1. Objective

1.1 The purpose of the fire emergency plan

a. To ensure the safeguard of human lives in the event of fire


b. To establish a systematic and orderly evacuation plan
c. To ensure prompt raising of the fire alarm and marshalling of first
aid firefighting efforts in the event of fire
d. To establish responsibilities of individuals involved in handling
emergencies

1.2 Fire Safety Committee

The Fire Safety Committee is formed in the building for achieving the
above objective. It comprises the following appointment holders:

a. Coordinator / Assistant Coordinator


b. Fire Warden / Assistant Fire Warden
c. Chief Security Officer
d. Emergency Respond Team
e. First Aiders
f. Telephone Operator

1.3 Signal for fire alarm

The alarm signal for fire is a continuous ringing note resounding from
the electricity operated bells on every storey of the building. The fire alarm
signal can be raised by:

a. Break-glass alarm system


b. Automatic heat and smoke detector system
c. Automatic sprinkler system

1.4 Evacuation Concept

The "two-stage alarm" and "total evacuation" concept are adopted.

1st stage alarm

This is the alert signal. When the fire alarm is activated, the alarm
bells on all floors shall ring for not less than one minute before it is
isolated. Simultaneously, an audio and visual signal will be registered
at:
a. The floor sub-panel to indicate the floor zone at which the alarm
has been activated
b. The main alarm panel located at the Fire Command Center, 1st
storey indicates the floor on which the alarm has been activated.
c. The approved alarm monitoring company (DECAMS) and
Singapore Civil Defence Force (SCDF).
d. A general alert announcement will then be broadcast over
the public address system.

2nd stage alarm

a. There is the signal to commence total evacuation. Upon


Confirmation of a fire situation, the evacuation announcement
shall be made via the public address system in phrases in
beginning with:

1) The floor where the fire is (“fire” floor)


2) Two floors above the “fire” floor
3) Two floors below the “fire” floor

a. The rest of the floors will be evacuated on subsequent phases


depending on the situation. Notwithstanding the above, a total
evacuation of the building may be declared in extreme cases.

2. Action to be taken in even of an outbreak of fire

2.1 Informant

The person who discovers the fire shall immediately:

a. Raise the alarm by activating the nearest fire alarm break-glass


call point
b. Notify Fire Safety Manager (Tel No: 87654321) and Singapore
Civil Defence Force (Tel No: 995) of the activation of fire alarm
and state the following:

1) Location of the fire


2) Nature of fire, if known
3) Injury to personnel, if known
4) Informant’s particulars and contact number

The caller shall not replace the telephone set until the address has been
repeated by the operator at the SCDF Control Room.
c. Attempt to extinguish any incipient fire without taking personal
risk.

Fight the fire ONLY if:

1) The Fire Department has been notified.


2) The fire is small and is not spreading to other area
3) Escaping the area is possible by backing up to the nearest
exit
4) The fire extinguisher is in working condition and personnel
are trained to use it.

2.2 All Staff

a. Upon hearing the fire alarm, all staff shall stop their work,
lock important documents, close doors, shut down electrical
equipment etc and evacuate immediately guided by their
respective Fire Wardens.
b. When evacuating, do not panic but quickly walk down the
staircase by the nearest exit and proceed to the assembly
area. Do not use lifts.
c. The assembly point is located at outside of the building (see
Appendix B Plan)
d. All staff / customers shall not re-enter the building once at the
assembly point unless instructed otherwise by the SCDF
Officer in attendance.

2.3 Coordinator / Assistant Coordinator

On hearing the fire alarm:

a. Ensure that the Singapore Civil Defence Force (SCDF) has


been notified of the fire
b. Proceed to Fire Command Centre and ascertain location of
the fire from the main alarm panel and ensure that the fire
fighting team has been mobilized to respond to the alarm
c. Ensure that the first fire alarm bell has been isolated after
ringing for not less than one minute
d. Ensure that the first alert announcement has been made on
all floors
e. Ensure that the Fire Warden on the “fire” floor has been
instruct to investigate the cause of alarm and report status
f. Standby to receive status report from the fire warden / leader
of the fire fighting team on the fire floor and access the need
to declare total evacuation of the premises

If the fire fighting team reports that:

 The situation is under control


Instruct the telephone operator to announce message text
 It is a false alarm
Instruct the telephone operator to announce message text
 Evacuation is necessary
Initiate phase evacuation procedure. Instruct telephone
operator to announce text 2 (See Appendix F) on “select call”
to floors requiring evacuation and message text 2A for floors
on standby.
Co-ordinate evacuation by initiating the various phase of
evacuation as necessary.
g. Ensure that the building evacuation status is monitored at the
Fire Command Centre
h. Report the condition of the fire and number of persons missing, if
any, to the SCDF Officer upon his arrival at the Fire Command
Centre.
i. Ensure that the necessary keys are readily available at the Fire
Command Centre.

2.4 Fire Wardens / Assistant Fire Wardens

On hearing the fire alarm:

a. All fire warden and assistant fire warden shall check the fire alarm
sub-panel and conduct a physical check to determine whether the
alarm originates from their floor/storey
b. Alert everyone on his floor/storey to evacuate in an orderly manner
using the nearest exit
c. Check all offices, stores, toilet etc to ensure that no one is left
behind
d. Ensure that the disabled, pregnant woman etc if present in their
storey are given particular attention during evacuation
e. Leave the building after ascertaining that all the occupants of the
floor have complied with his order
f. On reaching the assembly area, conduct a roll call of the staff
present and report to the coordinator in person of the evacuation
status

2.5 Chief Security Officer


a. Ensure that all main entrances and exits to/from the building are
adequately manned to prohibit unauthorized entry and also to
intensify patrolling in the vicinity of the building
b. Ensure that a security personnel directs the SCDF officer on his
arrival to the FCC (in Fault reporting center)
c. Ensure that security personnel are detailed to direct traffic to
facilitate the movement of evacuates at points where they cross
roads to reach assembly point
d. Ensure that the building evacuation status is monitored at the
assembly point through reports obtained from the fire wardens

2.6 Emergency Respond Team

a. Upon hearing the fire alarm, members of the fire fighting team
shall ascertain the location of the fire from the main fire alarm
panel and use the fire lift to go to two storeys below the “fire” floor
and proceed to the “fire” floor via staircase
b. A member of the fire fighting team shall then bring the fire lift down
to the 1st storey and await the arrival of the Singapore Civil
Defence Force
c. The fire fighting team shall attempt to extinguish or control the fire
without taking personal risk, before the arrival of the Singapore
Civil Defence Force
d. The fire fighting team shall comprise one team leader / assistant
team leader and four team members

2.7 First Aiders

The First Aiders shall get ready the first aid equipment, proceed to
designated assembly area and set up First Aid Point.

2.8 Telephone Operator

On hearing the fire alarm, the telephone operator at Fire Command


Center shall immediately notify the SCDF (Tel: 995) of the activation
of the fire alarm and state the following:-

1. Location of the building: XYZ Building


2. Telephone Number:
3. Building Address:

The caller shall not replace the telephone set until the address has
been repeated by the operator at the SCDF control room
3. Fire occurrence outside office hours

In the event of an outbreak of fire after normal working hours, the


Fault Reporting Center shall confirm with the Singapore Civil Defence
Force and notify the following persons:

4. People with disabilities

a. People with disabilities, particularly those who require wheelchairs


or aids for walking may require assistance to evacuate the
building or be aware the alarms are sounding.
b. If such people are with a group’s members, the group should
assist the person to evacuate and the Coordinator should be
informed of the event at the assembly point. The Coordinator
should also be informed when the person is safely evacuated.
c. If insufficient people are available to offer effective assistance, the
disabled person should be taken to a room that is safe and that
they can easily be rescued from.
d. Disabled people trapped and alone in a building should shut
themselves in a room with a telephone and dial 6647-5167 to
inform Building Security of their situation and location.

5. Duties and responsibilities

5.1 Fire Safety Coordinator / Assistant Coordinator

a. Represent the management of the building in respect of all fire


safety matters
b. Has the full responsibility for

1. Establishment of a Fire Safety Committee


2. Training of the employees
3. Preparation, drafting and putting into force the Fire
Emergency Plan

c. Ensure that the approved Fire Emergency Plan is abided by all


staff of the building.
d. Ensure that exits, fire prevention and fire fighting systems are in
good order through regular inspections
e. Record the date and time of each evacuation drill conducted on a
form. This form must be kept in the office of the Coordinator for
verification purposes
f. Appoint one person as the acting Coordinator during his absence
from the building
g. Responsible to ensure training of responsible employees, within
the building who are physically fit, to perform first aid fire-fighting.
h. Ensure that exits, fire prevention and fire fighting systems are in
good order through regular inspections.
i. Ensure that fire extinguishers and hose reels along with the fire
fighting/protection systems are kept in good working condition.

5.2 Fire Wardens / Assistant Fire Wardens

a. Be familiar with the Fire Emergency Plan and means of escape of


the building
b. Be familiar with the operation of the fire alarm system and the use
of first aid firefighting equipment.
c. Acquaint any new employees with the Fire Emergency Plan
including his/her specific role (if any) during an emergency.
d. Liaise and coordinate with each other.
e. Ensure that exit doors are kept closed and unlocked, corridors,
lobbies and staircases are free from obstruction

5.3 Chief Security Officer / Assistant Chief Security Officer

a. Be familiar with the Fire Emergency Plan and means of escape of


the building.
b. Ensure that the security personnel are well versed with their roles
as described in the Fire Emergency Plan.

5.4 Emergency Respond Team

a. To know fully the location and operation of the fire alarm system
b. Be familiar with the Fire Emergency Plan, location of staircases,
exits and emergency exits.
c. Be familiar with the location and use of first aid firefighting
equipment
d. Be familiar with basic fire fighting procedure

5.5 First Aiders

a. Be familiar with the Fire Emergency Plan, location of staircases,


exits and emergency exits
b. Be familiar with First Aid
c. Assist in organizing and set up first aid point
d. Ensure all first aid items are fully equipped

5.6 Telephone Operator

a. To know the Fire Emergency Plan and telephone number of the


Singapore Civil Defence Force and other essential emergency
telephone numbers.
b. Be familiar with the messages to be announced under the various
phases of evacuation.

5.7 Person responsible for isolating fire alarm

Be fully conversant with the Fire Emergency Plan, location and


operation of the fire alarm system.

6. Fire evacuation drills

a. Fire evacuation drills shall be conducted at least once a year


b. All personnel in the building shall participate in the drill

TEXT 1

(In the event of activation of fire alarm in the building)


“Ladies and gentlemen, your attention, please. The fire alarm has been
activated in the building. We are investigating the situation. Please remain
calm and stand-by your speakers for further instruction. Thank you.”
(Announce Twice)

TEXT 2

(In the event of a need to evacuate from the building)


“Ladies and gentlemen, your attention, please. There exists an emergency
situation in the building. Please evacuate by the nearest exit staircase and
obey all instructions given by the Fire Wardens. Remember to avoid the use of
lifts.” (Announce Twice)

TEXT 2A

(Message to be announced to floor remaining in the alert mode when phase


evacuation of other floors is in progress)
“Ladies and gentlemen, your attention, please. There exist an emergency
situation in the building. Our fire fighting team is now dealing with the situation.
All occupants please remain calm and stand by your speakers for further
instruction.”

(In the event where evacuation is not required)


“Ladies and gentlemen, your attention, please. The emergency situation is
now under control. We regret for any inconvenience caused. Thank you.”
