A RESOLUTION ABOLISHING THE POSITION, SOCIAL WELFARE OFFICER III ( SG-18)

WHEREAS, the Philippine Constitution Sec 25 states that the State shall ensure the
local autonomy of local government;

WHEREAS, every local government unit shall exercise the powers expressly, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its
efficient and effective governance, and those which are essential to the promotion of the general
welfare, within their respective territorial jurisdiction, local government units shall ensure and
support, among other things, the preservation and enrichment of culture, promote health and
safety, enhance the right of the people to a balanced ecology, encourage and support the
development of appropriate and self-reliant scientific and technological capabilities, improve
public morals order, and preserve the comfort and convenience of their inhabitant;

WHEREAS, section 76 of the Local Government Code of 1991 states that every local
government unit shall design and implement its own organizational structure and staffing pattern
taking into consideration its service requirements and financial capability, subject to the
minimum standards and guidelines prescribed by the Civil Service Commission;

WHEREAS, the Social Welfare Officer III (SG-18) was unfunded in the CY 2017 Annual
Budget and what was appropriated for personal service is the created Municipal Government
Department Head I (MSWDO) item through SB Resolution No. 110; Municipal Ordinance No.
02-B, series of 2015 and subsequently approved by the Sangguniang Panlalawigan per SP
Resolution No. 378-2016 dated March 01, 2016, thus there is a need to abolish the said
position;

NOW THEREFORE, on motion of Hon. Earl Tidy H. Oyas duly seconded;

RESOLVED as it is HEREBY RESOLVED to abolish THE POSITION, SOCIAL

WELFARE OFFICER III ( SG-18).
