Subject : Certification privileges of Aircraft Maintenance Engineers.

1. Aircraft Rule 61 details the procedure for grant of Aircraft Maintenance Engineers licence, its
validity and procedure for renewal. The licences issued under this rule are valid for the
particular type of aircraft, engines and equipment endorsed on the licence . Aircraft
Maintenance Engineers from time to time get additional endorsements on their licences
after acquiring experience and fulfilling the conditions mentioned in the said rule. The
licences are renewed subject to the condition that the Aircraft Maintenance Engineer
has been engaged in aircraft industry in the capacity of either Aircraft Maintenance Engineer
or in a supervisory capacity including imparting of training to AMEs. "Open" licences may also
be obtained which cover a class of aircraft upto a certain weight category as detailed in CAR
Series 'L', Part VI. This CAR is being issued to detail the certification privileges of the AME
and also the circumstances under which the privileges of such endorsement could be
exercised by the AMEs.

2. DEFINITIONS:

2.1 Assembly is that the items are fitted, assembled, attached, installed, connected, secured or
adjusted in the approved manner.
2.2 Avionics System includes instrument system, electrical and radio system of Airbus A320
aircraft and any other aircraft to be notified separately.
2.3 Condition is the physical state of an item.
2.4 Functioning is the operation in the approved manner.
2.5 Human performance : Human capabilities and limitations which have an impact on the safety
and efficiency of aeronautical operations .
2.6 Mandatory Inspection is any inspection classified as mandatory by DGCA/
Manufacturer, where the inspection itself is the work.
2.7 Overhaul is major work operation which involves dismantling and complete testing to
specification and renewal of operation life.
2.8 Modification is a change made to a type certificated aircraft including its engines,
propellers, accessories, equipment, radio equipment and their installation.
2.9 Problematic use of substances : The use of one or more psychoactive substances by
aviation personnel in a way that :

(a) Constitutes a direct hazard to the user or endangers the life , health or welfare of
others : and /or
(b) Causes or worsens an occupational , social ,mental or physical problem or disorder
2.10 Psychoactive substances : Alcohol, opoids, cannabinoids, sedatives and hypnotics, cocaine,
other psychostimulants ,hallucinogens, and volatile solvents,whereas coffee and tobacco are
excluded.

2.11Repair :The restoration of an Aeronautical product to an airworthy condition to ensure that the aircraft
continues to comply with the design aspects of the appropriate airworthiness requirements used for the
issuance of the Type Certificate for the respective aircraft type , after it has been damaged or subjected to
wear .
(a) Major Repair means a design change which is intended to restore an aeronautical product to
an airworthy condition
(i) When the damage or wear being repaired are restored to airworthiness condition might
appreciably affect the weight , balance , structural strength , performance , power plant
operation , flight characteristics , or other qualities affecting airworthiness or environmental
characteristics or

(ii) that will be embodied in the product using non standard practices

( b) Minor Repair means a repair other than a major repair.

2.12 Replacement is a work operation which involves the removal and replacement of the same part or the
substitution of an approved alternative part.
2.13 Scheduled Maintenance Inspection is any inspection including test required by the
approved maintenance schedule.

3. Whenever work is carried out on an aircraft, it is the duty of all persons to consider the effect such work
may have, directly on indirectly on items which are the responsibility of other such persons. In all such
cases where an overlap of responsibility occurs, the person primarily responsible for the item must
involve all other trade disciplines affected. Certificates of Maintenance/ Flight Release must be issued
by all concerned, each assuming responsibility for those aspects of the work for which the licence
holder is entitled to assume responsibility.

4. A Certificate of Maintenance/ Flight Release shall only be issued for a particular overhaul, repair,
replacement, modification, mandatory inspection or scheduled maintenance inspection when the
signatory is (signatories are) satisfied that the work has been properly carried out, having due regard
to the use of:-

a) up-to-date instructions including manuals, drawings, specifications, DGCA mandatory


modifications/ inspections and firms procedures,

b) recommended tooling and test equipment which currently calibrated where a pplicable, and

c) a working environment appropriate to the work being carried out.

4.1 Prohibition on consumption of intoxicating and psychoactive substances


4.1.1 No person acting as , or carried in aircraft for the purpose of acting as, engineer shall have taken or used
any alcoholic drink, sedative, narcotic or stimulant drug or preparation within twelve hours of the
commencement of the flight or take or use any such preparation in the course of flight or take or use any
such preparation in the course of flight , and no such person shall , while so acting or carried , be in a
state of intoxication or have detectable blood alcohol what so ever in his breath, urine or blood alcohol
analysis or in a state in which by reason of his having taken a ny alcoholic, sedative , narcotic or
stimulant drug or preparation , his capacity so to act is impaired.
4.1.2 The licence holders shall not exercise the privileges of their licences and related ratings while under
the influence of any psychoactive substance, which might render them unable to safely and properly
exercise the privileges of the licences and ratings .
4.1.3 The licence holder shall not engage in any problematic use of substances

5. The privileges of AME Licences shall be exercised only :

(a) In respect of such operations and such aircraft as are entered on his licence in their entirety
either specifically or under broad category.
(b) In respect of such operations and such air frames, power plants, aircraft systems including
electrical, instrument and radio system and components as are entered on his licence.
(c) Provided he has familiarised himself with all pertinent and current information relating to the
airworthiness of a particular type of aircraft, air frame, power plant, aircraft system including
electrical, instrument and radio system or components which he certifies as

airworthy, after maintenance (overhaul, repair and/or modification).

(d )On condition that within the preceding 24 months he has exercised the
appropriate privileges of Aircraft Maintenance Engineers Licence for not
less than six months.

(e) With due consideration of airworthiness and safety of aircraft in


operation, with immediate effect no person holding an 'open' rating
endorsement on the AME licences shall exercise the privileges of that
rating on any aircraft unless he has familiarised himself with the
construction and maintenance (including overhaul where necessary)
for a minimum period of three months before exercising the privileges.

6.Certification privileges of Aircraft Maintenance Engineers' licence:

6.1 A rating in Category 'A' entitles the holder certify aircraft, (excluding
engines) of the types included in the Rating, in respect of :

1) Certification of fitness for flight (issue of flight release) of an aircraft for


which a certificate of airworthiness is about to be issued.

2) Certification as to the safety for flight of public transport aircraft.

3) Certification in the log book of work done under approved


maintenance schedules.

4) Certification in the log book of repairs, approved minor repairs.

5) Certification in the log book of modifications approved as minor


modifications.

6) Certification in the log book of replacement of approved components


and parts.

6.1.1 For Certification of repair, replacement, modification, mandatory inspection


and scheduled maintenance inspection the holder of the licence is
responsible for condition, assembly and function of all parts of the
aeroplane of all parts and systems, (other than those which are the
responsibility of other AMEs as shown in this CAR) provide the work
doesnot involve the following:-

(a) Bolted joints requiring special techniques.

(b) Complete riveted joints in primary structures.

(c) Complete glued joints in primary structures.

(d) Bonded assemblies in primary structures.

(e) Fibre reinforced plastic/epoxy primary structures.

(f) Welded and brazed joints.

(g) Cotton, linen, polyester and glass fibre fabric covering of a complete
fuselage or aerofoil.

(h) The disturbing of individual parts of units which are supplied as bench
tested units, except for the replacement or adjustment of items normally
replaceable or adjustable in service where subsequent functioning may
be proved without the use of test apparatus additional to the test
apparatus used for normal functioning check.

6.1.2 The holder of Category 'A' licence for light aircraft is entitled to issue
Certificate of Maintenance/ Flight Release in respect of instrument,
electrical, autopilot.

6.1.3 The holder of Category 'A' licence for heavy aircraft is not entitled to issue
Certificate of Maintenance/Flight Release in respect of instrument, electrical,
autopilot and radio systems for which separate licence in Category 'E', 'I', 'R'
and 'V' (as applicable) will be required.

6.2 A rating in Category 'B' entitles the holder certify aircraft (excluding
engines) of the types included in the Rating, in respect of :

1) Certification in the log book of aircraft after overhaul, except that the
overhaul, repair or modification of the engine(s), instruments, autopilots,
variable pitch propellers, or electrical equipment shall have been
previously certified by a firm approved for the purpose or by an Aircraft
Maintenance Engineer appropriately licenced.

2) Certification in the log book of approved repairs.

3) Certification in the log book of approved modifications.

4) Certification in the log book of the replacement of approved components


and parts.

5) Certification of manufacture of simple parts from


approved materials using approved drawing design unless

it is stated in the licence that this duty is excluded.

6.2.1 For Certification of overhaul, repair, replacement, modification, mandatory


inspection and scheduled maintenance inspection the holder of the
licence is responsible for condition, assembly and function of all parts of the
aeroplane (provided the work doesnot involve the making of the
components or parts) other than those which are the responsibility of other
AMEs as shown in this CAR.

6.2.2 The holder of the licence in Category 'B' may also issue Certificate of
Maintenance/ flight Release relating to all aspects of overhaul,
repair, replacement, modification and mandatory inspection relating to
items as listed below:-

(a) Engine mounting structures and cowlings

(b) Engine Controls

(c) Engine fuel, oil and coolant systems } except for


} those parts
(d) Engine fire extinguishing systems } which form part
} or are attached
(e) Engine fluid de-icing systems } to the engine.

6.2.3 The licence in Category 'B' will cover only light aircraft.

6.3 A rating in Category 'C' entitles the holder certify engines of the types
included in the Rating, in respect of :

1) Certification as to fitness for flight of engines, including propellers fitted in


an aircraft for which a Certificate of Airworthiness is about to be issued.

2) Certification as to the safety for flight of engines including propellers fitted


in public transport aircraft.

3) Certification in the log book of work done under approved maintenance


schedules.

4) Certification in the log book of the embodiment of approved modifications


and the replacement of approved components and parts.

6.3.1 For Certification of repair, replacement, modification, mandatory


inspection and scheduled maintenance inspection the holder of the
licence is responsible for condition, assembly and function of all parts of
the engine(s), the engine installation(s), auxiliary power
unit(s), other propulsive device(s) and all systems and

devices which are concerned with their operation (other than those which are the
responsibility of other AMEs as shown in this CAR) provided the work doesnot
involve the following:-

(a) Dismantling of a piston engine other than to obtain access to


piston/cylinder assemblies.
(b) Dismantling of main casings or main rotating assemblies of a turbine
engine.
(c) The removal or dismantling of reduction gears, except that when the
reduction gear is so fitted that its removal is necessary for carrying out
inspections after suspected shock loadings.
(d) Propeller balancing, except those propellers which require check balancing
in accordance with the aircraft maintenance manual, and provided suitable
training on the balancing equipment has been received.
(e) Welded and brazed joints.
(f) The disturbing of individual parts of units which are supplied as bench tested
units, except for the replacement or adjustment of items normally
replaceable or adjustable in service where subsequent functioning may
be proved without the use of test apparatus additional to the test
apparatus used for normal functioning check.

Note : Boroscope inspection of engines shall not be carried out by Category ‘C’ licence
holder. Boroscope inspection of engines shall be carried out by persons specifically
approved. However, in exigencies, at out stations where the services of an approved
person is not available, category ‘C’ Licence holder with the appropriate ratings may
carry out boroscope inspection after obtaining prior approval of the nearest
Airworthiness office.

6.4 A rating in Category 'D' entitles the holder certify engines of the types included
in the Rating, in respect of :

1) Certification in the log book of engines after overhaul.

2) Certification in the log book of approved repairs.

3) Certification in the log book of approved modifications.

4) Certification in the log book of the replacement of approved components and


parts.

5) Certification of manufacture of simple parts from approved materials using


approved drawing design unless it is stated in the licence that this duty is
excluded.

6.4.1 For Certification of overhaul, repair, replacement, modification, mandatory


inspection, the holder of the licence is responsible for
condition, assembly and functioning of the engine(s) in so far
as test bed performance is concerned/ functioning in so far as an

installed engine is concerned in conjunction with a holder of Category 'C'


licence.

6.4.2 The holder of licence in Category 'D' may issue Certificate of


Maintenance relating to all aspects of overhaul, repair, replacement,
modification and mandatory inspection of components and parts of the
engine only (excluding overhaul, repair, replacement, modification and
mandatory inspection of ignition apparatus, instrument equipment
and electrical equipment) provided that the work doesnot involve the
making of components or parts.

6.5 A rating in Category 'E' entitles the holder certify electrical system
installed on heavy aircraft included in Rating, in respect of :

Certification in the logbook in respect of minor repair, replacement,


minor modification, mandatory inspection and scheduled maintenance
inspection of an aircraft electrical system.

6.6 A rating in Category 'I' entitles the holder certify Instruments installed on
heavy aircraft included in the Rating, in respect of :

Certification in the logbook in respect of minor repair, replacement,


minor modification, mandatory inspection and scheduled maintenance
inspection of an aircraft instrument system.

6.7 A rating in Category 'R' entitles the holder certify Radio Communication,
navigation and Radar equipment installed on aircraft of the types included in
the Rating, in respect of:

Certification in the logbook in respect of minor repair, replacement,


minor modification, mandatory inspection and scheduled maintenance
inspection of an aircraft radio communication, navigation and radar
equipment.

6.8 A rating in Category 'V' entitles the holder to certify Avionics system installed
on the type of aircraft included in the Rating, in respect of :

Certification in the logbook in respect of minor repair, replacement,


minor modification, mandatory inspection and scheduled maintenance
inspection of an aircraft electrical, instrument, radio communication,
navigation and radar system and also where avionics system is interphase
with Airframe and Engines in collaboration with an AME in Category 'A' and
'C'.

6.9 A rating in Category 'X' entitles the holder certify instruments and
accessories of the types included in the Rating, in respect of :

Certification in the log book of the overhaul, repair, modification, test and
installation of autopilot (specifically endorsed)/ electrical system/
Instrument system/ Radio equipment/ Variable Pitch propeller and of
replacements thereto installed on light aircraft.

6.9.1 The person holding licence in Category 'X' (Radio Equipment) on a


particular Radio Equipment on any aircraft can carry out Final Test Data
(FTD)/ Bench Check of the same equipment installed on a different type
of aircraft.

7. Certification as far as installation of ignition apparatus installed on light aircraft


may be done either by Category 'C' licence or Category 'X' (Electrical System)
licence holder who have acquired specific experience. However the overhaul
of ignition equipment will be certified by Category 'X' licence engineer holding
electrical licence.

Note: For AME licence holders in Category 'X' to cover Ignition Apparatus
issued prior to the revised Aircraft Rule 61 published vide GSR No. 196 (E)
dated 1st April '1991, will be endorsed in the new format with a note :- "Also
valid for Ignition Apparatus."

8. Certification of Remote reading Compass will be certified by persons having


Category 'I' or 'R' covering instrument systems or radio equipment having RR
Compass endorsed on the licence.

Note: For AME licence holders in Category 'X' to cover RR/DR Compass
issued prior to the revised Aircraft Rule 61 published vide GSR No. 196 (E)
dated 1st April '1991, will be endorsed in the new format with a note :- "Also
valid for RR/DR Compass."

9. Certification of Direct Reading Compass will be certified by person holding


licence in any Category having DR Compass endorsed on the licence.

10. In case where a person is not able to meet the above requirements of
paragraph 5(d) and 5(e) he can exercise the privileges only after satisfying the
following :

(i) He should work under another appropriately licensed AME who meets the
requirements of the above paragraphs for a minimum period of three months.

(ii) Or he should undergo an oral check with the regional airworthiness


office and demonstrate his knowledge
and familiarity with the constructural details and

maintenance schedules relating to his type of aircraft, engine, aircraft


components and/or system (Electrical, Instrument and Radio system).

11. Persons in the following trades will be deemed to be engaged in aircraft


certification and meeting the requirements of sub-para (d) and (e) of para 5 for
the purpose of exercising the privileges of the licence endorsed on their
licence:

(i) Aircraft Maintenance Engineers engaged in certification of aircraft endorsed


on their licence either in line maintenance or overhaul or in major
maintenance as an inspector or as a supervisory personnel incharge.

(ii) Persons employed in the Quality Control organisation of an airline/flying


club/State Govt./Non- Scheduled operator operating the type of aircraft
endorsed on their licence.

(iii) Persons employed in the Quality Control Organisation/Production


Division of manufacturers manufacturing the type of aircraft, aircraft
equipment and aircraft components for civil use endorsed on their licence.

(iv) Persons employed in training institutions as Instructors Incharge


imparting training on the type of aircraft, aircraft engines, item of equipment
endorsed on their licence.

(v) Persons having undergone approved refresher courses run by approved


training schools.

12. METHOD OF CERTIFICATION:

All certifications by AMEs shall be made in the relevant documents such as


log books, flight release, schedules and various stages in indelible pencil or
ink. All entries must be made within 48 hours of the completion of work.
In case an AME is on outstation duty QCM/Dy. QCM may make such log
book entries on behalf of the AMEs provided the AME has certified the work
on appropriate procedure sheet/ schedule. Such authorisation of personnel
and procedure of making entries by persons other than those who have
performed the work shall be documented in the Quality Control Manual and
approved by the DGCA.

Failure on the part of an AME to make log books entries in the stipulated
time and manner prescribed above will be deemed as 'violation' of relevant
aircraft rule and liable for appropriate disciplinary action. Quality Control
Managers/Chief Engineers of approved organisations should ensure that
these instructions are complied with by regular scrutiny of log books/procedure
sheets/schedules etc.

13. INTIMATION TO REGIONAL AIRWORTHINESS OFFICE :

Where an AME not meeting the requirements mentioned in para 5(d) wishes
to exercise the privileges, he may intimate the regional airworthiness office
and also the method he would adopt to comply with the requirements. The
intimation may be on the form given as Appendix.

Subject : Grant of open AME Licences.

1. APPLICABILITY :

This part of Series 'L' Civil Airworthiness Requirements


specifies the procedure for grant of 'omnibus' endorsement
in respect of AME Licence in Categories 'A' & 'B' to cover
single engined aeroplanes with an all-up-weight not
exceeding 3000 Kg., in Categories 'C' & 'D' to cover
normally aspirated air-cooled piston engines not exceeding
300 BHP and AME Licences in Categories 'R' & 'X' to cover
radio equipment installed on aircraft with an AUW not
exceeding 5700 Kg.

2. PROCEDURE :

AMEs holding current licences will be eligible for grant of


these endorsement provided they satisfy the conditions given
against each.

2.1 AME Licence in Category 'A'/'B'.

(a) All single engined aeroplanes of "all metal"


construction only with an AUW not exceeding 3000 Kg.

The applicant for the above endorsement should :

(i) have held an AME Licence in Category 'A'/'B' as


applicable for a continuous period of five years,
and

(ii) have atleast three types of aeroplanes of 'all


metal' construction of which at least two should
be single engined aeroplanes with all-up-weight
not exceeding 3000 kg. endorsed on his licence
in Category 'A'/'B' as applicable.

(b) All single engined aeroplanes of composite construction


with an all up weight not exceeding 3000 kgs.

The applicant for the above endorsement should :

(i) have held an AME Licence in Category 'A'/'B' as


applicable for a continuous period of five years,
and

(ii) have atleast three types of aeroplanes of


composite construction of which at least two
should be single engined aircraft with all-up-
weight not exceeding 3000 kgs. endorsed on his
licence in Category 'A'/'B' as applicable.

2.2 AME Licence in Category 'C'/'D'.

(a) All normally aspirated air-cooled piston engines not


exceeding 300 BHP.

The applicant for the above endorsement should :

(i) have held an AME Licence in Category 'C'/'D' as


applicable for a continuous period of five years,
and

(ii) have atleast three types of air-cooled piston


engines which should include atleast two engines
not above 300 BHP, endorsed on his licence in
Category 'C'/'D'(as applicable).

Note :- The above endorsement in Category 'C' will be


restricted to fixed pitch propellers if the
applicant has not got endorsement in Category 'C'
on his licence even for one type of engine, fitted
with V.P. Propellers.

2.3 AME Licence in Category 'R'.

(a) All aircraft below 5700 Kg. AUW which are installed
with VHF Communication Equipment only.

The applicant for the above endorsement should have :

(i) held an AME licence in Category 'R' for a


continuous period of three years, and

(ii) atleast three aircraft fitted with three different


types of VHF Communication Equipment (out of which
atleast one should be installed on aircraft below
5700 Kg. AUW) on his licence in Category 'R'.

(b) All aircraft below 5700 Kg. AUW which are installed
with Communication and ADF equipment only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'R' as in para 2.3


(a) above.

(ii) have atleast one aircraft fitted with HF equipment


on his licence in Category 'R'.

(iii)have atleast three aircraft fitted with three


different types of ADF equipment (out of which
atleast one should be installed on aircraft below
5700 Kgs. AUW) on his licence in Category 'R'.

(c) All aircraft below 5700 kg. AUW which are installed
with Communication and Navigation (ADF, VOR, & ILS)
equipment only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'R' as in para 2.3


(b) above.

(ii) have atleast three aircraft fitted with three


different types of VHF Navigation equipment (VOR
& ILS) (out of which atleast one should be
installed on aircraft below 5700 Kgs. AUW) on his
licence in Category 'R'.

(d) All aircraft below 5700 Kg. AUW which are installed
with Communication and Navigation (ADF, VOR & ILS ) and
Weather Radar (excluding colour Radar) equipment only.

The applicant for the above endorsement should :

with Communication and Navigation (ADF, VOR, ILS), DME
equipment and Weather Radar (excluding colour radar)
only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'R' as in para 2.3


(d) above.

(ii) have atleast three aircraft fitted with three


different types of DME (out of which at least one
should be installed on aircraft below 5700 kg.
AUW) on his licence in Category 'R'.

(f) All aircraft below 5700 kg. AUW which are installed
with Communication and Navigation (ADF, VOR & ILS), DME
equipment and Weather Radar (including colour radar)
only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'R' as in para 2.3

(ii) have atleast three aircraft fitted with three


different types of Colour Weather Radar (out of
which at least one should be installed on aircraft
below 5700 kg. AUW) on his licence in Category
'R'.

2.4 AME Licence in Category 'X' (Radio Equipment)

(a) All aircraft below 5700 Kg. AUW which are installed
with VHF Communication equipment only.

The applicant for the above endorsement should :

(i) have held an AME Licence in Category 'X' covering


Radio Equipment for continuous period of five
years, and

(ii) have atleast three aircraft fitted with three


different types of VHF Communication equipment
(out of which atleast one should be
transistorised/ I.C. Type on his licence in
Category 'X').

(b) All aircraft below 5700 Kg. AUW which are installed
with Communication and ADF equipment only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'X' as in para 2.4


(a) above.

(ii) have atleast one aircraft fitted with HF equipment


on his licence in Category 'X'(Radio equipment).

(iii)have atleast three aircraft fitted with three


different types of ADF equipment on his licence
in Category 'X'(Radio equipment).
(c) All aircraft below 5700 kg. AUW which are installed
with Communication and Navigation (ADF, VOR, & ILS)
equipment only.

The applicant for the above endorsement should :

(i) hold an open rating in Category 'X' as in para 2.4


(b) above.

(ii) have atleast three aircraft fitted with three


different types of VHF Navigation equipment (VOR
& ILS) (out of which atleast one should be
installed on aircraft below 5700 Kgs. AUW) on his
licence in Category 'X').

(d) All aircraft below 5700 kg. AUW which are installed
with Communication and Navigation (ADF, VOR, &
ILS) equipment and DME equipment only.

The applicant for the above endorsement should :


(i) hold an open rating in Category 'X' as in para 2.4
(c) above.

(ii) have atleast three aircraft fitted with three


different types of DME Equipment (out of which
atleast one should be installed on aircraft below
5700 Kgs. AUW) on his licence in Category 'X').

3. The phrase-types of aeroplanes, engines and Radio equipment


used above shall be interpreted to mean individual types
and not variants of a particular type.

4. The question whether an aeroplane is of 'Composite' or 'All


metal' construction will be settled on the basis of the
following definitions :

(i) If the primary structure of an aeroplane and its skin


covering (excluding the covering of the Flight
Controls) is entirely of metal, it may be termed as
'all metal' construction.

(ii) If the primary structure of an aeroplane and its skin


covering (excluding the covering of Flight Control
surface) is of two or more different materials, it may
be termed as 'Composite' construction.

5. No person holding 'open' rating endorsement on his AME


licence shall exercise the privileges of the rating on any
aircraft unless he has familiarised himself with the
construction, maintenance including overhaul (where
necessary) on the type of aircraft/ engine/ radio equipment
for a minimum period of three months before exercising such
privileges.
6. In case where a person is unable to meet the requirement of
the para 5, he can exercise the privileges only after
satisfying the following conditions:

(i) he should work for a minimum period of three months


under the supervision of an appropriately licensed AME,
or

(ii) he should undergo an oral check with the Regional


Airworthiness Office to demonstrate his knowledge and
familiarity with the construction, maintenance
including overhaul (where necessary) on the type of
aircraft/ engine/ radio equipment

SUBJECT : PROCEDURE FOR RENEWAL OF AME'S LICENCE.

1. INTRODUCTION :

Revised Rules 61 of Aircraft Rules lays down period for which the AME licence
will normally be valid and can be renewed thereafter by the Director General for a
similar period on application provided that during the 24 months preceding the date
of the application for the renewal of the licence, the holder has been engaged for a
period totaling at least 6 months in aeronautical engineering either in practical
maintenance or repair or in supervisory capacity
or as a member of operating crew of aircraft.

This part of the CAR defines the procedure and the conditions for the renewal of
the licences of engineers. The applicant has to apply to the Regional Airworthiness
Office on form CA 68(a) along with the requisite fee. The applicant has to produce
evidence for having been engaged in aeronautical engineering duties for a period of 6
months within the last 24 months preceding the date of expiry of the licence either in
practical maintenance or repair or overhaul or in supervisory capacity or as a member
of the operating crew of the aircraft. In addition, the applicant has to produce
satisfactory evidence of having undergone a refresher course since last renewal
of his AME licence.

Note;-No AME Licence will be renewed after 1 July 2001, unless the requirement
of refresher course is met with. The guidelines on Refresher Course and the
exemptions thereof are given in AAC 8 of 2000.

2 PROCEDURE

AMEs who are employed in an organisation

a) imparting training to Pilots, Flight Engineers, Aircraft Maintenance Engineers

b) production planning/ quality control departments of operators/ manufacturers/


maintenance agencies of aircraft and aircraft components and item of equipment;

c) approved storage facility.

d) as a member of the flying crew; will be considered to be engaged in duties as per


para 1.2 above for the purpose of renewal of the licence. It may be noted that a
person holding a licence cannot exercise the privileges of his licence unless he has
worked (for the type of aircraft/engine/equipment for which his licence is endorsed)
for 6 months within the last 24 months. AME's attention is drawn to CAR Series 'L'
Part V in this regard.

2.2 The application has to be duly countersigned and certified by the employer/Quality
Control Manager of the firm (pilot incharge of a flying club, if the application
pertains to Chief Engineer) with the proper stamp and date accompanied by a
medical fitness certificate from a registered medical practitioner.

2.3 The renewal of the licences may be withheld in case an enquiry for inspection failure
is pending against the applicant.

2.4 Where the candidate's licence has lapsed for a period of more than 2 years the candidate
will have to appear in the written paper followed by an oral check for the specific type
of aircraft/engine/system for which his licence is endorsed, i.e. Paper IV of DGCA
licence examination. If the applicant has got more than one endorsements on his licence
he will have to appear in the specific papers in respect of all the endorsements in case he
wants his licence to be re-validated for all the endorsements. The licence will be renewed
from the date of the examination. Where a license has remained lapsed for period of
more than one year but less than two years, an oral check will be conducted by the
regional office and the licence will be revalidated from the date of oral check. If the
licence has remained lapsed for a period of one year it will be renewed with a warning to
the AME.

In all the above three cases the AME has to give a certificate certified by the
employer/Chief Engineer/QCM that he has not exercised the privileges during the
period his licence remained lapsed. In case the AME is unemployed then such certificate
from him will be accepted.

In case the AME has exercised the privileges during the period his licence remained
lapsed, disciplinary action will be initiated against him for his willful neglect of
exercising the privileges while the licence remained lapsed.

2.5 The licence should be submitted to the regional office at least 15 days in advance to
enable them to renew the licence in time. However, where the licence is submitted within
one month of expiry it will be renewed from the date of the last validity provided the AME
has not exercised the privileges.

2.6 The licence of AMEs who are working abroad will be renewed at the DGCA Hqrs. A
copy of the application form for renewal is reproduced as Annexure I which could be
copied by the AMEs for the purpose of submitting the application.

Certificate (BAMEC).

1. Introduction

The Basic Aircraft Maintenance Engineer’s Examination Certificate is issued to


a person who meets the requirements of this CAR. The certificate establishes the
fact that he/she has acquired a level of knowledge relevant to the
stream/category of AME Licence to be granted by passing the written
examinations conducted by DGCA.

This part of the CAR lays down the procedure for issue of Basic Aircraft
Maintenance Engineer’s Certificate.

This CAR is issued under the provisions of Rule 133A of Aircraft Rules 1937.

2. Procedure

2.1 Central Examination Organisation (CEO) shall issue result sheets to


individual candidates for examination subject/module passed by them.

2.2 Upon completion of all subject/module for a stream/category of licence, the


applicant for the certificate may apply to CEO (DGCA) on application format
enclosed as appendix I, for the issuance of the certificate. (No fee is required
for the issue of this certificate).

Engineers/Approved Personnel.

1. INTRODUCTION :

This part of Civil Airworthiness Requirements pertains to


and prescribes requirements regarding issue of
"Authorisation" to Aircraft Maintenance Engineers/Approved
Personnel.

In supersession of the procedures followed hitherto,


henceforth inspection and certification of airworthiness of
aircraft, its components and systems shall be performed
either by appropriately licenced AMEs/Approved Persons or by
individuals issued with special permission titled
"Authorisation".

The grant of such "Authorisation" will be strictly regulated


to meet only the genuine requirements of an operator when
appropriately licenced AMEs/Approved Persons are not
available.

Notes :- (i) Hitherto special permission for certifying


Airworthiness of Aircraft, Aircraft components,
Radio equipment etc. was titled 'Permit'.
Henceforth it will be termed as 'Authorisation.'

(ii) The word 'Aircraft Maintenance Engineer'


where used in this CAR shall include Aircraft
Radio Maintenance Engineer.

2. PROCEDURES :

For grant of "Authorisation" application of AME/Approved


person will be forwarded to the Regional/Sub Regional
Airworthiness Office alongwith the examination fee by the
employer or by an executive head of an operator's
organisation stating valid reasons for making the request
and naming the individual in whose favour the
"Authorisation" is requested along with individual's
professional qualification and experience.

Prior to seeking Authorisation the operator and the


AME/Approved persons concerned shall ensure that necessary
equipment and literature are available with the organisation
to enable the satisfactory completion of the work for which
Authorisation is asked for.

2.1 Classification :
Depending upon the work to be performed, AMEs/Approved
persons may be issued with Authorisation to cover an
aircraft, engine, or accessories equivalent in scope to that
of a category of the AME Licence Approval or for a limited
scope of work, valid for a definite period.

2.2 Conditions :

The following conditions shall be satisfied as applicable in


each of the following cases :

(A) When Authorisation is required to cover additional


aircraft/Engine/Radio Equipment or Accessories and
equivalent in scope to that of an existing Category of
licence/approval.

(i) The person proposed for the purpose shall be


holder of a current approval/licence in the
relevant category and employed with the
organisation on full time basis and having
practical experience for at least 3 months on
similar type of aircraft/engine/equipment etc.
However, in the case of individuals seeking
Authorisation on Radio Equipment this quantum of
experience need not be insisted upon.

Note :- The word 'Similar' would connote


similarity in aircraft construction and system.

(ii) The Aircraft Maintenance Engineer/Approved person


shall pass written and oral-cum- practical
examination. However, in the case of Aircraft
Maintenance Engineers holding licence in Category
R, only oral-cum-practical examination shall have
to be passed. However, Aircraft Maintenance
Engineer shall be exempted from the written
examination in accordance with the provisions of
Civil Airworthiness Requirements, Series 'L' Part
IV.

(iii)If the Authorisation relates to aircraft, and/or


its power plant, having all-up-weight exceeding
5700 Kg., the Approved person/Aircraft Maintenance
Engineer shall be required to produce evidence of
his having satisfactorily undergone an approved
familiarisation course covering the scope for
which Authorisation is required and conducted by
the employer or the manufacturer, having secured
at least 70% marks in the examination.

(iv) If there is sufficient justification, the Aircraft


Maintenance Engineer concerned shall submit
application together with the requisite
examination fee to Central Examination
Organisation, East Block II & III, R K Puram, New
Delhi-110066, through Regional/Sub Regional
Airworthiness Office, for appearing in the
Aircraft Maintenance Engineers' Licence
Examination for grant of "Authorisation"
equivalent in scope to that of a category of
Aircraft Maintenance Engineer's Licence.
Subsequently endorsement in the Licence in
appropriate category shall be effected after the
applicant gains the requisite practical
experience.

Depending upon the merit of the case, at the discretion


of the DGCA an AME, even though he does not fulfil the
stipulated experience requirements, may be allowed to
undertake the said examination for issue of
Authorisation. The experience requirements in such
cases must be satisfied within 6 months from the date
of issue of the Authorisation.

(B) When Authorisation is required for a limited scope of


work :

(i) The scope of existing licence/Approval and/or the


experience of the aircraft Maintenance
Engineer/Approved person shall be such that he is
considered to have acquired sufficient competency
to certify work for which the Authorisation is
required.

(ii) The Aircraft Maintenance Engineer/Approved person


shall pass an oral-cum-practical check relevant to
the application made for the issue of
Authorisation and conducted by the officer
incharge of the concerned Regional/Sub Regional
Airworthiness Office.

Note:- Authorisation will not be issued to persons in the


event of :-

(a) Such persons failing in the Examination for


issue/extension of licence/approval wherein
the subject of the Authorisation is covered;
conducted during the previous 6 months;

(b) Inspection failure recorded during the last 6


months or under investigation against him;
and

(c) persons being considered blameworthy in any


investigation of the defect, accident,
precautionary landing, forced landing
incidents etc. by the Director General of
Civil Aviation during the preceding 6 months.

Above stipulations should be kept in view while submitting


requests for grant of Authorisations.
2.3 Validity of Authorisations :

Authorisations may be issued for a limited period. It may


be withdrawn or rescinded without assigning any reason. The
validity of an Authorisation may be extended upto a maximum
period of 6 months if considered absolutely essential for
which there shall be sufficient justification by
Regional/Sub Regional Airworthiness Offices. Any extension
beyond this period shall be effected with the prior
concurrence of Director General of Civil Aviation.

3. PRIVILEGES OF AN AUTHORISATION HOLDER :

An Authorisation will entitle the holder to carry out and


certify work pertaining to aircraft, engine and equipment
etc. falling within the scope of Authorisation. His
responsibility and privileges will be the same as though he
is holding an AME Licence/Approval.

Subject: Grant of approvals to persons engaged in overhaul,


major repairs of components and accessories of aircraft,
engines and their systems.

1. INTRODUCTION

Rule 54 of the Aircraft Rules, 1937 requires that all work on aircraft is
certified by licensed engineers, authorized or approved persons qualified
under the terms and conditions of the licence, authorisation or approval or by
an approved person or persons authorised by organizations approved by the
Director-General in this behalf. Further, Subrule (7) of Rule 61 provides for the
grant of approval to an applicant employed in an organisation approved by the
Director-General to issue a certificate of maintenance in respect of an aircraft,
engine, system component, instrument, accessory or item of equipment
including radio equipment after inspection, maintenance, overhaul, repair,
modification or test performed in accordance with the procedures approved by
the Director-General upon being satisfied that the applicant has sufficient
knowledge, experience and has passed such examinations as specified by
Director-General in the Civil Aviation Requirements.

This part of the CAR lays down the minimum requirements in respect
of knowledge, experience, examination and procedure for the grant of such an
approval to persons employed in an organisation approved by the Director-
General and is issued under Rule 133(B) of the Aircraft Rules, 1937.

2. DEFINITIONS

2.1 Certificate of Release to Service: A certificate issued in respect of an aircraft


or aircraft system or component or equipment by appropriately licensed AME,
authorized or approved person, certifying that the same has been maintained,

inspected and tested as per maintenance data and is airworthy in all respect
and fit for release to service.

Note: Certificate of Release to service referred herein is synonymous to


Certificate of Maintenance and Flight Release Certificate specified in Aircraft
Rules, 1937 and other Civil Aviation Requirements.

2.2 Approval: means approval granted by the Director General to persons who
meet the requirements specified in this CAR to carryout and certify
maintenance in respect of an aircraft, engine, system component, instrument,
accessory or item of equipment including radio equipment after inspection,
maintenance, overhaul, repair, modification or test.

2.3 Component: means any engine, propeller, part or appliance.

2.4 Basic Aircraft Maintenance Engineer’s License (BAMEL) means a license


issued by the Director General without type rating to persons who have got
basic aeronautical experience and have been examined by DGCA in
accordance with the laid down Civil Aviation Requirements Section 2, Series
'L' Part VIII.

3. REQUIREMENTS FOR GRANT OF APPROVAL

Applicants for grant of approval to carryout and certify overhaul, major repairs
of aircraft, power plants, components and accessories thereof, shall meet the
following requirements:

3.1 Age: He shall not be less than 21 years of age.

3.2 Knowledge:

3.2.1 The applicant should have passed 10+2 with Physics, Chemistry and
Mathematics or equivalent.

3.2.2 The applicant must hold:

Basic Aircraft Maintenance Engineers’ License in the relevant


category of HA, JE, RA, ES, IS or RN.

or

Diploma in Engineering in the appropriate branch.

or

Degree in Engineering in the appropriate branch.

3.2.3 He must pass relevant modules of examination as per Annexure I of this CAR,
which shall be conducted by DGCA.

Note 1: Depending on the scope of approval sought, the Regional
Airworthiness Office shall determine the module(s) of
examination required to be passed by the applicant.

Note 2: On request from the Regional Airworthiness Office, Central


Examination Organisation (CEO) shall prepare the question
paper covering the topics in the relevant module. The Paper
would contain questions only on the topics mentioned against
each module. The concerned Regional Airworthiness Office will
conduct the examination.

Note 3: Annexure I under the heading ‘Examination required to be


passed’ provides the guidance to the applicant on the type of
special examination he would be required to pass.

Note 4: Passing the above modules of examination will not entitle the
person to claim his right for the issuance of an AME licence at
any time.

Note 5: The applicant shall be permitted to appear for the examination


after attaining one year experience in overhaul, major repairs,
modifications of the system components and accessories for
which approval is sought for.

3.3 Training:

The applicant must have undergone a training programme conducted by:

Manufacturer of the equipment;

OR

An organization approved to impart such training;

OR

Trained by a person having specific approval covering the


activity for a period of 2 years.

3.4 Experience:

3.4.1 Applicants meeting the knowledge requirements of 3.2.2 shall have the
following experience:

a) For persons holding Basic Aircraft Maintenance Engineers’ License:


one year experience in overhaul, major repairs, modifications of the
system components and accessories, including three months recent
experience.

b) For persons holding Diploma/ Degree in Engineering: two years
experience in overhaul, major repairs, modifications of the system
components and accessories, including six months recent experience.

3.4.2 Applicants seeking approval to carryout and certify structural repair/


modification should have minimum two years relevant field experience, and
produce evidence that he has performed similar structural repairs at least
twice under the supervision of an approved person in the preceding six
months.

4 MEDICAL FITNESS

The applicant should have been assessed medically fit by a registered


medical practitioner to perform the scope of work applied for.

5 GRANT OF APPROVAL

5.1 The Maintenance Manager/ Chief Engineering Manager shall forward the
application as per Proforma at Annexure II to the Quality Manager of the
organization with a certificate confirming that the applicant meets all the
requirements.

5.2 The applicant shall be subjected to a skill test by a Board consisting of Quality
Manager of the organization, head of the particular section/ shop and a
representative of Director of Airworthiness of the concerned Region. The
Board will assess the candidate's experience of the work, familiarity of the
literature, procedure and the processes involved, method of defects
rectification etc. On being satisfied, the Board may formally recommend grant
of approval.

5.3 The approval shall be granted in the enclosed Performa in duplicate


(Annexure III), one copy of which shall be retained in the Regional
Airworthiness Office. Initial issue of approval will bear the stamps of the
Regional Airworthiness Office and Quality Manager of the approved
organization.

6 EXTENSION TO SCOPE OF APPROVAL

6.1 Experience:

Applicants seeking extension to their scope of approval in addition to meeting


the training requirements of para 3.3 of this CAR shall meet the following
additional experience:

a) Same sub–group: three months recent maintenance experience on the


type of component/ equipment

b) Same group: six months recent maintenance experience on the type of


component / equipment

c) Different group: 24 months maintenance experience on the type of
component / equipment, out of which 6 months must be recent experience.

Note: “Same sub-group” refers to components such as additional


Hydro mechanical Components.

“Same Group” refers to components such as switching from a


mechanical component to a Hydro mechanical component.

“Different Group” refers to Mechanical components to Electrical


components.

6.2 Skill Test: Extension to scope of approval shall be done by the Quality
Manager based on applicant passing the skill test as per para 5.2.

7 PRIVILEGES

7.1 The privileges of the approval holder would cover:

a) Holder of Approval on the basis of BAMEL: Issuance of Certificate of


Maintenance (CRS) for shops and systems of aircraft/ engine (when at
shop level and not fitted on the aircraft)

Note: CRS on aircraft and/ or engine shall be done provided the


Approval holder has AME licence in relevant Category.

b) Holder of Approval on the basis of Diploma in Engineering/ Degree in


Engineering: Certify work carried out as endorsed on the Approval.

Note 1: Such an approval shall be limited only to shop level work and
shall not include major maintenance of aircraft and/or engine

Note 2: Persons holding Diploma/ Degree in Engineering granted


approval under this CAR shall not issue Certificate of release
to service (CRS) for the component, unless authorized to do
so under CAR 145 approval. Such approval holders shall be
permitted to issue CRS under the CAR 145 approval only
after gaining at least one-year experience as an approval
holder. However, persons who have previously held similar
approval with CRS privileges may be permitted to issue CRS
on being permitted under the CAR 145 approval.

7.2 Modification/ repair work carried out on the aircraft by personnel of aircraft
manufacturers of foreign country shall be governed by the regulations of
respective National Aviation Authorities. However CRS shall be issued by
personnel holding AME license/ Approval issued by DGCA / Approved
Organization prior to the release of the aircraft for operation.

7.3 Organizations desirous of using the provisions of this CAR shall detail their
training programme, activities requiring approval, education, experience, on

job training requirements and assessment procedure in their Maintenance
Organization Exposition.

7.4 Persons already holding approvals before 1st March 2008 will continue to hold
their approvals even if they are not meeting the requirement of this CAR.
Such persons may also be granted additional approvals depending on
induction of new aircraft type, aircraft components or systems, even when
they migrate to other maintenance organization.

8 EXPIRED APPROVALS

Persons holding approvals, which have expired prior to the issuance of this
revision to the CAR, may be renewed provided the person undergoes the skill
test as per para 6.2 of this CAR. Such approvals will be signed by an officer
from the Regional Airworthiness Office.

9 VALIDITY OF APPROVAL

9.1 The approval will be valid for a period of one year.

9.2 The approval may be renewed by the Quality Manager subject to the
condition that that the person

a) Has exercised the privileges of the approval for a minimum period of three
months in the preceding 12 months;

b) Has undergone refresher course in the preceding 24 months;

c) Has been assessed medically fit; and

d) Continues to remain in the employment or employment contract of the


organization.

9.3 The Manager Quality shall forward a monthly statement of approvals renewed
to the Regional Airworthiness Office.

10 SUSPENSIONS, CANCELLATION AND RETURN OF APPROVAL

10.1 Approval will be withdrawn where an enquiry conducted by the approved


organization or DGCA establishes that

a) the holder of such an approval has performed work or granted a


certificate in respect of work which has not been performed in a careful
and competent manner, or

b) the holder of such an approval has signed a certificate in respect of


any matter which he is not authorized to deal with, or

c) it is undesirable for any other reason that the holder of such approval
should continue to exercise the functions of an approval holder.

10.2 The approval of a person withdrawn as a result of an enquiry shall not be


restored without approval of the Regional Airworthiness Office. Such person
shall also not be granted other approvals without the concurrence of the
Regional Airworthiness Office.

10.3 All disciplinary actions taken against approved persons shall be immediately
intimated to the Regional Airworthiness Office. Copies of warnings/
memoranda issued to the approved persons shall also be forwarded to the
Regional Airworthiness Office.

Subject :Approval of Flight Engineer Examiners and Check Flight


Engineers.

1. This part of Series 'L' of Civil Aviation Requirements


specifies the conditions for approval of Flight Engineer
Examiners and Check Flight Engineers as per Sub-Rule 2, Rule
41A of the Aircraft Rules, 1937.

2. REQUIREMENTS :

2.1 GENERAL

2.1.1 The seniority, the position in the airline and the


renumeration received by the Flight Engineer shall not
be the consideration for approval as a Check Flight
Engineer/ Flight Engineer Examiner.

2.1.2 The Flight Engineer recommended for approval as Check


Flight Engineer/ Flight Engineer Examiner shall be
known for their impartiality, free from prejudices,
strong likes and dislikes, and capable of recording
fair assessments.

2.1.3 The operators, before recommending the names of the


Flight Engineers for such approvals, shall subject the
Flight Engineers to a process of selection, suitability
tests and necessary training . While seeking the
approval of DGCA, the operator shall furnish a
statement showing compliance of all the requirements
stipulated in this CAR in respect of each Flight
Engineer and certify that the Flight Engineer is
competent to exercise the privileges as provided in the
CAR.

2.1.4 The Flight Engineer recommended for approval as Check


Flight Engineer/ Flight Engineer Examiner should have
been regularly flying the aircraft on which the
approval is sought. They should have consistently shown
satisfactory proficiency and

(i) should have obtained Flight Engineer licence on


the type in the first attempt.

(ii) should not have failed in any of the proficiency


checks on simulator/ aircraft during the preceding
two years.

(iii)should have a record completely free of notifiable


accident attributable to Flight Engineer's
proficiency and

(iv) should have a record completely free of any


incident attributable to Flight Engineer's

proficiency during the preceding three years.

2.1.5 The Check Flight Engineer/ Flight Engineer Examiner


shall be capable of instilling high standard of
discipline in the Flight Engineers and have balanced
attitude towards them.

2.1.6 The Flight Engineer recommended by operator for


approval as Examiner/Check Flight Engineer for the
first time shall undergo the stipulated training and
satisfactory check on an approved simulator/aircraft
before approaching DGCA for such approvals. The Flight
Engineer who fails in the test shall not be considered
for the respective approval for a period of two years.

2.1.7 Flight Engineers who are approved as Check Flight


Engineers for the first time will be checked by Flight
Engineer Examiner along with DGCA Flight Inspector
before they are released by the operator to act as
Check Flight Engineer.

2.1.8 The Flight Engineer once approved as Check Flight


Engineer/ Flight Engineer Examiner may be disqualified
by the DGCA, if subsequently found lacking in any of
the aforesaid qualities. Besides, a Board consisting of
the Director of Operations and Director/ Chief of
Training from the respective airline may also recommend
to DGCA, disqualification of Check Flight Engineer/
Flight Engineer Examiner, giving adequate
justification.

2.2 MINIMUM REQUIREMENTS OF FLYING EXPERIENCE

2.2.1 Check Flight Engineer

(i) Total Flying Experience 2000 hours

(ii) Total Experience on the type 500 hours

(iii) Experience on the type


within last six months 100 hours

2.2.2 Flight Engineer Examiner

(i) Total Flying Experience 2500 hours

(ii) Total Experience on the type 1000 hours

|2.3 A Check Flight Engineer/ Flight Engineer Examiner shall


| exercise his privileges only when he has a minimum of 10

3. MINIMUM TRAINING REQUIREMENTS FOR EXAMINER/CHECK FLIGHT


ENGINEER

3.1 MINIMUM TRAINING FOR CHECK FLIGHT ENGINEER:

3.1.1 GROUND TRAINING

The trainee Check Flight Engineer shall have


satisfactorily completed an approved course of
instruction on the duties and functions of Check
Flight Engineer.

The applicant should complete the technical and


performance refresher which shall include Normal
Procedures, Alternate Procedures, Abnormal and
Emergency Procedures and should pass the written
examination.

3.1.2 SIMULATOR TRAINING

(i) Simulator trainings for two hours shall be required


for imparting training in normal, abnormal and
emergency conditions and taking corrective actions.

(ii) Two hours check by Flight Engineer Examiner.

3.1.3 AIRCRAFT TRAINING/CHECK

The trainee Check Flight Engineer should undergo


atleast two route checks by Flight Engineer Examiner on
the aircraft type.

3.2 MINIMUM TRAINING FOR FLIGHT ENGINEER EXAMINER

3.2.1 GROUND TRAINING

The trainee Flight Engineer Examiner shall have


satisfactorily completed an approved course of
instruction on the duties and functions of Flight

Engineer Examiner.

The trainee Flight Engineer Examiner should complete


the technical and performance refresher which shall
include Normal Procedures, Alternate Procedures,
Abnormal and Emergency Procedures and should pass the
written examination.

3.2.2 SIMULATOR TRAINING

(i) Simulator training for eight hours shall be required


for imparting training in normal, abnormal and
emergency conditions and taking corrective actions.

(ii) Two hours check by Flight Engineer Examiner.

3.2.3 AIRCRAFT TRAINING/CHECK

The trainee Flight Engineer Examiner should undergo


atleast two route checks by Flight Engineer Examiner.

3.2.4 EXAMINATION

An oral-cum-practical examination will be conducted by


a Board consisting of DDG (Headquarters) as Chairman,
DAW/CAW and Flight Engineer Examiner as members.

4. VALIDITY :

The approval of Flight Engineer Examiner/Check Flight


Engineer will be valid for the calendar year upto 31st
December of the year unless extended by DGCA.

5. RENEWAL OF THE APPROVAL

The approval of the Flight Engineer Examiner / Check Flight


Engineer may be renewed for a period of one year on
application from the operator subject to the fulfillment of
the following conditions :

5.1 Flight Engineer Examiner

a) He should have not less than 100 hrs. of flying experience


as Flight Engineer during six months preceding the date of
application.

b) He should have a clean professional record during the 12


months preceding the date of application.
5.2 Check Flight Engineer

a) He should have not less than 100 hrs. of flying experience


as Flight Engineer during the six months preceding the date

of application.

b) He should have been checked and found satisfactory by a


Flight Engineer Examiner in carrying out his duties as Check
Flight Engineer.

6. PRIVILEGES

6.1 Flight Engineer Examiner

(i) To carry out skill test for Student Flight Engineer for
issue of aircraft rating of Flight Engineer licence.

(ii) To carry out skill test for Flight Engineer for


issue/extension of aircraft rating of Flight Engineer
licence.

(iii) To carry out skill test for Check Flight Engineer.

(iv) To exercise the privileges of Check Flight Engineer.

6.2 Check Flight Engineer

(i) To carry out the route checks for renewal of Flight


Engineer's licence.

(ii) To carry out the route check for issue/extension of


rating in the Flight Engineer's licence of a person
having undergone a check under a Flight Engineer
Examiner.

7. The Air Transport Operator is required to submit the


application as per Appendix 'A' sponsoring the Flight
Engineer for initial approval and for renewal of Check
Flight Engineer/ Flight Engineer Examiner to the DGCA Hqrs.
by 30th November every year.

8. DGCA Hqrs. shall release a list of approved Check Flight


Engineers/ Flight Engineer Examiners for each year which
shall be valid for one calendar year after conducting oral
cum practical examination for initial approval .

9. When a new type of aircraft is inducted, it is expected


that the operators would nominate the required number of
suitably qualified Flight Engineer Examiners/Check Flight
Engineers for the purpose of training/conversion with the
manufacturers/ Airline operator(s) where such facilities
exist. Previous experience as a Flight Engineer/ Check
Flight Engineer/ Flight Engineer Examiner will be taken into
consideration while approving Flight Engineer Examiner/Check
Flight Engineer on the new type of aircraft.

10. In case adequate number of Flight Engineers meeting fully


the aforesaid requirements are not available, the Director
General may, at his discretion, relax the requirements
taking into consideration the past performance, the flying
record and the experience of the Flight Engineer.

Subject :Approval of Graduate Engineers' Training Scheme.

1. INTRODUCTION :

Aircraft Rule (61) lays down the categories and privileges


of Aircraft Maintenance Engineers' licence and also
specifies that an applicant for the issue/grant of licence
shall prove to the satisfaction of the Director General of
Civil Aviation that he has acquired the requisite
experience.

A minimum of four years aeronautical engineering experience


is required for persons to apply for a licence examination.
However, certain airlines have started a scheme known as
Graduate Engineers' Training Scheme. Considering that the
engineering graduates have devoted sufficient time in the
general engineering and other aspects of engineering in an
organised manner and have obtained the necessary degree, it
will suffice that their training programme is organised in
such a manner that they do not have to undergo the same type
of experience and training as a normal person who applies
for AME Examination with the basic qualification of ten plus
two. This type of training will help the airlines to
recruit qualified people and also to help them produce the
right type of persons in the shortest possible time. This
scheme is although limited to two airlines at present it
could be used by other big operators, if they have got the
proper training school with suitable instructors, class
room facilities etc. in accordance with Category 'G' of CAR
Series 'E'. Approval of such a scheme will be considered
from other operators who have got a genuine need for
sufficient man power and they want the aircraft engineers
for maintaining sophisticated aircraft in large numbers.

2. APPLICABILITY :

This part of CAR lays down the requirements and procedure to


be followed for conducting Graduate Engineers' Training
Scheme by different airlines/operators.

3. DEFINITIONS:

Paper I : Question paper covering aircraft rules.

Paper II : Question paper covering general engineering.

Paper III: Question paper covering specific subjects like


Theory of Flight/Piston Engines/Jet Engines etc. depending
upon the category of licence applied for.
Paper IV: Specific question paper covering Airframe/
Engines/Instruments etc. depending upon the category of
licence applied for.

AME : Aircraft Maintenance Engineer.

BAMEC : Basic Aircraft Maintenance Engineer's Certificate.

DGCA Approved Course : Any Type Course duly approved by


DGCA, the examination for which is being conducted by
operator's approved Training Division in association with
the representatives of DGCA.

Main Course : Detailed familarisation course covering each


topic of respective category of licence applied for. The
course may be divided into number of phases. Each phase
will consist of specific Airline Transport Association (ATA)
chapter of the airframe/Engine etc. as the case may be. At
the end of each phase there shall be written examination on
the subjects covered.

Mechanical Stream : A degree in Mechanical/Aeronautical


Engineering.

Avionics Stream : A degree in Electrical/Electronics or


equivalent qualification or M.Sc. in electronics.

4. PROCEDURE :

4.1 The airlines/operators desirous of conducting Graduate


Engineers' Training Scheme (GETS) shall submit a
comprehensive proposal for approval, elaborating the
following :

(a) Name of the operator/airline


(b) Training facilities available
(c) Bio-data of the Chief Instructor and other instructors,
their responsibilities and the area of proficiency.
(d) Detailed syllabus for class room training and practical
training giving the duration for different subjects.

4.2 Engineers undergoing the training under GETS shall have


degree in engineering from a recognized
university/institution or equivalent qualifications in
mechanical/aeronautical/electrical/ electronics engineering
or equivalent qualification which has relevance to aircraft
maintenance.

4.3 The graduate engineers qualified in the mechanical stream


may be trained in Airframe/Engine systems whereas engineers
qualified in Avionics stream may be trained in
Electrical/Instrument/Radio, Navigation systems.

4.4 The GET is eligible to appear for Paper I & II of AME/BAMEC


examination after completion of one year training.
4.5 The GET is eligible to appear for Paper III of AME/BAMEC
examination in their respective field in one category after
the completion of second year training.

4.6 During the third year of training, the candidate may undergo
DGCA's approved course on specific aircraft in their
respective categories. At the end of the third year
phasewise examination will be conducted by the training
school under the supervision of Regional Airworthiness
Office. The pass marks in the above examination shall be 70
per cent in each phase and 80 per cent in aggregate. Only
such candidates who have passed Paper I, II and III shall be
permitted to take the approved course.

4.7 Those candidates who have successfully completed the 3-year


training and passed Paper I, Paper II and Paper III
conducted by CEO of DGCA and the approved course shall apply
to Regional Airworthiness Office for oral-cum-practical

examination in the relevant category. The Chief


Instructor/QCM will make necessary request in this regard.

4.8 During the above 3-year training the candidate shall have a
minimum of 2 years practical experience in the trade for
which he intended to appear for licence/approval. This will
include a period of six months in their respective fields
under the supervision of a licensed engineer/approval
holder.

4.9 Candidates who secure 80 per cent in aggregate but fail in


not more than one phase of the main course with a score not
less than 60 per cent can reappear for re-examination. The
pass marks in the re-examination shall be 80 per cent.
Reexamination also called as tandem course can be held after
15 days but within 45 days from the date of completion of
the main course.

4.10 Candidates who successfully complete the above approved


training course will have three chances for appearing in
oral-cum-practical sessions within a maximum period of two
years after passing the approved course. There shall be a
minimum of three months' gap for reappearing in the oral
examination.

4.11 Candidates will have to take repeat main course under the
following circumstances :

(a) Fail to secure 80 per cent marks in aggregate in the


main course.
(b) Fail in more than one phase of the main course.
(c) Fail in any one phase with less than 60 per cent marks
in the main course.
(d) Fail in the tandem course.

4.12 Candidates who do not qualify for issue of licences in three


oral-cum-practical examinations may undergo a refresher
course, the duration of which may be decided by the
Engineering Manager (QC) in consultation with the Regional
Airworthiness Office. However, the written examination at
the end of the refresher course shall cover the entire
syllabus followed for the main course. The qualifying marks
in the examination will remain 70 per cent in each phase and
80 per cent in aggregate. Candidates successful in the
above course will be eligible for only one chance for
appearing in the oral-cum-practical session. The candidates
who fail in the written/oral-cum-practical examination will
have to take the main course again.

4.13 The conditions prescribed in the CAR as well as any other


condition prescribed by DGCA at the time of granting
approval for conducting the GET scheme should be reflected
in the Quality Control Manual.

Subject :Payment/Non-Payment of Fees for Issue of Duplicate


AME/FE/SFE Licences.

1. PURPOSE :

This part of Series 'L' of Civil Airworthiness Requirements


lays down the circumstances in which fees for issue of
duplicate AME/FE/SFE licence should be paid and
circumstances in which the required fees need not be paid.

2. CIRCUMSTANCES IN WHICH FEES ARE PAYABLE :

2.1 Where a licence is lost by the holder, (Other than act


of God).

In such cases, the holder of the licence shall furnish an


Affidavit containing, his full name, date of birth, place
of birth, particulars of the endorsements that existed in
his licence, period of validity of the licence, the date on
which the licence was lost and that he has lodged a
complaint with the police.

3. CIRCUMSTANCES IN WHICH NO FEES NEED BE PAID :

3.1 Where there is no space left in the licence, already issued,


for making additional entries.

3.2 Where the holder of the licence desires a duplicate to be


issued in bilingual format, by surrendering his licence in
English only.

3.3 Where the licence is more than ten years old and on account
of normal wear and tear it is no longer legible.

3.4 Where a licence sent by an Airworthiness Office/Office of


the Director General of Civil Aviation is lost in transit.

SUBJECT: ISSUE OF CERTIFICATE OF COMPETENCY

1. INTRODUCTION

Rule 61 of the Aircraft Rules1937, empowers the Central Government to issue


a Certificate of Competency (C of C) to an applicant employed in a firm
approved by Director General to perform specialized processes, such as
Welding and Non Destructive Testing, which may affect the airworthiness of
an aircraft.

This part of the CAR specifies the requirements pertaining to age, knowledge,
qualification, skill and medical standards for issue and renewal of Certificate
of Competency.

This CAR is issued in accordance with the provisions of rule 133A of the
Aircraft Rule 1937.

2. DEFINITIONS

CERTIFICATE OF COMPETENCY - A certificate issued by DGCA to perform


specialized processes such as Welding and NDT, which may affect the
airworthiness of an aircraft.

NDT - LEVEL I – defines the level of competency required by the applicant to


have the skills and knowledge to process parts, any necessary preparation of
parts before or after inspection and perform equipment standardization in
accordance with written instruction approved by the appropriate level 3.

Note: Level-I qualification does not entitle a person for issue of Certificate of
Competency.

NDT - LEVEL II - defines the level of competency required by the applicant for
certification of NDT Level II calls for in-depth training, experience, and basic
knowledge of aircraft product manufacturing and inspection technology. He
will be capable of setting up and calibrate test equipment, make decision and
judgment, evaluate, interpret and certify inspection result in technique in
which he is qualified.

NDT - LEVEL III - defines the level of competency required by the applicant
for certification of NDT Level III should have the skills and knowledge to
interpret codes, standards and other contractual documents that control the
NDT method(s) as utilized by the employer. He will be capable of selecting,
preparing and verifying the adequacy of procedures in the method certified
and technique for a specific inspection. He will also be capable of providing or
directing training, examination and certification of personnel in the method in
which he is certified.

3. APPLICABILITY

No person will carry out specialized processes such as welding (gas, electric,
inert gas), Non-Destructive Testing (NDT) of aircraft structures, aircraft parts,
engine parts unless issued with Certificate of Competency (C of C) by DGCA.

4. WELDING

4.1. REQUIREMENTS FOR ISSUE OF C OF C IN WELDING

The certificate of competency may be issued in any of the following groups


Sheet – Sheet / Tube – Tube / Sheet – Tube for welding either by
Oxy acetylene (gas) or Arc Welding (electric) or Tungsten Inert Gas (inert
gas) welding process.

Group I - Aluminum Alloys


Group II - Magnesium Alloys
Group III - Carbon Steels
Group IV - Corrosion and heat resistant steels
Group V - Nickel Alloys/ Inconel / Nimonic
Group VI - Copper base Alloys
Group VII - Titanium Alloys

Note: Application for C of C of welding of materials not covered above shall


be referred to local airworthiness Office.

4.2. QUALIFICATION

4.2.1 Age -The applicant shall not be less than 18 years of age.

4.2.2. Knowledge - Minimum educational qualification

The applicant shall have passed Class X examination or its equivalent.

or

The applicant shall have successfully completed a training course on welding


from an Industrial Training Institute recognized by the Technical Education
Board of the respective state government or any other institute acceptable to
DGCA.

4.2.3. Experience - The applicant should have gained at least two years experience
in an approved aviation organization under the supervision of a C of C holder
of which at least six months must be recent experience. For extension from
one group to another, an additional experience of 8 weeks in the new group
shall be required.

4.2.4. Skill - The preparation of the welding test pieces (refer Appendix ‘A’) for issue/
renewal shall be conducted in the presence of an officer from the local
Airworthiness Office. The QCM of the organization shall give details of the
welder and the proposed weld test on a prescribed form to the Regional Office
prior to commencement of the test at least thirty days before expiry of the C of
C.

The applicant will not be given more than three chances for the weld test to
be performed.

5. ISSUANCE/ RENEWAL OF C OF C IN WELDING

5.1 Issuance

5.1.1 An applicant desirous of obtaining C of C shall apply to the Regional


Airworthiness office on a prescribed form given in Appendix ‘C’.

5.1.2 C of C will be issued as per the format given in Appendix D to an applicant


who m eets the requirements of para 4 and is successful in the test, specifying
the relevant welding technique (in page 2) and its validity (in page 5 -6).

5.1.3 The validity of C of C shall be specified on page 3 and shall not exceed six
months.

Note: C of C code allotted for welding shall bear suffix “ W ” to denote


welding.

5.2 Renewal

5.2.1 The QCM of the Approved Maintenance Organisation may forward the
application for renewal of C of C on the prescribed form (Appendix ‘C’) to the
Regional office.

5.2.2 The QCM shall certify that the welder has worked for at least 2 months in the
last six months and has not abstained from welding work continuously for
more than 60 days during the last validity period.

5.2.3. Whenever the C of C holder has abstained from work for more than 60 days
even during the currency of C of C, he shall submit weld test pieces pertaining
to the groups mentioned in the C of C. He shall exercise the privileges of the
C of C provided the test pieces have passed the tests.

5.2.4 The welder shall not exercise the privileges of the C of C on the relevant
welding technique during the period of unsatisfactory weld test and the result
of the next satisfactory weld test.

5.2.5 The welder shall not exercise the privile ges of the C of C provided the validity
(in page 3) is current.

5.2.6 The welder shall not exercise the privileges of the C of C on the relevant
welding technique unless its welding technique validity (in page 5-6) is
current.

5.2.5 The C of C shall be renewed for a period of six months from the date of expiry
of C of C.

6. NON-DESTRUCTIVE TESTING

6.1 REQUIREMENTS FOR ISSUE OF C OF C

No person will carry out and certify NDT inspection on an aircraft/aircraft


engine or its component unless issued with Certificate of Competency for
specific NDT techniques by DGCA.

The C of C may be issued in one or more of the following NDT techniques: -

a) Magnetic Particle Inspection (MPI)


b) Fluorescent Penetrant Inspection (FPI)
c) Eddy Current Inspection (ECI)
d) Ultrasonic Inspection (UI)
e) Radiography (RI)

Note - NDT technique(s) not covered above shall be referred to DGCA


through Regional airworthiness Office.

6.2 QUALIFICATION

The applicant shall have passed at least

a) Class 10+2 examination with Science and Mathematics;

or

b) diploma in engineering/any other equivalent qualification acceptable to DGCA;


and

c) should hold at least Level II competency in each relevant NDT technique,


issued in accordance with NAS 410 or equivalent specifications.

6.3 EXPERIENCE

6.3.1. The applicant shall have minimum of six months experience in aviation
industry in relevant NDT technique; of which three months must be recent
experience under the supervision of a C of C holder of the respective NDT
technique of an approved organization.

6.3.2. For amendment of C of C to cover additional technique the applicant shall


have acquired at least 3 months recent experience in respective NDT
technique under the supervision of a C of C holder in a an approved
organization.

6. 4. SKILL

Prior to issue of C of C, the applicant will be subjected to a skill test by a


board constituted by the concerned Regional Airworthiness Office to asses his
theoretical knowledge and competency to carry out NDT applied for.

The scope and the subjects c overed are given in Appendix ‘B’.

7. ISSUE OF C OF C IN NDT

An applicant desirous of obtaining C of C shall apply to concerned


Regional/ Sub-Regional office on prescribed form at Appendix ‘C’.

On being satisfied that the applicant meets the requirements with regard to
age, qualification, experience, vision and skill he may be issued with a
Certificate of Competency as per the format given in Appendix ‘E’ covering
the relevant NDT technique (in page 2) by the Regional Airworthiness office.

Note: C of C code allotted for NDT shall bear suffix “N” to denote NDT.

7.1. RENEWAL OF C OF C

The Certificate of competency may be renewed for a further period of six


months at a time provided the applicant:

a) Applies to the Regional Airworthiness Office through the Quality


Manager on a prescribed proforma given in Appendix ‘C’ for renewal of
C of C, at least 15 days prior to the date of expiry.

b) Shall have a minimum of two months experience in the last six months.

c) Has satisfied the vision requirement for renewal of C of C for NDT.

d) Has undergone a refresher course at least once in 24 months.

e) Shall have the validity of Level II certificate.

f) No C of C will be renewed , unless the requirement of refresher course is met


with. The guidelines on Refresher Course and the exemptions there from are
given in AAC 8 of 2000 .

g) Whenever the applicant fails to meet the renewal requirements the Regional
Airworthiness Office may subject the applicant for additional
tests/examination

8. GENERAL

8.1. MEDICAL / VISION STANDARDS FOR C OF C HOLDERS:

a) Shall not have any physical disabilities, which impairs his normal
functions as holder of C of C. The examination must be on a periodic
basis, not to exceed one year.

b) NORMAL VISION – an examination to assure near vision, of at least


one eye, either corrected or uncorrected, must be such that the
employee can read SNELLEN equivalent of 20/25 (Jaeger #2).
Distance vision, of at least one eye either corrected or uncorrected,
must be equal to or better than SNELLEN equivalent 20/30 (Jaeger
#3). The examination must be on a periodic basis, not to exceed one
year.

c) COLOUR perception requirements:- The applicant shall be required to


demonstrate the ability to perceive readily those colors the perception
of which is necessary for the safe performance of duties. The applicant
shall be tested for the ability to correctly identify a series of
pseudoisochromatic plates (tables) in daylight or in artificial light of the
same color temperature such as th at provided by the Illuminant "C" or

"D" as specified by the International Commission on Illumination (ICI).
The examination must be on a periodic basis, not to exceed five years.

8.2. Applicants who have acquired the educational and technical qualification as
spelt out above may apply through their organization to Regional
Airworthiness Office. The experience claimed by the applicant has to be
authenticated by QCM after going through the applicant’s logbooks. The
application should be submitted in the form given in Appendix - C.

8.3. The applicant will be given a date for skill test. The test will evaluate the
ability of the applicant to perform the task for which certification is sought.

8.4. FEES - For issue/ renewal of C of C the applicable fees as per Rule 62 of the
Aircraft Rules, 1937 shall be paid.

Note: No fees shall be charged for renewing the validity of individual welding
technique.

8.5. On successful completion of the skill test, the Regional Airworthiness Office
will issue the Certificate of Competency.

Note -

Persons having undergone training in any organization / institute recognized


by responsible authority, professional bodies or examinations conducted by
such bodies, i.e. the diploma issued by the industrial training institutes,
certific ate issued by Society of Non-destructive Engineers or the Society of
Welders etc . will automatically be recognized for entering into aviation
industry and also will be a substitute for general industrial experience.
However, such persons will have to undergo a minimum of aviation
experience as detailed in the above paragraphs.

The experience gained in Defence /Space organizations approved by Ministry


of Defence / Space will be considered equivalent to the experience gained in
DGCA approved organizations.

Persons issued with C of C prior to 1.7.2001, shall acquire level II


qualification before 1st January, 2007.

8.6. VALIDITY

The Certificate of Competency (C of C) for all types will be valid for a period
not exceeding SIX months at a time.

8.7. RECORDS :

The employer shall maintain certification records for personnel for as long
as their certification is in effect. Such records shall be available for
audit by the facilities customers. The records shall include, as a minimum :

a. Name of the individual certified;

b. Level, method, and techniques for which individual certified;

c. The latest written and practical exam, including results; scores for previous
exams that the individual has taken;

d. Date and expiration of current certification(s);

e. A summary of all previous NDT certifications with current employer;

f. Training history which identifies source, type of training, dates of training


and course hours;

g. Experience history, including any previous certifications, both with current


and previous employers sufficient to justify satisfaction of experience
requirements for certification;

h. Results of the most-recent (i.e. current) visual acuity and color perception
examinations;

i. Extent and documentation of formal education, when used to meet


qualification requirements;

j. The name and signature of the employer’s representative authorizing the


certification.

9. Privileges of Certificate of Competency holder

9.1. To carry out and certify the work in respect of NDT .

9.2. To carry out welding as per work order and certify the welding work done on
the aircraft parts/components/item of equipments (Certification of the
respective welded parts/components/item of equipments in totality will be
done by approved inspectors/authorized p ersonnel) .

10. Suspension/Cancellation of C of C

Certificate of Competency may be suspended or cancelled by DGCA in


accordance with Rule 61.

TESTING PROCEDURE FOR WELDING APPENDIX 'A'
1. For the purpose of this Appendix the following definitions
shall apply:

Combination - Material group, configuration and


technique
Configuration - A sample produced to Figures 1,2,3
Technique - The welding method e.g. oxy-acety-
lene or arc fusion
Test Sample (Standard) - As detailed in figures 1,2,3
Test Sample (special) - As directed by the nature of work
being undertaken (e.g. repair or
rebuild fan blades etc.)

1.1 Approval when granted to the welder, shall be restricted to


the combination for which satisfactory examination reports
from an approved Test House are available to the DGCA or the
Approved Organisation, in accordance with the procedure
under which the welder is to be approved.

Alternatively, special test samples, agreed by the DGCA


should be prepared if required for a specific application,
and the approval, when granted, will be restricted
accordingly.

2. TEST SAMPLES AND SPECIMENS : Standard test samples for


oxyacetylene and arc-fusion welding shall be prepared by the
welder using the techniques and materials appropriate to the
approval sought. The specifications of the material used
for test samples must meet the requirements of the material
groups defined in paragraph 2 and be representative of
materials likely to be encountered by the welder in the
course of his normal work. DGCA approved Certificates are
not necessary and material of good commercial quality may be
appropriate. However, if the material used is not to
Standard or other generally recognised aerospace
specification a typical aircraft application must be quoted
to the DGCA approved Test House as a part of the material
specification. The DGCA may decide that special test
samples are required appropriate to the work to be
undertaken by the welder. The preparation of test samples
shall be supervised as defined in 2.1.

2.1 Standard Test Samples : The Standard test samples for


oxyacetylene and arc-fusion welding shall be prepared to
Figures 1,2 and 3 as appropriate.

2.1.1 The welds of test samples shall not be hammered or


dressed unless specifically required.

2.1.2 The test samples shall be submitted complete and


suitably identified to DGCA approved Test House.

2.1.3 Where appropriate e.g. for light aircraft structural


applications, tube wall thickness may be reduced. In
certain cases, where the nature of a welder's

activities regularly involve welding thin wall tube,
the controlling organisation or authority may require
test specimens to be prepared from material of reduced
wall thickness.

2.1.4 Cutting Test Specimens : Test specimens shall be cut


by the approved Test House.

2.1.5 Test specimens from standard test samples shall be cut


in accordance with the tensile, bend and micro
specimens shown in figures 1,2 and 3.

2.1.6 Test specimens in magnesium must be sawn from samples


and filed to final shape to prevent the possibility of
cracking.

3. MECHANICAL TESTING

3.1 Tensile Test Specimens : Tensile test specimens shall be


tested to destruction in direct tension. The minimum
acceptable tensile strength of the weld test specimen
shall be determined by reference to standard
specification DEFSTAN 00-932 or by reference to a DGCA
recognised Design Authority who can judge the
acceptable levels of weld strength required for typical
applications of the weld technique in question.

3.2 Sheet to Sheet Butt Weld (Figure 1) : If a tensile specimen


prepared in accordance with Figure 1 should break through
the weld, it is considered satisfactory only if the ultimate
stress is found to be equal to, or greater than the minimum
value given in the appropriate specification.

3.3 Tube to Tube Weld : Tensile specimens prepared in accordance


with Figure 3 shall be broken in a tensile test machine
fitted with suitable shackles and pins, the pins being
passed through the top and bottom cross tubes of the
specimen so that the end load may be applied without
bending.

3.4 Bend Test specimens (Figure 1) : Bend specimens shall be


tested in bending so that the weld lies along the centre
line of the bend and the base of the weld "V" is on the
inner side of the specimen after bending. The specimen must
bend without cracking, through 180 (unless otherwise stated)
over the radius of bend appropriate to the test.

3.5 To ensure close contact of the specimen to the bar about


which it is bent, the side of the specimen remote from the
weld face must be dressed by filing or grinding until the
weld is level with the parent metal. It may also be
necessary to dress the other face to facilitate bending.
The edges of the specimen in the vicinity of the weld must
be given reasonable radii.

3.6 Bend test specimens of austenitic steel must be given the

"weld decay" picking test prescribed either in the relevant
specification or in accordance with British Standard 5903
and must be bent through 90 over a radius equal to three
times the nominal thickness of the parent metal.

3.7 Magnesium alloy specimens must be bent through 180 over a


radius equal to ten times the nominal thickness of parent
metal.

3.8 Aluminium alloy specimens must be bent through 180 over a


radius equal to five times the nominal thickness of the
parent metal.

3.9 Boron-containing steels must be bent through 180 over a


radius equal to three times the nominal thickness of the
parent metal.

3.10 Titanium alloy specimens must be bent through 180 over a


radius equal to five times the nominal thickness of the
parent metal.

3.11 Specimen of all other materials must be bent through 180


over a radius equal to twice ;the nominal thickness of the
parent metal.

3.12 The bend tests may be considered satisfactory if the test


specimen withstands the bending without showing cracks which
are apparent to normal vision.

NOTE: If interpretation of the bend test results is in doubt,


comparison may be made with the bend test performance
of a separate sample of the parent material from which
the test specimens were fabricated.

4. SPECIMEN EXAMINATION

4.1 Final assessment of the weld shall be based on consideration


of the sample weld as a whole, including the results
obtained by visual, microscopical, and where applicable,
mechanical testing. If any doubt exists regarding the
quality of the weld, or any defect revealed is though to be
of a local character, further sections may, if available, be
examined and final assessment shall be based on all the
specimens examined.

4.2 The micro specimen shall be examined at suitable


magnifications in the unetched and the etched condition.

4.3 The presence of intergranular oxide films is considered to


be detrimental to the weld due to their embrittling effect,
but the extent of these films is very difficult to determine
in etched specimens. If the area of intergranular oxide is
only very slight and satisfactory results are obtained by
mechanical testing, further sections of the weld shall be
examined before a decision is reached.

4.4 Where fillet welds are concerned, unless complete fusion is
required by the drawing, a certain degree of lack of fusions
permissible at the roots:

a) For fillet welds of 45 or more, the maximum lack of


fusion which can normally be accepted is that revealed
by a line of oxide extending from the root of the weld
for a distance not greater than one- third of that
between the root and the toes of the weld. Provided
the amount of weld material used has been adequate,
this method of assessment should ensure that the
effective throat thickness of the weld is not less than
the thickness of the sheets or tubes used for the
specimens.

b) For fillet welds at acute angles, full root fusion in


tubular sections can be difficult to achieve and there
is a danger of collapse of the tube walls if excessive
penetration is attempted. The presence of a fairly
large cavity, or corresponding lack of fusion, is
permissible at the root of such welds but there should
be a bridge of weld metal of a reasonable throat depth,
showing satisfactory fusion to be basic metal.

4.5 Sheet to sheet butt welds : The section must be free from
excess oxidation, burning, cracks, cavitation, porosity,
scale and slag. The specimen must show adequate penetration

and with specimens welded from one side only, there should
be evidence of adequate penetration when the underside of
the weld is examined. If excessive penetration has occurred
along the majority of the weld the specimen must be
rejected, but isolated excrescences on the underside are
permissible, provided the weld itself is free from cavities,
oxide films, and other defects.

2. LEVELS OF COMPETENCE

Three levels of competence for NDT personnel have been prescribed as per NAS
410.Though for issue of C of C the minimum competency level is “ LEVEL-II “ , the
competency of other level s are given for the sake of comparison.

2.1. NDT - LEVEL I

Individual shall have the skills and knowledge :

• to process parts and perform equipment standardization in accordance with


written instructions approved by the appropriate level 3.

• to carry out any necessary preparation of parts before or after inspection in


accordance with written instructions approved by the appropriate level 3.

• to be able to follow written instructions in the techniques/methods for which


certified.

• to receive guidance or supervision from a Level 2 or Level 3 in that method


when necessary.

2.2. NDT - LEVEL II

Individual shall have the skills and knowledge :

• to set up and standardize equipment, conduct tests ,interpret and evaluate for
acceptance or rejection , and document.

• be thoroughly familiar with the scope and limitations of the technique / method
in which they are certified.

• be capable of providing the necessary guidance and / or supervision to trainees


and Level I personnel in the technique / method in which they are certified.

• be familiar with the codes ,standards , and other contractual documents that
control the method as utilized by the employer.

• when specified in the written practice ,be capable of developing written


instructions from approved general procedures . Such instructions shall require
final approval by Level-III.

• have a basic knowledge of product manufacturing and inspection technology

2.3. NDT LEVEL - III

Individual shall have:

• the skills and knowledge to interpret codes , standards, and other contractual
documents that control the NDT method(s) as utilized by the employer.

• be capable of assuming technical responsibility for the NDT facility and staff.

• be capable of selecting the method and technique for a specific inspection.

• be capable of preparing and verifying the adequacy of procedures in the method


certified.

• approve NDT procedures and other NDT related work instructions for technical
adequacy in the method in which they are certified.

• have a general knowledge of other NDT methods and product technologies


used by the employer.

• be capable of providing or directing training , examination and certification of


personnel in the method in which they are certified.

• conduct NDT for the acceptance of parts only when a demonstration of


proficiency in this capability was included in the practical examination.

• when required by the written practice , be capable of auditing outside agencies


to ensure requirements of the written practice are met.

3. TRAINING AND EXPERIENCE

The Level-II training shall be conducted at an agency, as per ASNT recommended


practice ( no SNT-TC-1A ) and National Aerospace Standard ( NAS 410) or
equivalent specifications with necessary accreditation from

NATIONAL CERTIFICATION BOARD,


INDIAN SOCIETY FOR NON-DESTRUCTIVE TESTING,
C/O INDIRA GANDHI CENTRE FOR ATOMIC RESEARCH,
KALPAKKAM- 603102, INDIA.

OR
Any other similar body like American Society for Non-destructive Testing ( ASNT ) etc.

3.1. TRAINING

Candidates for certification as Level 2 shall complete sufficient organized training to


become proficient with the principles and practices of the applicable test method and
technique(s). The training shall be conducted in accordance with a detailed course

outlined and shall be approved by a person holding Level 3. The Level 3 certificate
holder shall prepare the training and examination program who shall have a thorough
knowledge of the written instructions, codes, specifications and standards used by the
approved organization. He/she shall also have a thorough knowledge of the materials,
components, product technologies, methods and techniques used by the employe r.

At a minimum, the training shall cover basic theory, test principles, products, equipment
operation and standardization, safety, operating procedures, applicable techniques, the
applicable specifications, codes, and written instructions used by the employer, and, if
applicable, interpretation of indications. The outline shall include a list of references
from which the training material is derived.

3.2. OUTSIDE AGENCIES

When an outside agency is used for training the outside agency shall provide the
approved organization with the names, qualifications and, if applicable, the
certifications held by the instructors and test administrators employed in the training
and examination process. Supporting evidence shall be made available to the
approved organization its auditors, or to DGCA upon request.

3.3. TRAINING FACILITIES

Training facilities and classrooms shall permit undisturbed instruction and shall be
sufficiently well equipped with training aids, models and samples, etc, to ensure that all
aspects of the training course requirements are met. In addition, a sufficient number of
representative test samples containing natural or artificial defects shall be available to
cover the entire range of testing to be used by the candidate. The samples used for
practical examinations shall not be used for training purposes. To ensure the
candidate fully benefits from the practical exercises, the training facility shall have
equipment sufficiently comparable to that which the candidate will use at the employer.

General, specific and practical training may be obtained with the employer or outside
agency and shall always be supplemented by practical on-the-job training with the
employer.

3.4. HEALTH AND SAFETY TRAINING

All regulations relating to hazardous substances, accident prevention and safe working
practices shall be strictly adhered to. Safety-related training requirements shall be
determined by the employer, in accordance with local codes and regulations. As a
minimum, all candidates seeking radiography qualification shall have received
instruction on the hazards and safety requirements associated with ionizing radiation
and be familiar with the applicable regulations and laws prior to certification.

3.5. MINIMUM REQUIRED TRAINING HOURS

All NDT training shall be documented. The minimum training hours for Level-II are
given in Table 1 for the specified NDT methods.
When determining training hours for methods not listed in Table 1, the minimum hours
shall be based on the requirements for a listed method of similar complexity.

3.6. PREVIOUS TRAINING

Previous training must be documented to be accepted by the employer. For personnel


credited with prior training, or those not certified within 12 months of their training,
refresher training must be provided. At a minimum, refresher training shall cover
products, equipment set-up, operation and standardization, specific operating
procedures, applicable techniques, interpretation and evaluation of NDT results, safety,
and applicable codes, standards and specifications. The depth of instruction on each
subject shall be determined by the responsible Level 3.

3.7. EQUIVALENT TRAINING

For personnel previously certified under NAS410 or other recognized NDT qualification
program, the adequacy of their previous training to the requirements of Table 1 will be
determined and documented by the responsible Level 3.

4. EXPERIENCE

Candidates for certification at Level 2 shall have sufficient practical experience to


assure that they are capable of performing the duties of the level .The minimum
experience requirements for Level 2 are provided in Table 2.

**Experience in multiple methods may be accumulated simultaneously. Experience in
method must be at least half this time when remaining time is in other NDT methods
when approved by the responsible Level 3.

4.1. PREVIOUS EXPERIENCE

A candidate’s documented experience with a previous employer may be accepted by


the current employer if approved by a person holding Level-3 certificate.

5. EXAMINATION

5.1. GENERAL

The general examination for all levels shall be a closed book examination consisting of
questions that cover the cross-section of the applicable method at the appropriate
level. A minimum of 40 questions shall be used for the general examination at Level-2.

5.2. ADMINISTRATION OF EXAMINATIONS

The administration and grading of all examinations shall be the responsibility of the
responsible Level-3 person in a training organization .

5.3. CERTIFICATION

Level II certification shall only be issued jointly by the employer and the NDT
organization wherein the training ,examination has been conducted by the
organization.

5.3.1. LOSS OF CERTIFICATION

Certification may expire be suspended, or be revoked. Certification shall expire when


employer is terminated, or when the certification interval has lapsed with no re-
certification issued.

5.3.2. RECERTIFICATION FOR LEVEL- I and LEVEL – II

Level - I and Level - II personnel shall be re-certified at intervals not to exceed FIVE
years. Practical and specific examination equivalent to those required for initial
certification shall be administered for Level l and Level II. Certification is considered to
expire at the end of corresponding month in which the certification began.

5.3.3. RECERTIFICATION FOR LEVEL – III

Level 3 personnel shall be re-certified at intervals not to exceed FIVE years. Re-
certification shall be accomplished in accordance with NAS 410, or by specific and
practical re-examination equivalent to initial certification.

6. General Requirements

It is recommended that prior to embarking on a training course consultation with the


Regional Airworthiness office shall be necessary to ensure that the course will fulfil the
requirements .

SUBJECT: Procedure for issue/renewal/extension of Student Flight Engineer/


Flight Engineer’s licence.

1. INTRODUCTION

Rule 6, of Aircraft Rules, 1937 stipulates that every aircraft shall carry and be
operated by the personnel prescribed in Part V of the Rules. Some of the aircraft
require Flight Engineer (FE) as part of the flight crew as laid down in Certificate of
Airworthiness/Airplane Flight Manual (AFM) and such personnel shall be licensed
in the manner prescribed in Section W and X of the Schedule II, of the Aircraft
Rules, 1937.

No person shall act as a Flight Engineer (FE) of a civil registered aircraft unless
he has in his personal possession a current Flight Engineers Licence with
appropriate ratings issued to him by DGCA.

This part of the CAR lays down detailed procedure and requirements for
issue/renewal/ extension of Student Flight Engineer Licence/Flight Engineer (SFE/
FE) licences.

This CAR is issued under the provision of Rule 133A of the Aircraft Rules,
1937.These requirements are complimentary to the provisions of ICAO Annex I.

DEFINITIONS:

2. Flight Simulator: Which provides an accurate representation of the flight deck of


a particular aircraft type to the extent that the mechanical, electrical, electronic,
etc. aircraft, systems control functions, the normal environment of flight crew
members, and, the performance and flight characteristic of that type of aircraft
are realistically simulated;

Psychoactive substances: Alcohol, opioids, cannabinoids, sedatives and


hypnotic, cocaine, other stimulants, hallucinogens, and volatile solvents (coffee
and tobacco are excluded).

Problematic use of substances: The use of one or more psychoactive


substances by aviation personnel in a way that:

a) Constitutes a direct hazard to the user or endangers the life, health


or welfare of others; and/or
b) Causes or worsens an occupational, social, mental or physical
problem or disorder.

3. PROCEDURE FOR ISSUE OF FLIGHT ENGINEER’S LICENCE

For issue of Flight Engineer’s Licence the applicant is required to be first issued
with a Student Flight Engineer’s Liceenc (SFE). The detailed procedure for issue
of SFE is given below.

3.1 Requirements for issue of SFE licence:

An applicant for a SFE licence shall satisfy the following requirements:

(a) Age:

He shall not be less than twenty-one years of age on the date of application.

(b) Knowledge:

1) He shall have passed class ten plus two with Physics and Mathematics or its
equivalent from a recognised Board/ University.

2) He shall have successfully completed a Flight Engineer’s Ground Course of


Instructions as per the syllabus approved by DGCA. The course shall be
conducted by the operator which shall consist of the following:-

(i) Basic Course


(ii) Type Course

Note: Any training institute specifically approved by DGCA for this purpose can
conduct the basic and type course.

3) The syllabus for Basic and Type Course is given at Annexure I to this CAR.
The duration of the courses shall be as decided by the Director General
of Civil Aviation, keeping in view the complexity of the
aircraft and the educational qualifications,

experience and background of the applicant:- Normally, the duration of the


course should not be less than 4 weeks each for basic and type course.

4) At the end of the course, the operator shall conduct written examinations to determine
the knowledge of the applicant and when found satisfactory declare him as
successful.

c) DGCA Examinations:

After successful completion of the Ground course, he shall pass Flight Engineers
written examination on the following subjects:

Paper I – Air Law and General Aircraft Knowledge


Paper II – Specific Airframe and Engine Type
Paper III – Definitions & Performance-- Aeroplane / Helicopter

The examination shall be conducted by the Central Examination Organisation (CEO) of


DGCA, New Delhi. The detailed syllabus of the individual paper for written examination
is given at Annexure I. Application along with requisite fees as laid down in Rule 48 of
the Aircraft Rules, 1937 may be submitted to the CEO for admission to the written
examination

Note: Where an applicant produces acceptable evidence that he has attended a ground
course of instructions or has passed Aircraft Maintenance Engineers Licence
Examinations of at least equal standards in any subject specified in the Annexure I, he
may be granted exemption from the requirements of Basic and Type Course as
applicable by DGCA.

d) Experience:

The applicant should have completed at least six months experience on practical
maintenance and repairs on the type of aircraft at the time of submission of application
to CEO for appearing in the written examination.

e) Medical Fitness

The applicant shall at the time of the issue of SFE licence produce on a prescribed
proforma, a certificate of physical fitness from an approved Medical board after
undergoing Medical examination during which he shall have established his medical
fitness on the basis of compliance with the requirements as notified by the Director
General under Rule 39B.

3.2 Issue of SFE Licence

Upon compliance of the above requirements, the applicant along with the necessary
documents may apply on the prescribed proforma with the requisite fee as per Rule 48
to the DGCA Hqrs (Attn: DAW) for issue of SFE licence. After satisfactory scrutiny, SFE
licence with relevant type rating may be issued to the applicant.

3.3 Validity

The validity of the SFE licence shall commence from the date of issue or renewal of the
licence. The licence shall be valid for a period not exceeding 12 months from the date
of medical examination subject to the total validity of the licence not exceeding 24
months from the date of issue.

3.4 Renewal:

The Regional Airworthiness Office may renew the SFE Licence for a period not
exceeding twelve months from the date of successful medical examination.

3.5 Aircraft Rating:

The SFE Licence shall indicate the type of aircraft on which the holder is entitled to fly in
the capacity of a student flight engineer.

3.6 Extension of aircraft rating:

For extension of aircraft rating to include an additional type of aircraft, an applicant shall
have at least three months practical experience and repairs and completed a flight
engineer’s ground course of instructions on the type of aircraft approved by the Director
General of Civil Aviation and passed a written examination covering papers II and III
conducted by CEO of DGCA pertaining to the type of aircraft for which extension of
aircraft rating is desired.

3.7 Privileges:

Subject to the validity of endorsements and ratings in the licence, the privileges of the
holder of a student flight engineer’s licence shall be to act as a student flight engineer on
any type of aircraft entered in aircraft rating of his licence and which has separate flight
engineer’s station, provided that:

(a) He shall act so at all times under personal supervision of a flight engineer and solely for
the purpose of gaining flight experience required for obtaining a flight engineer’s licence.

(b) He shall not act as a student flight engineer of a transport aircraft carrying passengers
unless he has satisfactorily completed a course of training for a minimum of ten hours on
local training flights or non-passenger carrying flight during which he shall have carried

out not less than ten take-offs and ten landings and he has been certified fit by an
examiner to operate as student flight engineer on the type of transport aircraft carrying
passengers. Out of the ten hours stipulated as training experience, not more than eight
hours shall be on an approved Flight Simulator. However the stipulated 10 take off and
landings shall be on an actual aircraft

4 FLIGHT ENGINEER'S (FE) LICENCE:

4.1 Requirements for issue of FE licence:

An applicant for issue of FE licence shall satisfy the following requirements—

a) He must hold a current SFE licence on the type of aircraft.

b) Medical fitness –

He shall produce on a prescribed proforma a certificate of physical fitness from an


approved Medical Board after undergoing a medical examination during which he shall
have established his medical fitness on the basis of compliance with the requirements as
notified by the Director General under Rule 39B.

c) Experience –

The applicant shall produce evidence of having completed within a period of twelve
months immediately preceding the date of his application for licence, a minimum of one
hundred hours of flying experience under the supervision of a person in possession of
FE licence on the type of aircraft desired to be included in the licence. Out of this flying
experience not more than fifty hours shall be obtained on an approved Flight
Simulator.The applicant shall have undergone training, covering diversionary inspection
schedule (Check Part II/ FE Transit Schedule) under the supervision of a qualified AME
holding type endorsement . He should have completed at least six diversionary
inspection schedules. A certificate to this effect from the QCM shall be submitted along
with the application for issue of FE Licence.

d) Skill-

Oral cum Practical Test – He shall demonstrate his competency as a flight engineer to
the satisfaction of a board constituted by DGCA consisting of DAW/CAW as the
Chairman, either SAWO or a representative of Flight Inspection Directorate of DGCA as
a member and an approved FE Examiner as an external member. The said examination
shall be carried out during the period the candidate is undergoing training on approved
Flight Simulator after passing Paper I, II and III of the Technical Examination conducted
by CEO to cover the type of aircraft. The examination may be carried out on the Flight
Simulator and / or aircraft to cover the checks/ inspections as given in Annexure I. An

applicant who fails in oral-cum-practical examination shall not be admitted for


reexamination within a period of six weeks from the date of examination.

e) Fees

Requisite fees as laid down in Rule 48 of the Aircraft Rules, 1937 along with the
application shall be submitted to the DGCA Hqrs for issue of FE licence.

4.2 Validity

The period of validity shall commence from the date of issue or renewal of the licence.
The licence shall be valid for a period not exceeding twelve months from the date of
medical examination except when an applicant has been medically examined during
thirty days immediately preceding the date of expiry of the licence, full period of validity
may be allowed from the date of expiry.

4.3 Renewal

The licence may be renewed by the regional office of DGCA on receipt of satisfactory
evidence of an applicant—

a) Having undergone a successful medical examination as prescribed above.

b) Having satisfactorily completed not less than twenty hours of flight time as a flight
engineer within a period of six months immediately preceding the date of application
for renewal or in lieu thereof having under gone skill test within the same period.

c) Having satisfactorily completed an approved technical and performance refresher


course of at least two days duration conducted by the operator who will comprise of
technical and performance subjects. At the end of the course, the operator shall
conduct written examination with a minimum qualifying marks of 70%. The operator
shall issue a certificate to this effect. In addition, the applicant shall produce evidence
of having at least two hour Flight Simulator Check ,wherein alternate ,abnormal ,
and emergency procedures are included. Where the flight simulator is not available,
a route check may be carried out in lieu of the flight simulator check which shall be
valid for a period not exceeding 45 days only, after which the licence is deemed to
have lapsed unless the flight simulator check as specified above, is completed.

As regards FEs of helicopters are concerned, where the Flight Simulator may not be
available, a route check may be carried out in lieu of the Flight Simulator check
wherein emergency conditions be simulated and certificate issued. Such route
checks shall be carried without passengers on board.

Where the licence has lapsed, such licence will be renewed in accordance with rule
42 of Aircraft Rules, 1937

4.4 Aircraft rating:

The licence shall indicate the type of aircraft the holder is entitled to fly in
the capacity of a flight engineer.

4.5 Extension of aircraft rating:

For extension of aircraft rating to include an additional type of aircraft, an


applicant shall be required to produce evidence of—

(i) Having a current student flight engineer’s licence on the type of


aircraft which is desired to be included in the aircraft rating of his
licence;

(ii) Having completed within a period of twelve months immediately


preceding the date of the application for extension of aircraft
rating, fifty hours of flying experience on the type of aircraft
desired to be included in his licence. Out of this flying
experience not more than twenty-five hours shall have been
obtained on an approved Flight Simulator.

(iii)Having successfully completed the skill test as laid down in this


CAR, in respect of the type of the aircraft for which the aircraft
rating is desired, within a period of six months immediately
preceding the date of the application for extension of aircraft
rating.

4.6 Privileges:

Subject to the endorsements and rating in the licence, the privileges of the
holder of a flight engineer’s licence shall be to act as flight engineer in any
aircraft of a type specified in the aircraft rating of his licence provided
during the preceding twelve months he has demonstrated his competency
in carrying abnormal, alternate operation and emergency procedures to an
approved examiner, to undertake duties of flight engineer in the type of
aircraft or in an approved Flight Simulator.

He may also carry out transit inspection of the aircraft in case of diversion
to a station where a qualified AME is not available for such certification.

4.7 Restoration of privilege of rating:

As per DGCA requirement FE can fly only one type of aircraft even though he holds type
rated licence on more than one type of aircraft. Due to this there are occasions when FE
may not be able to exercise the privileges of rating of a particular type of aircraft for want of
recency of experience. The following requirements details restoration of the privileges of the
rating held provided the licence is current.

Lapsed period Training Requirements

i) Less than 45 days ♦ 1 Simulator Refresher 4hrs;


♦ Route Check (Minimum 4 landings);

ii) 45 days to 90 days ♦ Technical Refresher 2 days;


♦ Simulator 4 hrs.;
♦ Route Check (Minimum 4 landings)

iii) 91 days to 364 days ♦ Extended Technical Refresher;


♦ Simulator (2 X 4 hours);
♦ 2 Route checks (Minimum 6 landings with atleast two
different DGCA approved Examiner)

iv) 1 year and above ♦ Extended technical Refresher which shall cover aircraft
systems and performance;
♦ Complete Simulator Approval Profiles;
♦ Simulator Check by FE Examiner;
♦ 3 Route checks (Minimum 8 landings) with atleast two
different DGCA approved FE Examiners;

Note: In the event of non availability of two FE examiners, the


final check shall be carried out in the presence of Flight
Inspector (FE) of DGCA;

Note: After the FE is released his performance shall be monitored and report
submitted to concerned Airworthiness Office.

The operator shall approach for reconversion of their FE's licence to DGCA Hqrs.
through the concerned Airworthiness office, who shall forward the same with
necessary justification.

5 GENERAL REQUIREMENTS

5.1 The operator shall prepare training manual covering the syllabus and procedure followed for
training of SFE/FE as per this CAR. The manual shall also contain the requirements and
procedure including conducting of refresher course followed by written
examination/Simulator Check for renewal of FE licence. The operator

shall also provide adequate training and sufficient number of Check FEs/FE Examiners
to ensure that each SFE/FE employed by him is adequately trained to perform his duties
and responsibilities.

5.2 A flight engineer on duty shall be in possession of his licence and shall produce his
licence for inspection, upon request of an officer of DGCA. In case the licence is
submitted to a competent authority for renewal or any other action, that fact shall be
deemed as valid excuse for its not being carried on board.

5.3 The licence holder shall not exercise the privileges of his licence and related ratings at
any time when he is aware of any decrease in his Medical fitness which might render
him unable to safely and properly exercise the privileges of his licence.

5.4 The licence holder shall not exercise the privileges of his licence and related ratings
while under the influence of any psychoactive substance, which might render him unable
to safely and properly exercise the privileges of the licence.

5.5 The licence holder shall not engage in any problematic use of substance.

5.6 It shall be the responsibility of the operator to ensure, as far as practicable, that all FE
licence holders who engage in any kind of problematic use of substances are identified
and removed from their safety critical functions. Return to the safety critical functions
may be considered after successful treatment or, in cases where no treatment is
necessary, after cessation of the problematic use of the substances and upon
determination that the person’s continued performance of the function is unlikely to
jeopardize safety.

Note: Guidance on suitable methods of identification which may include bio-chemical


testing on such occasions as pre employment, upon reasonable suspicion after
accident/incident, at intervals and at random is contained in the manual on
prevention of problematic use of substances in Aviation Workplace vide ICAO
Doc 9654.

(iii) The AMEs should be under contract with the operator.

(iv) The engineer should have at least one year working experience in
maintenance after the endorsement of the aircraft type on his AME
licence / Company approval, out of which at least six months should be
recent experience on the type, in the preceding 12 months.

(v) The engineer should be well conversant with the approved maintenance
system of the Indian operator as given in the operator's maintenance
organization exposition. In this regard the Quality Manager/ his
designated representative should provide necessary briefing and training
to the foreign engineer and issue a certificate stating that the engineer
has been trained and is well conversant with the approved maintenance
system. The engineer should also be made familiar with the operator's
organisation structure, quality system, engineering management and the
duties and responsibilities assigned to him.

(vi) The engineer seeking approval on radio system, should additionally be


well conversant with the Indian air traffic control procedures for carrying
out functional check of VHF and HF radio systems. Otherwise a person
holding valid RTR licence should assist him.
(vii) lf the engineer is required to certify major maintenance of aircraft, he
should produce documentary evidence of his qualification and experience
covering the major maintenance of the type of aircraft.

(viii) The AME should be proficient to communicate in English language. In


case the engineer is not proficient with the English language, the
schedules should also be prepared in a language in which he is
proficient. Accordingly, the aircraft maintenance manual and other
relevant airworthiness data should also be available in that language.

(ix) The operator should ensure that the incumbent is on employment visa
and the Visa and passport of the foreign engineer is valid at all times
during the period of approval.

(x) The operator should ensure that the medical examination of the AME has
been carried out and is valid during the period of working in India.

(xi) The operator should ensure that the necessary security clearance for the
foreign engineer has been duly obtained before seeking approval.

(xii) The foreign AME is required to pass the oral examination conducted by
DGCA India under AIC 02 of 2007 before the licence can be validated to
ensure that he is fully conversant with the maintenance procedures,
Minimum Equipment List (MEL), aircraft cockpit layout, type of equipment
installed and the other policies of the operator. The original documents
like licence, medical certificate of fitness, log books etc. would be
examined during the oral examination and returned immediately. On the
basis of the examination, DGCA may prescribe familiarization check or
any other test, which the AME will have to undergo, before certifying the
aircraft.

(xiii) The AME shall have to pass the written paper on Rules and
Regulation of the DGCA AME Licence examination for the applicable
licences, if validation of his licence is required for more than one year.

3. GENERAL REQUIREMENTS

(i) The request for validation of foreign licence of aircraft maintenance


engineer would be considered only from Indian operators when
adequate number of such qualified personnel are not available in the
country. For this purpose the operator shall furnish necessary details as
per Appendix `A' in duplicate for obtaining the validation. The operator
shall furnish his plans of training the Indian AMEs and due justification
for employing the foreign personnel. The operator shall also indicate
clearly his plan of phasing out the foreign AMEs.

(ii) Security clearance of the foreign flight crew/AME is required to be


obtained before validation of their licences. For this purpose, the
operator shall furnish necessary details, as per Appendix 'B', for
obtaining the security clearance. Five copies of the form duly filled in for
each AME are required to be submitted to DGCA.

(iii) In accordance with instructions of the Ministry of Home Affairs issued


vide OM No.25022/61/86-F.1 dated 26th May, 1986, security clearance
is not required in the following cases:

(a) Foreign technicians and experts coming to India for a period less
than three months, in pursuance of a collaboration agreement
between foreign and Indian firms, provided the agreement has
been approved by Government of India.

(b) Nationals of Nepal and Bhutan.

(c) Officials and employees of UN and its specialised agencies.

(v) The AME maintaining Indian registered aircraft on the basis of


validation of their foreign licences, shall comply with all the applicable

Indian rules, regulations, procedures and directions issued from time to


time, maintenance procedures, MEL, etc. and other policies of the
operator.

(vi) The validation of foreign licence shall no longer be valid if the AME
discontinues the employment with the Indian operator who seeks the
validation.

(vi) The validation of the foreign licence shall also be subject to the
requirements/conditions stipulated by the contracting State who has
issued the licence.

(vii) When an authorization is issued for use in commercial air transport


operations, DGCA shall confirm the validity of the other Contracting
State’s licence before issuing the authorization. DGCA may verify the
authenticity of documents in the manner required, if considered
necessary for non commercial organisation.

(viii) Where an operator needs the services of maintenance engineers of the


aircraft manufacturers, for carrying out the training of Indian aircraft
maintenance engineers on a new type of aircraft which is first time
introduced in the country, the requirements relating to minimum
experience on the type and passing of examination under AIC 02 of
2007 may not be insisted upon.

(ix) The validation of the foreign licence shall be subject to the provisions of
Rule 19 of the Aircraft Rules, 1937 and can be suspended or cancelled
under the said rule, as in the case of Indian licences.

(x) The operator/holder of the validation shall be responsible for keeping


current the passport and employment visa vis-à-vis the operator as long
as exercising the privileges of the validation.

(xi) The validation issued shall be valid only when carried along with the
licence validated. The date of validation shall not be beyond the validity
of the licence held.

(xii) Initial validation shall be for a period of one year. Subsequent validation
after passing on Rule and Regulation of the DGCA AME Licence
examination may be renewed up to two years at a time subject to
meeting condition of renewal of AME licences as provided in Rule 61.

(xiii) The validation shall be subject to the provisions of Rule 19 and sub-rule
14 of Rule 61 of the Aircraft Rules.

This supersedes Airworthiness Advisory Circular No. 5 of 1998.

Subject: Issue of AME licenses, its classification and experience


requirements.

1. INTRODUCTION :

Aircraft Rule 61 lays down the minimum qualifications and the experience
requirements for issue of Aircraft Maintenance Engineer's licence in
various categories.

However, to get the licence, the candidate has to pass the written and oral-
cum-practical examinations conducted by the DGCA.

This part of the CARs details the experience requirements for the
issue/addition/extension of licence in the various categories. It may be noted
that the applicant may gain experience concurrently in the allied streams
i.e., Mechanical or Avionics streams and such experience will be acceptable
provided the applicant is able to establish that during the period he was
actively engaged in the maintenance activities related to the category of the
licence applied. The syllabi for the examinations has been published
separately and is available as a priced publication from the Central
Examination Organisation of the DGCA.

2. DEFINITIONS :

(i) Light Aircraft : means an aircraft with AUW below 5700 Kg.

(ii) Heavy Aircraft : means an aircraft with AUW of 5700 Kg and above.

(iii)Mechanical Stream : means the trades of airframe and engines.

(iv) Avionics stream : mean s the trades of electrical, instrument


including autopilots, radio communication, navigation and radar systems.

(v) Concurrent Experience : means experience acquired


simultaneously in two or more allied categories of the same stream.

(vi) Recent Experience : means experience acquired in the preceding 12


months.
(vii) ICAO Type II License : means a l icence with the scope
limited to minor maintenance, minor repairs, minor

modification, snag rectification and issue of flight release.

(viii)ICAO Type I License : means a licence with a scope covering


overhaul, major modification, major repairs, testing and issue of
certificate of maintenance after performance of the above tasks.

3. EXAMINATIONS :

The examination will normally consist of 4 written papers and an oral-cum-


practical test. The questions in the written examinations will consist of
multiple choice and essay types.

3.1 Paper I (General) will be related to the aircraft rules, regulations, Civil
Aviation Requirements and duties and privileges of AME licence.

3.2 Paper II (General Engineering) will be related to general engineering,


workshop practices, knowledge of drawings, elementary knowledge of
electricity, theory of flight, power plants, instruments, computer
terminologies and various hardware used in aircraft construction, aircraft
materials and processes as detailed in the syllabus.

3.3 Paper III (Airframe) will be related to general knowledge of airframe


structures and their construction and related systems, theory of flight,
methods of repair, rectification of defects, weight and balance etc. as
detailed in the syllabus.

Separate papers will be conducted for light and heavy aeroplane


categories. For all helicopter irrespective of their AUW, Paper III (Airframe)
shall be common.

3.4 Paper III (Engines) will be related to the theory of internal combustion
engines and related systems, laws of thermodynamics, functions of various
components of the engines, procedures of assessment of power of the
engines, ground run procedures etc. as detailed in the syllabus.

Separate papers will be conducted for piston engines and jet engines.

3.5 Paper III (Electrical Systems) will be related to basic theory of AC and
DC, logic circuits, principles of power generation, batteries etc. as detailed in
the syllabus.

3.6 Paper III (Instrument Systems) will be related to


basic theory, principles and functioning of
instruments and instrument systems including autopilot as detailed

in the syllabus.

3.7 Paper III (Radio Systems) will be related to theory, principles and
functioning of radio communication, navigation and radar systems used
in aircraft as detailed in the syllabus.

3.8 Paper III (Overhaul of VP Propellers) will be related to general theory of


propellers, construction and function of pitch change mechanism etc. and the
knowledge of inspection, overhaul and testing of VP Propellers as detailed
in the syllabus.

3.9 Paper III (Overhaul of Autopilots) will be related to general theory,


principle and functions of autopilots and the knowledge of overhaul,
inspection and testing of autopilots as detailed in the syllabus.

3.10 Paper III (Overhaul of Instruments) will be related to general theory,


principles and functioning of instruments and knowledge of inspection,
overhaul and testing procedures of instruments used in aircraft as detailed in
the syllabus.

3.11 Paper III (Overhaul of Electrical Equipment including Ignition Apparatus)


will be related to general theory, principle and functioning of electrical
equipment, electrical system, overhaul procedures, inspection during major
overhaul, repair and testing of electrical systems including ignition
apparatus as detailed in the syllabus.

3.12 Paper III (Overhaul of radio equipment) will be related to general theory,
principle and functioning of radio communication, navigation and radar
system, overhaul procedures, inspection during major overhaul, repair and
testing of communication, navigation and radar system as detailed in the
syllabus.

3.13 Paper III (Installation and Compensation of DR Compass) will be related to


basic theory of electricity and magnetism, various types of compasses and
procedures of installation and compensation as detailed in the syllabus.

3.14 Paper III (Installation and Compensation of RR Compass) will be related


to theory of electricity and magnetism, principles of construction of RR
compass, procedures for installation and compensation of various types
of RR compasses as detailed in the syllabus.

3.15 Paper IV will be related to specific type of aircraft, engine, electrical


equipment, instruments and radio equipment fitted on a particular type
of aircraft and engine. An applicant who has undergone approved training
course may be exempted from this paper. Paper IV will not be conducted for
aircraft notified separately depending upon their complexity and
sophistication. At present, Boeing aircraft (all models), Airbus aircraft (all
models) and their engines, electrical systems, instruments systems and
Radio systems installed thereon. Applicants for endorsement of these

aircraft and their engines and systems shall be required to pass approved
training course.

4. EXPERIENCE REQUIREMENTS

4.1 Category A (Light Aircraft)

The applicant will have to show a total aeronautical engineering


experience of four years out of which 12 months must be on the type of
aircraft for which type rating is desired and out of this experience, 3 months
must be the recent experience.

Extension :

For extension in category 'A' to cover additional aircraft an applicant will


have to gain additional experience of 6 months out of which, 3 months
should be the recent experience. If the aircraft on which extension is
desired is of similar construction, only three months total experience on
the type will be required.

4.2 Category 'B' (Light Aircraft)

The applicant will have to show total aeronautical engineering


experience of 4 years including the repair, overhaul, maintenance of
aircraft. Out of this period he should have 12 months maintenance
including major maintenance on airframes of similar construction and out
of which six months must have been on the particular type of aircraft for
which he is applying out of which three months must be the recent
experience.

Extension

For extension in category 'B' to cover additional aircraft an applicant will


have to gain additional 6 months of which 3 months must be recent
experience.

4.3 Category 'A' (Heavy Aircraft)

Total aeronautical engineering experience of 4 years on the general


maintenance/inspection and repair on the airframe and out of which 12
months must be practical maintenance and inspection on particular type of
aircraft for which he has applied and three months must be recent.

Extension :

For extension in the category to include additional aircraft, an


additional experience of 12 months will be required out of which 3
months shall be the recent experience.

4.4 Helicopters - Category 'A' & 'C'

4.4.1 An applicant applying for licence on helicopters of AUW below 3,000 kg. will
have to show a total aeronautical engineering experience of four years both
on airframe and engine simultaneously and out of which 12 months must
be on a particular type of helicopter for which the applicant is applying and
out of which six months must be the recent.

Extension :

For extension the applicant should show six months experience on the
additional type of helicopter for which the extension is desired of which
three months must be recent experience.

4.4.2 The applicant applying for helicopter of AUW more than 3,000 kg. can apply
separately for category A & C and the total aeronautical engineering
experience required for one particular category will be four years general
aeronautical engineering experience out of which 12 months must be
on the particular type of helicopter/engine and out of which six months
must be recent on the airframe or the engines. This experience can be
gained concurrently and an applicant can apply for both Category A & C after
gaining four years experience.

Extension

For extension in Cat. A or C to cover additional type of helicopter with AUW


exceeding 5700 kg., an applicant shall possess a minimum of three months
maintenance experience in appropriate Category on type of Helicopter
or six months maintenance experience on the type helicopter and its engine
in case the extension of the licence is desired to include both categories A
and C.

4.5 Category 'B' - Light Helicopters ( below 3000 Kg. AUW )

The applicant should have a total of 4 years aeronautical engineering


experience in maintenance, repair, overhaul of helicopter/light aircraft out of
which 18 months must be on the repair, overhaul, major modification of
helicopters for which the applicant is applying out of which 6 months should
be on specific type.

Extension :

For extension additional experience of six months


on helicopter applied for shall be required out of which three

months must be recent experience.

4.6 Gliders - Category 'A'

The applicant will have to show general aeronautical engineering


experience of two years in maintenance, minor repair, snag rectification of
gliders including wooden/metal gliders out of which six months must be on
the particular type of the glider.

Extension :

For extension in licence to cover additional type of glider the applicant should
have at least six months experience on the type out of which at least three
months must be recent experience.

Persons having valid AME licence covering aircraft below 5,700 Kg. may
have three months recent experience on type of glider on which extension is
desired.

4.7 Gliders - Category 'B'

To obtain category B licence the applicant will have to show a total


aeronautical engineering experience of 3 years including maintenance,
overhaul, repair, modification of wooden gliders/metal gliders, fabrication of
cables, rigging of controls etc. out of which 12 months must be on major
maintenance/overhaul of glider of similar construction out of which 6 months
must be on the particular type applied for of which 3 months must be
recent experience. If an applicant has 'B' licence on light aircraft, the
applicant may be required to take an oral-cum-practical examination after 6
months experience on the Type. For repair of fibreglass/composite
material structure, special training will be required with the prior approval of
DGCA.

Extension :

For extension in category 'B' on gliders the applicant will have 6 months
experience on the type out of which at least 3 months will be the recent
experience.

Persons having valid AME licenses in category 'B' may have 3 months
recent experience on the type of glider on which extension is desired.

4.8 Category C (Piston Engine) :

Total aeronautical engineering experience required will be 4 years out of


which 12 months experience must be in the maintenance of piston engines
out of which six months must be on the type of engine applied for and out of
which three months must be the recent experience.

Extension :

For extension of licence to cover additional piston engines the applicant must
have six months experience on the type of engine applied for. If the licence
is already valid in category C for a similar type of engine of similar
construction, then only three months experience will be required.

4.9 Category C (Gas Turbine Engine) :

Total aeronautical engineering experience required is 4 years which must


include 24 months experience on general maintenance and inspection of
Gas Turbine Engines out of which 12 months must be on the type of engine
applied for out of which 3 months must be the recent experience.

Extension :

For extension of licence to cover category 'C' (Turbine engine), the


candidate should have 12 months experience on type of which 3 months
should be recent experience.

4.10 Category D

For overhaul of Piston engine below 500 BHP the applicant must have
general aeronautical engineering experience of 4 years including
overhaul/repair/maintenance of piston engine out of which 24 months
must be on the major maintenance/repair/modification of engine of
similar construction out of which 12 months must be on the particular
type of engine out of which 6 months must be the recent experience.

Extension :

For extension in Cat. D, 12 months experience on Type of engine will be


required out of which 6 months will be recent experience.

4.11 Category E (Electrical System) :

The applicant for Category E to cover electrical systems installed on heavy


aircraft will be required to have 4 years general avionics engineering
experience out of which 12 months experience must be on the
maintenance, snag rectification and carrying out replacement of electrical
equipment and minor servicing on the specific type aircraft out of which three
months must be recent experience.

Extension :

For extension in category 'E', applicant will


be required to have 6 months experience on the type of aircraft out of

which 3 months must be recent experience.

4.12 Category I (Instruments) :

The applicant for instrument system of heavy aircraft will have 4 years
experience of general avionics engineering including a minimum of 12
months experience on maintenance, snag rectification, replacement of
instruments on specific type of aircraft out of which 3 months must be
recent experience.

Extension

For extension in category 'I', applicant will be required to have 6 months


experience on the type of aircraft out of which 3 months must be recent
experience.

4.13 Category 'R' (Radio Communication, Navigation & Radar) :

The applicant must have a total of 4 years avionics engineering


experience on maintenance and repair out of which 12 months must be on
the maintenance, minor repair, testing, snag rectification, installation and
removal of radio communication, navigational and radar equipment
installed on the specific type aircraft applied for, out of which 3 months must
be the recent experience.

Extension

For extension in category 'R', applicant will be required to have 6 months


experience on the type of aircraft out of which 3 months must be recent
experience.

Note: For issue of AME licence in Category 'R', the candidate must
possesses RTR (Aero) licence issued by Ministry of
Communication at the time of oral cum practical test.

4.14 Addition in categories 'E', 'I' & 'R'

Persons having acquired licence in any one of the categories of E, I and R will
require additional experience of one year to qualify for additional category
and a person having 2 categories will require 6 months to qualify for the
third.

4.15 Category 'V' (Avionics)

This category of licence will cover avionics system of highly sophisticated


aircraft with fly-by- wire technology and where there cannot be a clear
demarcation between instrument, electrical and radio systems. The applicant
should have licence in Category E, I and R OR possess BAMEC in
Category of Electrical System (ES), Instrument System (IS) and Radio
Navigation System (RN) and should have successfully undergone an approved
training course on Integrated Avionics Systems. Thereafter the candidate will

be subjected to oral cum practical test for issue of the licence. At present such
licences will be issued to cover A320 aircraft. However request for issue of such
licence to cover the other sophisticated aircraft incorporating comparable
technology may also be considered.

Extension

For extension in Category ‘V’, applicant will be required to have 6 months


experience on the type of aircraft out of which 3 months must be recent
experience.

Note: For issue of AME licence in Category 'V', the candidate must
possesses RTR (Aero) licence issued by Ministry of
Communication at the time of oral cum practical test.

4.16 Category 'X' (Overhaul of Autopilots installed on light aircraft ) :

The applicant for Category X licence to certify autopilots will be required to


have the general avionics engineering experience of 4 years out of which 12
months must have been on the maintenance, overhaul, repair of
instruments, autopilots and other allied components and out of which six
months must be recent on the overhaul of particular type of autopilot, its
testing, modification, installation and operational test.

Extension

For extension of licence to cover additional type of autopilot the


applicant must have experience in overhaul, testing, modification, repair for
six months on the type of autopilot out of which 3 months shall be recent
experience.

4.17 Category 'X' (Overhaul of Electrical System and components on light


aircraft):

The applicant should have general avionics engineering experience of 4


years in respect of overhaul/repair, modification, testing of electrical
components and system as installed on aircraft out of which 12 months must
be on the overhaul/ repair and testing of electrical equipment fitted on light
aircraft out of which six months must be the recent experience. This licence
will be open and will cover all light aircraft unless mentioned otherwise.

4.18 Category 'X' (Overhaul of Instrument system installed on light aircraft):

The applicant will have general avionics engineering experience of 4


years in the maintenance, repair overhaul, testing, modification of
instruments installed on light aircraft and engines installed thereon out of
which 12 months experience must be on maintenance, repair, overhaul,
testing, snag rectification on light aircraft and of which three months must be
recent experience. This licence will be open and will cover instruments
installed on all light aircraft unless mentioned otherwise.

4.19 Category 'X' (Overhaul of Radio equipment installed on light aircraft) :

The applicant must have a total of 4 years avionics engineering


experience on the maintenance, overhaul/repair out of which 12 months
must be on the overhaul, testing, bench test, snag rectification & major
modification etc. of radio communication, navigation and radar
equipment installed on the type aircraft applied for, out of which six months
must be recent experience.

Extension

For extension in category 'X', applicant will be required to have 6 months


experience on the type of aircraft out of which 3 months must be recent
experience.

4.20 Category 'X' (Overhaul of VP Propellers installed on light aircraft) :

The applicant should have general aeronautical engineering experience of


4 years in respect of overhaul/repair, modification of VP propellers and at
least 12 months must be on the maintenance/repair of propellers and out of
which either 6 months must be on the overhaul/repair of the type of
propellers applied for or overhaul of 3 propellers.

4.21 Note : An applicant may be allowed to appear for Paper I & II of AME
licence examination after he/she has acquired atleast 2 years of
Aeronautical Engineering Experience. He/She may appear for Paper III after
acquiring 3 years of aeronautical engineering experience on the
relevant category. The applicant will be permitted to appear for Paper IV
(specific)/ approved course only after he/she has passed Paper I, II and III
and has acquired 4 years of aeronautical engineering experience.

5. ISSUE OF AME LICENCE

After passing Paper I, II, III, IV and oral cum practical test, the candidate
will be issued with an AME licence in the relevant category. For issuance
of the same the applicant is required to submit an application in the
enclosed proforma (Appendix 'A') to Director General of Civil Aviation Attn.
Director of Airworthiness, Headquarters together with the requisite fee,
Medical fitness/colour vision Certificate (Appendix 'B').

6. ENDORSEMENT OF AME LICENCE

6.1 Category 'A', 'B', 'C', 'D', 'E', and 'I'.

AME licence in the above Category will be endorsed according

to the type of aircraft/ engine.

6.2 Category 'R'

6.2.1 The licence in Category R pertaining to heavy aircraft will be endorsed as


follows:

"Valid for Communication/ Navigation/ Radar system installed on the


undermentioned aircraft." -- Beneath this title the type of aircraft, the radio
equipment of which the holder is authorised to certify will be listed.
Licences so endorsed will deem to cover all the communication/ navigation/
radar equipment as mentioned in the relevant maintenance manual/ type
certification data sheet of the aircraft.

6.2.2 The licence in Category 'R' pertaining to light aircraft will be endorsed as
follows:

HF, VHF, ADF, VOR, ILS, VLF/Omega, DME, Weather Radar, etc. on
particular type of aircraft.

6.2.3 In case AME in Cat. R seeks extension on his licence to cover additional
type of aircraft having radio equipment identical to that installed on a
type of aircraft already endorsed on his licence, such extension will
be endorsed by the Regional Airworthiness Office without subjecting
the candidate to any test, On receiving the application from the candidate
furnishing the information that the type of aircraft asked for has radio
equipment identical to that installed on the type of aircraft already endorsed
on the licence, the extension will be endorsed by the Regional Airworthiness
Office only after verifying the information furnished in the application and
duly intimate to DGCA about such endorsement. Such endorsement will
not involve any fee.

6.2.4 In case applicant seeks extension on his licence in Cat. R and/or Cat X
(Radio Equipment) to cover additional type of aircraft would be considered
for exemption from oral cum practical test depending on the similarity of radio
equipment installed on the type of aircraft for which application is made vis a
vis the radio equipment installed on the type of aircraft already endorsed
in the relevant category.

NOTE: 1. Airborne Communication System includes VHF, HF, Voice


Recorder and Audio Equipment.

2. Airborne Navigation System includes ADF, VOR, ILS,


VLF/ Omega and CW Hyperbolic equipment.

3. Airborne Radar System includes Weather Radar, DME,


Radio Altimeter and ATC Transponder equipment.

6.3 Category 'V'

The licence at present will be endorsed to cover A320 aircraft. However


request for issue of such licence to cover the other sophisticated aircraft
incorporating comparable technology may also be considered.

6.4 Category 'X' (Overhaul of Autopilot/ Electrical system/ Instrument system/


VP Propeller installed on light aircraft)

The licence will be endorsed according to the type of system installed on a


particular type of aircraft.

6.5 Category 'X' (Overhaul of Radio Equipment)

The licence will be endorsed mentioning the main equipment like HF, VHF,
ADF, VOR, ILS, VLF/Omega, DME, Weather Radar, etc. on particular type of
aircraft.

Note: As and when an item of equipment is replaced by a type/ model of


equipment (as approved by the manufacturer or by DGCA) different
from the one mentioned in the maintenance manual/ type certification
data sheet on particular type of aircraft, the AME having endorsement
in the licence for the type of aircraft shall have to pass examination
covering the new equipment before he exercises his certification
privileges. In case the new equipment is already covered by him on
different type of aircraft, the new equipment could be endorsed on the
type of aircraft on which the equipment is being replaced.

7. So far as certification of ignition apparatus of light aircraft is concerned,


the installation etc. can be done by either the 'C' licence engineers or 'X'
licence engineer holding electrical licence. No separate category of licence
for ignition apparatus will be issued. However, the overhaul of ignition
equipment will be certified by the 'X' licence engineers holding electrical
licence.

Note: For AME licence holders in Category 'X' to cover Ignition Apparatus
issued prior to the revised Aircraft Rule 61 published vide GSR No. 196
(E) dated 1st April '1991, will be endorsed in the new format with a
note :- "Also valid for Ignition Apparatus."

8. Certification of Aircraft Compass

8.1 The Remote reading Compass for which so far separate licence was
issued will be certified by persons having category 'I' or 'R' covering
instruments systems or radio equipment and having passed Paper III to
cover the RR compass system and an oral-cum-practical check.

For this the candidate should acquire the following

experience: 4 compensations and installations of RR compass on
aircraft.

8.2 The Direct Reading Compass, for which so far separate licenses were
issued, may be certified by persons holding any category of AME licence
provided the candidate passes the Paper III on DR compass system and an
oral cum practical check.

For this the candidate should acquire the following experience :

6 checks on synthetic aids and 4 installations and compensations of DR


compass on aircraft, or;

total 6 installations and compensations of DR compass on aircraft.

Note: For AME licence holders in Category 'X' to cover RR/DR Compass
issued prior to the revised Aircraft Rule 61 published vide GSR
No. 196 (E) dated 1st April '1991, will be endorsed in the new
format with a note :- "Also valid for RR/DR Compass."

Note 1: The licenses in categories 'A', 'C', 'E', 'I' and 'R' conform to
ICAO Type II licenses and licenses in categories 'B', 'D' and
'X' conform to ICAO Type I licence. This licensing system
conforms to revised rule 61 published vide GSR No. 196(E)
dated 1/4/91.

Note 2: Where evidence of approved training, guided practical training


and full time on the job training is produced, the experience
requirements for issue/extension can be relaxed for individual
operator and such procedure shall be included in operator's
Quality Control Manual/Training Manual.

Note 3: DGCA may also grant AME licences in Category 'E' and 'I' for
certification of electrical and instrument systems installed on
light aircraft if the complexity and sophistication of these
systems so requires. The experience requirement will be the
same as that applicable to heavy aircraft.

Note 4: Depending on the sophistication of aircraft and its systems,


candidates appearing for Category 'A' on pressurised aircraft
even though not exceeding 5700 kg AUW will be given Heavy
Aircraft (HA) paper.

passed Paper I, will not be required to appear in this paper at any time thereafter.

Note: Human performance, including principles of threat and error management,


relevant to aircraft maintenance. Guidance material to design training programmes
on human performance, including threat and error management can be found in the
Human Factors Training Manual (ICAO Doc 9683).

b) Paper II - Aircraft Engineering

This paper contains questions pertaining to general engineering, workshop practices,


basic electricity and electronics, basic knowledge of computers etc. as detailed in the
syllabus. This paper will be common to all categories of AME/ Basic Licence. The
applicant, who has once passed Paper II, will not be required to appear in this paper
at any time thereafter.

c) Paper III – Basic Aircraft/ Engines / Systems

This paper will contain questions on the basic principles and general theory of flight
or engines or electricity or instruments or radio systems as prescribed in the
syllabus for each category of the AME/Basic Licence. There will be a separate
question paper for each category of AME/Basic Licence. The applicant, who passes
this paper in a category of AME/Basic License, will not be required to appear any
time thereafter.

2.1.2 a) Paper IV- (Specific Paper)

The Specific Paper will consist of only one written paper. This paper will contain
questions pertaining to maintenance / overhaul / repair / construction, as applicable
to the category of AME license to cover particular type of aircraft/ engine/ system.
However, the applicants who have successfully completed a DGCA approved or
manufacturer’s training course on the particular type of aircraft / engine / systems,
will be exempted from this paper.

Note: An applicant for Paper IV examination shall have undergone a training course
on the type of aircraft / engine / system. Such courses shall be approved by
the Quality Manager who shall certify the training.

b) Approved Course

The type training programme of Aircraft / Engines / systems consisting of


theoretical and OJT, conducted by the manufacturer or training establishments
approved by FAA/ EASA/ DGCA, is considered as approved course. The approved
training course conducted abroad at manufacturer’s facilities or at manufacturer’s
approved OEM, if approved by FAA or EASA under Part 147, shall be acceptable
to DGCA and an individual approval will not be required. The duration of approved
training course if conducted in India by an airline shall not be less than that of
manufacturer’s training or OEM’s training

2.1.3 Oral-cum-Practical Test (Skill test)

The applicant shall have demonstrated the ability to perform those functions applicable
to the privileges to be granted.

a) Applicants having passed Paper IV or approved course of specific types of


aircraft/ power plant/ systems may submit applications along with the

requisite amount of fees through Quality Control Manager/Principal Training


Officer to Regional Airworthiness Office who will conduct the skill test of these
persons and will also declare the result accordingly.

b) This test will be conducted to assess the knowledge of the applicant’s


familiarization with the aircraft / power plant / system, and his skill/
competency in carrying out maintenance tasks, snag rectification, etc. use of
maintenance data, tools and equipments. The pass percentage will be 70%.

c) The applicant can avail three chances of skill test within a period of 30 months
from the date of passing of the Paper IV or successful completion of the
approved course. Proposal for grant of further extension if required may be
submitted to concerned RAO for consideration after giving sufficient
justification.

d) The applicant, who is declared failed in the skill test, can avail the subsequent
chance provided he has gained three months additional experience on the
particular type of aircraft / engine/ systems.

e) The applicant, who have passed all the written papers and are qualified for
appearing in skill test for issue or extension of AME licence, will be intimated
accordingly. They should contact the Regional Airworthiness Office for
suitable date for skill test.

3. Requirements for appearing in the written papers:

a) With effect from February, 2008 Session, an applicant will be permitted to


appear in Paper III of the written examination only after passing both Paper I
and Paper II.

b) The applicant will be permitted to appear in Paper IV (Specific) or attend the


approved training course on a particular type of aircraft / engine / system only
after he has passed all the basic papers relevant to the category of AME
License.

c) An applicant who scores less than 35% marks in a particular paper in two
consecutive examinations / sessions will not be permitted to appear in that
paper in the next examination / session. For instance, a candidate scoring
less than 35% marks in a particular paper in June 2007 and October 2007
sessions will not be permitted to appear in the February, 2008 session
examination.

d) From October 2007 Session, only Basic Papers I, II and III will be conducted
by CEO. Specific Paper IV will be conducted by Director of Airworthiness of
the concerned region.

e) The examination for Paper IV shall be conducted on need basis and shall not
follow the schedule of regular sessions of examinations conducted by CEO.

4. Procedure for appearing in Written Examinations:

4.1 Allotment of Computer Number:

4.1.1 An applicant is required to obtain a Computer Number for appearing in any of


the AME/Basic License written examinations. Computer Number is allotted to
first time applicants appearing in any of the written examinations. This
number is a permanent and unique number allotted to a particular candidate
and the same must be quoted in all applications / correspondence with the
CEO.

4.1.2 The application for allotment of Computer Number can be downloaded from
the DGCA website http://dgca.gov.in. The duly completed application form
along with required documents should be forwarded to Director of
Airworthiness (CEO), O/o the DGCA, East Block III, Level III, R.K. Puram,
New Delhi – 110066. The candidates are advised to ensure that they meet the
eligibility requirements for allotment of computer number. The list of fresh
Computer Numbers allotted to the applicants is displayed on the DGCA
website about two weeks prior to the last date of submission of application for
written examination of a particular session. Incomplete / incorrect application
form is not accepted.

4.1.3 Allotment of Computer Number does not imply an applicant’s acceptance for
appearing in the written examination. For appearing in the written
examination, the applicant must meet the eligibility requirements stated in the
relevant Aircraft Rules and Civil Aviation Requirements.

4.2 Applications for Examinations:

4.2.1 The examination for the purpose of acquiring the AME/Basic License will be
conducted normally thrice a year in the months of February, June and
October.

a) Applications for basic papers should be submitted to the Director of


Airworthiness (CEO), Office of the Director General of Civil Aviation,
East Block III, R.K. Puram, New Delhi – 110066 on the prescribed form
CA-9 (available on DGCA’s website) along with the requisite fees as
per Rule 62 and required documents.

4.2.3 Applications for specific papers shall be submitted to the Regional/Sub


Regional Airworthiness office on the prescribed form CA-9 (available on
DGCA’s website) along with the requisite fees as per Rule 62 and required
documents. For this purpose the concerned Regional/ Sub-Regional
Airworthiness Office shall be the one where the maintenance facility for the
specific aircraft/engine/system maintenance facility is based. The applicant for
paper IV shall have acquired a basic licence in the relevant category and shall
have undergone a training course on the specific aircraft/power plant/system.

4.2.4 The AME/ Basic Licence written examination Papers I, II & III will be
conducted at the designated centres namely New Delhi, Mumbai, Hyderabad,

Kolkata, Kanpur, Bangalore, Chennai, Patna, Lucknow, Bhopal, Guwahati,


Bhubaneshwar, Ahmedabad and Thiruvananthapuram.

4.2.5 Paper IV (Specific) written examination will be conducted at the designated


Regional Airworthiness Offices, namely New Delhi, Mumbai, Kolkata,
Chennai, and Bangalore.

4.2.6 The applicants shall submit their applications through the Quality Manager of
an organization where they are working, along with the requisite amount of
fees, as prescribed in Aircraft Rule 62. The fees collected from the applicants
should be forwarded through a consolidated crossed Bank Draft in the name
of the PAO, DGCA, MCA, New Delhi, along with a list containing the
particulars of each applicant, the papers they have applied for and the
corresponding amount of fees submitted by them.

4.2.7 While forwarding the applications, the Quality Manager should ensure that the
applications are duly and correctly filled in, and that the applicants meet the
requirements including the experience requirements for appearing in the
examinations in the papers applied for. The Quality Manager should also
ensure that the applicant has gained comprehensive maintenance experience
of the particular type of aircraft/ power plant/ systems.

4.2.8 The applicants, who are not engaged in any organization, but meet all the
requirements for appearing in the AME/basic licence examinations, may
directly forward their applications to Director of Airworthiness (CEO), New
Delhi. The applicants should enclose documentary evidence of the experience
gained in the category applied for.

5. Experience Requirements for appearing in Written Papers:

5.1 DGCA Approved AME Training Institutes:

5.1.1 The students who have completed one year of approved training curriculum
shall be allowed to appear in Paper I (Air Law, Regulations and Human
Performance including principles of threat and error management relevant to
aircraft maintenance) of AME/basic license examination.

5.1.2 The students who have completed two years of approved training curriculum
shall be allowed to appear in Paper II (Aircraft Engineering) of AME/basic
license examination.

5.1.3 The students who have completed two and a half years of the approved
training curriculum will be allowed to appear in Paper III of AME/ basic license
examination.

5.2 Graduate Engineers Training (GET) Scheme:

5.2.1 GETs who have successfully completed one year of training under the GET
scheme will be allowed to appear for Paper I & II of AME/ basic license
examination.

5.2.2 GETs who have successfully completed two years of training under the GET
scheme will be allowed to appear for Paper III of Basic License examination in
their respective stream.

5.2.3 GETs shall be eligible to appear for Paper IV (Specific) / undergo approved
training in the relevant category after passing Paper III of that Category.

5.3 General Candidates:

5.3.1 A general candidate is eligible to appear in Paper I & Paper II after acquiring
at least two years of aeronautical engineering experience.

5.3.2 A general candidate is eligible to appear in Paper III after acquiring three
years of aeronautical engineering experience on the relevant stream /
category.

Note: A general Candidate is one who does not fall in the categories of
candidates in paragraphs 5.1 and 5.2 above.

5.4 Defence Services Personnel:

5.4.1 Defence personnel (serving or retired) are eligible to appear in the AME/basic
license examination provided they meet the requirements of basic
qualifications and experience as laid down in CAR Section 2 Series ‘L’ Part I.

5.4.2 An applicant is eligible to appear in Paper I & Paper II after acquiring at least
two years of aeronautical engineering experience.

5.4.3 An applicant is eligible to appear in Paper III after acquiring three years of
aeronautical engineering experience in the relevant Branch / Trade.

6. General Requirements:

6.1 An applicant will be allowed to appear for a maximum of two categories of


AME/ basic license examination in a session.

6.2 An applicant will be allowed to appear for Paper III of additional category in the
same stream after acquiring an additional six months experience.

6.3 To change over from Mechanical to Avionics Stream or Avionics to Mechanical


Stream, an applicant will have to acquire an additional eighteen months
experience in the particular stream to appear in the AME/basic license
examination.

6.4 An applicant can acquire the concurrent experience in the 'Mechanical Stream',
i.e. in airframe and engine field or in any two systems of 'Avionics Stream', i.e.
electrical, instruments or radio systems.

6.5 Applicants from the Approved AME Training Institutes shall only be allowed t
appear in the category relevant to the Scope of Approval granted to the
Institute.

7. Examination Results:

7.1 Results of Basic Paper I, II and III will be declared by CEO by publishing it on
the DGCA Website.

7.2 Results of all Paper IV (Specific) and skill test will be declared by the concerned
Regional Airworthiness Office.

7.3 An applicant who passes any basic paper shall be issued with a result card.

8. Personal Log Book:

All applicants should maintain personal log book wherein all the experience
gained on aircraft, engine and systems should be mentioned system wise
indicating the type of schedule carried out. This work should be certified by the
Engineer–in–charge/ Shift In-charge/ Superintendent as the case may be. The
candidate should also forward along with their application a detail of the work
done during the last six months in brief indicating that he has got
comprehensive experience mentioning the details of the aircraft, engines and
the systems and the type of schedule carried out.

1. APPLICABILITY :

This part of Civil Airworthiness Requirements specifies the


requirements for issue, extension and renewal of Aircraft
Maintenance Engineer's licence for maintenance and
certification of helicopters. Age, qualifications,
privileges, and the procedure for conduction of examination
as given in Rule 61 of Indian Aircraft Rule 1937 shall also
be applicable in respect of AMEs licences for helicopters.

2. LICENCE :

Licences may be issued/endorsed in Categories 'A' & 'C'


(combined) for helicopters with all up weight not exceeding
3000 Kg. For helicopters with all up weight exceeding 3000
Kg., separate endorsement in Categories 'A' & 'C' shall be
issued.

3. EXAMINATION PROCEDURES:

An applicant for the issue/extension of AME's licence for


helicopter shall be required to undergo tests which may
consist of written examination followed by oral-cum-
practical examination.

The written examination shall consist of :

3.1 Basic Papers

3.1.1 Paper I - General Aircraft Rules

3.1.2 Paper II - General Engineering Practices.

3.1.3 Paper III

For all helicopters irrespective of all up weight, separate


papers for aircraft and engine shall be undertaken.

3.2 Specific Paper - Paper IV

3.2.1 For helicopters with AUW not exceeding 3000 Kg., a


combined paper for all air frame and engine to cover
the specific type of helicopter shall be undertaken.

3.2.2 For helicopters with AUW exceeding 3000 Kg., separate


papers to cover the specific type airframe or engine in
categories 'A' or 'C' respectively shall be undertaken.

4. CERTIFICATION RESPONSIBILITIES :

4.1 In pursuance of Aircraft Rule 60, the requirements for the


Flight Release Certification have been spelt out in CAR
Series F Part III, which are also applicable to helicopter
operations.

4.2 When a certificate of Flight Release for any helicopter in


respect of both airframe and engine(s) is issued by one AME
licenced in both 'A' and 'C' categories, the question of
line of demarcation between the duties relevant to these
categories does not arise. However, when the certification
of Flight Release for the helicopter is given by two
different persons licenced in categories 'A' and 'C' there
may be certain overlapping of responsibilities. In order
that there shall be no doubt regarding the division of
duties of two such persons, broad guidelines for the
respective duties of AMEs licenced in category 'A' and those
licenced in category 'C' are given below :

4.3 Category - 'A'.

4.3.1 The AME licenced in cat. 'A' is required to certify all


parts of the helicopter except the engine/power plant
and its installation.

4.3.2 All parts of airframe for assembly, condition and where


applicable, functioning.

4.3.3 All connections to airframe structure for security of


attachment.

4.3.4 All flight controls including collective, cyclic and


yaw controls and all controls connected to aircraft
equipment for condition, assembly and correct
functioning.

4.3.5 Main rotor, rotor brake, main gear box, intermediate


gear box, tail rotor, tail gear box and the
transmission shafts for assembly, condition and correct
functioning.

4.3.6 Balancing and tracking of main rotor and tail rotor.

4.3.7 All items of equipment including hand fire


extinguishers, safety belts and harnesses, seats, life
belts flotation gear and rafts etc. for condition,
functioning and security of stowage.

4.3.8 All parts of installation required for operating any of


the items including heating and airconditioning
systems, doors, windows and jettisoning devices, oxygen
systems, hydraulic systems, pneumatic systems, pilot
systems, airframe fuel systems including fuel tanks,
pump fire prevention detection and extinguishing
systems, landing gears including oleo shock struts and
retracting devices, wheel brakes, all pipelines and
wires connecting above systems.

4.3.9 Flying instruments for proper functioning, condition


and rectification of minor defects.

4.3.10 Electrical system for condition, proper functioning and


rectification of minor defects.

4.4 Category 'C'.

4.4.1 All parts of power plants including engines for


condition, assembly and installation.

4.4.2 Engine mounts and cowls for condition and security of


attachment.

4.4.3 Auxilliary gear boxes, engine driven blowers,


generators, pumps, engine oil systems, starting
systems, ignition systems, fire prevention, detection
and extinguishing systems for security of attachment,
condition and proper functioning.

4.4.4 All controls connected with engines and their systems


including engine fuel control system for condition,
assembly and correct functioning.

4.4.5 All engine instruments for security of attachment,


proper functioning and rectification of minor defects.

4.4.6 Engine electrical and electronic systems and parts for


proper functioning and rectification of minor defects.

5. ENGINE POWER CHECK :

The power check of the engine shall be the responsibility of


flight crew, as defined in the appropriate flight manual.

SUBJECT: ENDORSEMENT OF AME LICENCES.


1. APPLICABILITY :This part of series 'L' of CAR is issued to introduce
revised groupings in respect o airframes and engines to simplify the
procedure of extending the scope of licences to cover additional
airframes/engines/equipment which are more or less similar to those already
endorsed on the licenses. With the introduction of this CAR, the scope of
Paper III (general) will be widened to cover the subject in greater depth.

2. PROCEDURES:

2.1 AMEs after introduction of revised groupings indicated in Appendices 'A','B'


and 'C' will be exempted from the written part of the AME licence Technical
Examination (Paper IV) for extension of their AME license to cover
additional airframe/engines/equipment in the same grouping and will be
required to pass only practical -cum- oral test for this purpose.

2.2 However, before requests for additional endorsements under the scope of sub-
para (i) above are entertained, it will be necessary for the AMEs to acquire
the laid down practical experience. The engineers concerned may submit their
applications to Regional/Sub-Regional Offices along with the requisite fees
for the purpose.

2.3 Candidates applying for additions/extensions to their AME licence, in


Category 'A' and/or 'C' on a particular type of aircraft/engine would be
considered for exemption from the written part of examination i.e., from
General Paper (III), provided they hold endorsement in the corresponding
category 'B' and/or 'D', on a type of aircraft/engine falling within the
appropriate sub-groups in the category applicable and provided further that
they had previously passed the written examination in General Paper III at the
time of qualifying for such endorsement(s).

2.4 This relaxation, however, will not be applicable to candidates possessing


license in category 'A' and/or 'C' and are desirous of applying for
additions/extensions in category 'B' and/or 'D' to cover aircraft/engine falling
within the same sub-group in relevant categories.

AIRFRAME

GROUP I : Composite/ All Metal Single Engine Aeroplanes Not Exceeding 2000 kg
AUW with Fixed Landing Gear.

Group II : Composite/ All Metal Single Engine Aeroplanes Not Exceeding 2000 kg
AUW with Retractable Landing Gear.

Group III : Composite/ All Metal Single Engine Unpressurised Aeroplanes Not
Exceeding 5700 kg AUW.

Group IV : Pressurised Twin Piston Engine Aeroplanes not Exceeding 5700 kg


AUW.

Group V : Pressurised Twin Turbine Engine Aeroplanes not Exceeding 5700 kg

Note :Depending on the complexity of the aircraft, candidate will be required to clear
Paper IV for each type separately.

Group VI : Piston Engine Helicopter not exceeding 3000kg.

Group VII : Turbine Engine Helicopter not exceeding 3000kg.

Group VIII: Twin Turbine Engined Helicopter which would require clearing
approved course or Paper IV for each type separately.

Group IX : Transport Category Aeroplane - In this group a candidate has to pass


either an approved course or Paper IV, as the case may be, for each type separately.

Group X : Unpressurised Twin Engine Aeroplanes Not Exceeding 5700 kg AUW.

APPENDIX 'B'

ENGINES

Group I :Unsupercharged reciprocating piston engine fitted with fixed pitch


propeller not exceeding 300 BHP.

Group II : Unsupercharged reciprocating piston engine fitted with variable pitch


propeller not exceeding 300 BHP.

Group III: Supercharged piston engine other than Radial Engine.


Group IV : Supercharged Radial Piston Engine.

Group V : Turbo-Prop Engines except engines fitted on Transport Category aircraft.

Group VI : Turbojet/Turbofan Engine.

Note:Group V and VI would require clearing either an approved course or Paper IV,
as the case may be, for each aircraft separately.

APPENDIX - C

EQUIPMENT

Group I : Different Variants of the same basic model variable pitch propellers.

Group II: Different variants off the same basic model of hydraulically/ electrically
and/or pneumatically operated autopilots.
