Until the 1950’s there was no regulation in relation to the offshore decommissioning industry. At
present, the offshore decommissioning industry is regulated by a variety of international laws which
define the guidelines for offshore decommissioning as well as responsibilities delegated to
companies. In addition, there are also regional and national laws that further refine the approved
processes and actions permitted by the offshore decommissioning industry.

Offshore decommissioning is highly complex and potentially has a vast environmental impact. It is
also a global industry, and therefore understanding regulations worldwide are essential for
companies operating within the market. Crucially, the development of regulation in the offshore
decommissioning market has the ability to impact the rate at which the market grows and also how
much-decommissioning processes are going to cost.

8.2.4 AMEC
Headquarters: London, UK
AMEC is a British multinational consultancy, engineering and project management company
founded in 1982. The company has five main business areas: oil and gas; minerals and metals;
clean energy; environment; and infrastructure. The company employs around 40,000 people at
offices in 50 countries worldwide.

AMEC’s decommissioning capabilities were initially focused on waste management and nuclear,
but in 2008 the company expanded into offshore oil and gas decommissioning through a
cooperation agreement with SeaMetric, the heavy lifting company. In June 2012, AMEC
announced that it was teaming up with Aibel to work on joint North Sea projects together on the
Norwegian Continental Shelf.

8.2.5 Baker Hughes

Baker Hughes is a leading oilfield services company, founded in 1987 through a merger between
Baker International and Hughes Tool Company. Baker Hughes is headquartered in Houston,
Texas, though the company also has major offices in the UK, Dubai, Germany, Italy and Malaysia.
In all, the company operates in more than 80 countries throughout the world, employing over
53,000 people.

Baker Hughes has a range of engineering, products, service and operational capabilities for
managing wellbore plugging requirements. The company is able to look at all aspects of the
decommissioning operation, from the actual interpretation of local legislative requirements through
to conductor removal and pipeline cleaning. Baker Hughes’ Tubular Services product line is
designed for pipe removal, cutting and pinning operations, while their Rigless Intervention System
(RIS) for subsea intervention jobs, such as abandonments, reduces cost by eliminating the need
for a rig.

8.2.6 Cal Dive International


Headquarters: Houston, Texas, US
Cal Dive is a leading company in offshore construction, inspection, maintenance, repair and
decommissioning. Founded in 1975, Cal Dive has projects in the Gulf of Mexico, North Eastern
US, Latin America, South-East Asia, Australia, the Middle East, the Mediterranean and West
Africa. The company has 16 vessels.
