The applicability of these requirements to the manufacturer or
contractor performing Code work can be seen in recent Inter
pretation IX-92-92. (Interpretations are issued by the Code to pro-
vide the meaning of or the intent of existing rules in the Code and
are in a question and reply form.)
Background: Two companies are contracted by a client com-
pany to undertake pipe work installation on its facility. All
stages of the welding procedure qualification processes for
the two contracted companies are witnessed by the client
company’s representative and the documentation is duly
stamped and signed by the client.
Question (1): May these procedures be used by the client
company?
Reply (1): No.
Question (2): Does the client company have to requalify these
procedures to perform in-house maintenance at a later date
using all the same essential and nonessential variables with
its own qualified welders?

A WPS used by an organization that will have responsi-
ble operational control of production welding shall be a
WPS that has heen qualified by that organization in accor-
dance with Article Il, or it shall be an AWS Standard Weld-
ing Procedure Specification (SWPS) listed in Mandatory
Appendix E and adopted by that organization in accor-
dance with Article V.
Both WPSs and SWPSs specify the variables (including
ranges, if any) under which welding must be performed.
These conditions include the base metals that are per-
mitted, the filler metals that must be used (if any), pre-
heat and postweld heat treatment requirements, etc
When a WPS is to be prepared by the organization, it
must address, as a minimum, the specific variables, both
essential and nonessential, as provided in Article Il for
each process to be used in production welding. In addi-
tion, when other Sections of the Code require toughness
qualification of the WPS, the supplementary essential
variables must be addressed in the WPS.
