangularplaneelements.Theseplaneelementsabuteachotherto
formacontinuoussurfacetotheextentsofthemodel.Thesizeofthetrianglesinthemodeldeterminesthe
levelofgeneralizationbuiltintothemodel.Fewerlargetrianglesrepresentmoregeneralization;moresmall
triangles represent less generalization, i.e., a more detailed depiction of the true nature of the ground
surface.Thelevelofgeneralization,inturn,isonecomponentintheaccuracyoftheDTM,i.e.,howwellit
describesthetruegroundsurface.
ADTMfileisconstructedfromspotelevationsand3Dbreaklines.Spotelevationsmaybemeasuredona
uniformgrid,ormaybemeasuredatlocalhighandlowpoints.Abreaklineisalinearfeaturedepictingthe
linealongwhichtheslopeofthegroundchangesabruptly,orbreaks.Breaklinesarenot,however,lines
ofconstantelevation.Examplesofbreaklinesarethetopandbottomofacurb,thetopedgeofaretaining
wall, or the bottom flow line of a drainage ditch. In the DTM, break lines also define a boundary for the
edges of the constituent triangular planes, i.e., triangle edges never cross a break line. Special cases of
break lines are used to define the edges, or extents, of the DTM model. Another special case is used to
outlineobscuredareaswithintheDTM.ObscuredareasareregionswithinwhichaccurateDTMfeatures
couldnotbecompiledbecausethegroundcouldnotbeseen.
DigitalterrainmodelsforMDOTusearenevergeneratedfromcontourorcrosssectiondata.EveryDTMfile
willbeaccompaniedbyamatchingplanfileinwhichallofthecompiledspotelevationsandbreaklinesused
intheDTMareplotted,withallspotsandverticeslabeledwiththeirmeasuredNAVD88elevationvalues.
Accuracy
BreaklinesandspotelevationsusedtoconstructstereocompiledDTMsmustmeetthehorizontalstandards
for planimetric mapping. DTMs compiled to accompany design scale mapping will meet or exceed these
MDOTstandards:
1. 90%ofwelldefinedfeaturesonhardtransportationsurfaceswillhaveelevationswithin0.2feetof
theirtruevalue,relativetoprojectcontrol;
2. The mean of the deviations from true elevation of sampled points on engineered surfaces and
drainagefeatureswithin45feetofthenearestedgeofpavementofthemaintransportationfeature
willbe0.2feet,withastandarddeviationof0.4feet;
3. Themeanofthedeviationsfromtrueelevationofsampledpointsonnonengineeredsurfaces,and
ofallnonpavementfeaturesfartherthan45feetfromthenearestedgeofpavementofthemain
transportationfeature,willbe0.5feet,withastandarddeviationof1.0feet.
Allpointaccuraciesmaybeassessedrelativetolocalprojectcontrolbyfieldsurveymethods.Forfeatures
thatarenotwelldefinedlocations,RTKGPSmethodswillbeusedtodeterminecoordinatesofeachlocation

at which elevations will be measured and compared. The actual comparison elevations will be measured
fromprojectbenchmarksbyeithertrigonometric(totalstation)ordifferentiallevelingmethods.
Where vertical accuracy better than 0.2 feet is required for design functions, e.g., highway surfaces, then
fieldsurveymethodswillbeemployedtocollectbreaklinesandspotelevationsofspecifiedfeatures.This
fieldcollectedinformationcanthenbesubstitutedintotheDTMtocreatethefinishedproduct.
DTMCompilation
Areasthatcannotbeseenintheaerialimagerywillbeoutlinedwithanobscuredareaboundarybreakline.
No photocompiled points or features will be placed inside of an obscured area. Obscured areas will be
filledinlater,asneeded,byfieldsurveymethods.Thefieldsurveydatamay,atthedirectionoftheState
Surveyor,beaddedtotheDTMfile.Thefieldsurveycrewshouldbegivenacopyofthepertinentimagesso
theycanseetheextentofeachobscuredarea.Theseimagesshouldalsohavefeaturesorpointsmarked
thereonforbeginningandendingtheirsurveymeasurementsoflinearfeatures.
BridgedecksarenotcompiledintothemainDTM surfacefile.Theabutmentsandotherbridgefeatures,
andtheareaaroundandunderanybridge,arecompiled(asmuchascanbeseendirectly)asifthebridge
deck itself did not exist. Bridge decks can be compiled into separate DTM files, if needed. Break lines
describingahighwaysurfacemaybecontinuedbetweenvisiblevertices,however,shouldnotpassthrough
theunseenareaunderabridgedeck.Inthiscase,anobscuredareamightbecreatedunderthebridgeon
eachsideoftheroadsurface.
Truly vertical surfaces will be compiled as if they are slightly canted (tilted). The break line defining the
bottomofthewallorotherverticalfeaturewillbecompiledinitstruehorizontallocation.Thebreakline
definingthetopedge,whichwouldnormallybedirectlyabovethebottomedge,willbeoffsetinwardbynot
morethan10%oftheheight,or0.1foot,whicheverisless.
Neithercontoursnorcrosssectionsarecompileddirectly.Bothcanbegeneratedasdesired,withgreater
accuracyandefficiency,fromtheDTM.Theavailabilityofanaccurate,wellconstructedDTMisespecially
valuableformeetinganyrequirementforcrosssections,sincenewalignmentscanbecreatedandchanged,
andsectionsgenerated,withaminimalexpenditureintimeandmoneyatanytimeaftertheDTMitselfis
compiled.
TheDTMandassociated3DCADDfileswillbeconfiguredasdescribedintherelevantsectionsofthelatest
versionoftheMDOTRoadwayDesignCADDManual.

5.6 LiDAR
LiDAR(lightdetectionandranging)technologyisusedinmanyapplicationsforcollectinglargeamountsof
terrain and feature information over large areas quickly and relatively inexpensively. For all of its
advantages, however, LiDAR does not collect data of sufficiently high accuracy or resolution to meet the
designmappingrequirementsofMDOT.ThisbriefdiscussionoftheLiDARandradarmappingtechnology,
adaptedfromaU.S.ArmyCorpsofEngineersmanual20,providesausefulsummary.
LiDAR is an active sensory system that uses light, laser light, to measure distances. When mounted in an
airborneplatform(fixedwingorrotarywing),thisdevicecanrapidlymeasuredistancesbetweenthesensor
ontheairborneplatformandpointsontheground(orabuilding,tree,etc.)tocollectandgeneratedensely
spacedandhighlyaccurateelevationdata.LiDARmappingtechnologyiscapableofcollectingelevationdata
with an accuracy of 0.5 feet and horizontal accuracies within 1/1,000th of the flight height. In order to
achieve these accuracies, LiDAR systems rely on the Global Positioning System (GPS) and an inertial
referencesystem(IRS).

photogrammetry (usually digital photography) is used in conjunction with LiDAR bare earth processing
techniques.
RadarTechnologiesLiDARcanprovidehigheraccuracyandmoredetailedinformationaboutthelandscape
than radar technologies such as Interferometric Synthetic (IFSAR). Elevation data obtained from IFSAR is
collectedinasidelookingmode,thatis,offtooneside,whichcanresultindatavoidsinnonopenareas.
LiDAR data are collected 1020 degrees either side of vertical to minimize data void areas and to collect
direct vertical measurements to the ground or tops of features. IFSAR, however, can fly higher to obtain
larger areas in shorter periods of time and is not affected by cloud cover. Current investigations are
examining the benefits of combining IFSAR and LiDAR for use in enhancing the strong points of both
systems.

907617.03.3Certification
After all the markers are installed, the Licensed Professional Surveyor charged with the installation shall
submit a written certification to the Engineer certifying that all RightofWay markers were set at the
locations designated on the plans, or otherwise directed by MDOT, and to the specified tolerances. The
certification shall also include a copy of the RightofWay plan sheets with the RightofWay marker table
completedforalllocationsinwhichtheLicensedProfessionalSurveyorinstalledRightofWaymarkers.The
table shall be completed showing the asbuilt (inplace) northing and easting location based on the State
Coordinate Plane System. Each RightofWay plan sheet shall be signed and stamped by the Licensed
ProfessionalSurveyor.
TheLicensedProfessionalSurveyorwillalsohavetofurnishasignedandstamped FinalRightofWay Plat
meetingtheminimumstandardsofsurveyingasrequirementsbytheMississippiStateBoardofRegistration

7.2.1 General
Surveying instruments, which include theodolites, levels, total stations, electronic measuring devices, and
GPS receivers, are designed and constructed to provide years of reliable use. The shafts, spindles,
pendulums,andelectronicsofprecisioninstruments,althoughconstructedforruggedfieldconditions,can
be damaged by one careless act, or continued inattention to prescribed procedures for use, care, and
adjustmentoftheinstrument.
Each new instrument is furnished with an operator's manual. The manual contains a description of the
instrument, specifications of its various components and capabilities, and applications. The manual also
contains basic instructions for use of the instrument and describes recommended servicing and adjusting
methods.Theoperator'smanual,oracopythereof,shouldbekeptwiththeinstrumentatalltimes.Each
operator should thoroughly study the manual prior to use of the instrument, particularly whenever
prescribed field adjustments are to be made. If the manual is lost, stolen, or damaged beyond use, a
replacementcopyshouldbeobtainedassoonaspracticable.
The following general principles of care and servicing should be applied as a routine matter for all survey
equipmentandsupplies:
1. Allequipmentandtoolsshouldbekeptascleananddryaspracticable,particularlyiftheyaretobe
transportedorstoredforanylengthoftime.
2. Woodensurfacesshouldbewipedcleanofcakedmudormoisturepriortoreturningtheequipment
tothevehicle.Theoriginalpaintedorvarnishedsurfacesshouldberepairedasoftenasneededto
keepmoisturefromenteringthewood.
3. Metal surfaces should be cleaned and wiped as dry as practicable. A coat of light oil should be
appliedtotapesandthemetalpartsoftoolstopreventrustingduringstorage.Excessoilshouldbe
wipedoff.

7.6.9 Tapes
Surveyor's tapes are available in various lengths, of different materials, and with many methods of
graduations. Although EDMs have replaced tapes for longer measurement, every crew should have both
metallic and nonmetallic tapes available. Tape reels for metallic or fiberglass tapes save time and help
preventdamagetothetape,particularlyifusedinconstructionorheavytrafficareas.
7.7.1 Tribrachs

eye level, and optical plummet eye piece. Over tightening of the tripod fastener screw can put undue
pressureonthelevelingplate.
Although the leveling screws are covered, dirt or dust can work into the threads and cause wear. The
tribrach should be carefully disassembled, cleaned, and lubricated with light instrument oil whenever the
threads appear to be binding. Such repairs should be done in the shop by someone experienced in such
work.
7.7.5 Tripods
Tripodsprovideafixedbaseforalltypesofsurveyinginstrumentsandsightingequipment.
Inthepast,differentequipmentrequireddifferenttripods.However,duetostandardizationbyinstrument
manufacturers,mostoftodaysequipmentutilizesthesametripod.Thesametripodcanbeusedfortotal
station,levels,andGPS.Tripodsaremadeofeithermetalorwood.Woodentripodsarerecommendedfor
precisionsurveystominimizeerrorsbecauseofexpansionandcontractionduetoheatandcold.

Asimplemethodforcheckingforgrosserrorinbull'seyeleveladjustmentistocheckitagainstapreviously

developedusingplumblinesorotherdevices.
7.9.3 Batteries
HandheldradiosandEDMsoperateonrechargeableNiCadandLithiumIonbatteries.Batteryfailureisthe
cause of most problems with the operation of radios and such failures can completely disrupt the crew's
effectiveness.SomeEDMsareprovidedwithalligatorconnectionsfortemporaryuseofthevehiclebattery.
1. The need to retain a vehicle at the instrument point can often disrupt the crew's normal
procedures. Therefore, the care and maintenance of batteries is an important part of the crew
operationandonememberofthecrewshouldbeassignedthatresponsibility.
2. NiCad batteries have a tendency to develop false "bottoms" or memories when they are only
partiallydischargedbetweenchargingcycles.Periodically,theradio(orinstrument)shouldbeleft
"on"todischargethebattery.LithiumIonbatteriesdonotdevelopmemories.
