According to the Oxford English dictionary, the term welfare can

be defined as the statutory procedure or social effort designed to


promote the basic physical and material well-being of people in need.
Governments are called upon to provide welfare programs to
ensure a certain standard of living for every person in the country
especially the disadvantaged (homeless, elderly, poor, physically &
mentally challenged, abandoned children) to ensure that they have
access to the necessities of life.
Why is it the best model over the Mutual Advantage model?
Welfare is based on the inherent rights of persons to equal treatment. It
is specifically based on the needs of certain groups, which mandate that
they be helped in order to reduce the inequalities in society. The
provision of welfare programs have a number of advantages:
 It provides some children their essential needs
They say the children among us are our future. They are innocent and
are yet to reach their full potentials. Unfortunately, some children are
brought into this world by parents who are not capable of handling the
financial responsibility to provide food and shelter for them. This is
where welfare comes into play, helping unfit parents to take care of their
children.

 It improves access to health care.


Providing all citizens equal access to necessary health care is highly
important to the continued success of any society. This is
significantly a literal life-saver to those who are struggling to find
consistent employment, which means that they are having a difficult
time obtaining good health insurance, as well as to those with
disabilities. This means one can be a productive citizen or in some
cases be underemployed due to the lack of job opportunities being
available. There may be times when certain level of medical
treatment cannot be afforded. Here again is where welfare programs
become beneficial.

 Lower Crime
The provision of welfare has been shown to lower crime. Although
some may argue that welfare constitutes a bribe, providing people
with some income (in the form of unemployment reliefs) takes away
an incentive to commit property crimes. Welfare alleviates some of
an individual's economic need, thereby lowering crime and
increasing the general stability of society as a whole.

The mutual advantage model does not approve of welfare provisions for
the poor unless the poor are prepared to reciprocate.
[But it is not wise to think of all the poor people as one unit. Not all of
them want to be dependent. ]

But the question is, suppose the poor we’re considering happens to be
disabled, how can they grow out of this situation to benefit the country?
