2 Overview
2.1 Feature Introduction
The Linear Predictive Coding with Regular Pulse Excitation (LPC-RPE codec) algorithm
is adopted in GSM system. As a basic coding scheme in GSM, the Full Rate (FR) speech
coding uses a coding rate of 13kbits/s in the transcoder.

2.2 Correlation with Other Features
This feature and the following features form a GSM speech coding algorithm set. A call
can adopt only one of these coding schemes at a specific moment, but may switch
among them in a calling flow.

3 Technical Description
3.1 FR Call Setup Procedure
During call setup, the Base Station Controller (BSC) receives a request from the Mobile
Switching Center (MSC) an Assignment Request, which contains the speech version
supported by current MSC. Then BSC decides whether to adopt FR speech coding in
this call based on local resources such as Abis. A Interface resources and TC resources.
FR speech coding is adopted only when EFR or AMR speech coding is unavailable. If
EFR or AMR speech coding is unavailable, an FR call setup procedure is initiated as
shown in Error! Reference source not found.Figure 3-1. If MSC supports FR speech
version 1 and local resources support FR calls, an FR call is established; otherwise, the
call setup fails.

1. MS sends a SETUP message to MSC, inquiring whether FR can be supported.
2. MSC sends an Assignment Request message carrying the speech version

information of this call to BSC based on the call type.
3. BSC decides whether to adopt FR speech coding in this call based on local
resources; if so, BSC sends a Channel Activation message to BTS, informing that
current channel mode is FR speech version 1. Upon receiving the message, BTS
returns a Channel Activation Ack message in response.
4. Upon receiving the Channel Activation Ack message from BTS, BSC sends an
Assignment Command message to MS, informing that current channel mode is
FR speech version 1.
5. BSC returns an Assignment Complete message to MSC, and the FR call setup
completes.

3.3 Description of FR Coding/Decoding Algorithms
FR coding mechanism adopts the Regular Pulse Excited-Long Term Prediction

(RPE-LTP) algorithm. FR coding refers to the mapping from input blocks of 160 speech
samples (20 ms, 8 kHz sampling rate) in 13-bit uniform PCM format to encoded blocks of
260 bits. FR decoding refers to the mapping from encoded blocks of 260 bits to output
blocks of 160 reconstructed speech samples. The speech coding rate is 13kbit/s.

6 Engineering Guide
6.1 Application Scenario
FR Speech Codec is applicable to all the scenarios of GSM network.
6.2 Configuration Description

If the default value is modified, the speech
version is selected by parameter

configuration. Comparatively, AMR is

adaptable to change coding rate: Under
worse channel conditions, the coding rate is
enhanced (by increasing redundancy bit) to
degrade information source (speech) coding
rate to ensure the voice quality. On the
contrary, under better channel conditions, the
source information coding rate is enhanced to
improve voice quality.
Users with higher priority are set easier to be
