Brief Information about Training & Capacity Building of Elected Representatives

and Functionaries of PRIs.

Ministry of Panchayati Raj provides financial assistance to States for training and
capacity building of Elected Representatives (ERs) and Functionaries of PRIs under
Capacity Building component of BRGF, Training & Capacity Building component of
Rashtriya Gram Swaraj Yojana and Panchayat Mahila Evam Yuva Shakti Abhiyan
(PMEYSA). The details of these programme are given below:

(a) RASHTRIYA GRAM SWARAJ YOJANA

The Rashtriya Gram Swaraj Yojana is a Centrally Sponsored Scheme, which

focuses primarily on providing financial assistance to the States/UTs for Training &
Capacity Building of elected representatives (ERs) and functionaries of Panchayati Raj
Institutions (PRIs) in the non-BRGF districts so that they can perform the functions
devolved upon them and the schemes entrusted to them effectively. The scheme has
two components, Training & Capacity Building and Infrastructure Development.
Under the Training component, assistance is provided for actual training as well as
setting up of satellite based training infrastructure for Distance Learning for the ERs
and functionaries of the PRIs and, in respect of the Hilly States and States in the North
Eastern Region, for capital expenditure on creation of infrastructure for institutions
such as the Panchayat Resource Centres/ Panchayat Bhawans at Block/ Gram
Panchayat levels. A small component of RGSY is also available for infrastructure
development. Under this component, assistance is given for construction of Panchayat
Ghars mainly at Gram Panchayat level.

The scheme is demand driven in nature and provides for funding on 75:25 sharing
basis between the Central and State Governments. The financial assistance is 100% to
Union Territories without legislature under the RGSY scheme.

(b) Backward Regions Grant Fund (Capacity Building component)

The Backward Regions Grant Fund (BRGF) programme was launched by the Prime
Minister at Barpeta in Assam on 19th February 2007, and signifies a new approach to
addressing persistent regional imbalances in development. The programme subsumes
the Rashtriya Sam Vikas Yojana (RSVY), a scheme earlier being administered by the
Planning Commission. The BRGF Programme covers 250 districts in 27 States (i.e.
except for Goa), of which 232 districts fall under the purview of Part IX and Part IX-A
of the Constitution dealing with the Panchayats and the Municipalities respectively.
The remaining 18 districts are covered by other local government structures, such as
Autonomous District and Regional Councils under the Sixth Schedule of the
Constitution and state specific arrangements as in the case of Nagaland and the hill
areas of Manipur.

Creation of capacity for effective planning at district and lower level is a key-pre-
requisite to participative planning. Hence the BRGF contains a specific component for
the capacity building of Panchayati Raj Institutions of Rs. 250 crore per year. The
BRGF has adopted the National Capability Building Framework (NCBF). In pursuance
of the NCBF, under the BRGF capacity building component, each State is required to
identify nodal authorities (usually the State Institutes of Rural Development) for
preparation and implementation of a six-year perspective capacity building plan and
annual capacity building plans. Against these capacity building plans, funds are
allocated to States, calculated at the rate of Rs. 1 crore maximum for each BRGF
district in the States per annum. Moreover, a part of the State’s allocation is to be used
for State level activities too. These funds are to be used for undertaking the capacity
building of elected Panchayat representatives, officials and other stakeholders in BRGF
districts as also planning for essential hardware required for strengthening capacity
building.

(c) Panchayat Mahila Evam Yuva Shakti Abhiyan (PMEYSA)

The goal of PMEYSA is to strengthen the elected women of PRIs by creating networks
and through group action. PMEYSA aims at a sustained campaign to build the
confidence and capacity of EWRs, so that they get over the institutional, societal and
political constraints that prevent them from active participation in rural local self
governments.

The activities planned in this programme are designed to reduce the gaps in
accessing opportunities between the male and female elected representatives. Central
Assistance is provided by this Ministry to the States/UTs, for taking up above –
mentioned activities under PMEYSA on 100% basis. The scheme is, however, demand
driven in nature. The activities under PMEYSA are mainly promoted / taken up by a
nodal agency identified / selected by the State/UT Govt. concerned. State Institutes of
Rural Development (SIRDs) have been identified as Nodal Agencies in most of the
States.
