3 Further remarks by the specialized group
The Italian company EMMEUE S.p.A. manufactures PSME panels for load bearing walls.
The PSME panels are sandwich type panels comprised of a EPS expanded polystyrene foam
core, provided on both faces with wire-mesh reinforcements, on which protects the concrete.
The technical characteristics of the panels, compliance with the manufacturing conditions, the
quality control during execution, enable them to produce long lasting and safe load bearing
and non loading bearing walls. The panels are assembled based on the technical
documentation provided by the manufacturer, under the manufacturer's direct supervision and
only by specialized and authorized teams.
PSME panels have been used in the past and are used today in Italy, Spain, Argentina, and
Mexico. The list of works developed with this building system is shown in table 2.
For the evaluation of the technical performance of EMMEDUE S.p.A. panels experimental tests
were conducted. The list of tests conducted on elements of the EMMEDUE S.p.A. building
system is shown in table 3. The summary of the results of the studies are shown in table 4 and
confirm the compliance to prescribed limits.
During the validity of this Technical Agreement, the manufacturer must comply with the
technical conditions of quality. The data obtained shall be subjected to the editor of the
Technical Agreement in order to issue a definite judgment on the conformity of the PSME
panels to the specific conditions in Romania.

Based on the analysis of the technical documentation provided by EMMEDUE s.p.A. and the
results of the tests conducted, approval has been decided by the PTAC of Technical Agreement
n. 010- 01/115-2008 for the "EMMEDUE " SYSTEM FOR THE CONSTRUCTION OF LOAD
BEARING PANELS MADE OF REINFORCED CONCRETE WITH POLYSTYRNE CORE, produced by
the Italian company EMMEDUE S.p.A, valid until 30.10-2011. At the end of this date, the
validity of the Technical Agreement shall be extended in accordance with statutory laws.
