ButWesternofficialsinvolvedinthenegotiationssaidtheyarealsodiscussing
elementstoincludeinadraftresolutionforthe15nationSecurityCounciltobegin
easingU.N.nuclearrelatedsanctionsthathavebeeninplacesinceDecember2006.

"Ifthere'sanucleardeal,andthat'sstillabig'if',we'llwanttomovequicklyonthe
U.N.sanctionsissue,"anofficialsaid,requestinganonymity.

Thenegotiationsaretakingplaceatseniorforeignministrylevelatthesixpowersand
Iran,andnotattheUnitedNationsinNewYork.

U.S.OFFICIALCONFIRMSDISCUSSIONS

AseniorU.S.administrationofficialconfirmedthatthediscussionswereunderway.

TheofficialsaidthattheSecurityCouncilhadmandatedthenegotiationsoverthe
U.N.sanctionsandthereforehastobeinvolved.Thecoreroleinnegotiationswith
Iranthatwasbeingplayedbythefivepermanentmembersmeantthatany
understandingoverU.N.sanctionswouldlikelygetendorsedbythefullcouncil,the
officialadded.

IranrejectsWesternallegationsitisseekinganuclearweaponscapability.

OfficialssaidaU.N.resolutioncouldhelpprotectanynucleardealagainstattempts
byRepublicansinU.S.Congresstosabotageit.SinceviolationofU.N.demandsthat
IranhaltenrichmentprovidealegalbasisforsanctioningTehran,anewresolution
couldmakenewsanctionmovesdifficult.

"Thereisaninterestingquestionaboutwhether,iftheSecurityCouncilendorsesthe
deal,thatstopsCongressunderminingthedeal,"aWesterndiplomatsaid.

OtherWesternofficialssaidRepublicansmightbedeterredfromunderminingany
dealiftheSecurityCouncilunanimouslyendorsesitanddemonstratesthattheworld
isunitedinfavorofadiplomaticsolutiontothe12yearnuclearstandoff.

ConcernsthatRepublicancontrolledCongressmighttrytoderailanuclear
agreementhavebeenfueledbythelettertoIran'sleadersandaRepublicaninvitation
toIsraeliPrimeMinisterBenjaminNetanyahutoaddressCongressinaMarch3
speechthatrailedagainstanucleardealwithIran.

Theofficialsemphasizedthatendingallsanctionswouldbecontingentoncompliance
withthetermsofanydeal.TheyaddedthattheInternationalAtomicEnergyAgency,
theViennabasednuclearwatchdog,willplayakeyroleinverifyingIran'scompliance
withanyagreement.

Amongquestionsfacingnegotiatorsastheyseektopreparearesolutionforthe
SecurityCouncilisthetimingandspeedofliftingU.N.nuclearsanctions,including
whethertopresentitinMarchifapoliticalframeworkagreementissignednextweek
ortodelayuntilafinaldealisreachedbytheendJunetarget.
