COMPENSATION FOR LATE SITTING & FOR WORKING ON


SUNDAYS/HOLIDAYS FOR OFFICERS UPTO MMG SCALE-III
PAYMENT THROUGH HRMS

Guidelines with regard to compensation payable to officers in order to cope


up with various eventualities where the late sitting by the Officers become inevitable
and to those officers who are required to work on Sundays/Holidays due to
exceptional circumstances were conveyed vide HRD Division communication dated
18.04.2009. The guidelines in this regard are reiterated for ready reference:-

 To make reimbursement of expenditure incurred for providing


dinner/refreshment to the Officers who are required to work beyond four
hours after normal duty hours on week days due to connectivity/server
problem and other contingencies, not exceeding Rs.250/- per officer.

 To make payment of an amount equivalent to 1 Day Diem Allowance to


Officers including the Officers working in administrative offices, for working on
Sundays/Holidays as per their entitlement and per Diem shall mean a period
of not less than 8 hours.

2. The Circle Heads/Divisional Heads at Head Office are the Competent


Authority to permit and sanction the above expenditure/payment. The Board on
various occasions has expressed concern on the expenditure incurred by
Circles/HO Divisions and desired that this avoidable expenditure be
controlled/curtailed. The Competent Authority is required to ensure compliance of
Boards observations.

3. In order to streamline the process/procedure and to ensure proper control


over it has been decided that w.e.f. 01.04.2015 payment for late sitting and working
on Sundays/ Holidays will be made only through HRMS. The navigation chart for this
activity is enclosed.

4. In this connection it may be ensured as under:-

Only in exceptional and unforeseen circumstances the Competent Authority


i.e. Circle Heads/ Divisional Heads may permit late sitting and working on
Sundays/ Holidays. Reimbursement for late sitting/ payment of an amount
equivalent to Diem Allowance for one day is to be made only to officers upto
Scale III.

The expenditure in this regard is required to be entered/booked and approved


at the Controlling Office level on maker- checker concept for which provision
has been made in the HRMS. The payment in this regard shall be released
centrally at HO level by PAD, Head Office.

Any increase in the payment made under this head in comparison to previous
quarter should be explained separately and submitted by the controlling office
to this Division immediately after the end of the quarter.

Enter reason in case of rejection.

After approving/rejecting the entries click on Save. A message-box will pop up.
(c). After carefully considering the message on the pop up press Yes or No to proceed further.
