1) As previously discussed and stated on the coverage maps included in the first submission, the
coverage mandate for the system is for 95/95 round trip coverage (up- and downlink) on a multi-
channel simulcast system. As a result, a BER target for received signal strength is not an
appropriate benchmark for system planning. Additionally, the coverage maps are normalized to
show different theoretical signal strengths in different coverage zones, as the coverage zones
assume different building loss levels. The coverage maps show 95/95 round trip coverage at DAQ
3.4, and the note cannot be added because it would be incorrect.
2) The microwave pathing survey for the project has been submitted under separate cover. The
"future" microwave dish at the top RAD center is reserved for use by the State of Maryland; it was
requested by the State during discussions with the State Highway Administration.
3) The application has been updated to match the plans, which is the intended correct configuration.
4) Both descriptors are correct. The application has been updated per the Tower Coordinator's
preference.
5) Revised photo sims addressing the issues discussed on our 11/7 phone call are included with this
resubmission. A side-by-side comparison of the model used in the photo sims with the photo
provided by the Tower Coordinator showed that, when scaled to the same image dimensions and
settings, the model used in the photo sims is darker. The apparent intensity of the photo provided
by the Tower Coordinator comes from coaxial cable routed outside the monopole, and from
platform mounts with panel antennas, neither of which are proposed for the subject tower.
Nevertheless, revisions have been made to several previously submitted sims to sharpen the
appearance of the tower for reference purposes. An additional sim from a closer view, showing
the tower next to the existing one, is included.
6) The FAA determination has been submitted with this resubmission.
7) The structural documentation showing loading is submitted with this resubmission.
8) The requested information has been changed in the application.

- An 80kw diesel generator will be installed inside the compound.
- Associated equipment will be installed inside the shelter and compound.
