Financial Review of Revenue Expenditure and PSDP Expenditure is
prepared in all accounting units as well as in Central Books Section. The main
purpose of its preparation is to Control Over Expenditure. It is comprised total

budget allotment, proportionate budget allotment, actual expenditure for the
month, actual expenditure to end of the month and variation between actual
expenditure to end of the month and proportionate budget of the same month.
Through Financial Review the pace of expenditure is watched by spending units
as well as accounting units. Excess of expenditure over the proportionate budget
is explained by spending units. A system level Financial Review is prepared /
compiled which is sent to all concerned quarters such as Railway Board, G.Ms,
all Principal Offices and all DAOs/SAOs for information and better understanding
the financial health of Pakistan Railways. All budget estimates of next year are
made in the light of Financial Review of current year. Financial Review is very

1. That I was retired from service as an Assistant Accounts Officer BS-16
w.e.f.24-10-2006 on attaining the age of Superannuation. Subsequent to
my retirement, my seniority position was revised and antedated.
2. Owing to antedated seniority, I become eligible for selection grade in BS-

17 w.e.f. 25-05-2001 i.e. the date of grant of selection grade to my junior
officer.
3. To my dismay, I am waiting for said benefits since long, whereas for the
same benefits has been granted to my three colleagues vide Ministry of
Railways letter No.FW/EF/2013/PM-I/4 dated 17-06-2014 (copy
annexed).
4. Sir, I am a retired employee and sustaining perpetual financial loss due to

delay in the grant of selection grade.
It is accordingly requested to kindly pass orders for the grant of

selection grade to me in BS-17, with effect from 24-05-2001 as already granted
to my colleagues in the afore-mentioned letter / notification dated 17-06-2014

against the proportionate allotment of Rs.10.833 billion to end of April, 2015.
It is proposed that funds amounting to Rs.33.00 million may be re-
appropriated from the head of account A03001-HSD Oil Operati0nal to the
head of account A03919-Payments to others for Services Rendered and placed
at the disposal of DGM, PR, Lahore for further placing the same at the disposal
of CCM under the functional head Operating Expenses-Other Than Staff & Fuel-

Consequent upon the decision of the Honourable Supreme Court of Pakistan on
12-09-2005 in connection with the up-gradation of the post of Accounts Officer
from BS-17 to BS-18, the pay of Miss. Azra Parveen, Accounts Officer (R) was
proposed to be fixed in upgraded pay scale B-18 Rs.17455/- but my pay was
fixed at Rs.16105/- i.e. less by Rs.1350/- as shown in Annexure B enclosed.

29-06-1991 referred above. Pay may kindly be allowed at par with the pay of

deduction from salary account of Benevolent Fund and Group Insurance are not
available in Service Books of Employees, therefore the availability of Service
Books cant serve the purpose.
It may be considered that the deductions of Benevolent Fund and
Group Insurance from monthly salary of Railway Employees are regulated under
West Pakistan Railway Servant Benevolent Fund Ordinance, 1969 (copy
enclosed). Under clause 3(1) ibid a Fund known as West Pakistan Railway
Servant Benevolent Fund has been constituted and at present all such
deductions are being credited to the said Fund. It is added that subject cited
Federal Employees Benevolent Fund and Group Insurance ACT 1969 (II) of 1969
excludes its application to a person who is an employee of Railway vide Section
