The Problem
The SSA (Sarva Shiksha Abhiyan) envisages Universal enrolment, Universal retention and Universal
achievement in eight years of elementary education. Despite our best efforts, we have not been able to
“ ”
bring every child to the school. Hard to Reach Children continue to be out of the school system. To bring
„
them into this mainstream, we need to know who are they. Government faces several problems on this
count.
Firstly, till date we do not have a comprehensive list (village wise) for these children. Secondly, the
children who would enter the school at 5+ ages need to be targeted much before the next
academic session begins. Thirdly, there is a problem of duplicate enrolments in various institutions.
Fourthly, there is a lack of complete coverage all 6-14 years of children in all habitations/slums.

3. Authentication of captured fingerprints with the master fingerprints at local level before transmitting the
status report to the central level;
5. Providing GPRS based communication in selected government Schools with unlimited data usage and
SMS usage on Rental basis (Annual Rental & 3 Years Cost). This connectivity must be backhauled on
Private network (MPLS).
6. All devices, wherever applicable, must be GPRS enabled for online connectivity;
7. Transmitting the status reporting with respect to attendance marking of all teachers of the respective
School to the Central database using online GPRS connectivity

8. Provision of web-portal application for monitoring and management of attendance of teachers;
10. Co-location of these Servers at Tier-3 Datacenter facility in JEPC main office in Ranchi for housing web-
enabled application software, database and other associated information. Alternatively, the Server would be
placed at Jharkhand State Wide Area Network (JHARNET) Control Centre, JAPIT, Ranchi.
11. Different users can access Web portal application for required purposes;
12. Providing service & support for the entire system during the warranty period of three years.
Proposed System:
The system will be based on fingerprint biometric authentication, primarily used for marking the attendance of
a Student and Teachers.
The student/teacher has to press IN/OUT Button and show his/her finger on BioSentryTM ETH Biometric
Terminal.
Upon validating the credentials, the student/teacher will be marked present and will be recorded with current
date and time tag along with the information of the gate at which he has been identified/entered/exited.
Such information will be stored into the local memory of the every machine, and will be transmitted to the
Central Database Server whenever demanded, via GPRS connectivity.
Enrollment Process
Enrollment is the process of recording the fingerprint in the database & on the Device memory for future
identification.
For Enrollment of all TRTI school Students and Teacher, a Unique ID has to be created by TRTI which should
be maximum of 9 digits. For example: If the School is in Pune district, Haveli Taluka school, the student id
should be “999999999”
Enrollment is a very critical part, on which future identification is depended. So while taking enrollment
Administrator should view live fingerprint, so that good fingerprint is stored in Master database. To complete
this process a Laptop should be kept with PO (Project Officer), who keeps on traveling between 5 to 10
schools of TRTI.
Master Enrollment will be done on project officer’s laptop by connecting the laptop to BioSentry ETH device
via USB cable. As shown in the schematic diagram 3.1

4. Merging of Fingerprint Enrollment data to the Central Database
Fingerprint Enrollment of Students and Teachers is been taken on Project Officers Laptop, which has to be
transferred to Central Database Server.
To transfer the Fingerprint Enrollment into central database, project officer has to connect laptop to internet
and run the data merging software. After running the Data merging software.

Identification and Data Posting to Central Server
Whenever, Student or Teacher enter School they will have to press IN/OUT button using the keyboard of
BioSentryTM ETH Biometric Terminal and place their finger on the fingerprint sensor for marking there
Attendance.
After successful identification Name, ID, Date, Time of student or Teacher will be shown on LCD display. The
IN/OUT status of the student or teacher will be stored into the local device memory.
The IN/OUT transaction stored in local device memory is transferred to Central Database Server on every 15
minutes, via GPRS connectivity. If GPRS connectivity is not available then it stays in device local memory.
Between the two GSM services (SMS and GPRS). GPRS service is preferred as it is very economical. There
is no chance of data loss via GPRS connectivity. As in GPRS connectivity, device can get acknowledgement
from the Central database Server upon receipt of data. While in SMS technique there is a chance of SMS not
getting delivered to the Central database. Also each SMS will be charged some amount, which will be
ultimately expensive.
Data Downloading at Central Server
Each School of TRTI will send data every 15 minutes, this data has to be stored and acknowledge in
Central Database Server.
A Java based data downloading software has to be installed on Server, having backend as MS-SQL.
Java Based downloading is preferred as it can receive data from multiple ports (devices).
Each transaction coming from the school devices has to be stored in table as per the fields shown below
Time Attendance reports
All the data collected in Central database server has to process for various Time and Attendance
Reports.
If any third party Time and Attendance software is used then the transaction data from Central database
has to be posted to database of Time and Attendance software. This process has to be done by calling a
web services. Web services has to be designed in such a way, that whenever the transaction is been
received in Central Database it is also mirrored in Time Attendance database.
A web based (internet based) Time Attendance software is expected to handle following requirements
