3. Development of other individual Petrochemical Plant in the future will be subjected to approval of
a separate EIA and Quantitative Risk Analysis, QRA by Department of Environment. This also N/A

5. Any changes in the concept of the processes or the increase in the production capacity is not N/A

6. The Development of the project must be carried out in stages following the phases which have
been established, beginning from the north of the project site. Simultaneous land clearing is not N/A

agreement from the Department of Environment, Johor State.

9. Centralised Effluent Treatment System (CETS) must be designed using the concept as shown in
Figure 3.23: Process Units within the Centralised ETP in the Detailed Environmental Impact N/A

10. The design and construction of the Centralised Sewage Treatment System has to be approved by N/A
Suruhanjaya Perkhidmatan Air Negara (SPAN) for the treatment of discharged effluent from
oxidation ponds including wastewater from kitchen (sullage). The availability and management of
oxidation ponds, must comply to the Environmental Quality (Sewage) Regulations, 2009, P.U (A)
432.

RELOCATION PLAN
11. The residents within the proposed project site and in the buffer zone of 500m surrounding the
boundary of the proposed project have to be relocated to an identified area. Project Proponent N/A
will ensure that the relocation plan is available and the residents are relocated by the State
Government of Johor.

ENVIRONMENTAL MANAGEMENT PLAN
12. The Environmental Management Plan (EMP) outlines all the actions to be taken to comply with
the recommendations in the EIA report and the mitigations actions proposed in the EIA report
must be prepared and approved before the commencement of the Project. The EMP is to be The EMP has been submitted and

SEAWATER INTAKE AND MARINE OUTFALL SYSTEM
35 The final design plan for the seawater intake point and the point of discharge of the treated
effluent (industrial effluent, sewage and cooling water) to the sea (marine outfall) must be N/A

38. The spoils from the dredging activity during the construction of the seawater intake and marine
outfall has to be disposed of to a designated disposal site at sea which has been approved by the
DOE Johor and having Environmental Assessment conducted. The movements of all the barges
used for the transport of the spoils have to be controlled with the use of the Digital Global
Positioning System (DGPS) and fitted with a Dredging and Dumping Management System N/A
(DDMS) and weighing equipment.

39. The physical controlling measures including the installation of the silt curtain to minimize the
impact of the sediment dispersion from the dredging area to the environment has to be ready
before the dredging and the construction works commences. The silt curtain installed must reach
the seabed and ensures that it functions properly and effectively throughout the dredging and N/A
construction period.

40. The dredging and construction operations must be stopped immediately and mitigative
measures implemented should there be a suspension of greater than 50 mg/l outside the area
where the physical controlling measure has been installed. N/A

41. The movements and navigational paths of the barges at sea during the dredging and construction
period must be the route that has been identified and approved by the Marine Department N/A

CONTROLLED AND SUPERVISION OF AIR QUALITY


49. Any emission of gas or impurities from the chimneys and stacks to the air has to
be complied with the emission limit as in LAMPIRAN2,LAMPIRAN3, and N/A
LAMPIRAN4. Sampling of gas emission and impurities from funnel for
parameters as in LAMPIRAN 2, LAMPIRAN3, and LAMPIRAN4 has to be
conducted throughout project operation. Sampling location and frequency (for
periodic frequency parameters) has to get approval from the DOE, Johor.

50. Installation of Continous Emission Monitoring System (CEMS) tool has to be
done starting from operational of this plant during operation period, according to N/A

pollution or if there damage on the air pollution control system.

54. Maintenance and management of operation in this factory including air pollution
control system has to be conducted or handled by qualified and responsible N/A
operator to ensure compliance with regulations and standards specified.Please
present the names of this operator and their qualification to the Department of
Environment Johor.

55. Open burning of plant residues or waste construction materials or others waste
from project site is strictly prohibited. Well noted and complied.

CONTROL AND MONITORING OF SOIL QUALITY
56. Monitoring of soil quality shall be carried out starting from earthwork,
construction and operation stages. Analysis result of soil quality shall be N/A

Soil quality monitoring location and frequency shall be submitted to Department

CONTROL AND MONITORING OF SEABED SEDIMENT QUALITY


57. Monitoring of seabed sediment quality shall be carried out starting from
operation stage. Analysis result of seabed sediment quality shall be compared N/A
with United States National Oceanic and Atmospheric Administration Screening
Quick Reference Tables (USNOAA SQuiRTs).Seabed sediment quality
monitoring program, monitoring location and frequency shall be submitted to
Department of Environment (DOE) Johor for approval.
CONTROL AND MONITORING OF NOISE AND VIBRATION
58 Noise shall be control not to exceed level of 55 dB(A) from 7.00 am until 10.00
pm and 45 dB(A) from 10.00 pm until 7.00 am at boundary of project site during N/A
stages of construction, explosion hill/ rock blasting and operation according to
Annex A Schedule of Permissible Sound Levels, Schedule 1: Maximum
Permissible Sound Level (LAeq) by Receiving Land Use for Planning and New
Development in guidelines Planning Guidelines for Environmental Noise Limits

70. Environmental audit to the project as required under Seksyen 33A, Akta
Kualiti Alam Sekeliling, 1974 shall be implemented in accordance with
Environment Audit Guidance Manual, Department of Environment (DOE) by
auditor (third party) that registered with DOE as per below:-
i. At the beginning before earthworks and construction stage begin, audit
criteria shall include documents as EMP, ESCP and others approvals
related, installation of control measures such as silt fence, silt curtain,
sediment basins, check dam and etc. to be submitted first to The environmental audit will be scheduling by the
Department of Environment (DOE) Johor for approval. OWNER and iU&I.
ii. At the earthworks and construction stage, once every four (4) months or
according to the instructions by Department of Environment (DOE)
Johor, starting from beginning earthwork and construction stage until it
finish. (Auditor should have certificate of CESSWI - Certificate Erosion
Sediment and Stormwater Inspector) or equivalent qualifications; and
iii. At the operation stage, once a year during the operation.

71. Project proponent shall bear all cost of environmental audit. N/A
REPORT
72. The following reports shall be submitted to Department of Environment
(DOE) Johor containing:

c. Monitoring and evaluation report for noise level and vibration, once every
three (3 ) months; and
d. Monitoring report for soil quality, once every six (6) months.
ii. Shall be submitted during the period of operation:-
a. Monitoring and evaluation report of air quality for gas emissions and air
impurities each stack, once every three (3) months;
b. Monitoring and evaluation report for ambient air quality, once every three (3)
months;
c. Monitoring and evaluation report for noise level, once every three (3)
months;
d. Monitoring and evaluation report for industrial effluent quality, once a month;
e. Monitoring report for groundwater quality, once every three (3) months;
f. Monitoring report for surface water quality, once every three (3) months;
g. Monitoring report for marine water quality, once every three (3) months;
h. Monitoring report for soil quality, once every six (6) months; and

exceeding 24 hours, the measurement must be carry out once a day.
(Failure to comply this requirement should be noted with reasonable
grounds).
*Note: EO for erosion and sediment control should have certificate of CESSWI
(Certificate Erosion Sediment and Stormwater Inspector) or equivalent qualifications.
Others equivalent qualifications must be refer first to Department of Environment
(DOE) Johor.

79. Project proponent should advice in writing to Department of Environment N/A


(DOE) Johor if there is any change of ownership or management of the project
within 30 days from date of changing of ownership or management. Any
change of ownership or divide ownership or management should include a
requirement to comply with the conditions of approval of the Detailed EIA to
new owner in the transaction of sale and purchase / transfer of ownership.

80. Project proponent should follow instructions and additional conditions that N/A
imposed from time to time by Ketua Pengarah Kualiti Alam or representative.

81. Good house-keeping rules should be practiced in the project site at all times. Complied. The housekeeping practice is monitored on
weekly basis.
