The Steele Dossier. This appears to be the underlying intelligence document used by the FBI to secure FISA(702) approvals to monitor the communication of Trump campaign officials. Physical FBI surveillance did not require any judicial approval. The FBI never requested a Title III search warrant because there was no criminal justification. The 2016 FBI counterintelligence operation was purely DOJ/FBI surveillance of the Trump campaign.
