Subject: MEMORANDUM OF AGREEMENT ENTERED INTO BY AND


BETWEEN THE DAVAO REGIONAL MEDICAL CENTER AND THE
PROVINCE OF COMPOSTELA VALLEY RE:

This office has received the draft Memorandum of Agreement between the
Davao Regional medical Center and the Province of Compostela Valley, re:
blood sufficiency programs/activities for the province of Compostela Valley.
Perusing the content of the agreement we find some observation in page 3, of
no 3 of the agreement which states:

3. That the DRMC will charge LGU-Compostela Valley the amount


of Eight Hundred Pesos (Php. 800.00) for screening fee for all units
to be provided to Compostela Valley Provincial Hospitals and all
units for ComVal residents admitted in DRMC, with certain
understanding that per year the first 225 bags of Platelet
concentrate and the first 150 bags of Fresh Frozen Plasma provided
to the Compostela Valley Provincial Hospitals collectively would be
free of charge, and charges per bag applies upon exceeding
beyond the set limit correspondingly. The screening fee will be
charged to the allocation provided by LGU-Compostela Valley to
DRMC;

In view of the above observation, this office would like to know the funds
allocated to DRMC?...Please take note that we have allocated funds O drmc
considering that The screening fee will be charged to the allocation provided
by LGU-Compostela Valley to DRMC;

4. That the DRMC will charge LGU-Compostela Valley according to


Hospital Memo No. 03 s. 2017 (Walk-in/Borrower from LGU with
MOA) for units given to walk-in clients/borrowers from ComVal
admitted in private hospitals who will transact with DRMC.
That same charges for donors, their dependents, blood program
coordinators (discounted) and galloners (free) will apply based on
Hospital Memo 03 s. 2017.

That these charges will be applied once ComVal will operate its
own BS/BCU.

This letter refers to the Memorandum of Agreement creating the Provincial Anti-
Illegal Logging Task Force of Compostela made and executed by and among
the Department of Environment and Natural Resources represented by the
Provincial Environment and Natural Resources Officer and the Provincial Local
Government of Compostela Valley, Department of Interior and Local
Government Code Compostela Valley, Department of Education Division of
Compostela Valley, the Philippine National Police Compostela Valley Police
Provincial Office and the Armed Forces of the Philippines 10th Infantry Agila
Division, represented by their respective head of offices or authorized
representatives.

The Provincial Legal Office would like to advise the modification of the following
stipulations of the Memorandum of Agreement which are as follows:

1. As to SECTION 2 referring to the composition of the Provincial Anti-Illegal


Logging Task Force of Compostela Valley, provides that the Governor
shall be appointed as Chairperson and the PENR Officer shall be the co-
chairperson.

It is our opinion that the PENR officer should be the Chairperson of the Task
Force and the Governor shall be the co-chairperson instead.

The forging of a partnership between LGUs and the DENR for the sharing
of the responsibility for the conservation, management and protection,
proper use and sustainable development of the countrys environment
and natural resources

Section 3 of Executive Order no. 23 created the Anti-Illegal Logging Task


Force which shall take the lead in the anti-illegal campaign and ensure
the implementation of Executive Order no. 23 under the supervision of the
DENR, designated as Chairman the DENR Secretary or his duly authorized
representative.
