ADDENDUM No. 01

TO

Operations and Maintenance Management Services for

the Addis Ababa Light Rail Transit System

Procurement Reference No.: OS-ESTS-MS-01-14

GENERAL

The following changes, additions or deletions shall be made to the following document(s); all other
remain the same.

Each bidder shall be responsible for ascertaining, prior to submitting a Bid, that they have received all
issued Addenda.

ADDENDUM

1. In the Terms of Reference (Section 6), Section 3.1 To define / identify an organizational
structure for the AA LRT Line,

On page 8; replace Paragraph 1 & 2 with the following statements.

The Contractor has to define the organizational structure of the AA LRT Operation and Maintenance Company
and to identify the manning requirement (number, type, qualification and level of skills) of all personnel required
for execution of the Operations and Maintenance activities

The contractor should also provide functional descriptions of each departments, sections, and teams together
with job descriptions of all personnel.

Through his professional experience and skill the Contractor will submit to ERC the best suitable organizational
model for the AA LRT in order to provide an efficient and lean organization. A first proposal will be part of the
Contractors offer and will be discussed in the phase of contract formalization.

Recruitment and on job training of local staffs shall be made as per the Management Contractors proposal
subject to ERCs approval (see section 3.15).

On page 9; add next to paragraph 3 the following statements.

2. In the Terms of Reference (Section 6), Section 3.2 To develop a work plan and the calculation of
required personnel for each organizational function identified, correct the third bullet by deleting the
phrase to be detached like,

will take charge of the personnel hired and trained by ERC to be detached to the Management Contract Unit.

3. In the Terms of Reference (Section 6), Section 3.3 To assist ERC in the testing and start up
phases of the operations, replace the last paragraph in section with,

In the startup phase the Contractor will assist ERC in all the activities needed before the
start of the pre-operational phase, providing all the professional resources / skills and
trainings needed to reach the objective

4. In the Terms of Reference (Section 6), Section 3.8 To execute the maintenance plans for
both Rolling stock and Infrastructure assets, replace the third paragraph in section with,

The carrying out of the maintenance will be done on the basis of the plans defined both for
infrastructure and rolling stock, considering equipment and tools defined in the test and
commissioning report.

5. In the Terms of Reference (Section 6), Section 3.13 To manage Human Resources, add the
following paragraph at the end of the section,

The contractor will coach /train the local staffs and make them capable to carry out their
respective jobs and discharge their responsibilities

6. In the Terms of Reference (Section 6), replace whole Section 3.15 To organize and operate
a Know How transfer and Training, with the following statements.

3.15 To organize and operate a Know How transfer and Training.

The Management Contractor, in its technical offer, is expected to show in detail the following Knowledge transfer
requirements to Employers AALRT Staff members.

Prepare and propose the HR development program, Know-how and systems to be transferred, and
succession plan. The bidder should show how the knowhow and skill can fully be transferred from the
Management Contractors Personnel to local staffs at the end of the tenure of the contract. The program
should be supplemented with distinct figures in percentages of yearly knowhow and skill transfer until it
reaches 100% at the end of the tenure of the management contract.

Prepare and propose the training program required to capacitate the local staffs and the schedule of
conducting the training during the tenure of the management contract.

Prepare and propose the list, type, quantity and specifications of the facilities, equipment, materials,
classrooms, softwares, text & reference books, etc required to conduct the training

Show the strategies and methodologies to conduct on job training for ERC young managers,
supervisory, semi-supervisory, and front line workers (operators, technicians, etc)

Software, systems, and manuals to be left at the end of the contract,

Capacity building measurement system: assessment criteria, methodology, and modalities.

ERC will communicate the list of its own young managers during the testing phase, in order to allow to the key
personnel of the Contractor to be assisted in the pre-operational phase.

7. In the Terms of Reference (Section 6), Section 3. 16 To manage the Handover at the
termination of the management period, add the following statements as (5th bullet point)
next to 4th bullet point.

Provide approved HR Succession Report.

Note: Previous four bullet points will remain part of the Terms of Reference

8. In the Terms of Reference (Section 6), Section 4 Performance Measurement and
Reporting System, replace the Performance Target Table with;

The following are responses given for the questions raised in the pre-bid meeting

9. Considering the tight time to finalize the technical and financial proposal, we kindly ask to
postpone the deadline for proposal submission.

Answer: Considering the delay in accessing the RFP document for some of the consultants and
to ensure the quality of the proposals, the proposal submission date is postponed to July 31,
2014. The bids must be delivered on or before 3:00 p.m. on July 31, 2014; and will be opened
@ 4:00 p.m.
