1.0 INTRODUCTION

1.1 Background

The Dedicated Fright Corridor (DFC)


passed through six different states in
India which would spur economic
development in the region and develop
industries. It would be the biggest
infrastructure project India has ever
attempted in its history. The project will
see major expansion of Infrastructure
and Industry – including smart cities,
industrial clusters along with rail, road,
port, and air connectivity – in the
states along the route of the Corridor. Cluster A

of Ahmedabad and Mehsana district. The planned industrial hub is located at a distance of
90 km from Ahmedabad and 85 km from Gandhinagar near Becharaji Town in the State of
Gujarat.

MBSIR Area is divided in to two clusters (Cluster A and Cluster B); Cluster A covers 3
villages (approx..50.59 sq.km.) and the Cluster B covers 5 villages (approx. 51.50 sq.km.) of
Ahmedabad and Mehsana district and comprises of automobile, manufacturing and auxiliary
industries (see Fig 2). The proposed SIR area is to be developed through 5 Town Planning
Schemes in two clusters (see Fig 3). The SIR is well connected with trade gateways and
falls in the influence zone of proposed Delhi–Mumbai Industrial Corridor (DMIC).

1.2 Objective of the assignment

The main objective of the report is provide the design approach to provision and
accommodate Electrical network requirement like Sub-station space location/space planning
and Electrical Trench/Corridor which needs ducting under the roads. The required space for
the Electrical Sub-station to be reserve in TP Scheme. This ducting shall be provided during
the road construction to avoid the excavation within Road area in future.

2.0 THE STUDY AREA

2.1 General

Mandal Bechraji Special Investment Region (MBSIR) Spread over more than 102 Sq.km and
is well connected with Delhi – Mumbai Industrial Corridor (DMIC) project. Details list of
notified village in proposed MBSIR area are mentioned in Table-1. The MBSIR area is well
connected through National and State highways as well as Railways.

Presently three state highways pass through the proposed SIR namely SH 7 connecting
Becharaji with Ukardi village. SH 133 providing connectivity between Ughroj and Ughrojpura
and SH 19 connecting Hansalpur with Becharaji this state highway provide major entry and
exit points.

Study area superadded in two number of cluster, cluster B covers Ughroj, Ughroj nu Paru,
Ukardi, Bhagapura & Shihor and cluster A covers Hansalpur, Sitapur &Chandanki.

2.1.1 Roads connectivity

The SIR is regionally well connected through National and State highways. National highway
14- 15 connecting Kandla with Palanpur passes through north of the proposed SIR. NH-8
and State highway no. 7 passes from south, and State highway no. 41 connecting
Ahmedabad and Mehsana passes along eastern edge of the SIR. The five major roads
directly connecting SIR with the National and state highways include.

 SH-133 – Connecting Ahmedabad via Detroj, Kadi, Kalol and Adalaj


 MDR - Connecting Mehsana via Becharaji and Modhera is a 2-lane undivided road
 SH-7- Connecting Viramgam

 SH-135- Connecting Sanand via Kadi and Thol


 SH-55 connecting Mundra via Radhanpur, Harij and Becharaji

Currently three state highways pass through the proposed MBSIR. SH 7 connecting
Becharaji with Ukardi village. SH 133 providing connectivity between Ughroj and Ughrojpura
and SH 19 connecting Hansalpur with Becharaji. These three state highways form a
triangular loop within SIR and also provide major entry and exit points, please see figure 4 &
5.

2.1.2 Development Plan – Proposal


In this chapter, the review of Final Development Plan has been studied in terms of market assessment
and target sector identification, population & employment estimates, vision and planning principles
of the DP, proposed land use and proposed road network in order to have thorough understanding of
the project.

Proposed land Use Plan


As per the proposed land use statement provided in the Final Development Plan, the total
urbanization area comes to around 97.71 sq.km (95.7%) while the remaining is non urbanization
area of 4.39 sq.km (4.3%). The later includes area under river, SSNL branch canal, water bodies and
Gamtal (village).

Of the total MBSIR area, about 28.58 sq.km (28%) is under industries use. Around 2.10 sq.km (2.05%)
area has been kept for logistics use whereas about 3.69 sq.km (3.61%) has been kept for Knowledge
& IT land use. Together, these three land uses comprises about 34.37 sq.km which is close to 33.7%
of the total MBSIR area. The industries area includes GIDC area of around 17.25 sq.km.

Cluster wise, the industries area in Cluster-A is about 9.5 sq.km while the remaining area of 3.17
sq.km is in Cluster-B. The industries area under GIDC of 17.25 sq.km is also in Cluster-B. The area of

around 1.10 sq.km under logistics is in Cluster-A while the equivalent area of 1.0 sq.km is in Cluster-
B. The entire area of 3.69 sq.km under Knowledge & IT land use is located in Cluster-A.

Industrial Zone - The industrial zones are planned strategically along the express corridor to ensure
smooth movement of freight within the SIR. The industrial zones are supported by residential, mixed
use and knowledge and IT zones. One industrial node has been proposed near Hansalpur village at
the intersection of SH-7 & SH-19.

Logistics Zone - Industrial zones are supported by strategically located logistics parks to support the
industries in terms of storage and handling of freight in the SIR. Within the MBSIR two logistic zones
are planned along the main express highway viz. L1 at the intersection of SH-7 and the broad gauge
railway line from Mehsana and Ahmedabad (in proximity to Hansalpur village), and L2 along the
proposed express corridor near SH-133 (in proximity to Ughroj village).

Knowledge & IT Zone -A Knowledge and IT zone has been proposed within SIR with a view to
facilitate development of research centers, educational Institutes and universities along with IT
industries. The Knowledge and IT zone is planned in the surroundings of a non-perennial water body
in Sitapur village.

Residential Zone- The residential zones within the MBSIR are planned around mixed use & industrial
zones. Residential development will also be allowed in knowledge and IT Zone and Mixed use zones.
The total land area allocated for the residential use is around 31.31 sq. km. (30.67%).In addition to
this around 0.60 sq. km. (0.59%) land will be occupied by existing villages.

Affordable Housing Zone- The Affordable Housing zones are proposed in the village of Hansalpur
and Sitapur of MBSIR and the total land area allocated under this zone is around 3.82 sq. km.
(3.75%).

High Access Corridor- With a view to support higher densities and transit oriented development in
MBSIR it is proposed to develop mixed use corridor along the roads with 60 & 45 m RoW. This zone
is predominantly planned between residential and industrial zones and will facilitate mixed uses
including commercial, offices, recreation, community and residential. A total of 9.46 sq. km. (9.27%)
is proposed under this zone.

Mixed Use Zone - Mixed land use zone has been proposed along the two SSNNL branch canals that
passes through MBSIR. Mixed use development comprising commercial facilities, recreation, and
residential along with linear green zone will facilitate development of vibrant public spaces. Around
3.76 sq.km (3.68%) of area is proposed under mixed use zone along the branch canals.

Recreation, Sports & Entertainment Zone- Around 5.79% of total land area is proposed for
development under recreation, sports and entertainment zone. This zone will allow development of
botanical gardens, nature parks, sports complexes, etc. It is strategically planned along the periphery
of lake, natural drain and canal.

Village Buffer Zone- To integrate the 8 villages falling within MBSIR, buffer zones of 100 m and 200
m around each village has been proposed to accommodate the future growth in these settlements.
Residential, commercial and public facilities will be allowed in this zone.

Market Assessment _Target Sector Identification


Based on the market assessment of industries and Industrial Manufacturing Zone Policy by GIDB,
potential industrial sector for MBSIR have been identified. Aiming to reduce the SIR’s carbon
footprint the proposed mix is of non-polluting and non-hazardous industries as per standards set by
Ministry of Environment & Forests, Government of India.
The important parameters considered for identification of sectors for MBSIR are:
 Prominent presence of industrial sector
 Anchor tenant and its supplier
 Resource availability
 Expression of interests
 Environmental considerations

Based on the potential of the region, the investment scenario and thrust of the Automobile sector
the following sectors have been identified in the proposed SIR:
 Automobile industry
 Auto-component Vendor park consisting-
o Heavy engineering
o Light engineering including metal & alloy product
o Electronics
o Service & Ancillary
o Non Polluting industries including Information Technology
 Logistics

Further based on the key stakeholder suggestions and reference to the National Manufacturing Zone
Policy, following sectors have also been included in the:
 Precision engineering
 Wind power equipment manufacturing
 Solar power equipment manufacturing
 Emerging sector in Automobile sector viz. Electronic Systems Design and Manufacturing
(ESDM)

Apart from above Information Technology sectors have also been proposed.

Population & Employment Estimates


Employment Generation
Direct employment to be engaged in industries was calculated from sector wise ratios for workers
per hectare. As per the Final Development Plan, direct employment generated from Industries
proposed is around 1.25 lakhs employees. The indirect employment from commercial, institutional
and informal sectors is assumed to be 1:1.44 (as per UDPFI) of the direct employment. The total
employment (both direct & indirect), by the proposed industrial area and non-industrial setups is
projected to be about 3.04 lakhs.

Population Supported by MBSIR


An average family size of 3 was considered for each employment generated considering Gujarat
Dependency ratio of 1:2. It was also assumed that the Gamtal population was likely to increase at a
faster growth rate due to the induced economic growth by the MBSIR and hence the rural
population projected for 2040 was about 0.17lakh (considering the Annual Growth Rate of 0.82% as
per the Conceptual Master Plan Report for MBSIR). As per the Final Development Plan, the residing
population in the SIR shall be around 7.29 lakhs and the total population that will be supported by
MBSIR shall be around 9.11 lakhs by 2040.

3.0 RECONNAISSANCE SITE VISIT

Existing Power Network

At present, the power is supplied to 8 villages by UGVCL and 24 hrs power supply is
available to the existing villages. MSIL has established facility within MBSIR-Cluster - A
(near Hansalpur Village) and a UGVCL has constructed substation to provide power supply
of around 90MVA. Also Honda (a two wheeler company)has established facility near MBSIR-
Cluster A (outside) and UGVCL has provided power supply for the same. Honda Plant
required around 12MVA and UGVCL has provided infrastructure to support upto 14.5MVA.

4.0 APPROACH METHODOLOGY & WORK PLAN

To achieve the objective of making provision of utilities duct within the proposed RoW
various parameters and consideration needs to be taken or formed before finalizing the
design. Population estimation, demand calculations, technology assessment and
requirement of service provider needs to be assessed.

The utilities which required to be put under the proposed RoW under the ducts are Power,
ICT and GAS. Below are the broad methodology to assess the space requirement and
provision underneath the RoW.

Power Supply
To provide the infrastructure for power transmission and distribution, the demand needs to
be calculated. The proposed land use distribution plays a critical role in calculation of power
demand. The power demand for residential areas will be calculated based on the population
estimation. The power demand for remaining land uses (i.e. Industrial, Logistics etc.) will be
calculated based on the area designated.
Once the demand is estimated, physical infrastructure requirement will be worked out to
assess the number of 400/220kV sub stations, 220/66kV sub stations and number of
66/11kV substation for both the clusters of MBSIR. This will also guide to determine the size
of duct required under the various RoWs for power distribution will be done during the
preliminary design.

to longer Development plan.

6.0 POWER DEMAND ESTIMATION AND SUBSTATION PROPOSED LOCATION

6.1 Electrical Load Estimation

Considering the estimated population and various land uses planned for the MBSIR, the estimated
power requirement for

 Cluster A (TP-1, TP 2 & TP-3) is 526.61 MW (with 0.6 diversity factor -316MW including
Maruti Plant),
 for Cluster B (TP4 & TP5) is 247.54 MW (with 0.6 diversity factor-149MW)
 for GIDC is 478.62 MW (with 0.6 diversity factor-287MW.

Combined the total power requirement for MBSIR is 752MW (with consideration of 0.6 diversity
factor). Major components for power infrastructure are:

 Power source and transmission (outside MBSIR)


 Main Receiving Sub Station (MRSS) and other Sub stations (220kV/66kV/11kV)-
Within MBSIR
 Distribution Network (11kV and lower side)
 Metering (HV & LV)

6.2 Power source and Transmission

Power Source and Transmission: The power for MBSIR will be tapped from the nearby available
sources to the Main Receiving Sub Station. The alignment will be finalize during preliminary design
and discussion with relevant authority.

6.3 Main Receiving Sub Station (MRSS) and other Sub stations- Capacity, Area
requirement and proposed location

Based on the load estimation, TP scheme boundary and phasing plan, land use and present practise
in Gujarat for power transmission and distribution, following criteria as been proposed

Based on above criteria, the following substations has been proposed. The following table shows the
plot survey number and required area for the same.

Refer to estimated power load and other criteria as mentioned in load calculation sheet, a number
of substation of different rating has been proposed ass listed below. Below table shows the
Substation rating with proposed location. This was discussed with TP Scheme consultant.

6.4 Electrical Zoning Plan

There are two MRSS has been proposed. One MBSS in Cluster A and another for Cluster B in TP 4.
These MRSS will transmit the power to 66kV substation. ..Further, a 11kV substations will be plan for
distribution the power in the respective zones.

A Power Zoning has been done based on consideration of one 66kV substation for each zone. The
Substation location has been proposed with consideration of Bigger road access and available Govt
Land within proposed TP Scheme. The map shows the location of 66kV Sub stations in all the TP
Schemes of Cluster A and Cluster B.

Cluster A

A total Cluster A demand estimated approx.250kW (with considering 0.6 diversity factor) and for the
we have proposed following substation

1. Main Receiving Station (Considering up gradation of existing Substation adjacent) near


Maruti plant
2. Total 5 numbers of 66kV substations (see the below table for Electrical load for each Zone

Cluster B

A total Cluster B demand estimated approx.. 150kW (with considering 0.6 diversity factor) and for
the we have proposed following substation. Estimated load are excluding GIDC area

Distribution Network: An underground distribution network has been planned to run the 66kV to
33kV/11kV distribution lines.

A 11kV substation location shall be provided through out MBSIR area in TP Scheme

Metering: Every household/connection will have a meter which helps 100% coverage, reducing
power wastage, theft and losses.

6.5 Ducting location Strategy


Based on the confirmation of proposed substation location and area, a schematic diagram shall be
prepared and a number of cables passing through each road will be marked. Based on the number of
cables of different voltage a concrete encased ducting network with 20% spare capacity will be
proposed in coordination with other network. A details of this proposal shall be provided during
preliminary design
7.0 PHASING PLAN

The construction of the Electrical network shall be in line with overall MBSIR Phasing plan
