On behalf of govt of Japan, extend heartfelt congrats to 2artf. Wishes every success as it charts
new directions for food security initiatives. Jfpr – grants for aifs-spa. We commend
centralpurpose of forum to provide multistakeholder platform. Given still predominant role of
rice, forum is commendable. Jfpr shares common objective of fighting poverty. Re japan – rice
is staple crop. We the jap people made ceaseless efforts for production of rice in j’s cooler
climate. Devet technologies, etc. annual production increased but consumption of rice declinng
cuz of consumer habits changing. Breadmaker. Rice-relatd technologies. Japan willing to share
technological expertise. Also contributed to apterr – legally in effect since july 2012. Provided
urgent support thru tier 3 fn victims. Very first case for apterr since it went into force.. 40 th year
OF coop between asean and japan.

through…but we still have unfinished agenda. Fpr – long term volatility, new norm. theme – not
pitching 1 policy over the other, but rt and ss. Focused on 2nd best options – business of rice
market is multi-stakeholder drive, if we get our acts right, rice market work for poor and
disadvantaged. Forum can offer menu of options. Recommend concrete measures to afsrb for
enfdorsement to som amaf.

Forum importance in contributing to asean 1 econ community in 2015 in agri and trade. Imply
both challenges and opportunities – climate change, pop growth, scarcity of land, water ,
energy. To feed a growing population, agri and food systems must do more with less,
accelerated productivity is the way to go. As an emerging economy, Indonesia responds top
thewse challenges, 1 mst imp strategy in devt agenda. Food strategy and policies – Indonesia
twin track strategy. 1 rural to promte rural incomes. Translate into aqgri growth andimprovuction
side, ed nut outcomes. 2 sdafety net policies focusing on poor, coupled with empowerment
approaches. New food law enacted 2012 providws fss and self-reliance. Food production –
corelemen ts . 5 products – ss targeted 2014. Also shared some other countries. Rice sector –
pro… indo 3rd largest producer after china and india. But due to domestic demasnd, has to
export rice..rice prod has to increase. Fert, seeds, interest rates, import controls exclusively
imple,ented by bulog, promotion of new techno. We realize fs is a complex issue whch needs
global initiave. Apterr, artf, afsis , knowledge sharing, capacity bldg, harmonization of standards
– but some areas require futher enhancement – very limited scaqrcity of resources,
