and Evaluation Workshop for DOLE Integrated Livelihood and
Emergency Employment Programs @ILEEP) under the
Bottom-up Budgeting (BuB) Program for the Year 2016

Highlights:

The DOLE-NCR thru the Makati/Pasay Field Oflice headed by Dir.


Rowella V. Grande conducted a (two) 2-day pre-planning workshop at
the Cuneta Astrodome, Pasay City as part of the preparation in the
implementation of various livelihood goup projects under the BuB
Program for the year 2016. This was participated in by various sectoral
groups of Pasay City along with the Public Employment Service Office
(PESO) of Pasay City headed by Ms. Filipinas Rosario Sampang. The
objectives ofthe workshop are as follows:

To strengther/enhance the capacity of the Civil Society Organizations


on how to sustain the profitability oftheir livelihoos undertaking;

a To provide technical assistance on the improvement of the viability


and feasibility ofthe proposed projects;

To demonstrate an understanding of business management systems;


and

To ensure that 100% of the participants are capable of managing the


goup projects

II. The workshop started at about 9:00AM right after the registration of
the participants. Director Rowella V. Grande delivered the welcome
message and thanked all the participants for their presence. She
likewise asked the cooperation of the group for the success of the said
activity.

lI. Ms. Maritess Bulisig, Sr. LEO of CaMaNaVa Field Office discussed
the basics of entrepreneurship which includes traits and skills that an
entrepreneur must have to become successful, risk of becoming an
entrepreneur and rewards of being an entrepreneur. She also likewise
emphasized that the successful business undertaking starts from a
perfect planning and perfect execution of all the ideas and skills
leamed from the past experiences. Ms. Bulisig reiterated that entering
into a business needs a special skill and passion. Whether you're just
getting into the game or you're a professional, you probably know that
being an entrepreneur isn't easy. It takes a special kind of person with
a certain set of personality traits to be able to ride the rollercoaster and
come on top.

tv. Ms. Ofelia Eugenio, General Manager/Owner of Gold Aide Trading,


was also one ofthe resource persons who shared her business ideas and
business techniques why she reached the status of being a successful
entrepreneur. Ms. Eugenio said that as an entepreneur who started
several business over the years, to be successful, they must have
passion, motivation and persistence, which all play into one another.
Ms. Eugenio said that not every entrepreneur will be successful, but
the possibility of failure doesn't mean that you should shy away from
trying something new. Innovation is one of the keys to bring back the
customers back to you.

After the presentations, Dir. Grande along with Ms. Bulisig took
charge of the open forum to discuss some clarifications and issues on
the topics presented including projects that are not allowed under the
livelihood guidelines. Dir. Grande said that the priority projects for the
year 2016 will be for sectoral groups or group projects and individual
projects are discouraged.

VI. A business planning workshop immediately followed led by Dir.


Grande. She grouped the participants according to what sector they
represent. Each group will formulate a business plan using the DILEEP
Annex E (Template for Group Project Proposal).

VII. Dir. Grande started Day 2 (Jaruary 30) by discussing and giving tips
and techniques on how to create a good business plan. She explained to
the goup all the items in the said template that need to be filled up.
She again reiterated that the ultimate objective of the business plan is
for the group project and how the project will be eaming for the benefit
of the direct beneficiaries.

VIII The ten (10) groups presented their proposed projects one by one while
Dir. Grande shared her expertise through critiquing and giving
recommendations for the betterment of their proposed projects. The
group agreed that the proposed projects must be consulted first to the
other group members who are not present during the activity. This is to
ensure that the projects are in consensus ofthe group.
