JOB TITLE: Project Officer – Strengthening Community Land Rights Project

SUPERVISOR: Programme Officer – Strengthened Land Governance

DUTY STATION: Lokichar, Turkana County

Kenya Land Alliance (KLA) is an NGO established to address the problem of inequitable access to
and use of land and other natural resources in Kenya. KLA’s programmatic work focuses mainly on
(a) implementation of policy, legislative and institutional frameworks on land and natural resources
(b) supporting emergence of a movement of land marginalized groups (c) advocating for a
democratic framework for management of community land (d) promotion of secure and equitable
land rights (e) Carrying out research, documenting and disseminating information on land rights and
(f) promoting knowledge driven interventions in the land sector.

DUTIES AND RESPONSIBILITIES

Under the direction of the Programme Officer, the project Officer shall perform the following
tasks related towards strengthening community land rights in Turkana East and Turkana South.

 The Project Officer will manage KLAs office in Lokichar and act as KLAs representative within
the project area.
 Supervise and support implementation of the work of KLA Training of Trainers (TOTs) in
Turkana East and South.
 Support the building and strengthening of an active agency of communities / social movements
and play the watch dog function over community land and the natural resources within their
area.
 Assist in Monitoring and evaluation activities through collecting and analyzing data on
interventions carried out within the project area.
 Under the supervision of the Programme Officer, assist in the preparation of work plans for
activities, draft budgets and projections for activities, facilitation and reconcile expenditures.
 Prepare timely and accurate reports for approval and transmission to the Programme Officer and
the Programmes Coordinator.
 Facilitate community access to legal support and advice where necessary.
 Attend partner meetings / participate in partner activities where KLA is invited to be part of.
 Facilitate communities to negotiate community development agreements on investments in their
local natural resources.
 Act as a back-up for the Programme Officer in their absence.
 Undertake any other duties assigned by the Programme Officer

QUALIFICATIONS

Education
Degree in Sociology, Community Development, Social work or related field.

Working experience
 At least 2 years’ experience in community work specifically in Turkana County.
 Basic understanding of the land context in Kenya and specifically on Community Land.
 Ability to communicate in English and Kiswahili and Turkana Dialect (Excellent verbal and
written English).
 Proven experience and skill in using computer packages (Word, Excel, PowerPoint)
 Previous experience in working with Civil Society Organizations or Non-Governmental
Organizations

 Good interpersonal and communication skills
 Capacity to meet strict deadlines
 Good analytic and IT skills

Terms and Expression of Interest: This position is full-time for an initial 9 months contract
renewable subject to availability of funding and good performance. Candidates wishing to be
