Sub:- SUPPLY OF INFORMATION UNDER RIGHT TO INFORMATION ACT,
2005.

Wheras Shri ► G.).aer,.(2-2Sk has made


a request in writing vide his/her application dated for
obtaining information under Section 6(1) of the RTI Act, 2005.

2. Whereas the undersigned having been appointed as Central Public Information


Officer under Section 5(1) of the said Act is required to consider and provide the
information within 30 days of the receipt of the request.

3. And whereas Section 5(4) of the Act provides the Central Public
Information Officer may seek the assistance of any other officer as he considers
it necessary for the proper discharge of his duties. Sub-section (5) further
provides that any officer whose assistance has been sought shall render all
assistance to the Central Public Information Officer. Once the complaint is
referred "for the purposes 'of any contravention of the provisions of the Act, such
other officer shall be treated as Central Public Information Officer" and may be
liable for penalties under Section 20 of the said Act. Further in the event of
violation of provisions / non-furnishing of documents / information such an officer
is liable for penalties under Section 20(1) of the Act @Rs.250/- for each day of
delay which may extend up to Rs.25000/-.

4. And whereas under Section 6(3) of Right to Information Act it has been
provided that

"Where an application is made to a public authority requesting for an


information:-

(i) which is held by another public authority; or


(ii) the subject matter of which is more closely connected with the
functions of another public authority,

the public authority, to which such application is made, shall transfer the
application or such part of it as may be appropriate to that other public authority
and inform the applicant immediately about such transfer:"

Ref : Your Office letter No: WSU/8(1)/2009/RTI dated 10 Dec 09

1. With reference to your aforesaid Office letter and copy of existing


work norms I have requested for work allotment as per the existing work
norms from Shri AC Pagare APFC(Adm) and Shri P Varadan APFC(Enf/PD)on
20 Apr 10. The APFC(Adm) has replied that the existing work norms are
applicable for the post of 'CLERK' on!y and no v.f.)rk nortns hc,ve been
prescribed to the post of SSAs. Copy of the same is enclosed for your
reference. Now In this connection you are requested to provide me the '

following information under RTI Act, 2005:

a. Please intimate how many clerks only are there in entire organisation
Please furnish the same in each SRO/RO and state wise.
b. Please furnish what are the post/cadre comes under the definition of

clerk in the organisation.

lg c. Please furnish under which category the present post of. SSA comes.
Whether it is a 'Clerical' or 'Supervisor' or 'Officer' category
d. Please furnish when was the last recruitment is carried out for trie ,
postf'Clerk.
e. Please furnish the shortage of such 'clerk' posts at the time of last
recruitment. Please furnish the same for each 5RWRO and "state
wise of the organisation.

f. Please provide the latest shortage of the 'clerks' of each SRO/RO


and state wise in the organisation and by how much percentage the

such shortage has been increased. Please furnish the same for each
SRO/RO and state wise of the organisation.
g. Reasons/Committee report if any for not sanctioning the staff against
the work load as per the existing work norms to the Karnataka
region.
h. PLEASE FURNISH THE EXISTING WORK NORMS FOR THE POST
OF SSA OF THIS ORGANISATION IF ANY
i. In the absence of existing work norms/work load/job description,
Please furnish the criteria for recruitment of SSAs since 2004:
j. Please furnish whether any work norms for the post of SSA if
he/she is working against the vacancy of the 'Clerk' in the
organisation.
k. Please intimate in the absence of work norms, who will bear the
liability over & above existing approved work norms and over and
irregular payments if any while settling the claims of the esteemed
subscribers by SSAs.
I. Please furnish the existing work norms for the staff re-designated as
SSA/Sr SSA.
m. Please furnish separate work norms if any for manually processed
accounts and partially computerized accounts in operation
respectively.
n. Please furnish reasons Non implementation of existing approved work
norms with resp?.ci to work Ioad in the recruitments.

All the above information may be furnished with relevant


orders/rules/reports/noting to arrive at such conclusion

The information may be provided on 'top priority basis' as I am 'being


harassed by the present commissioners when ever I request for work!
allotment as per the existing work norms and each SSA including me are
holding 15 to 20 times higher work load than that of existing approved work
norms in Bangalore Region. I am enclosing Indian Postal Order No for Rs
10/- for providing the information.

With reference to your aforesaid Office Order, it is intimated that as per the
information provided by Head Office Delhi and Assistant PF Commissioner(RTI), SRO
Whitefield against my RTI application one clerk be posted for 950 Establishments in
Damages section. In this connection you are requested to update my knowledge whether
any revised work norms on the subject have been received or not? If revised, please provide
me a copy of the same. If work norms are not revised, you are requested to allot me the list
of 950 establishments to start the work.

Sub.: Allotment of work - reg.

With reference to his representations dated 20.04.2010 &

29.04.2010, it is informed that this office has not got sanction / posting of
staff against the work load as per the work norms prescribed to the 'clerk'
when the accounts were manually done, at any point of time. In the
above circumstances, the work in the office has been distributed among
the available staff considering the overall interest of the stake holders ie.,
the PF members and the same principle has been adopted in your case
also, hence no change is permissible at this stage, without the additional
staff sanction / posting. Further, to the best of the information, no work
norms has been prescribed to the SSAs. However the matter being
referred to the Competent Authority.
