8.54 ONE MAN COMMISSION Recommendations of the One Man Commission


on allowances-Orders-Issued.

ORDER

The One Man Commission constituted in the Government Order second read above, among
other things. has recommended enhancement of various allowances. The Government has carefully
examined the recommendations of the One Man Commission and accept the same Accordingly,
Government pass the following orders

(I) Washing Allowance

(a) For Nurses-Enhanced from Rs. 15/- to Rs.75/- p.m.

(b) For all other categories-Enhanced from Rs. 15/- to Rs. 3O/-p.m.

(ii) Hill Allowance

The maximum ceiling on Hill Allowance shall be enhanced from Rs. 300/- to Rs.450/
- p.m.

(iii) Stitching Charges

The stitching charges shall be enhanced from Rs. 50/ to Rs. 100/- per set.

(iv) Risk Allowance

The existing rate of Risk Allowance which has been sanctioned/enhanced prior to
31-1 2-90 shall be increased by 100%

The existing rate of Risk Allowance which has been sanctioned/enhanced after 31-
12-90 shall be increased by 50%.

(v) Risk Allowance to Veterinary Surgeons

The Veterinary Doctors working in the upgraded post of Veterinary Surgeons attached
to the institutions located in the disease proned areas will be allowed Risk Allowance
at Rs.100/- p.m.

(Vi) Farm Allowance

The Farm Allowance sanctioned to Veterinary Assistant Surgeons working in Livestock


Farms shall be enhanced from Rs. 50/- to 100/- p.m.

(vii) Winter Allowance

The maximum limit of Winter Allowance shall be enhanced by 10%. The revised rates shall
be as below :-

(l) Those working in the places at 5°/ of basic pay subject to a maximum
1,000 metres to 1,499 metres of Re. 100/- p.m.
above M.S.L.

(ii) Those working in the places at 10% of basic pay subject to a maximum
1,500 metres above M.S.L. of Rs. 150/- p.m.

(viii) Non-Practicing Allowance

(a) The existing rate of Non-Practicing Allowance of Rs. 300/-; Rs.450/- and Rs. 500/-
payable to Medical Officers shall be enhanced to Rs. 600/- Rs. 900/- and Rs.1000/
- respectively.

(b) The existing rate of Other Compensatory Allowance payable to Medical Officers for
restricted private practice shall be enhanced from Rs. 125/- to Rs. 250/- p.m.

(ix) Over Coat Allowance

The existing Over Coat Allowance payable to Civil Assistant Surgeons shall be enhanced
from Rs. 175/- per annum to Rs.265/- per annum and for Civil Surgeons from Rs. 200/- per
annum to Rs.,300/- per annum.

(x) Post Mortem Allowance

This allowance shall be revised as given below

Director of Medical Education side

One Medical Officer Rs. 75/-


One Mortuary Attendant Rs.27/-.
One Scientific Assistant or Steno-Typist Rs.21/-
One Laboratory Technician from Forensic
Science Department Rs.15/-
One Basic Servant Rs.12/-

Director of Medical and Rural Health Services side

One Medical Officer Rs.75/-


One Mortuary Attendant or one Sanitary
Worker Rs.27
One Pharmacist Rs.21/-

(xi) Leprosy Allowance/Special Leprosy Allowance

Existing rates of Leprosy Allowance shall be doubled.

(ix) Rural Allowance

Medical Officers working in Primary Health Centres shall be allowed the Special Pay of
Rs.300/- p.m. attached to the post.

Medical Officers working in Primary He Centres, in addition to Special Pay attached to the
post, will be allowed revised rates Rural Allowance as below:-

(a) those provided with quarters Rs.375/- p.m.

(b) those not provided with quarters Rs. 525/- p.m.

(xiii) Clerical Allowance

This allowance shall be enhanced from Rs.30/-p.m. to Rs.60/-p.m.

(xiv) Special Compensatory Allowance

This allowance shall be enhanced as detailed below:

(a) Drivers in Secretariat/Drivers in From Rs. 115/— to


State Guest Houses and Motor Rs. 175/- p.m.
Cycle Messengers of Public
(MV) Department

(b) Drivers attached to Ministers From Rs. 125/- to


Rs. 190/- p.m.

(xv) Out of Pocket Expenses

This allowance payable to Drivers working in the offices outside the Secretariat

shall be enhanced from Rs. 10/- to Rs.15/- per day.

(xvi) Office Accommodation Allowance

This allowance payable to Assistant Public Prosecutors shall be enhanced as below

For Assistant Public Prosecutor, from Rs. 90/- to Rs.l80/- p.m.

Grade-I

For Assistant Public Prosecutor, From Rs. 60/- to Rs. 120/- p.m.

Grade-lI

(xvii) Training Allowance

The existing rate of Training Allowance paid at 15% of pre-revised pay shall be revised and
fixed at 10% of revised pay.

(xviii) Medical Re-Imbursement

The annual ceiling on re-imbursement of medical expenses shall be at 60 of revised pay.

2. These orders shall take effect from 1st September 1998.
