JOB TITLE: Humanitarian and DRR Specialist

CHILD SAFEGUARDING:
Level 2 a CRB check (standard level) or equivalent overseas police check will be required as the
position may have access to sensitive data

ROLE PURPOSE:
As a key member of Save the Children Internationals Humanitarian Team, the Humanitarian and DRR
Specialist will work closely with the Guatemala Country Office to provide administrative and operational
support for humanitarian response in country, and with the LAC Regional office and LAC region Country
Offices to provide technical support on Humanitarian Response and Disaster Risk Reduction.

In the event of a major humanitarian crisis the role holder will be expected to work outside the scope of
the job description and be able to vary working hours accordingly including traveling and deployment.

SCOPE OF ROLE:

Reports to: Guatemala Deputy Programme Director / Regional Operations Manager. Dotted line to
Regional Humanitarian Coordinator

Budget Responsibilities: None
Role Dimensions: A complex and diverse role involving the coordination of key response information
and administrative support to the Operations Team in LAC. Save the Children works in 8 countries in
LAC with a current staff complement of approximately 700 staff and current expenditure of approximately
50 million each year.

KEY AREAS OF ACCOUNTABILITY: 50% Humanitarian Support to Guatemala and LAC RO


Backstop, 50% DRR for LAC RO.

Humanitarian Advisor- Preparedness Guatemala


Coordinate with the Resource Mobilization Director and Guatemala Deputy Program Director to
identify opportunities for Humanitarian funding across a variety of donors and the efficient and
equitable use of resources and funds, ensuring proper alignment of projects to donor
requirements, in all its phases (design, implementation and evaluation), and in conjunction with
Account Managers based in multiple Member offices.
Assist in the development and maintenance of emergency preparedness plans (EPP) in
Guatemala CO.
Support Guatemala CO in management of sudden onset & chronic emergencies and by
providing the internal humanitarian information (ops, PDQ meetings etc) and efficient
communication between Guatemala CO, LAC Regional Office and key stakeholders as
appropriate.
Capacity building for Guatemala CO on Emergency Preparedness (Assessment & assessment
tools, MEAL & general emergency programming) to ensure proper preparedness and response
capacities. Coordinate training on operational areas or humanitarian response as needed.
Monitor quality and identify improving areas that require strengthening in accordance with OPS
to comply with essential standards.
During emergency represent Guatemala CO in working groups, cluster meetings on
humanitarian response, DRR activities and Education in Emergency or others, ensuring
coordination and exchanges within SC and different partners and donors when needed.

Humanitarian Advisor- LAC backstop


Deploy, support, and build capacity of the humanitarian responses and gap filling in LAC region
when needed.
Act as regional humanitarian focal point ensuring 365 day-a-year coverage for the region when
needed.

DRR Advisor LAC TA


Coordinate with the Resource Mobilization Director and ensure LAC regional capacity to identify
opportunities for DRR funding across a variety of donors and the efficient and equitable use of
resources and funds, ensuring proper alignment of projects to donor requirements, in all its
phases (design, implementation and evaluation), and in conjunction with Account Managers
based in multiple Member offices.
To support and ensure identification of DRR program opportunities in the region, and proposal
writing in line with Save the Children good practices and lesson learned across the region.
Provide advice and inputs to baseline studies, assessments, plans and evaluations where
required or requested.
To provide DRR expertise and support/advice to the Humanitarian Coordinator to maximize the
impact and achievements of LAC Region in the sector.
To guide, capacitate, coach and monitor DRR projects across the region, including support to
action induction and technical support visits to implementation sites if needed, in order to ensure
that programming meets international standards and corresponds to work plans and budgets
(cost recover).

QUALIFICATIONS
Educated to degree level in a relevant field (Development Studies, International Politics,
Humanitarian Assistance) or able to demonstrate equivalent experience.

EXPERIENCE AND SKILLS

Essential
Previous experience of at least 3 years in Humanitarian and Emergency Programs.
Previous experience in managing Humanitarian responses.
Knowledge of Word, Excel, PowerPoint, Access.
Fluency in Spanish and English, and excellent writing skills.

Desirable
Previous experience in the field in any LAC Countries.
Previous experience in managing DRR/CCA programs in LAC
Knowledge of institutional donors, including but not limited to, ECHO, USAID
Experience in first emergency response in the field.
Proven knowledge and/or experience in Child focus programs.
Previous experience and knowledge of security management.
