I have recently been elected as President of LCCI, but my bond


with LABARD is many years old. Through the platform of Lahore
Chamber of Commerce and Industries, I would urge the
business community and industrialists to facilitate the PWDs as
much as they can. Owing to the financial blessing that Allah has
bestowed upon us, it is our primary obligation to help those who
are not only physically challenged but facing difficulties due to
weak financial background. We must facilitate them by providing
jobs as well as disabled friendly environment.
Accessibility is their fundamental right and we must do our efforts
to ensure that PWDs, who already face a lot of difficulties in life as
compared to the able-bodied persons, have proper accessibility so
that they could move freely without any hesitation.

PRESIDENT MESSAGE

A ll human beings are special and


have inner talents different from
one another. That is the reason
for diversity that we witness around
ourselves. If one is a good sportsmen,
the other is a brilliant scientist and if
someone has the capacity to excel in
business, the other is bestowed with the
knowledge to cure human beings.

Persons with Disabilities may seem to


have a natural disadvantage or
limitations, but as discussed, the talent
of every human being is unique. Those
who cannot move their legs or arms may
have a lot sharper brain than those who
can run.

A society as a whole opts different


approaches towards vulnerable groups
including Persons with Disabilities. A
developing society like Pakistan
generally lacks awareness regarding
disability or issues related with it. Rights
based approach rather than charity
based approach is needed in our society
so that PWDs are considered normal,
just like other able-bodied persons with
different strengths and weaknesses.

LABARD dreams to build a society based


on inclusion, diversity and respect for
all. Besides providing vocational
training and other interventions
including assistive devices, interest free
loans and educational /medical/
financial assistance, LABARD is also
focusing on sensitizing the society to
opt the correct approach towards
PWDs. Nobody is at a disadvantage in
this world and once PWDs find their

STORIES
Sobia Nazeer M y name is Sobia Nazeer and I am 21 years old. My left leg is
polio affected since birth. Receiving education with
disability is not easy at all, especially in countries like
Pakistan where there are accessibility issues. Despite this, I never
lost hope and pursued education whenever I got the opportunity.
My father is a driver and we are 3 brothers and 3 sisters.

After Intermediate, I got the opportunity to receive Vocational


Training from LABARD. I was selected through the outreach
camp, followed by my enrollment in Computer Fundamentals
Course. I have personal inclination towards computers and
always wanted to learn it. Alhamdolillah I successfully
completed the training from LABARD. The course was really
beneficial for me and greatly enhanced my skills and
knowledge. Not only this but LABARDs placement cell
facilitated me in finding the appropriate job for me. As a
result of which I am teaching at The Educators School.

I want to further pursue my education and have a firm


belief that LABARD will continue to support me and many
PWDs like myself so that we could become self-sufficient
and independent. Thank you LABARD.

Ahsan Ali Shehzad I am Ahsan Ali Shehzad. At a very young age, I fell from stairs and had
my arm broken. My family made a grave mistake by not taking me
to doctor but to a local saint due to which my problem aggravated.
After three months when we finally consulted the doctor, the arm was
dysfunctional and nothing could be done. Right from the start, I had
to face many difficulties as my father, who was a rickshaw driver,
passed away when I was very young. We are 2 brother and 2 sisters.
Being the eldest sibling, I had on my shoulders the responsibility of
not only supporting my family financially but also to pursue my
education despite physical disability. But all the challenges made
me tough.
I successfully completed my matriculation due to the educational
assistance provided to me by LABARD. During the vacations after
matric, I was again supported by LABARD to receive vocational
training in computer fundamentals course. As I want to excel in
the field of marketing, this opportunity gave me a head start to
learn different softwares related to my field especially
Microsoft Excel. After completion of training, LABARD
arranged a job for me and I am currently working as Sales
Executive in State Life Insurance. I am also pursuing
education side by side and doing I Com. I want to thank
LABARD from the core of my heart for facilitating me so
much. Whatever I am today is because of LABARD.

M y name is Kalim Ullah and affected from polio since birth. I am
32 years old and my father is a clerk, working with a Property
Dealer. Being the youngest of all siblings, I was never used to
working hard and spent most of my young age within the four walls of
my house. I went to school initially but due to accessibility issues and

education, a decision I always regret.

Due to limited accessibility and depending on other for even small


things depleted all my self-esteem. I finally decided to change my
situation. Fortunately LABARD set up an outreach camp near my
house and I got registered there. I was enrolled in Domestic
Stitching Course where I learnt a lot of skills. After the completing
the training, I gained confidence and started working at local
shops as a helper. Meanwhile LABARDs placement cell
continued its efforts to find me a proper job. Finally I started
working at a tailor shop by the name of Billa Kaaj and Lock
Tailor in Township. LABARD further facilitated me by providing
a tricycle due to which I dont have accessibility issues
anymore.

I pray to Allah to shower His countless blessings on LABARD


as it is doing great work for the cause of Persons with
Disabilities.

M y name is Naseem Akhter and I am suffering from Idiopathic


Short Stature Syndrom (ISS). I received education only till
middle because of accessibility issues, financial conditions
and some societal issues. Due to my short height, people used to stare
at me due to which I stopped going out and confined myself within

the four walls of my house. But my father who was a laborer and the
sole source of income for my family got old and could not continue
his work. Ultimately due to weak financial conditions, I decided not
to stay at home anymore and felt a strong desire to do something
for my family.

Luckily LABARD set up an outreach camp near my sisters house in


Lahore and I got registered. I was enrolled in Domestic Stitching
course in 2016 at Muslim Town Vocational Training Centre. The
training proved to be very useful and I got the opportunity to
learn many skills related to stitching and tailoring. LABARD
further facilitated me in getting job and Alhamdolillah I got a
very good opportunity at Loft Co where I started working as
Stitching Master.

I am really thankful to LABARD for providing me education


and employment due to which I am now able to support my
old parents financially. Thank you LABARD.

BOOK LAUNCH
CEREMONY
A book launch was organized by Jugnoo
International, sponsored by LABARD on Sunday,
September 10, 2017 from 3-5 pm. The book 'Adret'
has been written by Saima Ashraf who is also a Person
with Disability (PWD). Adret is a french word meaning that
side of mountain which directly faces heat and light. Chief
Guest of the Ceremony was the writer herself Ms. Saima
Ashraf. Guest of Honor was Ms. Shaista Pervaiz Malik,
Social Activist, MNA and General Secretary of Women's
Parliamentary Caucus while the ceremony was presided
by another big name in social sector, Ms. Bushra Aitzaz
Ahsan, wife of Senator of Aitzaz Ahsan.

The ceremony began with the recitation from Holy Quran


by Mr. Abdul Wajid. Professor Nazar Bhinder recited
beautiful verses of Naat. Prominent social activist, poetess
and CEO of Jugnoo Foundation Ms. Zahra Kanwal was the
host of the program while co-host was Ms. Abida Khawar,
a prominent Educationist and owner of Z.A. Public
School.

Other speakers included Dr. Izhar Hashmi, Director


Akhuwat and CEO of Punjab Welfare Trust for Disabled,
Abid Qayyum, Communications & Resource Mobilization

PERSONS WITH DISABILITIES (PWDS)
IS THE NEED OF THE DAY

T he UN Experts Group on Disability that met in July 2014 to look at


various issues in collection and measuring of data on disability
found that more than a billion people or 15pc of the worlds
population are living with disabilities. Further, the report stated that
persons with disabilities are disproportionately represented among the
poorest segments of society and about 80pc of persons with disabilities
reside in developing countries. In the absence of any credible statistics
regarding disability in Pakistan owing to the delay of census and other
initiatives etc., if the global average is taken and applied to Pakistan, the
number of Persons with Disabilities in Pakistan could be approximately
27 million (larger than the total resident population of Sweden, Austria
and Switzerland combined).

High level of poverty, less sensitization regarding disability, societal


barriers and lesser accessibility are among the major factors aggravating
the problems faced by PWDs in Pakistan. With the absence of
comprehensive legislation regarding PWDs, presence of loop-holes in
existing laws and weak compliance, there are meager opportunities and
platforms for PWDs to enter into the mainstream.

CAMPS
P akistan being still a developing country, there are lots of
societal barriers due to which the Persons with
Disabilities (PWDs) do not come forward. LABARD has to
undergo a lot of effort to register the disabled persons and we set
up a camp almost daily so that the PWDs could come into the
mainstream and play an active role in the society instead of leading a
life of misery.
LABARD sets up 16 outreach camps in a month at underprivileged
areas of Lahore to register the PWDs. Pamphlets are distributed on a
wide scale, banners and hangers are displayed and requests are made
from the loudspeakers of the mosques to bring forward if they know any
Person with Disability so that we could help them. LABARD also has a
dedicated vehicle on which a loudspeaker has been mounted. The vehicle
roams around the whole locality, requesting the locals to bring to us if they
know any PWD. Apart from these efforts, local body members are also engaged
to spread the word and register PWDs so that they could be rehabilitated.
Chairman, vice-chairman, councilors and other members of local body take keen
interest to facilitate PWDs and it is only due to their efforts that LABARDs message is
spread at a very large scale.
After registration, comes the phase of counseling. Psychologists on our panels
comprehensively review the case of each and every PWD who gets registered. After the
review, they are provided intervention accordingly with their needs.

B ilal Shehzad, suffering from severe

camp near his residence and registered him.
He was not only provided free pick and drop,
but a stipend of Rs. 1500 per month and
mid-day meal. He successfully completed
the vocational training but unfortunately
despite the efforts of employment cell,
could not get a job due to severe physical
condition.

LABARD did not stop here and encouraged
