To facilitate the disabled persons to earn
their livelihood and to work towards
resolution of their socio-economic
i s s u e s i n v o l v i n g a c c e s s i b i l i t y,
accommodation and equity.
Employment provides livelihood leading to total rehabilitation. To
empower disabled persons to undertake their work place
responsibilities we offer a host of preparatory programs. Our
objective is that the disabled should sustain in jobs purely on the
strength of competence and productivity rather than compassion.

and having the LCCI President as its
Chief Patron. Our main purpose is to
rehabilitate the disabled persons and
help them lead an independent life.
We have established two vocational
Training Centers at New Muslim
Town and Tajbagh in Lahore, with
the capacity to train almost 450
people at a time. We offer 14 trades
in which disabled persons can be
trained (For details of trades, visit
our website www.labard.com.pk).
After the successful completion of
training, our placement officers also
arrange the employment for the
disabled through contacting various
industrial and commercial sectors.
LABARD also provides educational
assistance, medical assistance and
financial assistance to the disabled
including the interest free loans.
Thousands of people have
benefitted through these
interventions and LABARD
continues its journey to spread hope
and confidence and help the
disabled persons becoming the
useful citizens of society.

MESSAGE
Tahir Javed Malik President LCCI

I have recently been elected as President of LCCI, but my bond

with LABARD is many years old. Through the platform of Lahore
Chamber of Commerce and Industries, I would urge the
business community and industrialists to facilitate the PWDs as
much as they can. Owing to the financial blessing that Allah has
bestowed upon us, it is our primary obligation to help those who
are not only physically challenged but facing difficulties due to
weak financial background. We must facilitate them by providing
jobs as well as disabled friendly environment.
Accessibility is their fundamental right and we must do our efforts
to ensure that PWDs, who already face a lot of difficulties in life as
compared to the able-bodied persons, have proper accessibility so
that they could move freely without any hesitation.
I want to wish LABARD a very best of luck for all the efforts it is
carrying out for the cause of Persons with Disabilities.

LABARD NEWS
A ll human beings are special and
have inner talents different from
one another. That is the reason
for diversity that we witness around
ourselves. If one is a good sportsmen,
the other is a brilliant scientist and if
someone has the capacity to excel in
business, the other is bestowed with the
knowledge to cure human beings.
Persons with Disabilities may seem to
have a natural disadvantage or
limitations, but as discussed, the talent
of every human being is unique. Those
who cannot move their legs or arms may
have a lot sharper brain than those who
can run.
A society as a whole opts different
approaches towards vulnerable groups
including Persons with Disabilities. A
developing society like Pakistan
generally lacks awareness regarding
disability or issues related with it. Rights
based approach rather than charity
based approach is needed in our society
so that PWDs are considered normal,
just like other able-bodied persons with
different strengths and weaknesses.
LABARD dreams to build a society based
on inclusion, diversity and respect for
all. Besides providing vocational
training and other interventions
including assistive devices, interest free
loans and educational /medical/
financial assistance, LABARD is also
focusing on sensitizing the society to
opt the correct approach towards
PWDs. Nobody is at a disadvantage in
this world and once PWDs find their
hidden talent through skilled training,
education, hard work and commitment,
they can excel in any field and the sky is
the limit.

STORIES
Sobia Nazeer M y name is Sobia Nazeer and I am 21 years old. My left leg is
polio affected since birth. Receiving education with
disability is not easy at all, especially in countries like
Pakistan where there are accessibility issues. Despite this, I never
lost hope and pursued education whenever I got the opportunity.
My father is a driver and we are 3 brothers and 3 sisters.

After Intermediate, I got the opportunity to receive Vocational

Training from LABARD. I was selected through the outreach
camp, followed by my enrollment in Computer Fundamentals
Course. I have personal inclination towards computers and
always wanted to learn it. Alhamdolillah I successfully
completed the training from LABARD. The course was really
beneficial for me and greatly enhanced my skills and
knowledge. Not only this but LABARDs placement cell
facilitated me in finding the appropriate job for me. As a
result of which I am teaching at The Educators School.

I want to further pursue my education and have a firm

belief that LABARD will continue to support me and many
PWDs like myself so that we could become self-sufficient
and independent. Thank you LABARD.

Ahsan Ali Shehzad I am Ahsan Ali Shehzad. At a very young age, I fell from stairs and had
my arm broken. My family made a grave mistake by not taking me
to doctor but to a local saint due to which my problem aggravated.
After three months when we finally consulted the doctor, the arm was
dysfunctional and nothing could be done. Right from the start, I had
to face many difficulties as my father, who was a rickshaw driver,
passed away when I was very young. We are 2 brother and 2 sisters.
Being the eldest sibling, I had on my shoulders the responsibility of
not only supporting my family financially but also to pursue my
education despite physical disability. But all the challenges made
me tough.
I successfully completed my matriculation due to the educational
assistance provided to me by LABARD. During the vacations after
matric, I was again supported by LABARD to receive vocational
training in computer fundamentals course. As I want to excel in
the field of marketing, this opportunity gave me a head start to
learn different softwares related to my field especially
Microsoft Excel. After completion of training, LABARD
arranged a job for me and I am currently working as Sales
Executive in State Life Insurance. I am also pursuing
education side by side and doing I Com. I want to thank
LABARD from the core of my heart for facilitating me so
much. Whatever I am today is because of LABARD.

M y name is Kalim Ullah and affected from polio since birth. I am
32 years old and my father is a clerk, working with a Property
Dealer. Being the youngest of all siblings, I was never used to
working hard and spent most of my young age within the four walls of
my house. I went to school initially but due to accessibility issues and
Kalimullah
behavior of my other class fellows, left it for good and never pursued
education, a decision I always regret.

Due to limited accessibility and depending on other for even small

things depleted all my self-esteem. I finally decided to change my
situation. Fortunately LABARD set up an outreach camp near my
house and I got registered there. I was enrolled in Domestic
Stitching Course where I learnt a lot of skills. After the completing
the training, I gained confidence and started working at local
shops as a helper. Meanwhile LABARDs placement cell
continued its efforts to find me a proper job. Finally I started
working at a tailor shop by the name of Billa Kaaj and Lock
Tailor in Township. LABARD further facilitated me by providing
a tricycle due to which I dont have accessibility issues
anymore.

I pray to Allah to shower His countless blessings on LABARD

as it is doing great work for the cause of Persons with
Disabilities.

M y name is Naseem Akhter and I am suffering from Idiopathic

Short Stature Syndrom (ISS). I received education only till
middle because of accessibility issues, financial conditions
and some societal issues. Due to my short height, people used to stare
at me due to which I stopped going out and confined myself within

the four walls of my house. But my father who was a laborer and the
sole source of income for my family got old and could not continue
his work. Ultimately due to weak financial conditions, I decided not
to stay at home anymore and felt a strong desire to do something
for my family.

Luckily LABARD set up an outreach camp near my sisters house in

Lahore and I got registered. I was enrolled in Domestic Stitching
course in 2016 at Muslim Town Vocational Training Centre. The
training proved to be very useful and I got the opportunity to
learn many skills related to stitching and tailoring. LABARD
further facilitated me in getting job and Alhamdolillah I got a
very good opportunity at Loft Co where I started working as
Stitching Master.

I am really thankful to LABARD for providing me education

and employment due to which I am now able to support my
old parents financially. Thank you LABARD.

 BOOK LAUNCH
CEREMONY
A book launch was organized by Jugnoo
International, sponsored by LABARD on Sunday,
September 10, 2017 from 3-5 pm. The book 'Adret'
has been written by Saima Ashraf who is also a Person
with Disability (PWD). Adret is a french word meaning that
side of mountain which directly faces heat and light. Chief
Guest of the Ceremony was the writer herself Ms. Saima
Ashraf. Guest of Honor was Ms. Shaista Pervaiz Malik,
Social Activist, MNA and General Secretary of Women's
Parliamentary Caucus while the ceremony was presided
by another big name in social sector, Ms. Bushra Aitzaz
Ahsan, wife of Senator of Aitzaz Ahsan.

The ceremony began with the recitation from Holy Quran

by Mr. Abdul Wajid. Professor Nazar Bhinder recited
beautiful verses of Naat. Prominent social activist, poetess
and CEO of Jugnoo Foundation Ms. Zahra Kanwal was the
host of the program while co-host was Ms. Abida Khawar,
a prominent Educationist and owner of Z.A. Public
School.

Other speakers included Dr. Izhar Hashmi, Director

Akhuwat and CEO of Punjab Welfare Trust for Disabled,
Abid Qayyum, Communications & Resource Mobilization
Executive at LABARD, Ms. Shagufta Ghazal Hashmi, Mr.
Masood Ahmed Chughtai, Mr. Firdous Naqvi and Mr.
Ashraf Javed.

The ceremony ended on a very positive note, followed by

LABARD SERVICES:

HOW WE HELP
There are various ways through which LABARD is providing help to the disabled
persons, preparing and polishing them to enter into the mainstream and work side by
side with the able bodied persons.

I feel immense pleasure in informing you that through your generous

contributions, we have achieved many milestones and working further for the
betterment of the disabled. Deep impact has been created in the lives of those who
were surrounded by hopelessness and despondency. LABARD showed them the
way forward to make their lives meaningful and productive instead of cursing their
fate and circumstances.
We will continue to seek your help for the cause of disabled persons. Following are
the ways through which we provide support to the disabled persons through your Muhammad Saeed Khan
generous support;
General Secretary

Registration:
The first step is registration. A disabled person
gets registered with LABARD mostly through
the outreach camps set up by LABARD at
different locations of Lahore. After proper
assessment by our field officers, they are
provided the intervention accordingly with
their needs. If a disabled person requires
vocational training, they are referred to the
Vocational Training Centre. Similarly if they
require other type of assistance e.g. financial,
educational, medical etc., they are referred to
the head office where each and every case has
to go through a proper assessment and
background check.
Vocational Training:
Vocational Training is provided to the disabled
persons to help them move up in life. There are
around 14 trades offered by us in which the
disabled persons get the vocational training.

Provision of Employment:
LABARD not only provides the vocational
training, but also ensures that those who
successfully complete the training get
e m p l oy m e n t a c c o rd i n g l y w i t h t h e i r
educational background and skills. Our
placement officers at both the campuses
develop contacts with the Industries of varied
categories. Once the disabled person
completes the training, the placement officer
finds the relevant job for him through
coordination with different sectors. LABARD
has managed to provide thousands of
employment opportunities to the disabled
persons through our placement offices.
Career Counseling
Our psychologists provide free of cost career
counseling to each and every disabled person
being trained at LABARD. The person entering
LABARD is properly interviewed by the
psychologists and sent to a discipline for
training keeping in mind their interests,
strengths and areas of expertise. If required,
the psychologists also do the counseling
during the tenure of student's training in order
to cure the problem being faced.
Monthly Stipend and Transport
Monthly stipend of Rs.1500 is provided to
every student getting the vocational training
at LABARD. Owing to the presence of a lot of
social barriers faced by the disabled persons
due to which they don't leave their homes, the
stipend helps them and encourages them to
come out and seek to develop skills which
could benefit them in future. Free pick and
drop facility is also provided to the student
during the course of training.
Interest Free Loans/ Qarz-e-Hasna:
Interest free loans are also provided to those
who genuinely deserve it. Our panel of experts
properly interview those aspirants who lack
resources to initiate a startup. The financial
help is given to them on easy installments and
does not include interest or any service
charges. The loan helps them standing on their
feet and instills self-confidence in them.
Hundreds of people have benefited from these
loans who are successfully running their own
business. Loans are also provided to those
disabled who want to expand their business or
who require financial help to sustain their
business. These interest free loans provided by
LABARD not only help the disabled to gain
acceptance in the society by standing on their
own feet, but also contributes towards
reducing the poverty in the society.
Financial Assistance
LABARD also provides financial assistance to
the destitute who cannot even afford to pay
back their loans. After proper interview of
candidates, checking out their financial
background and judging the case properly,
our experts select all the deserving people
whom the financial assistance is granted. This
initiative was taken keeping in mind those
people who belong to the lowest financial
strata of our society and struggling hard just to
fulfill their most basic needs. LABARD has so far
provided financial assistance to hundreds of
disabled people which greatly helped them in
meeting the financial challenges.
Educational Assistance
LABARD is also providing free educational and
medical assistance to the deserving disabled
persons. There are many students with
disability who cannot afford to pay the fees of
expensive educational institutions. We don't
let the financial barriers hinder the student's
resolve to get education. We always help
progressive and talented young people who

don't let the disability affect their passion to
pursue their dreams and hence educate
themselves to become professionals.
Hundreds of students secured educational
assistance from LABARD and became doctors,
engineers, lawyers, chartered accountants etc.
Medical Assistance
Disabled persons are also provided with free
the medical assistance. We have a panel of
doctors whom we refer the patients seeking
medical assistance. If approved, they are given
free of cost medicines until they are cured. If
the problem is severe and expensive treatment
is referred by the doctor, we even provide that
to those disabled patients who cannot afford
it. Thousands of people have secured medical
assistance by LABARD and got cured.
Aiding Gadgets and Wheel-Chairs:
Aiding gadgets and wheel chairs are also
provided to the needy and deserving people
with disability. LABARD has provided aiding
gadgets to thousands of people with disability
to help them move up in life. Moreover
LABARD is now providing customized wheel
chairs to the disabled persons accordingly with
their disability. An MoU has also been signed
between LABARD and Milestone Society for
Disabled to enhance the culture of customized
wheel chairs.
Cornea Replacement:
Due to defects in the cornea, many people are
not able to see. This disability can be cured by
replacing the cornea. After going through the
profile of disabled persons who are genuinely
needy, they are offered the treatment free of
cost so that their visibility could be improved.

14, 2017 at New Muslim Town Vocational
Training Centre. The event started with
the recitation from Holy Quarn by Mr
Mahmood Ahmad., followed by a Naat
from Mr. Muhammad Irfan.

Quaids philosophy of Unity, Faith and

PERSONS WITH DISABILITIES (PWDS)
IS THE NEED OF THE DAY

T he UN Experts Group on Disability that met in July 2014 to look at

various issues in collection and measuring of data on disability
found that more than a billion people or 15pc of the worlds
population are living with disabilities. Further, the report stated that
persons with disabilities are disproportionately represented among the
poorest segments of society and about 80pc of persons with disabilities
reside in developing countries. In the absence of any credible statistics
regarding disability in Pakistan owing to the delay of census and other
initiatives etc., if the global average is taken and applied to Pakistan, the
number of Persons with Disabilities in Pakistan could be approximately
27 million (larger than the total resident population of Sweden, Austria
and Switzerland combined).

High level of poverty, less sensitization regarding disability, societal

barriers and lesser accessibility are among the major factors aggravating
the problems faced by PWDs in Pakistan. With the absence of
comprehensive legislation regarding PWDs, presence of loop-holes in
existing laws and weak compliance, there are meager opportunities and
platforms for PWDs to enter into the mainstream.

For a country that could have 27 million PWDs with only one trained Communications & Resource
psychologist or psychiatrist for every 230,000 people, the economic cost
of not including PWDs into the mainstream is estimated to be 4.9% to Mobilization Executive LABARD

Bank, The Economist Intelligence Unit estimates that by 2018 the costs to
Pakistan economy of excluding PWDs from employment could reach
USD. 20 Billion a year. The current base is USD. 12 Billion, and these costs
will continue to rise each year-thats approximately USD. 5.5 Million
every day.

For a country that is paying such a heavy price for not including the PWDs
into the mainstream, there is a dire need to take concrete measures to
empower PWDs socially as well as financially to make them independent
and self-sustainable.

Naghman Javed. She congratulated the
trainees upon successful completion of
training and encouraged them to work
hard in future as well. Dr. Shehla Asad,
another Member of Governing Body also
congratulated the trainees. She further
said that despite physical disability, you
all have great potential to excel in your
life.
After wards the cer tificates were

distributed by the dignitaries to the
trainees who successfully completed the
training. The closing remarks were given
by Co m m u n i c at i o n s & R e s o u rce
Mobilization Executive Mr. Abid Qayyum.
He highlighted the importance of parents
in the success of PWDs and urged them to
work hard in future as well.

OUTREACH
CAMPS
P akistan being still a developing country, there are lots of
societal barriers due to which the Persons with
Disabilities (PWDs) do not come forward. LABARD has to
undergo a lot of effort to register the disabled persons and we set
up a camp almost daily so that the PWDs could come into the
mainstream and play an active role in the society instead of leading a
life of misery.
LABARD sets up 16 outreach camps in a month at underprivileged
areas of Lahore to register the PWDs. Pamphlets are distributed on a
wide scale, banners and hangers are displayed and requests are made
from the loudspeakers of the mosques to bring forward if they know any
Person with Disability so that we could help them. LABARD also has a
dedicated vehicle on which a loudspeaker has been mounted. The vehicle
roams around the whole locality, requesting the locals to bring to us if they
know any PWD. Apart from these efforts, local body members are also engaged
to spread the word and register PWDs so that they could be rehabilitated.
Chairman, vice-chairman, councilors and other members of local body take keen
interest to facilitate PWDs and it is only due to their efforts that LABARDs message is
spread at a very large scale.
After registration, comes the phase of counseling. Psychologists on our panels
comprehensively review the case of each and every PWD who gets registered. After the
review, they are provided intervention accordingly with their needs.

camp near his residence and registered him.
He was not only provided free pick and drop,
but a stipend of Rs. 1500 per month and
mid-day meal. He successfully completed
the vocational training but unfortunately
despite the efforts of employment cell,
could not get a job due to severe physical
condition.

LABARD did not stop here and encouraged

him to pursue his education from Primary
level. Bilal has now been enrolled at a local
school where he is being educated. LABARD
has also provided him Electronic Wheel
Chair so as to facilitate him in getting the
education. Bilal aspires to start his own
business of pets.

transactions. LABARD is audited internally as well as externally to ensure
that the money is being spent on the right cause.

providing i.e. absolutely free of cost
rehabilitative services to the disabled
persons, LABARD highly depends on the

Zakat
LABARD spends its Zakat particularly for
those genuinely needy persons receiving
the vocational trainings. Moreover it
provides medical assistance after proper
assessment to make sure the person is
needy. Please send us your zakat to help us
of the disabled persons.
Sponsor a child
A great majority of those disabled whom
LABARD helps are the children under the
age of 25. Owing to the large ratio of
unemployment, there are many disabled
persons who require such skills or expertise
so that they could be adjusted in the market.
The approximate cost for providing the
vocational training to a child, covering
his/her transportation cost and providing
the milk daily is approximately Rs. 12,500 per
month. There are many children whose lives
can be changed with your small effort.
Please sponsor a child and help us in their
rehabilitation.
LABARD seeks sponsorships for the printing
material, newsletter and website etc.
Moreover LABARD holds two important
events annually i.e. Annual Fundraising
Dinner and Annual Mela for which sponsors

Members directly become part of LABARDs
General Body which elects the governing
body. Getting membership of LABARD will
allow you to have a say in the policy making.
The meeting of Governing Body takes place
quarterly.
