The BTS stores the paging messages from the BSC and the PCU on the downlink CCCH
(PCH) to different receiving buffer queues. When the length of the receiving buffer queue
exceeds the threshold, the downlink CCCH is considered to be overloaded. When the
downlink CCCH in the cell is overloaded, the BTS reports the overload information to the
BSC and identifies the cause for the overload. If the overload is due to heavy CS services, the
BTS reports a CCCH LOAD IND message to the BSC. If the overload is due to heavy PS
services, the BTS reports a PACKET CCCH LOAD IND message to the BSC and then the
BSC forwards the message to the PCU or SGSN.
The following counter provides the number of times that the BSC receives a CCCH LOAD
IND message from the BTS controlling the cell.

LOAD IND message from the BTS controlling the cell.

3. Measurement point
The following counter is incremented by 1 when the BSC receives a CCCH LOAD IND
message from the BTS and the load indication is caused by downlink CCCH (PCH) overload
of CS services.

The following counter is incremented by 1 when the BSC receives a PACKET CCCH LOAD
IND message from the BTS.

7. Description
When an MS is paged for CS services, the BSC receives a CS paging message from the
MSC, PCU, or SGSN and sends a PAGING COMMAND message to the corresponding cell
based on the CI contained in the message. This counter is measured based on the cell. This
counter provides the number of pagings over the Abis interface. Refer to GSM Rec. 08.58
and 04.08.
8. Measurement point
This counter is measured when the BSC sends a PAGING COMMAND for CS service to the
cell under the BTS, at A3 as shown in Figure 1.

12. Description
When an MS is paged for PS services, the SGSN or PCU sends a PAGING REQ message to
the BSC. The BSC sends the PACKET PAGING COMMAND message to the corresponding
cell based on the CI contained in the message. This counter is measured based on the cell.
Refer to GSM Rec. 04.08, 04.60, and 03.60.
This counter is measured when the BSC sends a PACKET PAGING COMMAND to the
corresponding cell under the BTS, at B2 as shown in Figure 1.
