2 Overview

2.1 Feature Introduction

2.1.1 ZWF21-01-027 Fast Dormancy

This feature includes “R8 Fast Dormancy”, “Pre-R7 Fast Dormancy Restraint”, “Fast
Dormancy Enhancement for Pre-R8” and “The Optimization After RNC receiving SCRI”
can extend UE battery usage and enhance user experience. The Pre-R7 Fast Dormancy
Restraint function greatly decreases the signaling traffic caused by smart phones on the
control plane but still guarantees user experience. Fast Dormancy Enhancement for
Pre-R8 function enlarges the range of the strategy of the R8 Fast Dormancy to some

pre-R7 UE, which extends the UE battery usage and enhance user experience of such
UEs. “The Optimization After RNC receiving SCRI” is the optimization for “R8 Fast
Dormancy” and “Fast Dormancy Enhancement for Pre-R8”: which makes it possible for
the RNC not to release the UE immediately after it receives SCRI, to avoid data
transmission in short time after receiving the SCRI. Therefore, better user experience
can be guaranteed, but more system resources may be occupied.

3 Technical Description

3.1 ZWF21-01-027 Fast Dormancy

This feature includes “R8 Fast Dormancy” and “Pre-R7 Fast Dormancy Restraint”
functions that are respectively described in the following sections.

3.1.1 R8 Fast Dormancy

3.1.1.1 Basic Principle

To save battery consumption, for some smart phones whose versions are 3GPP Release
7 or Pre-Release 7, once the data transmission ends, they send a SIGNALLING
CONNECTION RELEASE INDICATION (SCRI) message. Upon receiving the SCRI
message, the network releases the Iu signaling and RRC connection. This process is
called “Pre-R7 Fast Dormancy”. When there are data packages to be transmitted again,
the RRC connection and RB/RAB are reestablished. This frequent data transmission
causes frequent network connection and release, and produces many signaling
messages, and it is easy to cause a signaling storm. An example of the channel switch
with Pre-R7 fast dormancy is shown in the following figure.

Fast Dormancy

To resolve this problem, 3GPP Release 8 introduced a simple UE signaling to indicate

the state of a UE for the network. A new UE information element (IE) "Signaling
Connection Release Indication Cause" is added to the SCRI message, and is used to
indicate that the UE has decided to stop activated PS data transmission. On receiving
the IE, the UTRAN can decide to trigger an RRC state transition from the CELL_DCH
state to the CELL_FACH, URA_PCH or IDLE state.

The specification requires that the network controls the UE by broadcasting the T323
timer in the SIB1. Whether the UE uses the SCRI message whose "Signaling Connection
Release Indication Cause" is set to "UE Requested PS Data session end" to inform the
RNC that PS data is sent is controlled by the network.

The controlling principle of the RNC is as follows:

The RNC controls whether timer T323 can be broadcast in the SIB1 by using switch
UUeCnst.t323Swch. If the switch is enabled, timer T323 is broadcast in the SIB1. The
value of T323 is determined by UUeCnst.t323.

When the UE sends an SCRI message with the IE "Signaling Connection Release
Indication Cause" being set to "UE Requested PS Data session end", timer T323 is
started. During the running of timer T323, the UE is inhibited from sending the SCRI
message with the IE "Signaling Connection Release Indication Cause" being set to "UE
Requested PS Data session end" again.

If timer T323 is not broadcast in the SIB1, the UE does not send the SCRI with the cause
“UE requested PS data session end”.

An example of the channel switch with R8 fast dormancy is shown in the following figure.

Note:

1. According to 3GPP 25.331, when timer T323 expires, if the condition for reporting
an SCRI message is still met, the UE triggers the transmission of a SCRI message
again.

2. If SCRI for single signaling which carries the cause value is received, the RNC will
not handle it.

3. Although Fast Dormancy function is introduced in 3GPP R8, but in the real network
it is discovered that part of the pre-R8 UEs also supports Fast Dormancy, so the
handling strategy described here also includes the pre-R8 UEs.

4. If the UE has CS signaling connection or CS RAB in Iu interface, and the RNC

receives the PS domain SCRI from the UE, the RNC will discard this message
directly, and transferring the UE to FACH, PCH or IDLE will not be triggered.

3.1.1.2 SCRI Trigger Channel Switching to CELL_FACH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message

with the cause “UE requested PS data session end” sent by an UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH state to the
CELL_FACH state.

transitioned from the CELL_DCH state triggered by the R8 Fast Dormancy function,
corresponding to the UE of the version R99/R4, R5, R6, R7, R8 and post-R8.

3.1.1.3 SCRI Trigger Channel Switching to CELL_PCH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message

with the cause “UE requested PS data session end” sent by an UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH or CELL_FACH state
to the CELL_PCH state.

 Udrbc.pchSwch is set to “ 2: Only Support CELL_PCH”.

 UCelInfoFDD.pchCellSwch is set to “on”.

 The value of the PCH switch that the UE‟s version corresponds to is „”On”. For
details, refer to 3.3.5 “UE PCH Compatibility Strategy” in ZTE UMTS Dynamic

value is set to “1: Prior to CELL_FACH” but Udrbc.fachSwch is set to “0:Off”.

3.1.1.4 SCRI Trigger Channel Switching to URA_PCH

If the RNC receives a SIGNALLING CONNECTION RELEASE INDICATION message

with the cause “UE requested PS data session end” sent by the UE, and the following
conditions are met, the RNC swtiches the UE from the CELL_DCH or CELL_FACH state
to the URA_PCH state.

 Udrbc.pchSwch is set to “1:Only Support URA_PCH”.

 UCelInfoFDD.pchCellSwch is set to “on”.

 The value of the PCH switch that the UE‟s version corresponds to is “On”. For
details, refer to 3.3.5 “UE PCH Compatibility Strategy” in ZTE UMTS Dynamic
Radio Bearer Control Feature Guide.

 The value of URncInfo.r99R4RrcStaDorm, URncInfo.r5RrcStaDorm,

URncInfo.r6RrcStaDorm, URncInfo.r7RrcStaDorm and URncInfo.r8StaDorm that
the UE‟s version corresponds to is set to “0: prior to URA_PCH/CELL_PCH” or if the
value is set to “1: Prior to CELL_FACH” but Udrbc.fachSwch is set to “0:Off”.

3.1.1.5 SCRI Trigger Channel Switching to IDLE

As described in the above section, when the RNC receives an SCRI message with the IE
"Signaling Connection Release Indication Cause" being set to "UE Requested PS Data
session end", and if neither CELL_PCH/URA_PCH nor CELL_FACH is enalbed, the
RNC switches the UE to the IDLE state.

3.1.2 Pre-R7 Fast Dormancy Suppressing

As described in 3.1.1 “R8 Fast Dormancy”, Pre-R7 Fast Dormancy causes frequent
network connection and release, produces many signaling messages, and easily causes
a signaling storm. Although 3GPP has added R8 fast dormancy, it cannot handle the UE
before Release 8.

To solve this problem, the user plane Heart Beat strategy is added to this function. With
this strategy, the signaling connection is not disconnected because of the SCRI
messages sent by the UE, and thus frequent signaling connection and release can be
avoided. This function is called “Pre-R7 Fast Dormancy Suppressing”.

3.1.2.1 Heart Beat Strategy of the User Plane

To prevent the UEs of version 3GPP Release 7 or Pre-Release 7 from sending the
“Signaling Connection Release Indication” message, and avoid frequent signaling
connection and release, the heartbeat strategy is applied to UEs that meet the following

ZTE Confidential Proprietary 11

Fast Dormancy

conditions:

When the following conditions are satisfied, and there is no data interaction between the
CN and the RNC, the RNC user plane performs the heartbeat detection periodically. The
interval is determined by URncFunction.heartBeatFreq. The heartbeat data is not
included in the traffic volume measurement result of the user plane. When there are data
package interactions between the CN and the RNC, the heartbeat detection is stopped.
So, based on the heartbeat detection, it prevents the UE from sending the SCRI
message, and avoids frequent signaling connection and release. When the UE does not
have data transmission for a long time, it can be switched to the CELL_PCH/URA_PCH
or Idle state by the 4B0 traffic volume measurement report.

1. The control switch for heartbeat corresponding to the UE version is set to “True”;
where for the R4 and for the R4 and pre-R4 UE, it is obtained from
URncFunction.heartBeatUeVerR4; for the R5 UE, it is obtained from
URncFunction.heartBeatUeVerR5; for the R6 UE, it is obtained from
URncFunction.heartBeatUeVerR6; for the R7 UE, it is obtained from
URncFunction.heartBeatUeVerR7; for the R8 and post-R8 UE, it is obtained from
URncFunction.heartBeatUeVerR8;.

2. The UE has PS service, and no CS service.

3. The RLC mode of the service is in acknowledged mode.

4. If parameter URncFunction.deviceTypeInd is set to "1: true”, you need to determine

the Device type condition: "The IE" RRC Connection Setup Complete->UE radio
access capability ->Device type” is not present or the condition of the
“doesNotBenefitFromBatteryConsumptionOptimisation” value is not satisfied. If
URncFunction.deviceTypeInd is set to "0: false”, then there is no need to judge the
reported "Device type” condition.

3.1.2.2 Channel Switching Strategy of the Control Plane

Because of the heartbeat detection, the UE sends an acknowledge data package after it
receives the heartbeat data. This may cause that the RNC cannot correctly make
judgment of event 4B0 for uplink traffic volume measurement, and it causes that the
channel cannot be switched to the CELL_PCH/URA_PCH or idle state based on the

ZTE Confidential Proprietary 12

Fast Dormancy

traffic volume measurement. To solve the problem, new parameter

URncFunction.onlyDnOnHB is added. This parameter controls whether the channel is
switched to the CELL_PCH/URA_PCH or idle state only based on the downlink traffic
volume measurement report when heartbeat detection is performed.

If parameter URncFunction.onlyDnOnHB is set to “1: On”, whether the channel is

switched to the CELL_PCH/URA_PCH or idle state is only based on the downlink traffic
volume measurement report. If parameter URncFunction.onlyDnOnHB is set to “0: Off”,
whether the channel is switched to the CELL_PCH/URA_PCH or idle state is based on
both the downlink and uplink traffic volume measurement reports.

Note:

Tests confirm that the UE does not send uplink data packages after it receives the
heartbeat data, and the channel switching to CELL_PCH/URA_PCH or idle state based
on the downlink and uplink traffic volume measurement can be normally performed, so
the parameter URncFunction.onlyDnOnHB can be set to “0:Off”.

3.1.3 Fast Dormancy Enhancement for Pre-R8

This function is an optimized Fast Dormancy strategy. The UE sends signaling

connection release indication (SCRI) message and the cause is not what regulated by
the R8 Fast Dormancy strategy; and if the UE does not release the signaling connection
by itself (which is indicated by the indicator in the blacklist), it is transitioned to PCH, or
FACH or IDLE. This optimization enlarges the range of the Fast Dormancy strategy and
increases the battery life of the UE, so as to improve the user experience.

When the switch URncFunction.preR8FdEnhSwi is enabled, the RNC executes the fast
dormancy function for the UE in the blacklist based on the following method:

If the IMEI of the UE is not in the IMEI blacklist, or if the IMEI of the UE is in the IMEI
blacklist and the corresponding UImeiBlkList.imeiFastDorm fetches the value “0”(Note: It
is regarded as “Not Released”, but it is shown in the screen as “0: Released”,
which will be modified in later version, when the RNC receives the SCRI message from
the UE which does not carry “signaling connection release indication cause” or the value
of “signaling connection release indication cause” is not “UE requested PS data session
end”, it executes the fast dormancy function for the UE, i.e. whether to transit it to

ZTE Confidential Proprietary 13

Fast Dormancy

CELL_PCH/URA_PCH, CELL_FACH or IDLE can be determined by the network. And

the detailed strategy is the same as the existing fast dormancy strategy for R8 UE which
can be referred to in chapter “3.1.1 R8 Fast Dormancy”.

When the result of the fast dormancy strategy is to transit to CELL_PCH/URA_PCH,

whether it can be transitioned to PCH should be determined according to chapter 3.7 in
ZTE UMTS User Equipment Fault Aversion Feature Guide.

In addition, how to establish the IMEI blacklist is described in ZTE UMTS User
Equipment Fault Aversion Feature Guide.

3.1.4 The Optimization after the RNC Receiving the SCRI

In the field test, it is found that sometimes the UE will send some data after it sends SCRI
message. If the RNC continues to complete the release procedure regardless of the
data, the successive data transmission can only be completed by transitioning to the
CELL_DCH state again from the idle, PCH or FACH state. So it needs to be optimized.

For this optimization, there is a new switch URncInfo.scriDrbcHysSwi and a new timer
URncInfo.scriDrbcHys.

The control plane has received the SCRI message from the UE. According to the
judgment strategies described in "3.1.1 R8 Fast Dormancy" and "3.1.3 Fast Dormancy
Enhancement for Pre-R8", the UE needs to be transitioned to the FACH, PCH or idle
state, and in the meantime the switch URncInfo.scriDrbcHysSwi is “On”, the timer is
started immediately (with the length of URncInfo.scriDrbcHys). If there is UL or DL data
on the current service bearer before the timer expires, the DRBC triggered by the SCRI is
abandoned, and the timer is stopped. If the timer expires, the corresponding DRBC
triggered by the SCRI is executed.

6 Engineering Guide

6.1 Application Scenario

This feature includes “R8 Fast Dormancy”, “Pre-R7 Fast Dormancy Restraint”, “Fast
Dormancy Enhancement for Pre-R8” and “The Optimization after RNC receiving SCRI”

“R8 Fast Dormancy” function can extend UE battery usage and enhance user experience.
You are recommended to enable this function.

“Pre-R7 Fast Dormancy Restraint” function greatly decreases the signaling traffic caused
by smart phones on the control plane but still guarantees user experience. Because
additional pings are needed to maintain the RRC connection for online users, the uplink
and downlink load may be increased, so it is suggested that this function should be
enabled only when there are too many smart phones in the network and the control plane
is heavily loaded.

ZTE Confidential Proprietary 25

Fast Dormancy

“Fast Dormancy Enhancement for Pre-R8” function enlarges the range of the strategy of
the R8 Fast Dormancy to some pre-R7 UE, which extends the UE battery usage and
enhance user experience of such UEs.

“The Optimization after RNC receiving SCRI” is the optimization of “R8 Fast Dormancy”
and “Fast Dormancy Enhancement for Pre-R8”: makes it possible for the RNC not to
release the UE immediately after it receives SCRI, to avoid data transmission in short
time after receiving the SCRI. Therefore, better user experience can be guaranteed but
more system resources may be occupied. If the operator puts more emphasis on the
user experience, it is suggested to be turned on.

6.5 Network Impact

1. The Influence of the Performance of the Devices

None.

2. The Influence of the KPIs of the Network

The advantages of this function are as follows:

ZTE Confidential Proprietary 33

Fast Dormancy

The R8 Fast Dormancy function and the Fast Dormancy Enhancement for Pre-R8
function can extend UE battery usage and enhance user experience The UE state is
controlled by the network, which avoids signaling storms caused by the release of the
UE.

The Optimization after RNC receiving SCRI makes it possible for the RNC not to release
the UE immediately after it receives SCRI, to avoid data transmission in short time after
receiving the SCRI. Therefore, better user experience can be guaranteed.

The Pre-R7 Fast Dormancy Restraint function greatly decreases the signaling traffic
caused by smart phones on the control plane but still guarantees user experience.

The disadvantage of this function is as follows:

Because additional pings are needed to maintain the RRC connection for online users,
the uplink and downlink loads may be increased.

The Optimization after RNC receiving SCRI may occupy more system resources.

3. The data of the influence in the actual network

i. The following performances are improved after this feature is enabled:

 CMP/DMP CPU mean ratio is decreased greatly;

 The load of the SGSN is decreased greatly;

 The paging number of IU PS is decreased greatly;

 The number of on-line user of PS is decreased obviously.

ii. The following performances are deteriorate after this feature is turned on:

 The CS call drop rate is increased slightly.

 The PS call drop rate is increased obviously.

 The paging success rate of PS domain is decreased slightly.

 The RUP CPU is increased.

2. PS RRC request number and RAB request number decreases about 60%;

3. RUP CE usage rate increases about 25% because the increase of the PS on-line
user number.

4. Basic KPI: RRC successful rate and CS RAB successful rate deteriorate a bit; CS
call drop rate has little change, PS call drop rate increases about 23%.

5. There is positive gain in paging: the paging number of the Iu interface decreases by
a big margin. And there is also negative gain: paging successful rate deteriorates
obviously statistic by RNC and the paging successful rate deteriorates to some
extend statistic by CN. But there is no corresponding complains in the long-term
running network, and it has no influence to the user experience.
