OFFSHORE GAMING LICENSING DEPARTMENT


General Instruction for Application
1. Applicants must file a Letter of Intent to PAGCOR addressed to the Chairman and
Chief Executive Officer;

2. Applicant shall be issued a deposit notice to the applicant for payment of a non-
refundable application/processing fee of FIFTY THOUSAND US DOLLARS
(US$50,000.00) for E-Casino and/or FORTY THOUSAND US DOLLARS
(US$40,000.00) for Sportsbetting license application;

3. Upon payment, the applicant shall furnish OGLD the original deposit slip/s or proof
of payment of the aforesaid fees;

4. Applicants shall then be issued a pre-numbered application form together with


application kit for an offshore gaming license. The application form must be
completely filled out, with complete documentary requirements and must be
submitted within three (3) months after the issuance of the application form;
otherwise, the same shall be considered withdrawn and all fees paid are forfeited in
favor of PAGCOR;

5. Upon submission of the requirements by the applicant, OGLD shall evaluate the
Offshore Gaming License application for completeness and compliance with
PAGCORs policies. For incomplete application forms, OGLD shall return the
documents and shall issue a checklist indicating the lacking or noncompliant
document. Submission shall be within the same three (3) months after the
issuance of the application form otherwise the same shall be automatically denied
and/or considered withdrawn;

NOTE: All information provided by the Applicant to Philippine Amusement & Gaming Corporation will be held in
the strictest confidence and will not be used by PAGCOR for any purpose other than matters pertaining
to this application, unless it is required for the administration or enforcement of the Regulations or if it is
related to an official investigation.
Applicants and other persons completing this Form should be aware that action may be taken, in the
event that information supplied is false, misleading or incomplete in a material particular. Anyone who
submits false or misleading information may be prosecuted and penalized.
This application must be accompanied by:

1. Letter of intent addressed to the Chairman and Chief Executive Officer of


PAGCOR

2. Completely filled out Application Form for Offshore License.

3. Company Registration

4. Company Profile

5. Business Plan (It must fully disclose the number of table games and/or RNG
based games it intends to operate if applying for an e-casino and the nature
of the games if applying for the sports betting. They must have at least
fifteen (15) tables or thirty (30) RNG games.)

6. Letter of No Objection for City/Municipality where gaming operations will be


conducted.

7. Appointment Letter/Certificate of Local Gaming Agent (if POGO applicant is


based offshore)

8. Personal Disclosure Sheet of Key Officers

9. IP Blocking Certificate

10. Proof of payment of processing fees
