I. Introduction

When the K-12 Curriculum was implemented to the education


system of the country, learning materials has also shifted from textbook into
learning modules. But how does it affect the learning capabilities of a
Filipino student? Does it effectively help students to succeed in their
studies?

According to International Agencies, Philippines education


system is already left behind compared to other neighboring countries. Thats
why the Aquino administration has refurnished the old curriculum into a new
one so called K-12. Because of this, learning materials has also shifted from
simple textbooks into learning modules.

Learning Module is a tool that provides course materials in a


logical, sequential, order, guiding students through the content and assessment
in the order specified by the instructor. Instructors can insert formatted text,
files, web links, discussion topics, assignments, test and quizzes and soon
assessments.

Todays Filipino students have begun using learning modules


through their studies. But as the year passed by, the number of learning
modules are still not enough for students to comply with the ongoing K-12
Curriculum.

So, does it really help the students through their learning even
though some of them dont have any learning modules yet?

What will the Filipino students feel upon using what they call
learning module?
II. Background

Modular learning is due to the implementation of K-12


curriculum by the Department of Education. But why does K-12 is being push
through Filipino learning? When did it start? What are the causes of
implementation? And who are the key people involved to this program?

Filipino are known to be competitive in the international


community. However, our current education system hinders us from
becoming even more competitive. Starting in the 2012- 2013 school year, the
education system of the Philippines was enhanced from the ten years of basic
education to a 12 year program through an initiative called the K-12
Education Plan sponsored by the Department Education.

The K-12 Program covers 13 years of basic education with the


following key stages: Kindergarten to Grade 3; Grade 4 to 6; Grade 7 to 10
(Junior High School); Grade 11 and 12 (Senior High School).The Philippines
is the last country in Asia and one of only three countries worldwide with a
10 year pre-university cycle (Angola and Djibouti are the other two). A 12-
year program is found to be the best period for learning under basic education.
It is also the recognized standard for students and professionals globally.

The implementation of the K-12 plan in the Philippine Basic


Education Curriculum is the key to our nations development. Through the
government faces many problems as it implements the program over the
course of several years, it is necessary improvement since increasing the
quality of our education is critical to our nations success. According to
Isagani Cruz (2010) in one of his columns in a local newspaper, the following
are the reason why Filipinos need K 12 curriculum:

1. Sufficient Instructional Time

With K-12 education, students will have sufficient


instructional time for subject related tasks, making them more
prepared in every subject area. With the old system, Filipino students
were consistently behind on an achievements scores. In 2008, for
instance, International test results revealed that Filipinos were behind
compared to other countries when we finished dead last in math.
2. More Skilled and Competent Labor Force

Another reason to support K 12 educations is because


the graduates of this program will be more prepared to enter the labor
force. High School graduates of the 10 year curriculum were not yet
employable since they were not competent or well- equipped enough
for the workplace. In addition, high school graduates of the 10 year
curriculum are not yet 18. With the new curriculum, senior high school
students can specialize in a field that they are good at and interested in.
As a result, upon graduation they will have the specific job related
skills they need even without a college degree. When they graduate
from high school, these young people will be 18 employable, adding to
the nations manpower.

3. Recognition as Professionals Abroad

Finally, with K-12 education, Filipino graduates will be


automatically recognized as professionals abroad because we are
following the international education standard as practiced by all
nations. There will be no need to study again and spend more money in
order to quality for international standards. With a K-12 education,
Filipino professionals who aspire to work abroad will not have a hard
time getting jobs in their chosen field. Furthermore, they will be able to
help their families in the Philippines more with remittances, property
purchase and small businesses. K-12 education will help Filipinos gain
a competitive edge. Though Filipinos are known to be competitive in
the international community, our current education system hinders us
in becoming more competitive among others countries. The K-12
education plan offers a solution to that problem. However, it is
undeniable that there will be problems that arise as we implement the
program which could include a lack of budget, school supplies, and
teachers. That said, the long term effects of K- 12 education will be
every beneficial to us Filipinos. Therefore, we must support the K-12
educational plan to help improve our educational system and our
economy. Remember that change in our society starts with education.
K to 12 is about enhancing the curriculum that better prepares every
Filipino child, and about innovating lessons that are taught to each
learner, Senator Edgardo Angara, author of Senate Bill No. 3286 or
the Enhanced Basic Education Act of 2012, said in a statement. Angara
believes that the K to 12 program will boast Filipinos competitiveness
on the international stage noting the Philippines was only of three
countries which does not implement it.
III. Definition of Terms

1. Basic Education refers to the whole range of educational


activities taking place in various setting (formal, non- formal and
informal), that aim to meet basic learning needs.

2. Curriculum the subjects comprising a course of study in a


school or college.

3. Department of Education a department of the federal executive


branch responsible for providing federal aid to educational
institutions and financial aid to student keeping national
educational records, and conducting some educational research.

4. Education the process of receiving or giving systematic


instruction, especially at a school or university.

5. Implementation the process of putting a decision or plan into


effects; execution.

6. K-12 a term used in education and educational technology. A


short form for the publicly supported school grades prior to
college. These grades are kindergarten (K) and the 1st through the
12th grade (1-12).

7. Labor Force all the members of particular organization of


population who are able to work, viewed collectively.

8. Learning Module are a method for presenting course materials


in a linear fashion with a table of contents and the ability to control
the release of the material on screen at a time.

9. Manpower the number of people working or available for work


or service.
10.Professionals a person engaged or qualified in a profession.

11.Refurbished renovate and redecorate

12.Senior High School a secondary school typically comprising the


three highest grades.

13.Sequential forming or following in a logical order or sequence

14.Textbook a book used us a standard work for the study of a


particular subject.
IV. Causes and Effects of Modular Learning

A. Causes of using Learning Modules

1. Learning modules are being used because they are known to help
in permitting the use of groups or individual learners instruction
by:
a. Providing mediated (teacher free) activities for one or more
learners simultaneously.
b. Permitting students to work at their own rate of learning.
c. Providing immediate feedback to the learner and the
educator.
d. Using intrinsic interest materials (which, by definition, are
relevant materials).
e. Enhancing learners chances of successful achievement.
2. Providing a conceptual model for learning is important so that
the need for conventional, verbalized instructional techniques is
minimized.
3. Teachers are required to analyze the learning process so they are
given this material to comply with K-12 curriculum.
4. Schools must maximize the effective use of instructional media
and group exercise, which is one of the purpose of a learning
module.
5. Permitting the occurrence of learning outside the presence of the
teacher is one of the best way to improve the quality of education
which is

1. Students improve their skills through activities and Tasks which


require efforts to be able to succeed.
2. Teachers are able to connect their lessons through real life
situations.
3. New techniques are used for lectures and activities.
4. Learning is more efficient because of being able to learn without
the presence of a teacher/educator.

Based on our research and analysis of the answer from the


questionnaire. This paper makes the following recommendation to the
Department of Education regarding to modular learning system:

Create a whole new learning modules with not too much tasks or
activity that is enough to develop the students skills.
Reduce module pages to make it lighter to carry.
Create a website where students can able to access modules of all
subject areas.
Retrieve and replace module with typographical and technical errors.
