Overview
The integrated 2012-2016 CPAP programme with two main thematic areas, namely Democratic
Governance and Inclusive Growth, also includes a cross-cutting area of focus - Energy and Environment.
These three themes form the basis of the work of UNDP in support of The Gambia government's
economic and development objectivesthree economic, environmental and governance components.
Over the programme period, focus will be on two outcomes or programmatic results namely first
(Outcome1) "Capacities of institutions responsible for economic management and governance for
inclusive growth that benefits women and men and evidence based policy formulation and
implementation enhanced" and second (Outcome2) "Sustainable livelihoods security enhanced for
disadvantaged groups through the promotion of income diversification opportunities and better
management of environmental resources".

Inclusive Growth
Strengthened pro-poor policy, planning and budgeting capacities of national
and local level institutions rooted in a human development perspective

This project supports developing a National Human Development Report through participatory
processes for informing pro-poor policy and planning. It helps in developing and implementing the
MDGs Acceleration Framework (MAF) to address lagging MDGs at central and local levels,

Strengthened statistical capacities for informing evidence based policy


formulation, implementation and monitoring at all levels

The project objectives include the following: Supporting the update and implementation of the
National Strategy for the development of statistics; assessing and strengthening the capacities of
relevant planning, M&E units and statistical offices to produce quality and timely national statistics
at central and decentralized levels; supporting the regular updates of GamInfo and the
development of Labour Market Information Systems (LMIS).

Songhai Development Model-Gambia Project

The Gambia is a youthful nation with over 60% of its population under the age of 30 years.
However, unemployment among the youth is highest and remains a major national challenge. Of
the employment youth, only 20% are in the agricultural sector. Yet agriculture is the most critical
sector for economic expansion to absorb unemployed youth, boost food production and for
poverty reduction. Addressing rural youth needs is therefore fundamental to achieving the MDGs,
particularly Target 16 to develop and implement strategies for decent and productive work for
youth, and the other MDG targets to eradicate extreme poverty and hunger, promote gender
equality, empower women, and ensure environmental sustainability.

Support to National Ebola Prevention and Preparedness in The Gambia

Since March 2014, West Africa has been confronted with an unprecedented Ebola Virus Disease
outbreak. Despite all efforts made by Governments of the affected countries, and the International
Community, the epidemic continues to claim many victims. To prevent further spread of the
epidemic, countries are being supported to develop and finalize their preparedness plans for
appropriate response in case of an outbreak of Ebola Virus Disease.
Establishment of EMPRETEC

The overall objective of the EMPRETEC project is to bring about a transformational change in
unleashing the growth potential of micro and small-scale enterprises by 2017 through
entrepreneurial skills training and provision of a comprehensive range of business advisory
services. The project is to be established under the EMPRETEC framework of the UNCTAD
initiative and will seek to promote entrepreneurship as a vital component of economic growth and
development, develop entrepreneurship strategy, identify and select growth-oriented enterprises
as well as potential entrepreneurs, unemployed youth and women entrepreneurs and farmers and
provide them with entrepreneurship training and a comprehensive and integrated range of
business development services in Banjul and in all the other regions of The Gambia.

Democratic Governance
Strengthened capacities of governance institutions responsible for
accountability, justice and participation at all levels.

Supporting awareness raising through effective communication and advocacy interventions on


the responsibilities and functions of key governance institutions at all levels; developing
knowledge tools; supporting periodic dialogue fora and strengthening management and reporting
systems in areas such as public financial management and justice to the poor; and promoting
participation and voice at central and local levels.

Access to best practices for civil service reform at national and local levels
facilitated

Holding dialogue with the Government on lessons learnt from the piloted Public Service Reform
(PSR) and the way forward; strengthening volunteering infrastructure to address existing human
resources capacity gaps and encourage transfer of skills...

Support to the strengthening of the Parliamentary Electoral Process in The


Gambia 2017

The constitutional of the Gambia provides for the conduct of parliamentary election four (4)
months after the conclusion of Presidential election.

Sustainable Development
Pro-poor climate-resilient development strategy formulated and adopted for
achieving sustainable energy for all

Supporting the formulation and adoption of pro-poor, climate-resilient strategy; climate change
resilience, low carbon, energy, land use and coastal and marine management policies; supporting
the integration of climate-resilient priorities and policies in development plans and processes;
supporting the piloting of renewable energy and promote energy-efficient inititiatives and
multifunctional platforms; supporting the revision of land use policy with special emphasis on
women; and providing technical support to disaster risk reduction structures at decentralized
levels.

Sustainable use of environmental resources enhanced


Supporting and promoting community based natural resources management initiatives such as
ecotourism. UNDP will strengthen local capacities and governance structures for community
based natural resource management.

Strengthening climate services and early warning systems in the Gambia

This project will invest in strengthening current systems to lead to a fully operational EWS for the
Gambia at the institutional level which can in turn serve local communities particularly in remote
and vulnerable regions. This will be carried out through improving national capabilities to
generate and use climate information in the planning for and management of climate-induced
hazard risks, developing core skills and competencies to analyze the climate risks at hand,
acquiring relevant technologies to generate accurate and reliable data, improving early warning
dissemination and advisory communications; and supporting communities in the uptake of climate
information at the local level.
