3. Identify the goal of the audit. (i.e., what you expect the audit will achieve or provide)
The primary purpose and goal of this audit is to determine whether former California Governor
Wilson and the proponents of a proposed initiative to amend the state constitution back in 1996
constructed a disinformation campaign of academic fraud and coercion designed to increase the
African‐American student dropout rate.
The secondary purpose and goal of this audit to ascertain whether the academic accreditation
agency, the Western Association of Schools and Colleges, Senior Colleges and Universities
(WASC), conspired to conceal violations of the Federal Family Educational Loan Program (FFEL)
from the U.S. Secretary of Education.

The third purpose and goal of this audit to review whether the state of California violated Title VI of the
Civil Rights Act of 1964 in its administration of federal student loan program.

QUESTION 1
From December 8, 1993, through July 20, 1995, there was a significant increase in the dropout rate of
African‐American students in the University of California system. Did the Regents endorse a resolution
predicated on misrepresentation by University of California faculty members and the Western
Association of Schools and Colleges, Senior Colleges and Universities (WASC) which later appeared on a
statewide constitutional ballot initiative to conceal a breach of contract in the administration of the
Federal Family Educational Loan Program (FFEL)? Are the statistical trends in the dropout rates and high
default rates among African American students a social pandemic which is the result of the Regents’
endorsement of CCRI’s state constitutional ballot initiative on July 20, 1995?

From December 8, 1993, to April 8, 1994, did the Office of the Registrar falsify entries in an electronic
ledger, book, report, data, or statement of certificate sent to the United States or any agency thereof, or
any financial institution in violation of 18 U.S.C.A. § 1005, and 34 C.F.R. § 682.302 (f)(xi)?

From December 8, 1993 to the present, did the State of California & WASC submit fictitious
certifications of data to the U.S. Department of Education the administration of the Federal Family
Educational Loan Program (FFEL) in violation of 18 U.S.C.A. § 1005, and 34 C.F.R. § 682.302 (f)(xi) which
is driven by fiscal revenue income as opposed to recognized academic standards?

The California Attorney General’s Office denied the CED’s request for a member of the
Regents’ public records from Governor Wilson’s Administration. See, Edmund G. Brown
Jr., Attorney General, Re: California Public Records Request, p.3, (Aug. 6, 2008):” The
records you seek do not fall within any of the statutory exceptions requiring disclosure at
this time; therefore, pursuant to Governor Wilson’s Executive Order, any records that may
be responsive to your request cannot be disclosed until 2048. Accordingly, we must
respectfully refuse the requested records.”
b. If so, what was the agency’s response and how did you use the feedback?
At the next NACIQI committee hearing WASC will respond to the CED’s public

dismissive attitude. As a consequence, the education of more than 2 million California
