The name – the Agreement between Government of Bharatvarsh and Joint


Naga Negotiation Committee
The Joint Naga Negotiation Committee shall include representatives from –
(i) National Socialist Council of Nagaland – Isaac Muivah (NSCN-IM)
(ii) National Socialist Council of Nagaland – Khaplang (NSCN-K)
(iii) National Socialist Council of Nagaland – Reformation (NSCN-R)
(iv) National Socialist Council of Nagaland – United (NSCN-U)
(v) Naga National Council – Accordist (NNC-A)
(vi) Naga National Council – non-Accordist (NNC-NA)
(vii) Zeliangrong United Front (ZUF)
(viii) Naga Hoho (NH)
(ix) Naga Student Federation (NSF)
(x) Naga Mother Association (NMA)
(xi) Eastern Naga Peoples Organisation (ENPO)
(xii) Eastern Naga Student Federation (ENSF)
(xiii) Eastern Naga Women Association (ENWA)
(xiv) Nagaland Gaon Bura Association (NGBA)
(xv) Nagaland Village Council Association (NVCA)
(xvi) Naga Celebrities
(xvii) Senior Naga political leaders
2. All factions of Naga militant groups viz – NSCN-IM, NSCN-K, NSCN-R, NSCN-U,
NNC-A, NNC-NA and ZUF will appear in person along with their weapons and
identity cards along with 5 copies of recent passport size photos and surrender
their arms and ammunition in front of army officials and Central Government
emissary at stipulated place and time which will remain under army`s custody.
3. All the Naga militant groups will submit the list of their armed cadres with their
identity cards, recent photo and complete address to emissary of Central
Government assisted by army official.
4. After ensuring that all cadres of all Naga militant organisations have
surrendered their arms and ammunitions and a final list is prepared
organisation wise - the process of rehabilitation of surrendered cadres and
their leaders in respective organisations will start.
5. Rehabilitation –
(i) All the top-ranking leaders of all Naga militant organisations will be honoured
by giving them the equivalent ranks/posts as Governors, Ambassadors, Officials
in Army and other security forces provided they have requisite academic
qualification, sound health and above all, a will to serve the Nation as a
dignified soldier/Central Government Officers.
(ii) A Naga Regiment shall be created to absorb the young surrenderers.

(iii) The surrenderers not willing to join Naga Regiment or surplus surrenderers will
be absorbed in various security forces, Nagaland Police or Nagaland Armed
Police.
(iv) The surrenderers willing to live a normal life shall be provided an ex-gratia
payment of Rs. ten lakh each to sustain their family life. This will not include the
amount of General Amnesty.
6. All the surrenderers shall be paid Rs. five lakhs only as one time ex-gratia
payment against general amnesty.
7. A high level Committee comprised of representatives of Central Government,
Army Officials and militant leaders should be constituted to supervise and
ensure the total rehabilitation of surrendered cadres.
8. An Union Territory shall be created known as Frontier Nagaland which will
comprise the districts such as (1) Mon (2) Tuensang (3) Longleng (4) Kiphire and
(5) Noklak. This is for rapid development of bordering districts adjacent to
Myanmar.
9. A Ten Year time-framed Economic Package of rupees one lakh crore shall be
granted to existing Nagaland for industrialisation and overall development of
State – viz
(i) Road, Rail and Air Connectivity.
(ii) Enhancement of Nagaland University, affiliated Degree colleges, Inter
Colleges upto primary education.
(iii) Enhancement of medical facility upto village level. Enhancement of all
District Civil Hospitals.
(iv) Industrialisations of the State by re-starting Dimapur Sugar Mill, Tuli Pulp
& Paper Mill and Wazeho Cement Factory. Opening new industries.
(v) Encouraging local entrepreneurs to establish their own cottage industry
creating job opportunities to men and women both.
(vi) Encouraging weekly markets in every big villages to encourage
entrepreneurship.
(vii) Establishing multi-storey market complexes equipped with modern
facilities at every district headquarters.
(viii) Hostel facilities for boys and girl students at suitable places.
(ix) Improvement of eco-tourism.
10. The proposed “Economic Package” will not include the Plan and non-Plan
budgetary funds of Nagaland State which is for running the regular State affairs.
11. There should be a Statuary Body appointed by Central Government to monitor
the developmental works within stipulated time.
12. The developmental works under the said Economic Package will be
implemented by Central Agencies to ensure quality and timely completion of
works.
13. Separate Development Authorities shall be constituted for a period of ten years
to execute the development programs in seven Naga inhabited districts of
Manipur viz – (1) Senapati (2) Tamenglong (3) Ukhrul (4) Chandel (5) Noney (6)

Kamjong and (7) Tengnoupal; two Naga inhabited districts in Arunachal Pradesh
viz – (1) Changlang and (2) Tirap and one Naga inhabited district of Assam i.e.
Dima Hasao (North Cachar Hill) district. A one-time economic package of Rs.
five hundred crores to be spent in ten years shall be given to each districts of all
the Naga inhabited districts in Assam, Manipur and Arunachal Pradesh.
14. Supervisory/Monitoring Committee should be constituted to have quarterly
review of proper implementation of different provisions of agreement.
15. A Cell in PMO should be created to monitor the implementation of –
(i) Naga Agreement.
(ii) Dima Halom Daoga (DHD) Agreement in Dima Hasao District (NC Hills) of
Assam.
(iii) All Assam Students Union (AASU) Agreement.
(iv) Bodo Agreement of Assam.
(v) Chakma Rehabilitation and Repatriation in Mizoram
This is necessary because non implementation or partial implementation of these
agreements have caused loss of faith in Central Government and respective State
governments.

16. An Union Territory will be carved out of existing Nagaland comprised of districts
like (i) Mon (ii) Tuensang (iii) Kiphire (iv) Noklak and (v) Langleng.
17. The strength of Nagaland Assembly will be enhanced to 70 from 60. Loksabha
seat and Rajyasabha seats will be enhanced to two in each House of
Parliament.
18. There shall be 30% reservation for women in Nagaland Assembly and other
Political Bodies in the State and Naga inhabited areas in adjoining States.
19. The constitutional rights of Dimasa, Garo, Nepali and other non-Naga Bharatiya
citizens shall be protected.
20. North East Council (NEC) and the Ministry of DONER (Development of North
East Region) shall be revamped and made more effective by taking its
headquarter from Shillong to Guwahati and giving more budgetary funds.
DONER Minister shall sit in Guwahati.
21. Prominent Corporate Houses and Business Entrepreneurs shall be provided
requisite lands for establishing industry and business for rapid development of
the State.
