Bandung Monorail Corridors 1 & 2

General Proposal

1.1 General Profile

China Railway Construction Corporation Limited (“CRCC”) was solely established by


China Railway Construction Corporation on November 5th, 2007 in Beijing, and is
now a mega size construction corporation under the administration of the
State-owned Assets Supervision and Administration Commission of the State Council
of China (SASAC). On March 10th and 13th, 2008, CRCC was listed in Shanghai (SH,
601186) and Hong Kong (HK, 1186) respectively, with a registered capital totaled
RMB 12.3 billion.

CRCC, one of the world's most powerful and largest integrated construction group,
ranking the 79th among the Fortune Global 500, and 6th among China’s Top 500
Enterprises,as well as 1st among ENR’s Top 250 Global Contractors in 2013, is the
largest engineering contractor in China.

The business of CRCC covers project contracting, survey design consultation,


industrial manufacturing, real estate development, logistics, trade of goods and
materials as well as capital operations. CRCC has developed mainly from
construction contract into a complete and comprehensive industrial chain of scientific
research, planning, survey, design, construction, supervision, maintenance and
operation, etc. The comprehensive industrial chain enables CRCC to provide his
clients one-stop integrated services. Now CRCC has established its leadership
position in project design and construction fields in plateau railways, high-speed
railways, highways, bridges, tunnels and urban rail traffic.

To date CRCC has participated in a total length of 390 Km in LRT over the world.

CRCC leads the future of urban rail transportation construction in China and has
participated in the construction of all urban rail transportation projects from the first
subway in China, the No. 1 Subway in Beijing, to the first straddling single rail urban
light rail transport system in Chongqing, especially the first commercially operated
model line in the world, the Shanghai Maglev Train.
 Shanghai Maglev Demonstration Line

In 2001, we participated in the construction of this maglev track, which is the first and
only maglev track currently in commercial operation in China. The track recorded
maximum train speeds of up to 432 km/h during trial operations. The project was
completed in 2002 with a total contract value of RMB540 million. We are currently the
only company in China possessing proprietary knowledge of high-precision maglev
track beam manufacturing technology and have obtained two intellectual property
rights for technologies developed for this project

 Beijing Metropolitan Railway Lines

Beijing Metropolitan Railway Lines: We have constructed subway routes No. 1, No.
2,No.5,No. 13 and the Bawangfen-Tongzhou Line of the Beijing Metropolitan Railway
Lines System, the combined subway and light rail connecting Beijing International
Airport with the city center of Beijing. The construction of routes No.1 and No.2 was
completed in 1989 with a total contract value of RMB1.7 billion. As part of the subway
line crosses the city center, we employed underground excavation technology to
minimize interference with city center traffic

 Chongqing Light Rail

This is a straddle-type, single-rail transportation system. We used our own PC beam


technology, having obtained three patents in the beam body, mold and construction

methods, and successfully overcame difficulties such as steep slopes, multiple curves
and the manufacture and erection of an S-shape reverse curve PC beam. The project
was completed in 2004 with a total contract value of RMB110 million. In 2005, this
project received Top Ten Construction Technology Achievement in China

 Extension for West-end of No. 2 Subway in Shanghai

The project is an extension of the west-end of the No. 2 Subway in Shanghai with a
total length of approximately 6.1 km. We were engaged as the general contractor and
completed the groundworks as well as the construction of the electrical engineering
system and railways of all sections between stations. The project was completed in
2006with a total contract value of RMB3.6 billion.

Apart from the LRT achievement, CRCC has also made huge success in railway, toll
road, airport, wharf, water transportation, etc.

1.3 About Bandung LRT project

Bandung, is the capital of West Java province in Indonesia and the country's third
largest city by population. Bandung city LRT was built to address the congestion
growing. LRT also serves to provide the best services to the users of public
transportation the city of Bandung.

The project officially named Bandung Monorail Corridors 1 and 2. see map below.

Technical Profile

2.1 Proposed System

1.Monorail

Currently Monorail technical includes three types: H-BAHN, Straddle-Beam Monorail
and AEROMOVEL. Straddle-Beam Monorail and AEROMOVEL are belong to the
same structure type, but different mode of traction. Straddle-Beam Monorail Transit is
electric traction and AEROMOVEL uses air propulsion for the movement of
lightweight.

Bandung is located in plateau basin surround volcanic peaks in west Java, urban area
is gently topography, Monorail can well adapt to the terrain by smaller slope.
Straddle-Beam Monorail is recommended in Bandung.

2.2 Proposed Rolling Stock

At present, Bombardier and Hitachi are product monorail vehicles basically. There is
only one of Bombardier monorail vehicle. Hitachi monorail vehicles have three kinds
of models: minimum, medium and maximum. Bombardier INNOVIA300 is
recommended for the urban monorail vehicles.

2.3 Proposed Structure Type

2.3.1 Rail beams

Standard span of rail beam make use of precast prestressed concrete (PC).The
section size is set to 1.5 m (high) by 0.85 m (width). Dedicated Cast steel bearing of
PC track beam is adopted as Standard prefabricated beam of Straddle-Beam
Monorail.

2.3.2 Foundation design

Pier foundation of bridge is according to geology to adopt the formation of digging pile,

drilled pile or open-cut foundation. Reinforcement ratio of pile will control of 0.4% ~
2%, the depth of rock-socketed pile should meet the requirements of the stress.

2.3.3 Pier design

Pier of urban light rail is located in the middle of the road space, the overall landscape
requirements for pier is higher. Generally ordinary pier should adopt reinforced
concrete T-shaped single-column pier priority, The Inverted L-shaped pier or portal
pier column is adopted in special the terrain restriction.

2.4 Proposed length of work for each kilometer

Financial Profile

3.1 Price per kilometer

Corridor 1 is 10.147 km on the main line, with the total investment of USD
314,252,600 and technical economic indicator of USD 30,970,000 / main line km;
Corridor 2 is 20.046 km on the main line, with the total investment of USD
590,356,000 and technical economic indicator of USD 29,450,000 /main line km.

3.2 Source of Fund

The project shall be Chinese bank funded, like The Import Export Bank of China,
China Development Bank. If Bandung government could provide Indonesia sovereign
guarantee, the Chinese bank will avail the preferential loan interests and longer
repayment period to support Indonesia infrastructure development.

3.3 Proposed Partnership Scheme to Bandung City Government

It is very important for the Bandung government to avail the support to this project,
including land
acquisition, providing capital to the project company, etc.

3.4 Any guarantee expected

The Indonesia sovereign guarantee shall be the best option, with which the loan
interests will be
lower, repayment period longer, and the procedures for the loan shorter, therefore the
sovereign
guarantee will meet the requirement of project commencement at its earliest
opportunity.
Other options are also negotiable.

Organizational profile

4.1 How your consortium organized?

CRCC desires to cooperate with local companies to create jobs including construction
company, rolling stock supplier, and operational service company by forming the
consortium.

4.2 Do you willing to cover the feasibility study expense

CRCC shall complete the feasibility study and cover its expense provided that
Bandung government appoints CRCC officially and wishes to have cooperation with
us in this Monorail project.
