LTE INTER-FREQ IDLE MODE CELL RESELECTION
Cell selection is a procedure triggered by the UE in Idle Mode to determine which LTE cell to camp on.
The parameters used in UE cell reselection algorithm are controlled by eNB through the broadcasting
of the related SystemInformationBlockType (SIB) on the BCH of the cell the UE is camping on.

The inter-frequency cell selection and reselection is controlled by the System Information parameters
provided in SIB3 and SIB5.

SIB3 contains cell reselection information mainly related to serving cell.

SIB5 contains information for inter-frequency neighbor cell reselection

eCSFB Overview
Circuit Switched FallBack (CSFB) is a generic term that covers multiple different methods for allowing a
UE that is attached on LTE to fall back to 2G/3G in order to receive circuit services.
Fallback to CDMA is generically called 1x CSFB to differentiate from CSFB to GERAN/UTRAN

will then perform a virtual handover, assign a traffic channel, and send a UHDM back to the
UE via S102, S1 and RRC.
