HIGH SPEED CELLS IN A COMMUNICATION SYSTEM

BACKGROUND
Field
[0001] The present disclosure relates generally to wireless communication and more
specifically to methods and apparatus for the correct detection of High Speed Cells in
GERAN when information is not provided by the GERAN Networks in the GERAN
System Information.

Background
[0002] In particular wireless systems and implementations, such as special LTE and GERAN
networks laid out around high speed travel systems (e.g., implementation of special LTE
and GERAN Networks in China that are laid out around High Speed Train (HST)
Links), such systems provide specialized access for wireless devices (e.g. User
Equipment (UE) or Mobile Stations (MS)) operating within the fast travel link. This
specialized access helps to ensure UE coverage and Call Maintenance in such high
speed situations.
[0003] It has been observed, however, that GERAN networks in the vicinity of HST Links are
not correctly updated with a BCCH Allocation List or "BA List," which is a list of
frequencies of available neighboring cells; particularly not updated with HST Network
cells. As a result, a UE will only measure Public Network cells as the BA list does not
carry the HST Network cells. This causes a UE to camp on Public Network Cells
instead of HST Network Cells leading to either call drops and/or out of service (OOS)
on GERAN only subscriptions. It is noted that the term "Public Network" refers to a
GSM network that is not part of the High Speed Train (HST) Network, and the term
"Private Network" as used herein refers to a network deployed specifically for High
Speed Trains and also referred as High Speed Train Network, interchangeably.
[0004] Accordingly, there is a need for a methodology to effect the correct detection of High
Speed Cells in GERAN when information is not provided by the GERAN Networks in
the GERAN System Information, such as by ensuring that a UE receives a correct BA
list.

DETAILED DESCRIPTION
[0010] According to the present disclosure, methods and apparatus are disclosed that enable a
GERAN subscription to receive an accurate neighboring cell list in a high speed
environment, such as HST cells. In particular, the methods and apparatus utilize LTE
messaging information that includes GERAN information concerning GERAN cells
dedicated on HST system. In particular, information concerning the GERAN
frequencies (i.e., carriers) sent in LTE messaging are utilized within the UE to update
the GERAN list of GERAN HST cells to more accurately construct/maintain the BA list.
[0011] FIG. 1 illustrates an exemplary environment 100 in which the present methods and
apparatus operate. In this example, a high speed transit (HST) infrastructure is shown
for providing special wireless coverage for high speed devices. According to a
particular example, the infrastructure may provide dedicated coverage for a high speed
train line 102. Particular base stations or eNodeB's 104, 106, 108 engender respective
dedicated HST network cells 110, 112, 114 that are configured to provide special LTE
and GERAN network service, as examples, to UEs moving along the HST infrastructure
at high speeds. The environment 100 also may be subject to coverage from Public
Network Cells, illustrated by stations 116 and 118. The Public Network may consist of
a GSM network that is not part of the dedicated HST Network (i.e., the "Private
Network").
[0012] FIG. 2 illustrates a flow diagram of the chronological communication between layers in
a UE operable in an HST network, and, in particular, illustrates a methodology for

communicating GERAN Frequencies received from LTE by a first SIM (SIM 1 for LTE)
in an HST Cell for Initial Acquisition on a second SIM (i.e., SIM2 for GERAN). As
may be seen in FIG. 2, the time progression of the flow diagram is from top to bottom to
show the various steps taken.
[0013] According to an aspect, if a UE is camped on one LTE subscription where a known
good HST cell is present, it is aware that the LTE Cell is an HST cell. This is indicated
in its SIB2 (System information Block 2) message. On the HST LTE Network correct
GERAN Frequencies are broadcast on the LTE network in LTE SIB7 message. The
LTE subscription will read the LTE system block SIB7, which has the GERAN
Frequencies (i.e., the GSM carriers). As illustrated, if the LTE Radio resource control
(RRC) 202 is connected to an HST cell (i.e., a Forwarding HST Flag is set to "TRUE"),
the GERAN frequency information from the SIB7 message may be communicated from
the LTE-RRC 202 to the GERAN Radio Resource (GRR) 204 via a message 206. In an
aspect the GRR 204 is in an inactive state as indicated by block 208. The GRR 204 will
then, in turn, initiate the saving of the GERAN frequencies in an acquisition database in
response to message 206.
[0014] Additionally, the Non-access stratum (NAS) 210 layer of the wireless telecom protocol
stack between the core network and user equipment will request the Radio Resource
Public land Mobile Network (PLMN) selection indicated by message 212 from the NAS
210 to the GRR 204. The GRR 204 will then initiate a message for a measurement of
the GERAN HST cells (e.g., a power scan) 216 to the GERAN physical layer (GERAN
Ll indicated by block 214). The GERAN frequencies that were passed from LTE-RR
are used initial GERAN acquisition.After GERAN initial acquisition has been
performed, other processes for camping on a cell (e.g., an HST GERAN cell) are
completed, SCH as determining the BCCH list, decoding, decoding system information
on the HST GERAN cell, and then the step of finally camping on the GERAN HST cell
as indicated at block 218.
[0015] In an aspect, it is noted that the Public land mobile network (PLMN) and GERAN
Redirected Absolute Radio Frequency Channel Number (ARFCNS) from the SIB7
message are particularly communicated from the LTE-RRC 202 to the GRR 204.
Additionally, it is noted that the LTE RRC 202 may forward the HST parameters to the
GRR 204 when LTE is either in an idle or a connected mode. Additionally, the LTE
RRC 202 will update these parameters upon changes in the SIB7 message.

[0016] It is further noted that a mechanism by which the RRC communicates may include a
Function Call Interface from the first SIM (e.g., LTE) to the second SIM (e.g., GERAN),
or an equivalent application protocol interface (API). Additionally, if the LTE moves to
a different radio access technology (RAT), moves to a cell which does not broadcast an
HST flag or the LTE has moved to Out of Service (OOS), the LTE RRC will indicate
these conditions to the GRR 204 (note: this may be accomplished by setting the HST
flag to "false").
[0017] Of still further noted, it the GRR 204, upon receipt of the LTE passed Information, the
GRR will determine if the PLMN of the LTE cell matches with the home PLMN
(hPLMN) or the equivalent PLMN (ePLMN) of the GSM subscription (on SIM 2). This
is done to ensure that the cells are served by the same service provider.
[0018] In an aspect, it is noted that after the GERAN frequencies are received, the GRR 204 is
configured to prioritize the HST Cell band frequencies (i.e., carriers) from the
redirection list (i.e., the GRR will create and add it to a separate list (e.g., an HST
ARFCNS list) and add them to acquisition database acq-db for initial Acquisition when
acquiring a cell for the GERAN (i.e., SIM2) to camp on. This improves the probability
of the GERAN camping on an HST Cell when recovering from OOS scenario.
Additionally, if on SIM2 is camped on a cell from a Public Network, GERAN will add
the HST Frequencies (Cells) received from LTE, to the list of frequencies it would
request Layerl to perform Idle Mode Measurements. The GRR will prioritize these
cells when measurements are received from Layerl as candidates for cell reselection, if
they are of Good Cell Quality (e.g., meeting the "C2" Cell Reselection Criterion known
in GSM). This will ensure that in an area where there is an HST network, GERAN will
camp on HST Private Network Cell, as against a Public Network Cell. The GRR will
ensure to maintain a modified List (BA List + HST Cell List) at each time a new Cell is
Selected or Reselected by GERAN. This will ensure that HST Cells received from LTE
are always measured.
[0019] The GRR 204 will also ensure that the modified List (BA List + HST Cell List) is
maintained when SI Refresh happens on a cell. The GRR will also use these
frequencies (HST Cells) in Packet Transfer Mode (GPRS) similar to IDLE Mode.
Furthermore, GRR will ensure that Cell Reselection to an HST cell is prioritized in
Packet Transfer Mode as similar to IDLE Mode. If SIM2 is camped on Public Network
goes in Dedicated Mode (i.e., a Voice Call) then the GRR will ensure that the dedicated

BA List is updated to use GERAN frequencies received from an HST Cell from LTE.
This will ensure that on an HST Link, if Call Drop on a Public Network (on SIM2)
occurs then at Reestablishment Search, the GERAN can prioritize GERAN HST cells
from the private network.
[0020] When LTE indicates HST Flag as (OFF) then GERAN continues its HST Cell
measurements for a period of Three Cycles and once confirmed that they are indeed
Weak Cells, will flush the HST GERAN Frequency List from its database. GERAN will
then stop measuring HST cells in IDLE as well as in Dedicated Mode.
[0021] FIG. 3 illustrates a flow diagram of the chronological communication between layers in
a UE operable in an HST network, and, in particular, illustrates a methodology for using
GERAN Frequencies received from LTE when the GERAN RR is camped on SIM2.
As may be seen in FIG. 3, the time progression of the flow diagram is from top to
bottom to show the various steps taken.
[0022] FIG. 3 illustrates the when a GRR 304 is already in a camped state 306, an LTE RRC
302 may send the GERAN frequency information in system message SIB7 and the HST
flag from message SIB2 to the GRR 304. The GERAN frequencies are saved in an N-
CELL frequency Database. GRR 304 signals the GERAN Ll physical layer 310 to
update measurements as indicated at 312. For example, the GERAN Ll 210 uses the
GERAN frequencies passed from LTE for performing IDLE Mode Measurements. If
the GERAN cells from an HST area are stronger, these stronger HST cells are then
prioritized or preferred for Reselection.
[0023] The GERAN Ll 310 also returns the measurement values to the GRR 304 as indicated
at 314. The GRR 304 then uses the cell measurements for performing reselection to an
HST cell using known 3GPP reselection algorithms, according to an example. This is
indicated with block 316.
[0024] FIG. 4 illustrates a flow diagram of the chronological communication between layers in
a UE operable in an HST network, and, in particular, illustrates a methodology for using
GERAN Frequencies received from LTE when the GERAN RR is on a voice call on
SIM2. As may be seen in FIG. 4, the time progression of the flow diagram is from top
to bottom to show the various steps taken.
[0025] FIG. 4 illustrates the when a GRR 404 is already in a connected state 406; i.e., the GRR
404 is on a voice call on the Public Network (e.g., 116 in FIG. 1) with SIM2. The LTE
RRC 402, which receives the HST GERAN frequencies, communicates the GERAN

Frequency information received from the SIB7 message, and the HST Flag from the
SIB2 message as indicated at 408. The GRR 404 saved the may send the GERAN
frequency information in system message SIB7 and the HST flag from message SIB2 to
the GRR 304. The GERAN frequencies are saved in an N-CELL frequency Database.
[0026] Should a radio link failure occur (e.g., the Voice call on the Public Network fails), as
indicated at block 410, the GRR 404 signals the GERAN Ll physical layer 412 to
reestablish power scan measurements for HST GERAN frequencies received as
indicated at 312. For example, the GERAN Ll 412 uses the GERAN frequencies
passed from LTE for performing the Reestablishment Power Scan in order to support
faster call reestablishment. The GERAN Ll 412 may then also returns power scan
measurement values to the GRR 404 as indicated at 416. The GRR 404 then uses the
cell measurements to reestablish the call on an HST cell as indicated at block 418.
[0027] FIG. 5 illustrates an exemplary UE/Mobile Station apparatus that may be utilized with
the methods illustrated in FIGs. 2-4. The UE 500 includes a communications interface
502 having transmitter and receiver circuitry 504 and 506, respectively. The interface
502 may also include multiple SIMs (or interface with multiple SIMs) illustrated with
blocks SIM 1 and SIM 2. In an example, SIM 1 would support LTE or UMTS and SIM
2 would support GERAN. Additionally, as mentioned before, SIM 1 and SIM 2 may
interface through an API or similar functionality to convey messaging there between,
including the GERAN frequency information derived from SIB7 messaging, as
discussed above.
[0028] UE 500 may also include processing circuitry 508 and a storage medium (or media) 510.
Within medium 510, various databases may be maintained/updated/created, including
an NCELL list 512, a cell frequency database 514, and/or an acquisition database 516 to
support the various functionalities discussed before in connection with FIGs. 2-4.
[0029] While, for purposes of simplicity of explanation, the methodologies are shown and
described as a series or number of acts, it is to be understood that the processes
described herein are not limited by the order of acts, as some acts may occur in different
orders and/or concurrently with other acts from that shown and described herein. For
example, those skilled in the art will appreciate that a methodology could alternatively
be represented as a series of interrelated states or events, such as in a state diagram.
Moreover, not all illustrated acts may be required to implement a methodology III

accordance with the subject methodologies disclosed herein.

modules, circuits, and algorithm steps described in connection with the examples
disclosed herein may be implemented as electronic hardware, computer software, or
combinations of both. To clearly illustrate this interchangeability of hardware and
software, various illustrative components, blocks, modules, circuits, and steps have been
described above generally in terms of their functionality. Whether such functionality is
implemented as hardware or software depends upon the particular application and
design constraints imposed on the overall system. Skilled artisans may implement the
described functionality in varying ways for each particular application, but such
implementation decisions should not be interpreted as causing a departure from the
scope of the present invention.

with the examples disclosed herein may be implemented or performed with a general

in a user terminal.

CLAIMS

1. A method for a communication system comprising:


determining one or more first network frequencies from a second network
message; and
utilizing the first network frequencies determined from the second network
messaging to one of connect, rese1ect, or reconnect using the first network.

2. The method of claim 1, wherein the first network is a dedicated high speed
GERAN network.

3. The method of claim 1, wherein the second network is a dedicated LTE high
speed network operable for providing service to a user equipment traveling at high
speed.

4. The method of claim 1, wherein the second network message includes a SIB7
LTE message including GERAN frequencies.

5. The method of claim 1, wherein the second network message is communicated


from an LTE Radio Resource Control (RRC) to a GERAN Radio Resource within a
user equipment.

6. An apparatus comprising:
at least one processor operative to determine one or more first network
frequencies from a second network message; and
utilize the first network frequencies determined from the second network
messaging to one of connect, rese1ect, or reconnect using the first network; and
a memory coupled to the at least one processor.

7. The apparatus of claim 6, wherein the first network is a dedicated high speed
GERAN network.

8. The apparatus of claim 6, wherein the second network is a dedicated LTE high
speed network operable for providing service to a user equipment traveling at high
speed.

9. The apparatus of claim 6, wherein the second network message includes a SIB7
LTE message including GERAN frequencies.

10. The apparatus of claim 6, wherein the second network message is communicated
from an LTE Radio Resource Control (RRC) to a GERAN Radio Resource within a
user equipment.

11. An apparatus comprising:


means for determining one or more first network frequencies from a second
network message; and
means for utilizing the first network frequencies determined from the second
network messaging to one of connect, res elect, or reconnect using the first network.

12. A computer program product, comprising:


computer-readable medium comprising:
code for causing a computer to determine one or more first
network frequencies from a second network message received in a user equipment; and
code for utilizing the first network frequencies determined from
the second network messaging to one of connect, reselect, or reconnect using the first
network.
