CSW REPORT OF LOT NUMBER 877, CAD 627 D OF BARANGAY IBINGAY,

MASBATE CITY

l. FACTS/BACKGROUND
Lot no. 877, CAD 627 D is located at Barangay Ibingay, Masbate City with a total
lot area of 51,591 sq.m. with survey claimant in the name Manuel Bakunawa. Within the said
lot is the subject of the letter of MR. ANDRES VILLAFLORES sent to the Presidential Action
Center (attached herewith is a photocopy of the letter reply to the said letter dated May 19,
2017 Cc: the office of the Presidential Action Center; the Office of the DENR Undersecretary
and the Office of the DENR R V Regional Director), the Foreshore Lease Application of Fely
Consulta. Said Letter of Mr. Villaflores is requesting this office for the determination among
others the following: a. land Classification/status b. Order dated December 14,1994 of the then
BFAR, and c. All Foreshore Lease Application in the name of Fely Consulta.

ll. FINDINGS
As per record of this office it appears that the said lot is found to be within the Alienable
and Disposable Zone of the public domain under Block No. 1, Project No. 3 of L.C. Map No.
452, certified on December 22, 1924. And that several persons have applied for a Foreshore
Lease Application covered by said lot number: FLA 0544111 384 by Joseph Consulta; FLA
054111 385 by Fely Consulta; FLA 054111 386 by Jofel Consulta and FLA 054111 387

Of the above- mentioned applications, the Foreshore Lease Application of Fely Consulta
is having a survey authority for segregation from the Fishpond Lease Agreement of Dolores
Arcenas and Heirs of Manuel Bakunawa per order from BFAR.

All these areas mentioned above, aside from the Foreshore Lease Application of Fely
Consulta,are within the Fishpond Lease Agreement of Dolores Arcenas and Heirs of Manuel
Bakunawa which agreement is yet to expire on December 31, 2025 per Fishpond Lease
Agreement No. 6024.

The concerned area of Mr. Andres P. Villaflores is within the area covered by the
Foreshore Lease Application of Fely Consulta.

III. RECOMMENDATION

It is observed that Mr. Andres P. Villaflores is well determined on his standing having
sent for the second time his letter to the same office of the Presidential Action Center and after
this office has already sent the answer to his first query.
It is then highly recommended that Mr. Andres P. Villaflores and Ms. Fely Consulta be
invited to this office to present their cause and for further clarification of the conditions, rules,
regulations and jurisdictions of the Foreshore Lease Application.
