‘As you know, Howell Township has had several communications with you regarding the proposed solid waste
ttansfer station on Randolph Road, According to our records, you have received a list of standard requirements
from Community Development & Land Use, Fire Bureao, Planning Board Engineer and outside professionals,
Howell Township will offer its support for this project as long as the recommendations and requirements
submitted fo you by each of these professionals both in-house and outsourced are complied with. This inokudes
the installetion of @ traffic signal at Route 547 and Randolph Road, the widening and curb installation of
Randolph Road along the property frontage and engineering confirmation that Randolph Road can suppo:t the
‘weight of the proposed vehicles that will utilize this facility. We trust that these issues along with everything
elseaised by our professionals will be addressed should this application be approved.

1am writing to have my comments become a part of the record at the public hearing taking
place at the Monmouth County Hall of Records to address the construction of a new waste processing
facility on Randolph Road, as! am unable to attend. | have asked that my comments be read at the
meeting by a Howell Township resident, on my behalf, so that my position is clear, As | understand it,
the purpose of this hearing is to listen to any comments or concerns that any residents might have
regarding the facility, or how this proposed amendment might affect them. As a resident of Howell
Township and as the Mayor, | am writing this today to voice my complete disapproval of the proposed
amendment to the Solid Waste Management Plan and to make my stance known that | am against
having this Waste Processing facility in our town.
‘The planned amendment of the Solid Waste Management Plan includes with it a new facility
that handles solid waste in Monmouth County. Solid Waste in this case would allow for trucking in of.
large quantities of debris from construction to be sorted and recycled before being sent to an out of
state disposal facility to continue with the process. Necessarily, this will involve large numbers of waste
carrying vehicles idling and emitting carbon fumes and pollution as well as large traffic issues outside of
this new facility that will be on the intersection of $47 and Randolph Road. Those roads are already
highly travelled and the sources of traffic congestion during rush hours. | firmly believe this is something
that we do not want in our community and cannot accommodate in the proposed area.
Ihave reviewed the developer's agreement and understand that it calls for addressing traffic.
issues by including a traffic light at the involved intersection. This is patchwork approach that will have
only a minor impact on the traffic congestion that would start because of this added operation. It does
nothing to address the impact of the noise and smog in this largely residential area of town. This waste
facility could also provide an unsightly and likely to be foul-smelling addition to Howell.| have always
fought against over-development in our township, and | believe that this type of infrastructure would
add to the development of Howell in a very industrial and unseemly way, diminishing our home town
and family focused town feel. | strongly encourage the defeat of this proposed amendment as not being
in the interest of Howell Township and its residents who would much rather look at a neighbor's
backyard than hear, smell and see a dump,
