Title of the Bill: Universal Healthcare Bill

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1) The current U.S. health care program results a longer waiting time in
4 emergency room because there are less doctors accepting Medicaid to avoid
5 dealing with the program's bureaucracy for less than satisfactory
6 compensation. Theres only 30 percent of Americans said that they were able
7 to access doctor easily. [1,3]
8 2) Around 5 million people lost their employment-based health insurance
9 because businesses believe that it is more cost-effective to pay the penalty
10 and let their employees purchase insurance plans on the exchanges. Other
11 small businesses find they can get better plans through the state-run
12 exchanges. [2]
13 3) More than 40 million U.S. adults reported that they did not receive one or
14 more of these health services (medical care, prescription medicines, mental
15 health care, dental care, or eyeglasses) in 2005 because they could not
16 afford it. [4]

18 SECTION 2: Purpose
19 The purpose of this bill is to bolster the current healthcare program and ensure that
20 every citizen receives equal right to medical care

22 SECTION 3: General Provisions
23 This bill will ensure universal Healthcare to all 323 million Americans.
24 a) People under the age of 18 will immediately have universal Healthcare
25 b) People who werent guaranteed healthcare will be worked into the system in
26 the phase of four years.
27 i) The eligibility for Universal Healthcare will start from the age of 55
28 and over till all Americans are covered

30 The Universal healthcare will cover all medical expenses from surgery to everyday
31 regular flu. With the Universal Healthcare intact, doctors could care less about the
32 paperwork as healthcare is simplified into one system. The Universal Healthcare will
33 provide every American an affordable healthcare. This type of health coverage will
34 also improve public health overall.

39 SECTION 4: Definitions
40 state-run exchanges: also called health exchanges, are organizations in each
41 state through which people can purchase health insurance.

43 employment-based health insurance:(insurance that is purchased by
44 employers for their employees and financed through employer or joint
45 employer-employee contributions)
