Once again the circumstances place me in front of the people to express the determined and
renewed commitment with the defense of the National Independence. This is the time, as it never
earlier was, of giving face and respect to the Socialist Homeland we are fighting for. This Program of
Government for the period 2013-2019 answers the achievement of these supreme objectives:

Independence and Socialist Homeland!!!!

As our Liberator said in 1820: “It is unperturbed our determination of independence or


nothing”. Definitive independence or nothing must be the emblem of today’s Bolivarian men and
women. Definitive independence is our cause and our permanent task.

Independence understood from now, forces us to see towards the past to find the true course
towards the future. That's why we go against the reactionary theory of the Empire and the Stateless
bourgeoisie against the Homeland with the combative, creative and liberating theory of Independence
and Socialism as open project and dialectical construction: The Independence process has not ended
and we create it in our daily and permanent struggle.

We must fully carry out the libertarian dream that has never stopped beating in the Homeland
and even today is beating in incessant way. This way I believe it, from the combative faith and the
affectionate reason that encourage me: the heroic heritage forces us and such demand is flag and
commitment to us. From the time we had lived is precise to honor the challenges; so many sacrifices
cannot be in vain, to do them flesh and blood of the new life that must remain the horizon that calls
and challenges us.

II
This is a program of transition to Socialism and radicalization of participatory and leading
democracy. We start from the principle that accelerates the transition, necessarily involves, despite
the redundancy, to accelerate the process of devolution of the power to the people. The alive,
effective and full application of the popular leading power is an irreplaceable condition of possibility
for the Bolivarian Socialism of the XXI century. For that reason, it is the fundamental base and the

principal apex of the National Project Simón Bolívar. The first Socialist Plan of Economic and
Social Development of the Nation 2007-2013: our navigation chart in this cycle that is culminating
emphasizes its strategic role roundly. Strategic role that in the next cycle must be accentuated even
more.

Let's not call to trick: the socioeconomic formation that still prevails in Venezuela belongs to a
capitalist and financier character. Truly, the Socialism scarcely has begun to implant its own internal
dynamism between us. Precisely, this is a program to strengthen and deepen it; directed to a radical
suppression of the logic of the capitalism that must be achieved step by step, but without reducing the
rhythm of advance to the Socialism.

To advance towards Socialism, we need a popular power capable of disrupt patterns of


oppression and domination which still survive in the Venezuelan society, a power able to form a new
sociability, from the daily life, where fraternity and the solidarity go together with the permanent
emergency of new ways of planning and producing the material life of our people. This happens for
smashing up the bourgeois form of State completely that we inherited, which is still reproduced
through its old and pernicious practices, and give continuity to the invention of new forms of political
management.

Then: what is our-american and world context in which we are giving life to an alternative
socialist model? It is clear that Our America is living a change of epoch that started, and it is fair to
recognize it, with the arrival of the Bolivarian Revolution to the power: a change of epoch that is
characterized for a real change of the relations of power in favor of the vast majorities. It is also clear,
that the capitalist system – world crosses for a structural crisis that could be terminal: a crisis that, for
its catastrophic magnitude, forces us politically, like Martí said, to clarify and foresee every day, as in
fact we had done, to minimize its impacts on Venezuela. But there is an encouraging sign that I want
to enhance: an international multipolar system has begun to establish its bases, focuses towards this
great principle that Bolívar used to call “Balance of the Universe”.

When I introduce this program, I do it with the conviction that only with the leading participation
of the people, with its widest discussion in the popular bases; we will be able to perfect it, unleashing
all its creative and liberating potency.

This is a program directed to penetrate “the no return barrier”. To explain it with Antonio
Gramsci, the old thing must die definitively, in order to the birth of the new one; it can be
demonstrated in all its plenitude.

The coherence of this Program of Government answers one line of completely decisive force:
we are forced to penetrate the no return barrier, to make the irreversible transition towards the
Socialism. Truly it is difficult to specify when it will sprout so grandiose horizon, but we must open
sensitive and well guided efforts, to say it with Bolívar, in function of its advent.

Establishing ourselves again, such as our Great Chart says, it is a need that does not admit
any delay, because without this vital basis, we would lose the chance to conclude the historical and
popular feat that precedes us in which we feel ethically responsible. The consolidation of the V

Bolivarian and Socialist Republic is the most beautiful and luminous justification of more than two
centuries of struggle and sacrifice.

Our past, all our past, is alive and teaches us that we have been, and we keep on being, the
consequence of the adversities; but also it indicates to us, thanks to them, we could have glimpsed
collectively what turns out to be ineluctable, and this is what the Program of Government reflects: to
have Homeland definitively; to gain an independent and sovereign Homeland for our sons and
daughters and the children of our sons and daughters; the perpetual and happy Homeland in which
we have always wanted to live; the Bolivarian and Socialist Homeland that, for inexorable order of the
fate, it is going to triumph next October 7, 2012, in the battle of Carabobo of the XXI century. The
Eclesiastés says it: "There is a time for everything and a season for every activity under
heaven”.

To construct this Homeland so that you, compatriot, man, woman, mother, father, young man,
girl, Venezuelan man and Venezuelan woman be able to live well, with justice and dignity, this is what
encourages my fight and is one of the principal reasons that I have to live, along with my more dear
beings, my son, my daughters, my parents.

I propose you to keep on struggling, as our singer Alí Primera used to say, “for the dawn of a
new world”, of an Independent and Socialist Homeland where we could live living, inspired by the
highest valuable of the humanism. In that, I, your soldier, my dear and beloved people, I put all my
Venezuelan heart.

Introduction________________

The document that today we present before the Electoral Power, but especially to
consideration of the laborious and heroic Venezuelan people and to its combative youth, it is a
proposal of electoral program that continues and deepens some of the strategic lines already
contained in the First Socialist Plan of the Nation Simón Bolívar, which are in full development
and execution.

We must indicate that the Second Socialist Plan, for the period 2013-2019, is already in
process of creation. And it is the update of the strategic letter that will guide us by the route of the
transition to the Bolivarian Socialism of the XXI century; it contemplates five Major Historical
Objectives:

I. Defend, expand and consolidate the most valuable good that we have reconquered after 200
years: The National Independence.

II. Keep on constructing the Bolivarian Socialism of the XXI century, in Venezuela, as an
alternative to the destructive and wild system of the capitalism and with it to assure the “major
sum of social security, major sum of political stability and the major sum of happiness” for our
people.

III. Turn Venezuela into a power country in the social, economic and the political aspect inside the
Great Rising Potency of Latin America and the Caribbean, which guarantees the conformation of
a zone of peace in Our America.

IV. Contribute to the development of a new international geopolitics in which a multi-center and
plural-polar world takes shape and achieves the balance of the universe and guarantees the
planetary peace.

V. Preserve the life on the planet and save the Human Race

The first one of them, is relative to the consolidation of our Independence, refers to the set of
national and strategic objectives in the political, economic, social and cultural orders, principally,
whose scope will allow us to set the bases of the irreversibility of the national sovereignty.  

It contemplates the need to guarantee the continuity of the revolutionary process, which implies to
achieve the most forceful popular victory in the presidential elections on October 7, 2012. For this, the
unit of work people, the small and medium producers of the land and the city, besides as other social
sectors, is an indispensable condition. Also, it considers to preserve the sovereignty on our oil
resources particularly, and on the natural ones in general. It means the strengthened capacity to
manage the national revenue sovereignly. To achieve food sovereignty, unleashing our agro-
productive potential, will be another strategic objective.

The full development of our tech-scientific capacities is of vital importance for the achievement of
this first major objective, to create the conditions for the development of an innovative, transforming
and dynamic model, orientated towards the utilization of the potentials and national capacities, as well
as the need of strengthening the national and our-american identity, starting from the Bolivarian
principle “The Homeland is America”.

Finally, it is included in this first major objective, the strengthening of the defensive national
power, consolidating the civic military union and increasing the operational capacity of the Bolivarian
National Armed Force for the integral defense of the Homeland.

Concerning the second major historical objective, it is prefigured in the forms of construction of
our Socialism, to reach the supreme social happiness of the people, it happens, first of all, for
accelerating the change of the economic system, transcending the capitalist financier petroleum
model to the economic Socialist productive model, to allow an equal and fair society, toward
Socialism, supported in the role of the Social and Democratic State, of Right and Justice, in order to
keep on advancing in the full satisfaction of the basic needs to our people’s life: feeding, water,
electricity, housing and environment, public transportation, health, education, public safety, access to
the culture, free communication, science and technology, sport, healthy recreation and worthy,
liberated and liberating work.  

The previous one is related to the necessary promotion of a new ethical, moral and spiritual
hegemony that allows us to overcome the deficiencies, which still do not die, of the old model of
capitalist society. On this matter, special mention deserves the intention of keep going in the
development of a safety public model for the protection of the human life and directing a definitive
revolution in the system of administration of justice, to end impunity, to manage the equality in the
access and to eradicate the classist and racist character in its application.

Finally, for the achievement of this second major objective, it is strategic to untie the potency
contained in the Bolivarian Constitution, achieving the definitive irruption of the new Social and
Democratic State, of Right and Justice, by the consolidation and expansion of the popular power

through the Missions and Major Socialist Missions, the self-government in populations and specific
territories conformed as Communes, among other policy.

The third major historical objective: To turn Venezuela into a power country in the social,
economic and political aspect, inside of the Major Raising Potency of Latin America and the
Caribbean, which guarantees the formation of a zone of peace in Our America, it is directed towards
the consolidation of the political, economic and social power which it is required among other goals,
the definitive irruption of the Democratic and Social State, of Right and Justice, and the strengthening
of the stability and the peace of the Nation.

This historical proposal includes the strategic objective to develop the national economic power,
taking advantage in an ideal way of the potentials that offer our resources. Likewise, it proposes to
extend the military power for the defense of the Homeland, strengthening the Venezuelan Military
Industry, and deepening the new Bolivarian military doctrine and the national geopolitical
development.

It includes the commitment to continue playing a leading role in the construction process of the
Latin-American and Caribbean unit, encouraging the Bolivarian Alliance for the Peoples of Our
America (ALBA, for its initials in Spanish) and Petro-Caribe, as well as accelerating the new regional
political areas: the Union of South American Nations (UNASUR, for its initials in Spanish) and the
Community of Latin American and Caribbean (CELAC, for its initials in Spanish).

The fourth major historical objective implies to keep on journeying the way in the search of a
multi-center and plural-polar world, without imperial domination and with total respect to the self-
determination of the peoples. Finally, it raises the need of keeping on adding efforts to dismantle the
neocolonial system of imperial domination, eliminating or reducing at not vital levels, the economic
and technological relation of our country with the imperial centers of domination, among other
purposes.

The fifth of the major historical objectives is interpreted as the need to construct an economic
productive Eco - Socialist model based on a harmony relation between the man and the nature that
guarantees the use and the optimal rational exploitation of the natural resources respecting the
processes and cycles of nature.

In this respect, it is necessary to ratify the defense of the sovereignty of Venezuela State on the
natural vital resources.

This fifth major historical objective, calls to add efforts to impulse a world character movement
to contain the causes and revert the effects of the climatic change that happens as consequence of
the predator capitalist model.

This Program of Government for the National Independence and the Socialism that we present, it
is only a call to a wide debate of ideas and proposals within Venezuelan people, that works to
prepare the II Socialist Plan of the Nation Simón Bolívar (2013-2019) and keep on forming the major
historical democratic and popular block, integrated for the workers, country-dwellers, students,
African descendants, natives, academics, small and medium producers of the land and the city,
merchants, transporters, motorized, teachers, professionals of the health and public in general,
servers, women, military, settlers, fishermen and fisherwomen, cultural representatives, sports
people, communal and trade union leaders and in a very special way for the Venezuelan youth.

To achieve it, we can paraphrase our Father Simón Bolívar, the unit is essential for the work of
our regeneration.

Major Historical Objectives

I. Defend, expand and consolidate the most valuable good that we


have reconquered after 200 years: The National Independence.

“Fellow citizens… I blush to say it: the independence is the only good we have acquired at the cost of
the others. But it opens to us the door to reconquer them under your sovereign auspices, with the
whole splendor of the glory and freedom”.

The Bicentenary Cycle of our Independence passes through. Our time is loaded with the heroic
heredity that belongs to us as people who carry it in the blood and in the soul. We are in battle again,
with realized dreams and for realizing, in the frame of the Bolivarian revolutionary process, in open
struggle for recovering and consolidating the Independence that we had lost. The aborigines
resistance, the African-descendant rebelliousness, the independent exploit, the Federal Revolution,
the Restorer Revolution; Guaicaipuro, Tamanaco, Terepaima, Andresote, José Leonardo Chirino,
Francisco de Miranda, Simón Rodríguez, Antonio José of Sucre, Ezequiel Zamora, Cipriano Castro
inspires us. And our major inspiring, our maximum regarding is the Liberator Simón Bolívar.

Historically, the deep changes of the agricultural exporting in Venezuela, clearly owner of a
large State and "semi-feudal", to the oil exporting, did not generate significant transformations in the
way of leading the destinations of the Nation. On the contrary: the dependence was deepened to the
detriment of country-dwellers, workers, peasants and popular sectors. The foreign domination, with a
penetration of capital without precedents with the arrival of “black gold”, found the table served for
submissive governments of any kind.

In this context, the oil exporting   Venezuela was born: a petroleum factory subordinated to the
consumer model and warmonger of the Yankee imperialism; there was born a capitalist, repressive
and neocolonial regime that sank the noble and glorious people of Bolívar in the biggest material and
moral misery.

Only the honorable and brave resistance of the patriotic majority of the Venezuelan people and
its honest leadership, expressed in the struggle against the dictatorships of the XX century, in the civil
and military rebellions of the sixties decade, in the combative mobilization of successive generations
of young students and in the major popular and military rebellions of February 27, 1989, February 4
and November 27, 1992, they saved us from one entire destruction as sovereign Nation.

On December 6, 1998, the Bolivarian Revolution, had as base the conscience and the dignity
of the people, initiated the neocolonial hegemony crack. Thirteen years of Bolivarian Revolution are
returned the political Independence.

Today Venezuela has a sovereign Bolivarian Government that does not answer to the Empire
dictations or to any bourgeoisie.

Today people feel deeply proud of its cultural and historical roots, and we are in full recovery
process of the control of our natural wealth and our income.

For that reason, the first major historical objective, for the next period of the Bolivarian and
Socialist Government, will be to defend and consolidate the most valuable good that we have
achieved: the political Independence; to reaffirm our national and our-american identity, as well as to
keep on advancing in the framework of a bold international geopolitics towards our full economic
independence.

II. Keep on constructing the Bolivarian Socialism of the XXI century, in


Venezuela, as an alternative to the destructive and wild system of the
capitalism and with it to assure the “major sum of social security,
major sum of political stability and the major sum of happiness” for
our people.

The crisis that nowadays the so called developed countries suffer is consequence of the
imbalances and intrinsic contradictions to the capitalist system. The voraciousness for accumulating
every time major wealth it is not only causing the irreversible destruction of the environment, but the
multiplication of countless sufferings and hardships on million human beings. The humanity had never
endured such an atrocious inequality. Meanwhile, a few persons and companies monopolize gigantic
fortunes created through financial manipulations and excessive speculations, at the cost of misery of
the majority of the humanity.

Albert Einstein wrote, in 1949:


“I am convinced there is only one way to eliminate these grave evils, namely through
the establishment of a socialist economy, accompanied by an educational system which
would be oriented toward social goals”.

The men and women who are constructing the Bolivarian Revolution, from the beginning, have
shared this conviction, announcing that we should set a different course, building on the experiences
of other countries, learning from their mistakes, starting from our own values and assimilating the
learning of the Liberating Father and of major our-american thinkers.

In the year 2004, the Bolivarian Revolution proclaimed its anti-imperialist character and in 2006
was defined as Socialist. The discourse of the Revolution has been continuous: we do not want to
remain in the sphere of capitalism; it is indispensable that Venezuela personifies the Socialism as the
breadth and opened way towards the supreme social happiness. We fight for a society where the fully
values of the Christianity are realized.

In the next period of the Bolivarian and Socialist Government we will keep on molding a system
of social relations of production sustained in the values of knowing and working; to the service of the
full satisfaction of the human needs of our people: feeding, water, electricity, garment, housing and
habitat, transport, health, education, culture, science and technology.

This is crucial to develop the social ownership of the means of production so that all
Venezuelan families and citizens accomplish the full enjoyment of their economic, social, political and
cultural rights, to live well.  

Let’s to achieve the second major historical objective in the next period: to continue
constructing and establishing the bases of the Bolivarian Socialism of the XXI century to dismantle
the inhuman, predator and warmonger capitalist system of accumulation and to go beyond the logic
of the capital that sustains it.

III. Turn Venezuela into a power country in the social, economic and
the political aspect inside the Great Rising Potency of Latin America
and the Caribbean, which guarantees the conformation of a zone of
peace in Our America.

Next decade, Venezuela has to consolidate itself as a power country in the regional and
universal level. The Venezuelans must feel, as effective way, that is a real and tangible fact the
PARTICIPATIVE AND LEADING DEMOCRACY; and that, as substantive form, the power will be
supported as way of managing the sovereignty of the Homeland as an irreversible way.

The advances reached by the Bolivarian process must serve as base to continue the
consolidation of the Political Power, seen as the dedication of the restitution of the power to the
people and of the plenary application of the participative, leading and Socialist democracy as political
sustenance of the National Unit. This way, we will only have the necessary power to take part in the
complex world stage  successfully.

To advance and consolidate the participative and leading democracy, it is needed to enhance
the value of the human life and its defense, from a essentially level which deprives ethical solidarity
and being above the capitalist value of having something in order to be someone, to consume in
order to exist. To reinforce the ethics in the application of the power is of supreme importance to
constitute the Moral Power of the Nation.

The construction of the Economic Power of Venezuela as energy, agricultural and industrialist
potency to the future, forces us to consolidate the advances to develop the normative framework and
policy of sovereign investments so that the national wealth is at the service of life of our people and of
the construction of a world of justice and peace.

Also it is needed that the Nation, the soldiers of the Homeland with the support of the whole
people, keep on increasing strengthening of the Military Power of the Nation, which is part of the vital
task of integral defense of our Homeland.

In the next Bolivarian and Socialist Government Period we will achieve the major one objective
to unleash all the potency of Simón Bolívar’s Homeland, making a historical democratic and popular
block composed by the hard-working class and its professional layers, as well as the small and
medium producers of the land and the city.

IV. Contribute to the development of a new international geopolitics in


which a multi-center and plural-polar world takes shape and achieves
the balance of the universe and guarantees the planetary peace.

In accordance with the instruction of The Liberator Simón Bolívar, the exterior policy of
Bolivarian Revolution will open all its efforts “to obtain the system of guarantees that, in peace and

war, be the shield of our new destination”; this is an international environment that guarantees the
Homeland Independence for the full disposition of a national sovereign project.

Inspired by the vision of harmony that characterizes the cosmogony of our original native
peoples, and in the Bolivarian conception that an international political action must tend to make the
balance of the universe, the exterior policy of the Bolivarian Venezuela will impulse the formation of a
plural-polar world whose last purpose is the preservation of the peace based on the respect and the
sovereignty of the peoples.

Such as we have expressed it in diverse stages, this plural-polar world will be formed by a
multiplicity of power poles, groups of countries for more balance of the universe, for more universal
democracy, for more equality in the world.

In the next Bolivarian and Socialist Government period, we will continue advancing in this
essential task to guarantee the peace of the world, the peace in Venezuela.

V. Preserve the life on the planet and save the Human Race
In this historical moment, the Bolivarian Republic of Venezuela, in accordance with the ethical
principles of the Socialism, rises the flag of a necessary struggle to adopt, in the national and global
field, an effort to change the model of predator development that the capitalism has imposed on the

world in the last ones three centuries, through of the threatening extension of the voracious economy
market.

In this struggle, we will do all the sensitive and guided well efforts to revert the causes and
effects of the devastating environmental crisis that commit an outrage against the possibility of life of
the human being on the Earth planet.

In this respect, it will be necessary immediate and mediate actions to rescue the balance of the Earth
and to prop up economic productive processes of the human being, on the base of the respect of the
Earth cycles and of its regenerative processes, by means of the establishment of a different relation
from the human beings with the nature.

This new alternative model of Socialist development requires a leading role of men and women
with the new values of living well that support an ecological, social and sustainable economy. This is
only possible from the socialism system as the only alternative to predatory capitalist model that has
already failed.

This new model will obey the instruction that came from the Earth Summit of 1992: To satisfy
our current needs without putting in risk, nor threatening, the capacity of satisfaction of the needs of
the future generations.  

Our country will fight in those sensitive environmental issues (national, regional and
multilateral) with special emphasis on the struggle against the climatic change, the transformation of

the models of production and of untenable consumption and the defense of a new model of social,
ecological and socialist development, as the only planetary alternative to guarantee the life.

In this context, it will be encouraged complementarily, in the bosom of the Organization of the
United Nations, the construction of the “New Ethical Social International Architecture” that allows to
define new international Agenda to the Human and Sustainable Development.

NATIONAL OBJECTIVES

I. Defend expand and consolidate the most valuable good that we have
reconquered after 200 years: The National Independence.

1.1 Ensure the continuity and consolidation of the Bolivarian Revolution in power.
1.2 Preserve and consolidate sovereignty over oil resources and other strategic natural resources.
1.3 Ensure the sovereign management of national income.
1.4 Achieving food sovereignty to guarantee the right to food sacred to our people.
1.5 Develop our scientific and technological capabilities linked to the people's needs.
1.6. Strengthen national defensive power to protect the independence and national sovereignty,
ensuring resources and wealth of our country for future generations.

II. Keep on constructing the Bolivarian Socialism of the XXI century, in


Venezuela, as an alternative to the destructive and wild system of the
capitalism and with it to assure the “major sum of social security,
major sum of political stability and the major sum of happiness” for
our people.

NATIONAL OBJECTIVES

2.1 Propel the transformation of the economic system, in terms of the transition to Bolivarian
socialism, transcending the oil capitalist model   rent towards the socialist productive economic model,
based on the development of the productive forces.
2.2 Building an egalitarian and fair society.
2.3 Consolidate and expand the popular power and the socialist democracy.

2.4 Convene and promoting a new ethical orientation, moral and spiritual development of the society,
based on the liberating values of socialism.
2.5 Achieve the irruption of the New Democratic and Social State of Law and Justice.

III. Turn Venezuela into a power country in the social, economic and

and the Caribbean, which guarantees the conformation of a zone of
peace in Our America.

NATIONAL OBJECTIVES

3.1 Strengthening the role of Venezuela as a World Energy Potency.


3.2 Develop the economic power of the nation based on the optimal use of the potentialities offered
by our resources to generate the greatest happiness of our people, as well as the material basis for
the construction of our Bolivarian Socialism.
3.3 Establish and expand the military power to defend the Homeland.
3.4 Enhance the development of new the national, regional, Latin American and Caribbean
geopolitics.

IV. Contribute to the development of a new international geopolitics in


which a multi-center and plural-polar world takes shape and achieves
the balance of the universe and guarantees the planetary peace.

NATIONAL OBJECTIVES

4.1 Continue to play a leading role in the construction of the Latin American and Caribbean union.
4.2 Strengthen the National and Our America  Identity.
4.3 Continue to promote the development of a multipolar world without imperial domination and with
respect to the self-determination of peoples.
4.4 Contribute to the dismantling of the unhistorical and nefarious imperial and neocolonial system.

V. Preserve the life on the planet and save the Human Race.
NATIONAL OBJECTIVES

5.1 Building and increase the eco-productive and eco-Socialist models, based on a harmonious
relationship between man and nature, to ensure the rational use and optimal and sustainable
utilization of the natural resources, respecting the processes and cycles of nature.
5.2 Protect and defend the permanent sovereignty of the State over natural resources for the
supreme benefit of our people, which shall be the primary guarantor.
5.3 Defend and protect the Venezuelan and our American historical and cultural heritage.
5.4 Contribute to the creation of a global movement to curb the causes and repair the effects of the
climate change occurring as a result of the predatory capitalist model.

I. Defend expand and consolidate the most valuable good that we have
reconquered after 200 years: The National Independence.

NATIONAL OBJECTIVE

1.1 Ensure the continuity and consolidation of the Bolivarian Revolution in power.

STRATEGIC OBJECTIVES AND GENERALS OBJECTIVES:

1.1.1 Achieve a strong, combative and festive victory in the presidential elections of October 7, 2012,
to raise the moral of the Venezuelan people and the peoples of the world in their struggle for
emancipation.
1.1.1.1 Strengthen the unity of the working class and the professionals, small and medium peasants
of the countryside and the city, also the social movements and organizations accompanying the
Bolivarian Revolution.
1.1.2 Expand all the necessary actions policies to ensure an electoral process in a climate of stability
and guarantee that the sovereign will of the people is recognized pacifically.
1.1.2.1 Summon all honest and democratic sectors of the country to contribute to the peaceful
development of the electoral processes.
1.1.3 Defend the will of the people, by the people's organization and the democratic application of the
State authority.
1.1.3.1 Strengthen and defend the Publics Power Offices of the State.
1.1.3.2 Strengthen the conscience and the sectorial and territorial organization of our people.
1.1.3.3 Expand the organization of the people for the integral defense of the Homeland.
1.1.3.4 Promote the capacities of the organisms of national security to guarantee the political stability
and the peace of the Nation.
1.1.4 Strengthening and increase of Popular Power in order that the people are the power.
1.1.5 Preserve, restore and advance in the areas of regional and local government, to deepen the
restitution of the power to the people.

1.1.6 Continue constructing the communication hegemony, in order that in Venezuela all the voices
are listened.

NATIONAL OBJECTIVE:

1.2 Preserve and consolidate sovereignty over petroleum resources and other strategic natural
resources.

The Sovereignty over natural resources is a concept that supposes the guarantee of its use for the
humanist and naturalistic aims of the socialism. So, we will have sovereignty as far we have freedom
to manage, administrate and use them for this purpose. It is indivisible with the politics.

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

1.2.1. Maintain and ensure the control of Petróleos de Venezuela, SA  by the State.
1.2.2. Ensure the hegemony of domestic oil production.
1.2.3. Ensuring a majority stake in the joint venture.
1.2.4. Maintain and ensure control of State enterprises to exploit mineral resources in the country   by
the State.
1.2.4.1. Consolidate and strengthen a State company for the exploitation of mineral resources.
1.2.5. Providing the means for effective control of strategic and related activities associated with the
industrial chain of exploitation of hydrocarbon resources.
1.2.5.1. Actions taken to strengthen the effective control of the strategic related activities of the oil
industry.
1.2.5.2. Consolidate effective control of the key activities of the value chain of oil and gas.
1.2.5.3. To promote and encourage the scientific research and technological development in order to
ensure the core operations of the oil industry.
1.2.6 Providing the means for effective control of the strategic and related activities associated with
the industrial chain of exploitation of mineral resources.
1.2.7 Strengthen the coordination of oil policy within OPEC.
1.2.7.1 Uphold policies for the fair valuation of oil.
1.2.8. Achieving a coordinate request of gas pricing.
1.2.8.1. Promote the mechanisms for the fair valuation of gas.

1.2.9. Create the ability to influence the recovery of mineral prices.
1.2.10. Raising the political and the ideological consciousness of the people and oil workers and
miners, as well as their active participation in the defense of the Nation's natural resources.
1.2.10.1. Deepening the political and social content of the oil industry.
1.2.10.2. Encourage the employee participation in planning activities of the oil industry.
1.2.10.3. Consolidate and deepen the political participation instances of the people and oil workers
and miners.
1.2.11. Foster and promote an initiative of coordination between oil giant countries.
1.2.12. Defend the Nation’s property on strategic mineral resources from oil extraction and develop
the capacity of use them, in their transformation processes and national value added to raw materials.
Special attention is assumed to the design of production chains above the sole exploitation of
deposits. By use of iron and bauxite, where Venezuela occupies important positions worldwide and
other minerals with broad potential for the highest national interests as gold, and coltán.
1.2.12.1. Ensuring the use of natural resources of the country with sovereignty, to satisfy the
domestic demands and use according to the highest national interests.
1.2.12.2. Optimize the fiscal mechanisms to ensure the State sovereignty in the management of the
benefits derived from the heritage of the Republic.
1.2.12.3. Develop the prospective and integral inventory on a national technology platform as well as
the appropriation of techniques for the efficient use of natural resources of the country in terms of its
sovereign interests.
1.2.12.4. Reserve at the highest national interest, through the State, planning and administration of
the forms of ownership in strategic sectors, to ensure the incorporation of these resources into the
production process, for the satisfaction and democratic access to goods and services for the
population.

NATIONAL OBJECTIVE:

1.3 Ensure the sovereign management of national income.

The sovereign managing of the national income involves the ability to grasp and use it in the socialist
humanists and naturalists   objectives. The State must be designed so that the administration of the
national income serves the goals of leveraging the new society.

Given our oil rental country status (which must be reversed through a policy of transformation to a
socialist production model), our national income is based on the development of the oil industry. In
this regard, to ensure the goal of a sovereign management of revenue, it is necessary to control the
oil industry, through a national, popular and revolutionary policy.

The policy must be national, because it is about the dealing of the resources that belong to all
Venezuelans, which requires us to manage them for the benefit of the entire nation. Through the
resource management with a national vision is intended to achieve complete control of the oil industry
in the country, as it is required by the Constitution of the Bolivarian Republic of Venezuela, which,
very clearly expressed that the State represents the collective interests of all Venezuelans, the
hydrocarbon resources of oil and gas. This policy should integrate the country in defense of our main
asset, is a policy that certainly concerns all Venezuelans, and there should not be any differences
about it.

On the other hand, the management of the oil activity must be popular, because it has been directed
by the popular interests and it must promote the participation of the worker class to achieve a
maximum connection with the people. To develop it, we have to rest on the shoulders of the people.
The people have to be a fundamental actor in all its classes, not only through the representation of
the Venezuelan State, but its workpeople and communities.

Finally, our oil policy should be revolutionary, which has to do with who captures the oil revenue, how
it is received and how it is distributed. There is no doubt that the State must be who controls and
capture the petroleum revenue, with base in mechanisms that maximize its value, to distribute it for
the sake of the people, trying the integral social development of the country, in fair and equitable
conditions. This is the element that differentiates us of any other policy about oil.

To guarantee a national, popular and revolutionary policy, we must put the petroleum revenue to the
service of the people.

This means, that who captures and controls the petroleum revenue must be the State. Likewise, to
maximize this revenue, the State must try a sovereign policy that includes the control on the base of
resources and its maximum valuation as a fundamental requisite to guarantee a fair collection. Then,
it is necessary to guarantee that the petroleum revenue is designated to the projects, plans and

programs that guarantee the social integral development of the country under the orientation of the
Bolivarian National and Revolutionary Government aligned with the plans of development of the
Nation.

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

1.3.1. Maintain and strengthen the current oil tax system which is included many positive changes to
the existing in 1998, is seen in the following table:
1.3.2. Support and strengthen the effective mechanisms of reception of the excessive revenue, for
extraordinary and exorbitant increases of the international prices of hydrocarbons.
1.3.3. Establish and develop a mining tax regime, as well as efficient reception mechanisms for the
revenue collection of the mining activity.
1.3.3.1. Regularize and control the strategic minerals production.
1.3.3.2. Strengthen the regime of collection and inspection.
1.3.3.3. Reorganize and establish the valuations of privileges applicable to the liquidation of different
minerals.
1.3.3.4. Check and regularize the agreements of specific privileges for the strategic minerals.
1.3.4. Establish mechanisms of control on the commercialization of the strategic minerals.
1.3.4.1 Create State entities for the commercialization of the strategic minerals.
1.3.4.2 Establish transparent mechanisms for the valuation of the strategic minerals.
1.3.5. Strengthening and deepening of the financial agreements with strategic associates.
1.3.5.1 Support and extend The Venezuelan Chinese Joint Fund. It has become an extraordinary
mechanism of financing for the Venezuelan State, it is a bilateral cooperation structure, signed
between the governments of the Bolivarian Republic of Venezuela and the Popular Republic China,
which has received significant financial resources, which then are canceled through the provision of
crude oil and products.

This instrument has served to the country to reinforce the new geopolitics, based in the diversification
of markets. This mechanism allows the allocation of resources directed to the development of the
country, for the execution of infrastructure works of national interest, the promotion of the small and
medium industry, and for the strengthening of the chains of production and the infrastructure of
support for the economic growth.

This Joint Fund has been structured financially by highly beneficial conditions for the country, in
comparison with the reality of the international financial markets, maximizing the use of energy
resource and achieving the balance of the financial costs.

In the 2011, the Republic received a total of 32.000 MM$, through this mechanism, we have
developed and we develop:

− Infrastructure Projects, such as trains, freeways, marine ports and telecommunication


networks;
− Social development Projects, such as housings, hospitals and medical attention centers;
− Energy development Projects, such as refineries, plants of natural gas processing, tube lines
for oil and natural gas, plants of liquefied gas processing, extraction, transport and commercialization
of coal projects;
− Exporter Projects of crude oil and secondary products and of construction of tanks;
− Integration Industrial Projects, such as construction of commercials ships, companies related
with natural gas, manufacture of fertilizers, manufacture of chemical products;

− Projects for the motor-car industry;
− Agro-industrial Projects, companies for assembly of high technology products, providers of
services for the oil industry companies, steel and aluminum manufacture and miners companies. This
policy of the Bolivarian Government, has allowed becoming independent of multilateral financiers
organisms, like the International Monetary Fund (IMF), the World Bank (WB) and the Inter-American
Development Bank (IADB or IDB or BID).

With this initiative, we have recovered the economic autonomy, the flexibility in negotiations and the
national sovereignty to concrete alliances with other sources not traditional of financing.

1.3.5.2 Promote the creation of financing mechanisms, similar to The Venezuelan Chinese Joint
Fund.
1.3.5.3 Promote the constitution of trusteeship for the financing project of infrastructure.
1.3.6. Support and consolidate the agreements of cooperation and complementarity with allied
countries.
1.3.6.1 Strengthen and extend the Agreements of Energy Cooperation (AEC).

The AEC began as a proposal of the Bolivarian Government to materialize the energy union of the
peoples, like a geopolitical outfitter who allows using the energy resources to motorize the
establishment of fairer, united and efficient relations in the struggle against poverty, reducing the
economic and social asymmetries.

The CCE host integration principles such as energy, solidarity, complementary, fair trade, promoting
investments in Latin America, special treatment and differential nations according to their capabilities.
These initiatives share the historical and fundamental intention of joining the capacities and fortitude
of the countries that integrate them, for the joint definition of large lines of common political actions
among States that share the same vision of the application of the sovereignty, developing each one
their own identity. Among the principal energy agreements are: Argentina, Uruguay, Nicaragua and
Cuba, which have functioned to receive as a payment mechanism of the petroleum invoice, goods
and necessary services for the social integral development of the country; such as: agricultural
products, machines, power stations, services of health, medical equipment and others.

1.3.6.2 Strengthening of agreements in the frame of PetroCaribe.

The agreement of energy cooperation PetroCaribe was signed by 14 nations of the Caribbean region
with the purpose of resolving the asymmetries in the accesses to the energy resources through a new
scheme of favorable, equitable and fair commercial exchange, among the countries of the Caribbean
region.

PetroCaribe is conceived as an alliance capable of ensuring the organization and coordination of


energy policies, technological cooperation, formation, development energy infrastructure and as the
use of alternative sources. Its main objective is to contribute to the energy security, socio-economic
development and the integration of the Caribbean and Central America countries by the sovereign
use of energy resources. At the end of the year 2011, this important mechanism of integration and
cooperation has the support of 18 signatory nations.

1.3.6.3. Strengthening of the ALBA.


1.3.7. Design and establish novel and effective mechanisms, directed to promote the popular
participation in the oil revenue, though the investment and the saving.
1.3.7.1. Strengthen and extend the novel mechanisms of saving for the Venezuelan population, such
as the National Saving Fund of the Working Class and the Popular Saving Fund.

NATIONAL OBJECTIVE:

1.4 Achieve the food sovereignty to guarantee the sacred right to the feeding of our people.

Unleash our agriculture productive potential: 3.665.780 hectares (Ha.) with high fertility for vegetable
production, 12.830.230 Ha. Of few fertility for vegetable production and seeding of grasslands and
27.493.350 Ha. For pastures and forest.

The stock lists of agricultural grounds which have been realized in the country demonstrated that we
have about 2 % of the national territory without any limitations of national climate, soil, drainage or
any topographic unfavorable conditions.

Also we concluded: if we applied the technologies developed by our farmers and investigation centers
massively, we could reach potential numbers of 4 %, which could be used in a wide scale of
agricultural uses (numerous nutritive farming, pastures or forest), in 14 % for the limited number of
farming (nutritive, grasslands or forest that resist low levels of fertility, drought or excesses of
moisture), 30 % for farming, pastures or forest of major resistance to severe limitations as very low
fertility, severe droughts or floods, and the remainder of the territory would stay for natural coverage
as forests or savannas with conservationist objectives, protectors or lenders of environmental
services as the production of water and the biodiversity.

These potential and feasible numbers, compared with the foreseen populations in the coming
decades, indicate that we have sufficient lands to cover ours food production needs and the
environmental services provided while we use them rationally.

In the framework of the Great Mission Agro Venezuela, which has registered 684.883 producers in
the whole country, we can achieve the food availability with national production, with emphasis on the
production of cereals, leguminous, roots and tubers, fruit trees, vegetables, beef, fowl, pork, egg and

milk, as well as the marine and continental fishing and aquiculture, increasing the availability per
inhabitant daily energy: proteins, fats and carbohydrates of domestic origin up to 90 % of the
nutritional Venezuelans requests, generating extras in the production of cereals, fruits and tropical
farming for the exportation.

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

1.4.1 Eliminate the large State definitely.

To realize a process of organization and agro-ecologic zoning based on the capacities of use of the
ground and create a system of rural land registry to guarantee the fair access and rational use of the
resource soil.

1.4.1.1 Increase the cultivated surface for short cycle vegetables, in at least 42 %, from 2,88 MM of
hectares to 4,12 MM of hectares per year to end of the period.
1.4.1.2 Extend the agricultural surface under irrigation from 178 thousand hectares, up to 538
thousand hectares under irrigation, for 2019; it represents an increase of 202 %.
1.4.2 Accelerate the democratization of access, from the peasants, producers of different collective
forms and Socialist companies, to the necessary resources (ground, water, irrigation, seeds, capital)
for production, stimulating the rational and sustainable use of the same ones.
1.4.2.1 Incorporate to the stock of agricultural machineries 110 thousand agricultural tractors, 30
thousand harvest tractors and 400 thousand implements for the sowing, privileging the collective
organization for its use, in base of the national development of the assembly and manufacture
industry.
1.4.2.2 Strengthen the programs of roads (maintenance and construction of new routes) and rural
electrification with the creation of brigades and units of road mechanization by the Bolivarian National
Militia, the Communal Councils and Peasants, the Free and Associate Producers' Networks, the
Mayoralties, the Governments and the National Institute of Rural Development.
1.4.3 Strengthening a set of public policies to support the production, organization and participation of
rural peasant people's power in planning. Such as increased the State investment and private
banking, under the leadership of the Bolivarian government, integrated rural development through
infrastructure, financing to small and medium producers, development of generation projects and
development of food science and technology. And investment in science and technology and the

consolidation of socialist agro-industrial production systems, access to plant and the animal genetic
resources adapted to tropical conditions. The promotion of fishing development through the
modernization of the fleet of ships and the sea and river fishing infrastructure and local production of
agricultural production inputs such as fertilizers, products for crop protection, food additives,
veterinary drugs, food and vitamins to animals, promoting the use of technology to protect the natural
physical environment.
1.4.3.1 Increase the national production food (vegetable, cattle and fishing) in 45 %, from 29,4 MM of
tons up to 42,7 MM of tons/ year.
1.4.3.2 Rise the production of cereals at least 70 %, from 5,13 MM of tons up to 8,73 MM of tons /
year.
1.4.3.3 Growth of the production of leguminous (65 %), oily (73 %), farming tropical: coffee and cocoa
(46 %), vegetables (40 %).
1.4.3.4 Increase 38 % of the cattle production, from 5,32 MM of tons up to 7,35 MM of ton/year.
1.4.3.5 Raise at least 45 % the production of bovine, 43 % pork, 45 % fowls, 44 % eggs for
consumption.
1.4.4 Strengthen the infrastructure, development and functioning of the major socialist poles of
agricultural primary production and Major Systems of Irrigation, managed through socialist
companies, privileging the integration of productive processes into industrial scale.
1.4.4.1 Advancing the Integrated Rural Development Project in Delta del Orinoco in Cocuina,
Manamito and Guara Islands in the Delta Amacuro and Monagas State.
1.4.4.2 Advancing the Integrated Agricultural Socialist Development Project Píritu-Becerra, in Guárico
State.
1.4.4.3 To Start the Socialist Agrarian Development Project Axis-Mantecal Elorza in Apure State.
1.4.4.4 Starting the Socialist Agro-ecological Development Project Axis "Llano Alto" Trujillo and
Barinas States.
1.4.4.5 Initiate the Plan for the Agricultural Integral Development of Guanarito municipality, in
Portuguese, Barinas and Cojedes State.
1.4.4.6 Initiate the Socialist Project of Integral Development Axis Paguey-Santo Domingo,

1.4.6 Create, consolidate and support the local distribution centers in the major cities, direct sales,
and distribution of consumer products, assuring access by the population, and a fair remuneration to
peasant labor, encouraging the development of trade export.
1.4.6.1 Expansion of the socialist distribution networks, MERCAL, PDVAL, BICENTENARIO,
communal markets and free distribution programs.
1.4.6.2 Strengthen and modernize the social regulation system to fight against the usury and the
speculation in the purchase and distribution of the food, as a form of essential goods for human life.

1.4.7 Consolidate the agro-industrial system under control of socialist enterprises, assuring at least
60 % of the storage capacity and processing items (cereals, oilseeds, pulses, sugar, meat and milk)
and 30% in the rest of the food items.
1.4.7.1 Culminate the Industrial Complex of Processing Plants of Machinery & Equipment for Agro
industrial Irrigation "Factory-Factory", in Anaco, Anzóategui State.
1.4.7.2 Complete the Egg hatchery "Loma Larga" Anzoátegui State.
1.4.7.3 Build a Shed for Storage of Fertilizers in Plant Moron, Carabobo State.
1.4.7.4 Consolidate the Hens and Chickens breed centers in Anzoátegui, Guárico and Portuguesa

1.4.7.6 Create the Genetic Center Josefa Camejo, for the production of F1 pigs of high genetic
quality, located in Falcon State. (ALBA Mixed Company of Pigs).
1.4.7.7 Culminate the Commercial Farm José Leonardo Chirino for F1 pigs, located in Lara State
(Mixed Company of pigs of the Alba).
1.4.7.8 Create a Shed Shipyard (PESCALBA).
1.4.7.9 Build the Tractor Factory Grand National Pauny of Venezuela. Phase II. Pedro Camejo
Machining Company, in El Sombrero, Guárico State.
1.4.7.10 The Creation of four (04) Socialist Genetic Technicians Centers “Florentino” for cattle,
located in Bolívar, Guárico, Anzoátegui and Cojedes State. (INIA).
1.4.7.11 Culminate the construction of the Industrial plant of Assembly and Manufacture of Grains
harvester, Phase II (Company of Mechanized Pedro Camejo), in Tinaco, Cojedes State.
1.4.7.12 Install Breeding Center Shrimp, located in Sucre State.
1.4.8. Developing a support system and incentives to promote export trade of agricultural items.
1.4.8.1 Constitute export form joint ventures with allied countries like China, Russia and Iran.
1.4.8.2 Design and execute a policy of exportation to the Caribbean countries and to the North of
Brazil.
1.4.8.3 Define, in the framework of international agreements and integration, trade policies to protect
domestic agriculture.
1.4.9. Establish mechanisms to practice the new revolutionary institutions that guarantee the
participation of small and medium producers in decisions on agricultural matters, by the rural
counsels and networks of free and associates producers.

1.4.10. Promote the diversified production models, from family farming, rural, urban, peri-urban and
aborigines retrieving, validating and disseminating traditional and sustainable models of production to
ensure at least 50% of the total production volume.
1.4.10.1. Promoting the innovation and production of technological inputs for smallholder agriculture,
increasing efficiency and productivity indices.
1.4.10.2. Promote the organization and formation of popular power and collective forms for
development of production locally through the expansion of the schools and formation course of
leaders.
1.4.10.3. Promote the development and use of low-input technologies, reducing harmful emissions to
the environment.

NATIONAL OBJECTIVE:

1.5. Develop our scientist - technological capabilities linked to the needs of the people.

STRATEGIC OBJECTIVES:

1.5.1. Consolidate a scientific, technological and innovator style of transformer, diverse, creative and
deeply dynamic character, guarantor of the independence and economic sovereignty. This initiative
will be directed towards the use of the potentialities and national capacities, in such a way that
recognizes the different actors, forms of organization and dynamics in the process of generation of
knowledge, contributing to the construction of the Productive Socialist Model, the strengthening of the
Socialist Ethics and effective satisfaction of the needs of Venezuelan people.

1.5.1.1. Develop a scientific, technological and innovation directly associated with domestic
production structure, which allows the construction of the necessary conditions for the achievement of
the economic sovereignty and technological independence, as indispensable requisite for the
effective satisfaction of the social needs. This lineament should be developed through the formulation
and implementation of structural disciplinary projects, the generation of a scientific, technological and
innovative knowledge that responds directly to specific problems of the national productive sector,
encouraging the development of industrial scaling process directed to the use of the potentialities,
with effective technological transference. It creates a National Network of Technological Parks for the

development and application of Science, Technology and Innovation in these thematic areas in the
Industrial Parks, in general.

1.5.1.2. Strengthen and direct the scientific, technological and innovative activity towards the effective

of the social problems. It will be promoted the creation innovation units associated with social-
productive units in organized communities, being useful the establishment of national and regional of
scientific cooperation– technological networks, in order to reinforce the capacities of the Science,
Technology and Innovation National System.
1.5.1.3. Ensuring timely access and appropriate use of telecommunications and information
technologies, by developing the necessary infrastructure and computer applications with critical and
addressing social needs and dissemination. They generate contents based on national, multiethnic
and multicultural values of our people, while they promote the inherent principles of Bolivarian
Socialism.
1.5.1.4. Promoting the formation for science, work and production, as support for the advancement of
scientific and technological revolution, through the formation that links the science and the technology
with the production and the work in organized forms and the construction of scientific knowledge and
its diffusion from the collective as well as from the different institutions and organizations of the
national education system. To such effects, it will be encouraged the consolidation of the areas of civil

1.5.2 Consolidate the deployment of the educational infrastructure of the country, in universities,
technical, regular and occupational centers for the formation to the liberating work, as well as the
direct association of infrastructure to formation and innovation to the industrial park, such as directly
in the production units, as in the industrial parks created in the strategy of transition of the productive
system.
1.5.2.1 Update and to direct the formative programs towards the needs and demands of the national
productive system, with the objective to guarantee the professional and occupational technical
formation, of the work, encouraging in every effort the patriotic values and the critical respect in the
organization for the liberating work.
1.5.2.2 Raise the School programs in the factory or production units in order, not only to improve the
preparation levels of the work, but still the same culture, the organization of Workers Councils and the
Point and Circle as substantial elements of the change of the productive model.
1.5.3 Guarantee the conditions that allow the organizations and all people in the national territory, the
access to the opportune and ethical communication in order to contribute to satisfy needs, as well as
the formation to the use, creation and diffusion of contents for the good life of our people.
1.5.3.1 Develop the computer applications with critical respect, attending the social needs.
1.5.3.2 Generate and spread the contents based on national, multiethnic and multicultural values of
our peoples; and, with them, the inherent principles in the Bolivarian Socialism.

2.2 Build an egalitarian and fair  society.

For the period 2013-2019, we face the challenge of deepening the Bolivarian Revolution in what
constitutes its essence: social justice. The continuity of the revolution must ensure the irreversibility of
the process regarding progress on human rights conditions; in that preclude return to poverty, under
the conditions that have determined the deepening in the fight against social inequalities as allowed
to be advancing in releasing people; the participation of the people in the social missions. Carry out
the objective of building a just and egalitarian society is to advance the route toward socialism, means

Books-Reading Rooms, one per municipality that has books, tables, chairs and furniture for reading.

incorporating the participation of 5.200.000 Young people in programs for the use of the free time.

considering the attention to 4,000,000 vulnerable youth, through 400,000 trained young people to
prevent vulnerability factors.  
2.2.1.28. Strengthen the organization and leading participation of young people, to build 3,000 Youth
Councils of People's Power.  
2.2.1.29. Advancing in the social transformation of deprived of freedom through the incorporation of
the family, communal councils, social organizations and any other form of organization, relevant work

with the General Attorney office, Public Defender and Judicial Power.

excluded populations, as follows: a. - Maternal Stage: increase matriculation from 13% to 40% b. -
Preschool Stage: expand the matriculation 100% of coverage c. - Primary Stage: consolidate the
expand, increasing 100% of the aim population; d. - General Secondary Education: increase
matriculation to 100% to achieve that the whole population reaches a level of average not minor
instruction to average general or half technical education; e. - Increase the matriculation of the
technical education in 40 %.
2.2.2.7. Developing the intercultural bilingual education.  
2.2.2.8. Extend the infrastructure and school equipment and sports, and give it continuity to the
incorporation of technologies of the information and communication to the educational process.  
2.2.2.9. To adapt the education system to the production model.  
2.2.2.10. Strengthen and encourage research in the educational process.  
2.2.2.11. Consolidation of the university transformation concerning the integral formation, the
intellectual production and the social connection that guarantees the development of the creative

2.2.2.12. Consolidate the constitutional right to the university education for everyone, strengthening
the revenue, prosecution and promotion, by means of the increase in 90 % the incorporation of young
graduates to the system of university education.

2.2.2.13. Deepening the policy and relevancy of territorial management and development of higher
education, through the increased of the matriculation in 60% municipalized with the Sucre and Alma
Mater  Missions.  
2.2.2.14. Develop formation-investigation programs and projects that give response to the needs and
productive potentials necessary for development of the country.
2.2.2.15. Expand the scientific, technical and humanities skills to guarantee the safety and
sovereignty in the production of material inputs as well as the theoretical, methodological and artistic
production necessary for the good life, by means of the increase in 70% the financing to the
investigation and innovation orientated to projects that support the happiness of the people.
2.2.2.16. Ensuring the health of the population, through the consolidation of the national public health
system, based on the deepening of the Mission “Barrio Adentro”, the Popular Power and the
articulation of all the levels and areas of the protection system, promotion, prevention and integrated
attention to individual and collective health. So we expect to: a. - Increase in 100% population
coverage of integral medical care, in primary care with “Barrio Adentro I and II”, and Specialized Care
with “Barrio Adentro III and IV”, b. - Reduce maternal mortality in 37,3 per 100,000 alive. Reduce
mortality in children under 5 years old to 11,7 per 1,000 alive.  
2.2.2.17. Consolidating the new institutions of the National Public Health System based in the Mission
“Barrio Adentro” as an integration axis of the central network of services, with only rectory, secured
financing, sovereign development of science and technology, human talent of quality and
international solidarity.  
2.2.2.18. Ensuring a healthy diet and proper nutrition throughout the life cycle, in accordance with
constitutional mandates on health, food sovereignty and security, with the increasing prevalence of
exclusive breastfeeding  (Mother Exclusive Lactation LME) in 70%.  
2.2.2.19. Promotion of social territories that strengthen the solidary conviviality and the civil safety in
the daily of the familiar and communal life, as well as the liberation opposite to controllable risks.
2.2.2.20. Ensure the population environments that promote physical activity, recreation, culture and
sport in schools, labor and residential centers, to promote the decrease by 12% overweight in
population aged 7-14 years old and reduce sedentary by 50%.  
2.2.2.21. Promote the leading participation of the People in the areas of intersectional coordination
and institutional departments by the promotion of quality of life and health, through: a. -Increase of
graduates in different professions integrated into the National Public Health, Goal: 80,000 graduates.
b. - 100% increase the participation of the People's Power in the planning, implementation, monitoring

and evaluation of health actions in the Integral Community Health Areas., C. -Increase to 25,000 the
number of people's organizations in health, health committees - Community Councils.  

2.2.2.22. To strengthen the capacity and sovereign independence in science and technology to
produce and ensure the availability of human talent, scientific and technical resources, and necessary
inputs needed for the health of the population, by increasing the proportion of essential medicines
produced in the country in 40%, and the increase in 60% of production in the country of supplies
required by the National Public Health System.  
2.2.2.23. Deepen and expand conditions that guarantee food security and sovereignty.
2.2.2.24. Strengthen national production in new areas, or areas where domestic production is
relatively weak, to cover 30% of domestic demand in oils and fats, and 50% of dairy products.  
2.2.2.25. Enhancing productive capacities and distribution, through the expansion and maintenance
of the transport fleet to cover 40% of the daily distribution of “Mercal Network
2.2.2.26. Expand the collection and selling products   centers, expanding by 50% areperas, bakeries
shops and butchers networks, Venezuela.  
2.2.2.27. Consolidating the Feeding houses, as center of educational and nutritional attention,
through the adaptation and transformation of 4,500 Feeding Houses in center of educational and

2.2.2.28. Consolidate and expand the network of popular pharmacies across the country
2.2.2.29. Do works of infrastructure, orientated to the construction, improvement and adequacy of
industrial facilities to increase the production capacity of processing plants, packaging plants
(operational capacity and processing), center of storage (capacity in dry and cold) and production
lines, among others.  
2.2.2.30. Train, educate and qualify the population, so that they achieve their eating habits and
consumption patterns. It aims to establish as formation camps for Mission “Saber y Trabajo” to the
dining rooms of the National Institute of Nutrition and Strategic Programme   Food   Foundation
(FUNDAPROAL).  
2.2.2.31. Preventing and controlling the micronutrient deficiencies and promoting the food safety in
the homes.  
2.2.2.32. Extend the actions for insertion and socio-productive activation of the families from the
social ownership, the creation of social-   production networking community, households, groups of
solidary exchange and other forms of association for the work and pertinent formation.

2.2.3.1. Complete the resizing process of the missions, in light of the fulfillment of the objectives for
which they were created or in order to attend new challenges.  
2.2.3.2. Create new major missions in areas, issues or problems prioritized according to strategic
objectives.  
2.2.3.3. Develop, from major missions, the accompaniment systems of territorial base to transform
the life of families and communities into poverty situation
2.2.3.4. Guarantee special financing systems for the sustainability of the missions and Great Socialist
Missions.  

NATIONAL OBJECTIVE:

2.3. Consolidate and expand the popular power and socialist democracy. Reach full sovereignty, as
guarantee of the irreversibility of the Bolivarian project; it is the central purpose of the application of
the power by the aware and organized   people. The creation and development of new instances of
popular participation realize of how the Bolivarian Revolution advances consolidating the hegemony
and control of the political, social, economic and cultural life of the nation. The power had been
kidnapped by the oligarchy is returned to the people, who, from battle to battle and of victory in
victory, has increased its level of organizational complexity.

2.3.1. Guarantee the leading participation of the organized people in the areas of formation, the
transformation of economic productive model, the prevention and social protection from the new
instances of popular participation, such as communal councils, organizations of women's, youth and
adolescents, aborigines, African descent, students, workers, peasants, motorized, professionals,
small and medium producers and traders, sex diverse population, transporters, farmers,
environmentalists, movements of people among many others, in the areas of formation.  
2.3.1.1. Accelerate the promotion of the participation of the people in the communal systems of
aggregation: Communal Councils, Rooms of Social Battle, socialist communities, communal cities,
federations and confederations Communal, to strengthen of the local capacities of action on territorial,
political, economic, social, cultural, ecological aspects and security and defense of national
sovereignty.  
2.3.1.2. From the year 2013 to 2016: there will be promoted the organization of 21.004 communal
councils that would link 8.821.296 (Full coverage of the Venezuelan population). From the year 2017
to 2019: It will accompany and promote the organization of 2.699 Communal Councils annually
(considering the annual rate of population growth in 1.7%, meaning that in 2019 it will reach a total
population of 30.550.479 inhabitants).  
2.3.1.3. There will be promoted the aggregation and conformation of 250 Rooms of Social Battle
annually, taking as a reference the average of the rooms incorporated in 4 years of existence of this
policy, in this respect, there will be kept the principle of promoting the instance as political
complementary figure to achieve aggregation of Communal Councils and developing integral plans
for community management to achieve the transformation of the material and spiritual conditions.  
2.3.1.4. Consolidation and accompanying power in the period 2013-2019 will strengthen the formation
of 3000 socialist communes, considering an annual growth of 450 communes   approximately,
according to demographic characteristics of territorial development axes. These communes will group
39.000 communal councils where will life 4.680.000 families, representing 21.060.000 citizens. This
means that about 68% of Venezuelans people in the year 2019 (30.550.479) will live in communes
aggregation subsystems.

2.3.2. Guarantee the transference about the management and administration of the public, from the
institutional, regional and local departments towards the organized communities, bases organizations
and other department of popular power, as a strategic line of full restitution of power to the sovereign
people.  
2.3.2.1. Achieve the consolidation of a system of coordination among the various departments of
popular power in order to transcend the local action to the regional and national areas, toward the
construction of a subsystem of communes, Motor Development Districts and Territorial Development
Axes, in consonance with the territorial potentials and cultural heritage of the people of each locality,
based on the harmony and coherence with the Strategic Development Plans of the Nation.  
2.3.2.2. Restore the notion of responsibility concerning the process of communal, regional and
territorial planning to promote the jointly responsible participation of the popular organizing in the
study and establishment of guidelines and strategic actions for the development of plans, works and
services in communities and regions.  
2.3.2.3. Consolidate 24 Units of Integral Community Technical Accompaniment (one per State), with
multidisciplinary teams that guarantee an effective and efficient communal management in order to
strengthen the integral technical policy of support to the Popular Power in the application of the
Communal Management
2.3.2.4. Constitute an Inspectors’ Department, integrated by 4,500 professionals and technicians and
under a permanent formation program of socio-political and technical-productive, developed by the
School for the Strengthening Power.
2.3.2.5. The functioning of the Units of Social Controllership of 29.101 Communal Advices that will be
promoted in the frame of the period 2013-2019, to promote the exercise of the controllership and the
social control in all the areas of the community work as guarantee for the achievement of the strategic
aims and the satisfaction of the needs of the inhabitants of the organized communities.
2.3.3. Strengthen the territorial integration and the national sovereignty, across the balanced
development of the regions, stimulating economic activities that generate effects of attraction and
incentive to reinforce the population accession in a subsystem of communes, trying with it a
distribution of the harmonious population with the utilization of the productive capacities of the
territory.
2.3.4. Ensure the full social inclusion: The Popular Power as responsible of the recognition of the
dignity of the human being as a subject in full application of their rights, recognizing the family as a
protective factor and fundamental basis of the new social framework, whose premises are harmony,
solidarity, complementarity and stewardship as path to live well.

2.3.4.1. Promote the stewardship of the People in the struggle for the eradication of poverty in all its
manifestations.  
2.3.4.2. Constitute 43,029 Prevention and Social Protection Committees in Communal Councils,
committees at the rate of 6,174 per year on a sustained basis. These committees will participate in
the execution and implementation of plans and public policies for the care and monitoring of the
inclusion of vulnerable people in their communities and territories.  
2.3.4.3. Guarantee the special policies, from the community, to the population in major level of
vulnerability: Children and adolescents, adults and older adults, people with disabilities, homeless
people, people with addictions, sex-gender population-diverse among others.
2.3.4.4. Ensure the organization of families benefiting from the Great Mission Hijos de Venezuela and
Amor Mayor, through departments such as Adultos Mayores  committees, Patria Preñada Committees
and Patria Niña  Committees.  
2.3.4.5. Promote from the community a system of activities focused in generating new schemes of
recreation, which are opposed to the culture of excess, destruction and disrespectful of human
relations that the capitalism generates.
2.3.4.6. Conformation of 55,000 Sport and Recreation Committees, maintaining sustained growth at
the rate of 6,500 annual committees, which will be jointly responsible for the planning and
implementation of the Prevention Plan and Recreation community.  
2.3.4.7. Consolidate the system of activities aimed at social prevention through the promotion of the
National Recreation Plan for living well, which includes, between other processes the incorporation of
the community in lifelong sports through sports community subsystem, ensuring participation of 10
million people and the recovery of public areas for communities to develop cultural, recreational and
preventive activities.
2.3.4.8. Develop annual Vacation Community Plan; with an approach of responsibility between
people power and revolutionary institutions. 500,000 children and adolescents in vulnerable situations  
will be progressively incorporated.  
2.3.4.9. Promote programs of formation and permanent debate as for social prevention with the
participation of 420.000 spokespersons of the popular power at the rate of 60,000 participants per
year.  
2.3.5. Consolidate the different processes of socialization of knowledge, aimed at strengthening the  
appropriate abilities, skills and tools for the people for the application of public and cultural and social
development of communities, expanding the number of participation. Since 2008, 25,000 communal

councils have participated in various formation programs developed by Schools for the strengthening
of the People.  
2.3.5.1. Over the next seven years there will be formation projects in the different processes of
socialization of knowledge, of 47,000 communal councils.
2.3.5.2. Incorporation of 10,000 facilitators from different organizations of the Popular Power as main
subjects in the formation process.  
2.3.5.3. Establishment of Cores of Formation locked and managed by communities as a place of
learning and socialization of knowledge in 3,000 communes and 1,000 Social Battle Rooms projected
for this period.
2.3.5.4. Enhancing the performance of popular education as a driving force of the conscious
mobilization of the people-oriented to the final restitution of the Power to the People.  
2.3.5.5. Develop and specialize formation programs that raise the capacity of management of the
Popular Power in skills that are transferred in the political, economic and social areas for national
development strategies.  
2.3.5.6.   Incorporate 5,000   facilitators to the formation of the various productive technical production
organizations, through vocational guidance of the spokespersons of organizations of the Popular
Power.  
 2.3.5.7. Incorporating sociopolitical and technical-productive   formation to 500,000 Productive Army
Brigades linked to the Great Missions.
2.3.6. Construct the new productive system of the country in new social relations of production,
guaranteeing the transformation of the primary inputs of national production, stimulating and
consolidating a productive, redistributive, post-financier, post-capitalist economy on the base of the
wide public, social and support collective property of the production means. The possibility of the
social planning in authentic synchrony with the centralized planning and the development of the
diverse forms of social-productive organization, sustained in the diverse forms of property of
producers and free producers associates, emphasizing social, indirect relative property, and groups
of united exchange.  
2.3.6.1 Generate a productive diversified and sustainable system that guarantees communities and
the nation development, by means of the recovery, reinforcement, activation and creation of
companies of social property.  
2.3.6.2 Promote in the period 2013-2019 the constitution of 30.000 companies of social direct
property to transform raw material and to add valuable to the inputs from national production, to
industrial and semi-industrialist scale for the satisfaction of our people’s needs.

develop the phases of the productive cycle in the period 2013- 2019.

finance, facilitate, receive and control the financial and not financiers, returnable and not returnable
resources, administered by the communities and different organizations of the Popular Power.

the familiar property, groups of joint exchange, as well as the free affiliation of producers.

Companies, Indirect Communal Production Units, Family and Solidarity Exchange Groups in the

2.3.6.9 Stimulate politics of social reinvestment with the resources generated for the organized
communities in order to mass the responsible contribution of satisfaction of people’s needs and

2.5.2.2 Establish as norm the development of days and procedures of popular interpellation on the

2.5.3.1 Plan and execute the transference of competences to the Communes, communal advices,
technical tables of services, to the movements of settlers, native peoples, to the workpeople councils,
and students, on the subject of housing, sports, culture, social programs, environment, maintenance
of industrial zones, maintenance and conservation of urban areas, prevention and communal
protection, construction of works and public services.  
2.5.3.2 Plan and execute the participation in economic processes stimulating the different
expressions of the economy and the endogenous development, through co-operatives, savings
banks, companies of social, collective and mixed property, mutual and other forms.

establishment of Formation Schools of Administrative and Political agent in Institutions of the State,

2.5.4.4 Execute a gradual reorganization process of the administration of State, standardizing and
dignifying conditions of the public servants, according to their roles and responsibilities, directed to
the use of the professional abilities and labor towards the strengthening of economic productive

2.5.4.5 Deep and execute the procedure of political, and administrative sanction, for the public
servants who incur in administrative and political ineffectiveness and corruption.  
2.5.4.6 Eradicate the traditional solicitor   agents definitively, to perform legalizations, payments, to
obtain scholarships, pensions or conduct any legal management in the Public Administration, flow
with speed and organization, through the overcrowding of top technologies and unification of criteria.
2.5.4.7 Suppress all unnecessary formalities on the requirements demanded to obtain legal
operations with the State or obtain licenses, registration, diplomas, certificates, etc.  
2.5.5 Leading from the headquarters of the State a deep and permanent revolution in the justice
system to end the impunity, equality in access and eliminate the class character and racist in its

to achieve arms control, disarmament and ammunition, as well as the intensification of building
program of investigation, apprehension and prosecution of persons responsible for killings,
kidnapping, robbery and theft of vehicles.  
2.5.6.2. Further strengthening public security organs and citizens, through the provision of individual
and institutional equipment to police forces and the technological communication for a rapid and
effective response.  
2.5.6.3. Deployment of the Bolivarian National Police throughout the country and the culmination of
the process of reorganizing the Scientific, Penal and Criminal Investigations Organization (CICPC).  
2.5.6.4. Promote the transformation of the criminal justice system and support the creation of
alternative dispute resolution, through the installation of the Houses of Criminal Justice in each of the
prioritized municipalities.

the development of communication networks and means of expression of the words, images and
voices of our peoples.  
2.5.7.2. Strengthen the use of media as an instrument of formation for the transition to socialism,
promoting civic values and the responsible and critical use of the media. In this task, it is essential to
encourage research on communication as a human process and transformation tool and social
construction.  
2.5.7.3. Consolidate social regulation of the media as a tool for strengthening people's power, motion
and to the National Popular Communication (community radio and television stations, community
newspapers, environmentalists, workers, youth, party, unions, farmers, and others) as a area for the
articulation of meanings and relationships produced from the practice of social and human
communication, in order to transform reality from the people's organized.  
2.5.7.4. Update and develop technological platforms of media, taking advantage of the
implementation of the Open Digital Television (TDA), which will expand the quality of transmissions
and offer a broader range of distinct signals.

AMERICA.

NATIONAL OBJECTIVE:

3.1. Strengthening the role of Venezuela as a World Energy Potency.

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

3.1.1. Develop the capacity of production of the country in line with the vast reserves of hydrocarbons
under the principle of rational exploitation and conservation policy, exhaustible natural resource and
not renewable resource.
3.1.1.1. Reach crude production capacity from 4 MMBD in 2014 to 6 MMBD in 2019.  
3.1.1.2. Reach natural gas production from 9247 MMPCD in 2014, to 11947 MMCFD in 2019.  
3.1.2. Develop the Orinoco Oil Belt.  
3.1.2.1. Develop confirmed reserves of the Orinoco Oil Belt to reach a total production capacity of 4
MMBD in 2019.  
3.1.2.2. Develop the production of six new joint ventures established production and processing of
crude in the Orinoco Oil Belt, to reach production capacity of 2,090 Million Barrels per Day in 2019.  
3.1.2.3. Build new breeders to convert heavy crude from the Orinoco Belt of 8 ° API crude improved
from 32 to 42 ° API with a total capacity of 1 MMBD processing.  
3.1.2.4. Build two new refineries, one in Cabruta, Guárico State; and another one in Industrial
Complex Park Jose Antonio Anzóategui with a total processing capacity of 720 MBD.
3.1.2.5. Drill 10,500 oil horizontal wells, grouped in 520 tiller production.  
3.1.2.6. Building a storage capacity of 20 million barrels and the laying of 2,000 km of pipelines and
piping.  
3.1.2.7. Build a deep water terminal in Sucre State for receipt and dispatch of crude and products with
an export capacity of 2.0 MMBD and three river terminals of solids and liquids in the Orinoco River.  
3.1.2.8. Build five power plants with a total generation capacity of 2620 MW, which generated
petroleum coke used in the process of improving the crude of Orinoco Oil Belt.  
3.1.2.9. Construct two industrial condominiums in the areas of Carabobo and Junín, to supply
services to breeders.

3.1.2.10. Create 6 Petro Industrials  Socialists  Bases (PISB) in the region of the Orinoco Oil Belt, in the
areas of Palital, Chaguaramas and San Diego Cabrutica, to develop metallurgical activities, marine,
manufacturing drills, locks, valves, Tubular and other goods and services.
3.1.3. Maintain production in traditional areas of oil and gas.
3.1.3.1. Keep drilling activities, rehabilitation and repair of wells.
3.1.3.2. Continue adding new secondary recovery projects and maintain and improve existing ones.
3.1.3.3. Maintain and improve levels of reliability and maintainability of existing infrastructure.
3.1.4. Develop gas reserves in our territorial waters.
3.1.4.1. Develop existing potential in the gas belt of Venezuela Rafael Urdaneta project, Mariscal
Sucre and Plataforma Deltana, to reach a production capacity of 720 million cubic feet of gas in 2014
and 2030 MMCFD in 2019. Accelerate Venezuela's gas belt exploration efforts in Blanquilla, Gulf of
Venezuela, Ensenada de Barcelona, the Mariscal Sucre and northern Atlantic coast, to search new
reserves of non-associated gas to incorporate gas reserves of 135 BPC exploratory natural gas  
expectations.
3.1.4.2. Accelerating efforts gas belt exploration in La Blanquilla, Gulf of Venezuela, Ensenada de
Barcelona, Mariscal Sucre and in the northern Atlantic coast, to the search new reserves of non-
associated gas reserves to incorporate gas exploratory prospect BPC 135 natural gas.
3.1.5. Adapt and expand domestic refining circuit.
3.1.5.1. Adapt and expand the national refining system from 1.3 MMBD in 2013 to 1.8 MMBD in 2019,
towards the further processing of heavy and extra heavy crude from the Orinoco Oil Belt, and adapt it
to the demands of quality products in domestic and international markets. This includes expansion
projects and deep conversion refineries El Palito and Paraguaná Refining Complex, and the
construction of three new refineries, Batalla de Santa Inés 100 MBD, Petro-Bicentenario 350 MBD
and Cabruta capacity of 220 MBD.
3.1.6. Expand transportation infrastructure, storage and shipping of oil and gas.
3.1.6.1. Adapt and expand transport pipelines systems existing as Sumandes and Sisor, and the
construction of new systems such as Puerto La Cruz - Maturin, Bajo Grande - Planta Ramón Laguna,
El Vigía – El Frío and El Palito - Barquisimeto.
3.1.6.2. Adapt and expand the network of fuel distribution plants, including El Guamache and Fishing
Port in Güiria, and the construction of new plants, as plant west of Caracas, Catia La Mar, Batalla de
Santa Inés, Cabruta and Jose.

3.1.6.3. Expand the gas transmission network to reach 1965 kilometers of pipelines between the
existing ones and new pipelines as José Francisco Bermudez (SINORGAS) in the North, and in the
Orinoco - Apure  Axis.
3.1.6.4. Increase the production capacity of extracting natural gas liquids in 120 MBD, through gas
processing projects Soto I and Soto II, San Joaquin  IV, and Pirital I.
3.1.6.5. Strengthen and expand the coverage of the distribution of methane to displace LPG
consumption and provide better quality of life to the population through laying 11,760 km.
3.1.7. Strengthen and expand the domestic petrochemical industry.
3.1.7.1. Develop petrochemical projects for natural gas processing, refining gasoline and currents,
transforming them into higher value-added products.
3.1.7.2. Consolidating and developing the six petrochemical   planned: Ana Maria Campos, Moron,
Jose Antonio Anzóategui, Paraguaná, Navay, Puerto de Nutrias and Guiria Port.
3.1.7.3. Increasing the production of nitrogen and phosphate fertilizers by 43%, which will cover
domestic demand and will make Venezuela an exporter of fertilizers for the entire region.
3.1.7.4. Increase 300% the production capacity of olefins and traditional plastic resins, and develop
other plastic resins chains necessary for the country and currently imported.
3.1.7.5. Expand 87% the installed capacity of chemical production sector, with emphasis on the
production of aromatics and development downstream chain of methanol and urea.
3.1.7.6. Continue under the “Gran Misión Vivienda Venezuela”, developing modular housing factories
and accessories (Petrocasas) installed in different parts of the country, 10 new plants reaching a
production of 50,000 housing units / 800,000 windows   per year / 800,000 doors   per year .
Significantly, this production of housing and accessories will be available after the second quarter of
2013.
3.1.8. Develop industrial complex related to oil, gas and petrochemical industries to strengthen our
economic sovereignty.
3.1.8.1. Increase the assembly and manufacturing capacity in the country of Drills and well servicing
equipment through “Industria China-Venezolana de Taladros” (ICVT) and others; to create capacity of
15 drills per year.
3.1.8.2. Strengthen the construction process in Venezuela of drilling rigs and production of offshore
fields, such as the one built for Petrosucre’s   Corocoro field, to ensure the timely availability of

extra   heavy oil, through processes of improvement in site, processes of deep conversion of
hydrogenation  advanced and catalytic processes of Aqua conversion.
3.1.9.2. Position the use of technologies of secondary and tertiary exploitation of heavy and extra
heavy oil, to reach a recovery factor of 20%. These technologies emphasize the continuous steam
injection, in situ combustion, and the injection of surfactants.  
3.1.9.3. To create the Technical Petroleum Socialist School for the formation of the average technical
personnel needed in more than 180 trades, across the incorporation of the “Misión Ribas Técnica”
(Mission Ribas Technician) with a capacity of 5,000 people per year.  
3.1.9.4. Implement national headquarters and campus authorities and professors at the University of
Hydrocarbons that meets the technical and ideological formation of cadres respite generation
development areas of the Orinoco Oil Belt and Offshore.  
3.1.9.5. Create the Research Institute of Coke and Minerals from processing crude from FPO for

3.1.10. Deepening the diversification of our markets.
3.1.10.1. Deepen market diversification strategies of crude and products, with a goal for 2019 to 2200  
MBD Asian MBD, 1250 MBD Latin America and the Caribbean, 550   MBD in Europe and 1.150 MBD

3.1.10.2. Deep integration strategies and positioning of Venezuela in Latin America and the
Caribbean, such as construction projects of refining capacity of 1,100 bpd between countries of
Ecuador, Brazil, Nicaragua and Cuba, and 2,300 km of crude oil transport a capacity of 500 MBD to
the Colombian Pacific. In Asia, the construction of a capacity of 1,200 MBD 3 represented in
refineries in China, one in Vietnam and Syria.

Carabobo II 400/230 kV and associated transmission system, SVC Horqueta in 230 kV Substation,
Line No. 2 Uribante - The Watcher II and El Vigia II - Buena Vista insulated 400 kV, 400 kV system in
the west of the country (The Deer - Buena Vista).
In Sub-transmission: Expansion Link System Transmission - Distribution 115/13.8-34.5 kV to meet
the end-user loads.

In Distribution: compensate the distribution level circuits improving the power factor loads and
building new feeders to supply end users with the appropriate quality of service. Extend and adapt the
Electrical System in the Western Region which includes the States of Barinas, Merida, Táchira, Apure
Alto, Trujillo and Zulia and the construction of the following works: 45 substations, 4,044 km of
transmission lines, 7,096 km of distribution lines, 1305 and 8654 Distribution MVA MW in generation
plants. Extend and adapt the Electrical System in the Central Region which includes the Apure,
Aragua, Carabobo, Cojedes, Capital, Falcon, Guárico, Lara, Miranda, Portuguesa, Vargas and
Yaracuy and construction of the following works 67 substations, 4,075 km of lines Transmission, 3179
miles of distribution lines, 8,488 MVA in Distribution, 5542 MW in generation plants.
Extend and adapt the Eastern Electric System which includes the States of Anzóategui, Bolivar, Delta
Amacuro, Monagas, Nueva Esparta and Sucre and the construction of the following works 48
substations, 4,110 km of transmission lines, 4,743 km of distribution lines, 1,083 MVA Distribution
and 6780 MW in generation plants. Continue improving the efficiency and quality of electricity service
through the development of electricity infrastructure with efficiency, quality, continuity, reliability and
environmental friendliness.
3.1.13.6. Continue improving the efficiency and quality of electrical service.  
3.1.13.7. Promote the efficient use of electric power, using alternative sources and implementing the
use of wind power.  
3.1.13.8. Assures the supply of the electrical service for new housing developments covered by a

of existing gold, shaping mixed companies in which the Bolivarian Republic of Venezuela has the
control of their decisions and supports a major participation of 55 % and organizing the small mining
industry in production units.
3.1.15.9. Shape mixed companies for the exploitation and processing of bauxite, iron, coltán (niobium
and tantalum), nickel, phosphoric rock, feldspar and coal; in which the Bolivarian Republic of
Venezuela has the control of their decisions and supports a major participation of 55 %.
3.1.15.10. Shape companies of social direct property considering the direct popular knowledge in the
industrial transformation of not metallic minerals of principal use for the construction of such civil
works as soft clays, sands, gravels, granzón, granite, granodiorite, schist, marble, gneiss, limestone,
gypsum and salt.
3.1.15.11. Develop the mining technologies that diminish the environmental impact, the volumes of
residual material and the superficial processing of the useful material; taking advantage of the
potential of the universities and institutes of the country and the agreements of technological transfer
signed with allied countries.

international tourism promotion. In this respect, it aims to achieve a number of 2 million international
tourists visit our country, tripling the current average.
3.2.7. Develop the tourism sector as a productive activity that generates sufficient income that could
be redistributed by the Bolivarian Government to satisfy the needs of the Venezuelan people.  
3.2.7.1. Promote domestic tourism growth through policies and programs of Popular Tourism. In this
regard, it aims to reach an annual number of 22 million people realize trips for tourist motives.
Currently, according to information provided by the National Statistics Institute (INE), a total of 17
million Venezuelans make, year, tourism inside the national territory.
3.2.7.2. Strengthen the Network of Hotels Venetur and its positioning as the first hotel network of the
country. Likewise, to position Venetur Casa Matriz as the principal tourist operator of Venezuela, this
will allow increasing the direct contribution of this economic activity for the benefit of the country.

3.2.7.3. Internationalize the network of hotels Venetur, by means of alliances and own investments,
with allied countries. This policy will allow the capture of currencies that could be reoriented to satisfy
the needs of the Venezuelan people.

Our Homeland promotes peaceful cooperation among nations, promotes the Latin American and
Caribbean integration, the principle of self-determination and not intervention in the internal affairs of
each country, is for it that the military power of the country is net defensive and dissuasive, that
neither threatens anybody does not even have invading pretensions, opposite this, we are promoters
of the peace Latin American and Caribbean integration to contribute to the defense of our people, this
obliges us to guarantee every day to strengthen of our own doctrines and military technologies that
allow us to be a pacific reference in the region, Adapting our military industry to our own needs
derived from the geostrategic reality of our Homeland, using of the cooperation with countries friends.

State of Miranda, Vargas and the Capital District, distributing 21,000 liters/water second.
3.4.1.17. Complete the construction of the aqueduct Luisa Cáceres de Arismendi, which will allow
offering a constant service of drinkable water to the inhabitants of Nueva Esparta and Sucre,
distributing 2,700 liters / second.
3.4.1.18. Complete the construction of the Extension of the Regional System of the Center; this will
allow offering a constant service of drinkable water the inhabitants of the Carabobo State: Oriental
Axis of the Carabobo State and Municipality Carlos Arvelo; for the Aragua State (the whole
metropolitan axis from Municipality Iragorri up to the Municipality Ribas). With the construction of this
fourth line the production was increasing from 7.200 to 9.000 liters / second. Population to benefit
400,000 inhabitants.
3.4.1.19. Complete the construction of the Aqueduct Barcelona - Guanta - Lechería, which will allow
to offer a constant service of drinkable water the inhabitants of the Anzoátegui State (Puerto la Cruz,
Guanta, Barcelona, Lechería), increasing the water production from 3.000 to 6.000 liters / second and
benefiting a population of 800 thousand persons.

3.4.2. Promote and accelerate the development of Mining Arch.
3.4.2.1. Create a legal frame that guarantees the sovereign and hegemonic control of the State in the
development of the productive chain of the mining sector and its connected activities.
3.4.2.2. Guarantee the due quantification and certification of the volumes of available resources in the
sectors of the iron, aluminum, coltán, gold and other minerals.
3.4.2.3. Promote the development of own technologies that allow for rational exploitation of minerals

geographical area covered by each of them, a set of economic, social, scientific and technological
projects destined to achieve the integral development of the regions and the strengthening of the
popular power, in order to facilitate the transition towards the socialism.

mechanisms of union of the South of the different continents, with special emphasis in the BRICS.

5.1. Constructs and to stimulate the economic productive echo - Socialist model based on a harmonic
relation between the man and the nature, which guarantees the use and rational, ideal and
sustainable utilization of the natural resources, respecting the processes and cycles of the nature.

5.1.1. To promote socialism as the only option to the predatory and unsustainable capitalist model.  
5.1.2. Promote, nationally and internationally, a new socio-productive ethic which promotes the
transformation of unsustainable patterns of production and consumption capitalists.  
5.1.3. Generate alternatives and new socio-productive economic cooperation schemes and financial
leverage for overall development and the establishment of a global fair trade, under the principles of
complementarity, cooperation and solidarity.  

NATIONAL OBJECTIVE:

5.2. Protect and defend the State's permanent sovereignty of the State over natural resources for the
ultimate benefit of our people, which shall be the primary guarantor.    
 
STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

5.2.1. Promote actions at national and international levels for the protection and conservation of
strategic areas, including: sources and reservoirs of water (surface and groundwater), integrated
watershed management, biodiversity, sustainable management of seas and oceans and forests.  
5.2.1.1. Maintaining leadership in multilateral international negotiations and regional related
environmental sectorial legal frames.
5.2.1.2. Continue promoting the recognition of access to the water as a human right in all forums and
areas.  
5.2.2. Eliminate and fight against international schemes that promote the commodification of nature,
environmental services and ecosystem.  
5.2.2.1. Activate strategic alliances to fight against the commodification of nature in all international
forums.  
5.2.2.2. Stimulate the development of a vision from ALBA and CELAC which will strengthen the
defense of regional interests, with their own view from the south, in these sensitive and strategic
issues that are new forms of domination and dependence.

5.2.3. Promoting cooperation at the regional level, for the integrated management of cross-border
natural resources.  
5.2.3.1. Reinvigorate the cooperation with frontier countries in the field of environmental management
and ecological areas of common interest under the principles of international law.  
5.2.3.2. Defend the territorial rights and the sovereignty of the Venezuelan State in the negotiations
related to the administration of marine and ocean, as well as marine biodiversity beyond national
jurisdiction.  
5.2.4. Fight against the securitization of the global environmental problems which must be solved for
the participation of all States, without foreign hegemonic impositions.  
5.2.4.1. Keep monitoring of the development of the agenda of the Security Council to prevent the
incorporation of environmental and human rights issues as issues of "security".  
5.2.4.2. Strengthen the substantive debates in economic, social and environmental topics in the
pertinent forums to regional and multilateral level, to ensure that decisions are taken inclusively and
transparently, without guidance paternalistic and neo-colonial by developed countries.  
 
NATIONAL OBJECTIVE:

5.3. Defend and protect the historical and cultural heritage and our American Venezuelan.

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

5.3.1. Offset the production and valuation of cultural elements and historical dominant, circulating
statements across the mass media and the diverse institutions.
5.3.1.1. Involve to the public institutions in the production of forceful critiques to the cultural forms and
to the historical dominant reconstructions.
5.3.1.2. Revitalize criticism through public media (magazines, television, events, etc.).  
5.3.1.3. Promote the production of school textbooks to generate conscience and educate new
generations critically.  
5.3.2. Produce areas of expression and registration mechanisms of popular culture and historical
memory of subaltern social and ethnic groups.
5.3.2.1. At national and regional level, identify areas of popular forms of expression and reproduction
of historical memory (e.g., the chroniclers).

5.3.2.2. Organize inside every Community Advice and in every Commune in Construction,
workgroups for the record of historical memory and the dissemination of the contents of popular or
ethnic culture (in the case, for example, the aborigines, Afro-Venezuelans, of the work of the Urban
Land Committees, and other Mesas de Agua).  
5.3.2.3. Popular experts’ formation in safeguarding the cultural heritage and popular historical
memory.
5.3.2.4. Involve to the museums and other institutions of historical and cultural interest, in the plan of
conservation and valuation of the cultural and historical popular Heritage.
5.3.3. Production of new culture, according to the humanistic approaches, with popular actors and
intellectuals to integrate the past with the present revalued we want to build.  
5.3.3.1. Promote debates inside the popular organizations about the cultural experience and identities
for the analysis the current situation and the changes that are needed.  
5.3.3.2. Put special emphasis on gender relations. In this respect, promoting the creation of working
groups made up women, to reflect on their work and family life and produce strategies of resistance
and liberation, as they suffer the brunt of the dominant cultures, where women are relegated to a role,
often suffering explicit forms of violence. The same would apply to sexual diverse groups (gay,
lesbian, bisexual and transgender), forced to live a condition of repression and humiliation, where the
only way out is the frivolity offered by the capitalist world.  
5.3.3.3. Encourage the construction of social areas, which can match the communal councils more
involved with the revolutionary project, which is experiencing new forms of socialization, economic
rules more supportive and less repressive identity construction.
5.3.4. Develop strategies of maintenance in the global world of dissemination of the cultural and
historical memory of the Venezuelan people.  
5.3.4.1. Plan in an effective way the delivery to all the public libraries, as well as school materials
produced on (a) the history of subaltern groups, (b) popular historical memory, (c) the different
regional and ethnic cultures of Venezuela.  
5.3.4.2. Stimulate the diffusion in the massive, public and private mass media, of the historical,
cultural, popular, traditional contents and of new production.
5.3.4.3. Elaborate and realize a coordinated plan of diffusion of the traditional culture and of the
historical secondary and ethnic memory of Venezuela across the diplomatic international institutions
of Venezuela and to stimulate the relations with the universities of other countries.

NATIONAL OBJECTIVE:

5.4. Contribute to the creation of a global movement to curb the causes and repair the effects of
climate change occurring as consequence of the predatory capitalist model.  

STRATEGIC OBJECTIVES AND GENERAL OBJECTIVES:

5.4.1. Continue the struggle to preserve, respect and strengthen the climate regime formed by the
United Nations Framework Convention on Climate Change and its Protocol of Kyoto.  
5.4.1.1. Dismantle schemes of international carbon markets that legitimate the purchase of rights of
pollution and the unpunished destruction of the planet.
5.4.1.2. To promote and encourage the strengthening of the legal system with emphasis on current
climate the historical responsibilities of developed countries.  
5.4.1.3. Promote and support actions promoting international justice with relation to the breach of the
developed countries of their obligations under the Protocol of Kyoto.  
5.4.2. Design, nationally, a National Plan of Mitigation, which includes the productive issuing sectors
emitting greenhouse gases, as a voluntary contribution to national efforts to save the planet.  
5.4.2.1. Promote the transformation of those productive national sectors,   aligned to the ethics
transformational socialist economic model, with special emphasis in the energetic, agricultural or
cattle sector, management of solid waste and forests.  
5.4.3. Design an ambitious National Plan of Adjustment in accordance with the ethical eco-socialist
Bolivarian frame, which allows to our country to be prepared for the scenes and climatic impacts that
will take place due to the irresponsibility of the industrialized, contaminating countries of the world.
5.4.3.1. The Plan will have to be elaborated by the collaboration of all the national entities in charge of
the territorial planning and the management of disasters by strategic foresight for temperature
increases over the next 20 years, depending on the promises of mitigation to be consolidated under
UN.  
5.4.3.2. Calculate the costs derived from the losses and resultant hurts of extreme climatic situations,
including insurances and reinsurances for sensitive specific sectors (as the agriculture), which will
have to add to the ecological debt of the industrialized countries.

TO CARABOBO’s BATTLE
AND TO THE VICTORY OF THE
SOCIALIST HOMELAND.

Throughout the proposal presented today, the march is reflected on more than two centuries of
resistance and then 13 years of a people in Revolution and is summoned for all those who want
Homeland to continuing walking for the path of the Socialism, under the maxim that left us Antonio
Machado's poetry:
“Travelers, there is no path, paths are made by walking.”

The content of the Program of the Homeland tries to interpret the will of the popular majorities, but
however we could capture it in the text; we know that it is not enough. That is why from this day, June
11, 2012, until next December, we want this plan to be an object of the most wide and
notwithstanding debate, in order that one could add, suppress and correct it, in order that it
complements and enriches itself, in order to the Socialist Plan II of the Nation that will govern us
during the next period of Bolivarian and Socialist Government and It is a genuine collective work, as it
corresponds in times of revolution.

This proposal belongs to the Venezuelan People, which has softened it with their demands, their
dreams, their resistance, their struggles and victories. So we are sure they will know how to put the
necessary accents, imparting their endless encouragement and inspiration.

This program of the Homeland belongs specially to You young man who works, study, sow, think,
innovate, You who make us feel deeply proud with your sporting and artistic   triumphs, You who have
become a soldier to defend the sacred land, which struggle in the present for the future. It is a
program for the future that belongs to you, to direct yourself to major and best opportunities, as the
Professor Luis Beltrán Prieto Figueroa requested.  
Let’s go men and women workers, peasants, students, people of African descendants, aborigines,
Academics, small and medium producers of the country and the city, merchants, carriers,
motorcyclists, health professionals in general, teachers, public servants, women, soldiers, settlers,
fishers, farmers, athletes, and especially Venezuelan youth!
