 North Carolina Legislature

 House Bill 12 and House Bill 17:


 Changing the overall structure of the community college boards and
the ability of the Governor to appoint their own candidates to different
boards

 Sanctuary Cities
House Bill 12

 Would change both the Governor’s and local School Board’s


respective abilities to appoint trustees at “certain” community
colleges
 Some colleges would see the four trustees formerly appointed by
the governor be appointed by the House and the State Senate,
respectively
 Some colleges would see the four trustees formerly elected by the
local board of education be appointed by the county board of
commissioners
 Has not yet become law
House Bill 17

 Changes the trustee appointment capabilities of the Governor at


the board of trustees at each UNC school
 Four former appointments from the Governor will now be appointed
by House and the Senate, respectively
 All vacancies will be notified to the General Assembly and filled by
the General Assembly
 Signed into law by lame duck governor, Pat McCrory, before
current governor, Roy Cooper, took office.
Senate Bill 145

 Text is designed to force local governments to “comply with state


laws related to immigration” and “to prohibit constituent institutions
from becoming sanctuary universities…”
 Proposed law says that it creates “incentives to comply,” but no
such incentives are described.
 Today, 4/25, the bill was updated with new language and referred
back to the committee responsible for its creation in the Senate
