10-4,
The other thing I would ask for is to insure that Chief Vitiello and his
people take a look at the article and give us their input by Monday
mid-day.

Chief,
(b) (6) would like to meet with you face to face on Tuesday morning
at 0900 to discuss the attached article. The Texas Observer printed
this article on 2/18 which speaks to the fence in RGV. The impetus of
the article is that some of the landowners are claiming that there will
be fence going through their backyards, but that we are not putting
fence on their neighbor's property which is a high end golf course.
Part of (b) (6) concern is that Loren Flossman is quoted the article
as saying the placement of fence is classified because "you don't want
to tell the very people you're trying to keep from coming across the
methodology used to deter them." I think it's safe to say he misspoke,
but (b) (6) is asking that if this is classified information, then
why wasn't he informed.
