▶ Proposed Program | Visitor’s Center + Cafeteria + Gallery + Theatre
In align with vision of the beautification project, River of Life (ROL) promoting livability index of Kuala Lumpur city. This project is initiated by National
Transformation Program team, formed by Selayang Municipal Council, Ampang Jaya Municipal Council and Kuala Lumpur City Hall (DBKL) to set up an
innovative Pavilion to provide a platform for the people to celebrate the urban park in Kuala Lumpur. The objective of the pavilion is to serve as a visitor
center, welcoming the visitors and promoting Titiwangsa Lake Gardens.
With the immediate site support, the Pavilion will act as a resting spot for the locals, forming a bridge for the visitors to understand local culture. Providing
the auxiliary programs such as gallery and audio visual theatre, authorities may conduct cultural events, such as forums and seminars while celebrating
the presence of the lake park. The spatial arrangement is carried out to deliver the spatial efficiency and operational efficient programming strategy for
the pavilion to optimize users’ experience.

▶ Site Introduction| Titiwangsa Lake Gardens, Kuala Lumpur
Kuala Lumpur is a center for finance, insurance, real estate, media and the arts of Malaysia. The city and its
surrounding urban areas form the most industrialized and economically, the fastest growing region, leading
as the economic and business center of Malaysia. Kuala Lumpur was originally a small hamlet of just a few
houses and shops at the confluence of Sungai Gombak and Sungai Klang (Klang River) before it grew into a
town then city of its own identity. The architecture of Kuala Lumpur is a blend of old colonial influences,
Asian traditions, Malays Islamic inspirations, modern and post-modern mix.
The proposed site is located at the Titiwangsa Lake Gardens, which is one the main areas located in the
outskirts of Kuala Lumpur. The gardens feature a huge central lake that was a byproduct of tin mining
activities under British Rule until the authorities decided to transform it into a urban park to enhance the
livability of Kuala Lumpur city. The park spreads across an area of 95 hectares with 57 hectares of lake. It
has facilities such as jogging track, cycling track, kayaking, horse riding facility, radio control car racing track
and etc. The proposed area is at the South West direction of the lake which serves the visitor with food
stalls, resting spot and shading.

Short Term: A center to provide park facilities for the local community, enhance the functionalities of the gardens
Medium Term: Establish a consistent avenue based on the event space, workshops and community center.
Long Term: Create an impact to the site by providing opportunities for both youth and homeless, bridge the gap between individuals of society, and
elevate the community.
▶ Stakeholders
1. Malaysian Environmental NGOs (MENGO)
It was formed under the DANIDA-supported program for environmental assistance to Malaysia.
(DANIDA is the Danish International Development Assistance). The MENGO coalition was formed in
November 2001. The objective of the program is to contribute to the strengthening of the MENGOs
and facilitate their impact on the decision making at all levels in the Malaysian society. One of the
main strategic aims of the program is to support and facilitate a more effective interaction between
MENGO and the Government of Malaysia on environmental policies.

3. Department of Environment (DOE)

4. Taylor’s University
The university provides a complete and excellent Architecture courses, and the faculty has a long term relationship with Lembaga
Arkitek Malaysia (LAM) as an institution to be recognized by the council. The collaboration between the project team and university
provides exposures and experiences for the students and lecturers involved. Volunteerism of students in the project will benefit the
Pavilion with creative and innovative thoughts.
5. Tourism partners
Dull and boredom of a park may result in the degrading condition, fading park culture of the community. As a company or corporate, they contributed
the park by allowing larger flow of populations to visit the lake park, revitalizing the park and enhance the community in terms of the park culture and
healthy life. It adds value to their business and creates a favorable impression in a way that no other forms of promotion or advertising can do. With the
support of the partners, the program is able to sustain itself.
6. Stall tenant
Stalls rental specially catered for young entrepreneur are available at the first level of the building whereby these stalls will form a cafeteria to provide
different types of food and beverage. This provide them a business opportunity on site which they can sell varieties of local food and snacks to promote
the local food culture and thus creating themselves a dominant identity. Food and beverage business will benefit the park by enriching the functionalities
of an urban park by providing a resting spot to relieve their hunger.
7. Traffic users
Adjacent site as a car park and a main road, the site traffic users will be affected during the construction period but a buffering action would e available
for the users. Once the building is fully completed, ground car park would be provided to cater the visitors for the cafeteria and the pavilion.

▶ Success Criteria
Project success criteria is a goal or aim that is measurable and achievable by which the project has been done successful in the eyes of the client. Every project seeks to
produce high quality outcome within the minimum period of time based on a certain set of criteria.
A successful criterion will only be met when the project is handed over with quality deliverables within the time frame. It is essential to balance out the three criteria
which Quality, Cost and Time that will be looked at during a project to prevent wastage of time during a project operation. However, this project is expected to come
up with a design and planning that are able to meet client’s expectation and ensure the building to be constructed within the agreed budget and timeframe. The most
important criteria for the outcome of this project is the quality.

Imitating the messy Asian city, the building prompt to embrace the existing
circulation that surrounded the ground level of the building and promoting free
exploration. Utilizing spaces as a path finding tool, users are encouraged to
explore all spaces to understand more about the nature, the different hierarchy
of spaces, therefore tending to blur the spatial demarcation to promise users a
smooth journey experiencing the inside out spaces.

▶ Program Maintenance Strategy
Audio visual theatre, gallery and cafeteria are the spaces that sustain the building functions, it is necessary to maintain the quality of spaces. Through
income based program, the building are able sustain. The cleanliness and aspect of the spaces is important t be well maintained in order to provide a
healthy and comfortable environment for the users. Many aspects are taken into consideration to sustain the quality and experience of users while
visiting the spaces.
Furniture Quarterly To ensure there is sufficient furniture provided, damage furniture would be replaced.
Kitchen tools and Machineries Monthly To ensure tools and machineries are functioning safely as kitchen is one of the key
program. Test and repair work should be carried out accordingly.
Exhibited Work Monthly To sustain the exhibition gallery, work and products will rotate seasonally to showcase
a different theme.
Book and resources material Monthly To ensure books and resources are in good condition and up-to-date for users’ optimal
experience.
Light fittings Quarterly Lightings to be checked and updated to maximize user’s experience.

▶ Building and Site Maintenance
70% of the building is open for public access, plaza, exhibitions, cafeteria, and gallery. The building is designated to require low maintenance, optimal
use of natural lighting and ventilation to achieve thermal comfort, however the vegetation in the courtyard require frequent maintenance in order to
function as thermal and acoustic barrier.
