The systematic exploration of coal in India started about 172 years back sometimes in
the year 1845. Since 1940, various Committees had been appointed by the Govt. to study the
problems relating to the production, treatment and utilization of coal and many of the
recommendations made by those Committees had been accepted by the Govt. in principle and
were also acted upon to the extent found practicable. Having regard to the importance of
coal in the rapidly developing industrial economy of the country, after Independence,
particularly with reference to the implementation of the successive Five Year Plans, the
Govt. of India considered it essential that the entire issue of coal, including the assessment
of coal resources, demand, production, transport, treatment and scientific processing, use
of bye-products, conservation etc. should be under the constant review of a central body.
The erstwhile Ministry of Production by a resolution No. 25-CI (12)/56 dated the 28th
August 1956, accordingly set up Coal Council of India (CCI) mainly to have reviews and
studies conducted under its overall supervision, conservation of the coal resources etc. of
the country. CCI had set up a Committee on Assessment of Resources (CAR) in 1956 and the
committee drew up the Indian standard Procedure for Coal Reserve Estimation (ISP) in
1957. Geological Survey of India, as a member of this committee was mainly responsible
for collation of surface and subsurface data and estimation of seam wise reserve.
The Working Group on Energy Policy constituted by the Planning Commission eventually
set up a Task Force on Coal in 1972 to estimate coal resource of the country following the
ISP. In 1972, all the available assessments were compiled by GSI and a total resource
database of the country was made. The estimate was incorporated in the Report of the Fuel
The working Group also felt that the information should be updated. Accordingly,
Geological Survey of India, entrusted with the responsibility of updating the National
inventory for coal, brought out the coal resource inventory of the country in 1976, 1978,
1984, 1986 and annually from 1988 onwards. Since 1988, the inventory had been updated
detailed exploration carried out by all coal exploration agencies. The inventory is being
for solid fossil fuel, has also been entrusted with the task of annual updating of National
Inventory of lignite since 2005. Indian Lignite resource scenario is gradually being
brightened through concerted systematic exploration by the national and state agencies
which are evident from the augmentation of more than two billion tonne resource during the
Continuous exploration efforts in different coal and lignite fields have resulted in
substantial augmentation of the geological resources of coal and lignite. The resource
figures although appear to be impressive prima-facie, critical analyses of the present status
in the long-term perspective, leaves little scope for complacency. A cursory look into the
resource table reveals that a large amount of resource, to the tune of 139 billion tonne and
33 billion tonne, is still lying under Indicated and Inferred categories respectively which
needs to be upgraded into higher confidence level. Particular attention should be given for
upgradation of nearly 66 billion tonne of Indicated category resource, which occurs within
300m depth.
Director General
The present updated geological coal resource of the country is 315,148.81 million tonne
as on 01.04.2017 for coal seams of 0.90m and above in thickness and up to 1200m depth from
surface (Table-I). The major share of 313,561.13 million tonne is from the Gondwana coalfields
and the rest 1,587.68 million tonne comes from Tertiary coalfields. This is worth mentioning
that this inventory dealt with only the net geological resources assessed, so far, and did not
take into account the mined out quantity. A total augmentation of 6,346.97 million tonne of
resource over that on 01-04-2016 is the outcome of augmentation of 3,419.68 million tonne by
GSI, 2,188.11 million tonne by CMPDI, 599.13 million tonne by MECL, 45.01 million tonne by
SCCL and rest 95.04 million tonne by DGM, Nagaland. The details of state-wise, coalfield-
wise, depth-wise and type-wise categorized resources are presented in the accompanying tables
and diagrams.
Category-wise resource
Categorisation of coal resource into 'Measured'(331), 'Indicated'(332) and 'Inferred'(333)
is based on the degree of confidence level of exploratory data. The updated 'Measured' resource
of the country is 143,057.71 million tonne, while that of 'Indicated' and 'Inferred categories are
139,311.29 million tonne and 32,779.81 million tonne respectively (Table-I) within 1200m
depths. Within the 'Inferred resource, 749.92 million tonne, under 'Inferred (mapping)' category,
had been assessed during mapping in the Tertiary Coalfields of north eastern states, while the
rest 32,029.89 million tonne, assessed through drilling, are kept under 'Inferred (exploration)'
category.
An augmentation of 4,970.51 million tonne of 'Measured' resource is the outcome of
detailed exploration carried out by CMPDIL, SCCL and MECL, and it signifies that this

quantum has mainly been brought into higher confidence level through detailed exploration.
Overall augmentation of 160.42 million tonne in 'Indicated' resource and 1,216.04 million tonne
of 'Inferred' resource over the earlier assessed figures is the net outcome of addition of resources
assessed through regional exploration, computed against upgradation and recategorisation of the
existing resources. Bulk of increase of Measured resource is from South Karanpura, Mand-
Raigarh and Talcher coalfields.
State-wise resource
State-wise distribution of Indian coal (Table-II & IVC) shows that Jharkhand tops the list
with 82.44 billion tonne followed successively by Odisha (77.28 billion tonne), Chhattisgarh
(56.66 billion tonne), West Bengal (31.67 billion tonne), Madhya Pradesh (27.67 billion tonne),
Telangana (21.46 billion tonne), Maharashtra (12.26 billion tonne) and others. A glimpse at the
coalfield-wise distribution of Indian coal resource suggests that five coalfields - Talcher (51.16
billion tonne), Mand-Raigarh (30.06 billion tonne), Raniganj (26.84 billion tonne), Ib-River
(26.12 billion tonne) and Godavari (23.04 billion tonne) are sharing nearly 50% of total
resources of the country.
Depth-wise resource
Indian coal resources are categorised in the depth-ranges of 0-300m, 300-600m and 600-
1200m. However, in case of Jharia Coalfield, the resources from 0-600m depth are clubbed
together since the very beginning of exploration in this coalfield. The depth-wise break-up of the
total resource shows that the Indian coalfields (excluding Jharia) hold 182,146.07 million tonne
up to 300m depth from surface and 94,686.06 million tonne between 300m to 600m depth levels
(Table-II). Jharia Coalfield, in addition, contains 14,212.42 million tonne up to 600m depth. The
total coal resource between 600m and 1200m depth levels stands at 24,104.26 million tonne. At
shallower level, i.e., upto 300m depth, Odisha (48.01 billion tonne) holds maximum quantity of
coal, followed closely by Jharkhand (41.68 billion tonne excluding Jharia) and then Chhattisgarh
(40.75 billion tonne), Madhya Pradesh (17.02 billion tonne), West Bengal (13.43 billion tonne)
and others (Table-II).
Quality-wise resource
The type-wise break up of Gondwana coal reveals that coking and non-coking coal of the
country are 34,533.26 million tonne and 279,027.87 million tonne respectively while the
Tertiary coal, which is mainly of High Sulphur type, is 1,587.68 million tonne (Table-IVA).
The break-up of total coking coal resources is as follows (Table-IVB & VA):
Prime coking coal capable of producing coke of metallurgical specification - 5,313.06
million tonne.
Medium coking coal capable of producing coke of metallurgical specification only after
blending 27,512.68 million tonne.
Semi-coking coal with weak coking properties - 1,707.52 million tonne.
Jharkhand (30.8 billion tonne) is practically the lone contributor of coking coal with
minor resources from Madhya Pradesh (2.2 billion tonne), West Bengal (1.3 billion tonne) and
Chhattisgarh (0.17 billion tonne). Among the coalfields of Jharkhand, Jharia (11.5 billion tonne)
contributes lion's share followed by East Bokaro (8.1 billion tonne), West Bokaro (4.8 billion
tonne), North Karanpura (3.7 billion tonne) and others.

Gondwana coal is characterised by dominance of non-coking coal, which is at present
279,027.87 million tonne. Of these, 123,829.55 million tonne belong to Measured while
125,385.72 million tonne and 29,812.60 million tonne belong to Indicated and Inferred
categories respectively (Table-IV). State-wise distribution of non-coking coal reveals that
Odisha (77.28 billion tonne) ranks first, followed by Chhattisgarh (56.49 billion tonne),
Jharkhand (51.60 billion tonne), West Bengal (30.33 billion tonne), Telangana (21.46 billion
tonne) and others.
The non coking coal resources had earlier been classified, as per ISP, into 7 grades (viz.
A, B, C, D, E, F & G) based on their Useful Heat Values (UHV) for coal analysing
ash+moisture values up to 55%. Following a Gazette Notification by Ministry of Coal, Govt. of
India dated 30.12.2011, introducing a switch over from existing UHV based classification to the
new Gross Calorific Value (GCV) based classification system for non-coking Indian coals, the
coal exploration agencies are adopting a 17-fold GCV-based quality classification system
(grades G1 to G17) considering ash+moisture values up to 65%. In accordance with the
recommendation of the CGPB Committee-V during the 11th Meeting held on 25.08.2015, GCV-
based quality classification system has been introduced in the non-coking coal inventory since
2016. While preparing grade-wise inventory of non-coking coal by conversion of the existing 7-
fold UHV-based resource figures into 17-fold GCV-based resource figures, the Concordance
Table (as published in Coal Directory of India 2012-13 by Coal Controllers Organisation, MoC)
has been followed.
Measured and Indicated categories of coal are classified into grades G1 to G17, while
the Inferred resources are ungraded. Out of graded ones, the superior quality coal (belonging to
Grades G1 to G6) amounts to 37,504.72 million tonne. The resource of inferior quality (Grades
G7 to G17) coal is 211,710.55 million tonne (Table-IVB).
The details of the grade-wise resources of non-coking coal from different coalfields of
our country have been presented in Table-III. Depth and category wise summarised resources of
coking and non-coking coal are given in Table-V.

The inventory is based on data available from Geological Survey of India, Central Mine
Planning and Design Institute, Mineral Exploration Corporation Limited, Singareni Collieries
Company Limited & DGM, Nagaland
This inventory dealt with net geological resources assessed, so far, and did not take into
account the mined out reserve.
Total mined out resources from Godavari Valley coalfield as on 31.03.2017 since
commencement is 1310.58 million tonne (source: SCCL).
Total coal extracted from the coalfields of India during 2016-17 is 655.31 million tonne and
since 1950 upto 2016-17 is around 14438.22 million tonne. (source: Coal Controller,
Ministry of Coal, Govt. of India).

INDIAN LIGNITE RESOURCE AS ON 01.04.2017
The inventory for lignite resource, for the year 2017, was prepared after compilation and
collation of updated information received from different lignite exploration agencies like Neyveli
Lignite Corporation (NLC), Geological Survey of India (GSI) and Mineral Exploration Corporation
Limited (MECL) and finalised through close interaction between GSI and NLC.
The total geological resource of lignite of the country stands at 44,698.14 million tonne as on
01.04.2017. Of these, 6,540.71 million tonne belongs to Measured (331), 26,014.40 million tonne
Indicated (332) and 12,143.025 million tonne belongs to Inferred (333) categories. An
augmentation of 103.61 million tonne of lignite resource during F.Y. 2016-17 is mainly due to
regional exploration by MECL in Neyveli lignite field of Tamilnadu (augmentation by MECL 102.45
million tonne), while GSI has assessed 1.16 million tonne from Tertiary sediments of Raniganj and
Birbhum Coalfields of West Bengal.
This inventory dealt with net geological resources assessed, so far, and did not take into
account the mined out reserve. Different exploiting agencies have mined out 45.32 million tonne
lignite during the year 2016-17. Total lignite extracted so far, from the different lignite fields of India,
is around 945.07 million tonne.
The database reflects the state-wise, block/area-wise, and depth-wise categorised resources.
State-wise distribution of Indian lignite shows that major part of the resources are located in
Tamilnadu (35,782.38 million tonne) followed by Rajasthan (5,735.97 million tonne), Gujarat
(2,722.05 million tonne), Pondicherry (416.61 million tonne), J&K (27.55 million tonne), Kerala (9.65
million tonne) and West Bengal ( 3.93 million tonne).
Nearly 55% of the total lignite resource of the country is restricted in the Mannargudi lignite
field (24.6 billion tonne) of Tamilnadu of which 19.9 billion tonne belongs to Indicated (332)
category and the rest 4.7 billion tonne to Inferred (333) category. In Mannargudi lignite field most of
the resources (18.1 billion tonne) occur below 300m depth.
Out of the total 6.54 billion tonne of countrys Measured (331) resource of lignite, Neyveli
lignite field accounts for 4.09 billion tonne while lignite fields of Gujarat and Rajasthan contribute
1.28 billion tonne and 1.17 billion tonne respectively.
Considering the available depth-wise break-up of total resources, about 5.78 billion tonne of
resource of Tamilnadu lignite fields occur within 150m depth. Bulk of the lignite resource of
Rajasthan (1.94 billion tonne), Gujarat (0.71 billion tonne) and Pondicherry (0.42 billion tonne) is
found to occur within 150m depths. Thus, a total of about 8.85 billion tonne of countrys lignite
resources are confined within 150m depth from the surface.
Bahur area of Neyveli lignite field falls partly in Tamilnadu and partly in Pondicherry. The
resource has been estimated separately for these two states.
Apart from resources of lignite as documented in the inventory, substantial lignite resources,
as identified in course of oil exploration, carried out by ONGC and M/s Shell Oil Company have
been prognosticated in the different lignite basins of India, a few of which, as available, are
indicated in the footnote of the inventory table.

1. Mannargudi lignite field extending eastward beyond the explored area may also likely to contain considerable resources.
2. About 60 b.t of lignite may likely to be contained within 800-1400m depth in Kalol basin (Mehsana area), Gujarat (Source: ONGC).
3. Exploration by Shell Oil Company in the Barmer and Sanchor basins of Rajasthan indicated the presence of substantial lignite resource at deeper level.
4. Substantial resource of lignite has also been prognosticated in the Cambay basin of Gujarat at deeper level (Source: ONGC).
5. A few more minor lignite deposits were also reported from isolated areas of Kerala, West Bengal and J & K states and lignitic clay from Tripura.
