Democratization and its different facets could make or break the potential

results that it this system poses, to further analyze these facets the researcher
would try to juxtapose the factors with that of the indicators presented by the World
Bank towards Good Governance and Democracy in its study of The Worldwide
Governance Indicators from a sample of 200 countries within the period of 1996-
2015. In which Kaufmann, of the World Bank Development Research Group,
proposed 6 indicators; (1) Voice and Accountability, (2) Political Stability and
Absence of Violence, (3) Government Effectiveness, (4) Regulatory Quality, (5) Rule
of Law & (6) Control of Corruption.

Voice and accountability entails citizen participation, whereas these set of

readings would justify the role of citizen participation in Democratization as a
positive facet: Welzel & Ingleheart (2008) The Role of Ordinary People in
Democratization in which his premise is that Human Empowerment is becoming
an increasingly important force behind democratization, using this as a tool for the
promotion of Democracy, the demands of the people would highly be regarded since
the participation would create power for the people to express their civil and
political rights thus would yield effective results. To supplement this, Sen (1997)
Human Rights and Asian Values stated that political and civil rights enable
people to demand attention to their needs and get appropriate public action, like the
first article it lies on the interest of people and their participation to influence the
state thus promoting Democracy.

Political Stability and Absence of Violence refers to the threat of state coup,
here we question the capacity of a leader to be able to effectively carry out his or her
role and to prevent threats towards the state, with this the head of state should be
able to present Proper Representation from the different interest of the states
constituents. As to what Schmitter and Karl (1991) What Democracy Is And
Is Not detailed in their classifications of what Democracy should be able to attain;
this is to get the ultimate benefit of the creation of a system with clear rules,
accountability and citizen participation in order to achieve stability, also as not to be
hampered by Democratic Deficits which obviously presents a negative impact for
Democratization to foster, seen in the article of Carothers (2002) End of
Transition Paradigm.

Aligned with this Government Effectiveness, defined by WB as the quality of

civil service, again would involve the role of the individuals within a Democratic
society. The positive facets of democratization that could adhere to this can be
properly identified in the article of Jones (1998) Democratization, Civil Society,
and Illiberal Middle Class Culture in Pacific Asia in which the quality of civil
service depends on their competent professionals in the bureaucracy, and is seen in
Asia to be those countries who have urbanized middle class, noting that the role of
the civil service is crucial to nation-building in the process of Consolidation also
seen in the work of Carothers (2002), in which it is the process that builds the
foundation for democracy creating stable state institutions, free and honest
elections, and active civil society all of these are impacted by an effective
bureaucracy. But they could be influenced wrongly with the emergence of political
alliances and patronage politics seen in the book of Abinales & Amoroso (2005)
State and Society in the Philippines under the chapter of All Politics is Local,
that elites and technocrats could shape the minds of bureaucratic professionals, as
well as other political actors that are part of the civil service to create patron-client
relationship to favor their wants and needs, and this process undermines not only
the capacity of a state but also towards the system of democratization.

The standing of a countys rules and regulation with regard to its economic
policy is not an effective measurement of its Democracy, whereas Regulatory
Quality discusses this measure, in which in order to achieve development there
should be an efficient economy but this would not always be seen in a democratic
state, it is a common misnomer to assume that Democracies equate to efficient
economy in which Schmitter and Karl (1991) debunked this notion saying that
efficient economies could likewise be manifested in nondemocracies, in our case for
comparison, it could also be seen in autocratic regimes.

Rule of law and Corruption goes hand in hand in which in all types of regimes
could encounter these setbacks, but in Democracy in my opinion with all the types
and definition of an ideal democracy it is inevitable with this type of system to not
encounter the threat of these factors, and again this is where the role of ordinary
people in democratization takes place their political participation does not end in
elections alone. But their political participation stretches towards identifying if they
are receiving proper representation for their interests, needs and wants. Moreover
they should also be wary of the capabilities and tendencies of their leader to not be
blinded by power and corruption. The concept of reviewing the performances of
state institutions per the study of Calimbahin (2011) Exceeding (Low)
Expectations could help in abolishing the inclination of institutions and those
within it on committing corruption, in which a certain institution would be assessed
by their bureaucratic integrity and capacity.

To conclude there necessary facets of Democratizations such as Consolidation,

Human Empowerment, Civil Society, Civic Engagements, Enhanced Social Capital,
Free Press, Honest and Clean Elections and Competent Leaders which are ideal and
which I agree upon since these could develop a nation further under Democracy.
There are also negative that come along with this such as the types of democracies
that get fall into the pit of the Political Grey Zones, Monopolistic Leaders, Electoral
and Patronage Politics and those who discard the interests of the people.
