ACCOMPLISHMENT REPORT

REGIONAL ON-SITE ASSESSMENT AND VALIDATION OF STRENGTHENED


TECHNICAL VOCATIONAL EDUCATION PROGRAM (STVEP) IMPLEMENTERS

A. RATIONALE

Guided with DepED Order 68, s. 2012, Guidelines on the Redesigned


/Strengthened Technical Vocational Education Program (STVEP) Support
Fund, the Department of Education Region XII through the Curriculum and
Instruction Division – Tech Voc Education aims to sustain the initial gains of
the STVEP in providing high school graduates with opportunities to acquire
certifiable vocational and technical skills for employment and
entrepreneurship. The department conducted a REGIONAL ON-SITE
ASSESSMENT AND VALIDATION OF STRENGTHENED TECHNICAL
VOCATIONAL EDUCATION PROGRAM (STVEP) IMPLEMENTERS last
November 19-29, 2013 and December 3 – 4, 2013.

Content and process used in the on-site assessment and validation


were anchored on the data presented during the progress monitoring and
evaluation, by way of capacitating the division education supervisors and
school administrators who are implementer of STVE programs, activities and
projects to ensure synchronization of responsive endeavor to systematically
develop a strategic plan for Senior High School-Tech Voc track.

B. OBJECTIVES:

The REGIONAL ON-SITE ASSESSMENT AND VALIDATION OF


STRENGTHENED TECHNICAL VOCATIONAL EDUCATION PROGRAM
(STVEP) IMPLEMENTERS aims to:

a. Determine the level of implementation of the following:


 STVEP-Competency-Based Curriculum
 Contextualization Process of the Learning Areas/Specialization
 National Competency Assessment
 On-the-Job Training and Supervised Industry Training
 Construction of workshop buildings and other infrastructure projects
in accordance with the technical requirements of the
laboratory/workshop based on the TESDA Training Regulations.

b. Determine the status of utilization of the following:


 Downloaded funds for the construction/repair of laboratory
workshops
 Downloaded funds for the provision of Competency Assessment
 Downloaded funds for the procurement of tools and equipment
 Competency-Based Curriculum, Competency-Based Learning
Materials and Contextual Learning Matrix

c. Generate data on the following:


 Student Data (e.g. enrolment, NC qualifiers/passers, whereabouts
of techvoc graduates, etc.)
 Teachers Data (e.g. NC holders, qualifications,
designation/assignment based on certification/qualification or skills
acquired from training, etc.)
 School Data (e.g. facilities, land area, fiscal autonomy, school
category, etc.)
 Teacher’s application of skills acquired from training

d. Identify the facilitating and hindering factors in the delivery of STVEP.

e. Assess the activities in preparation for Senior High School;


 School Situational analysis (external and internal);
 Formulate strategic plan, funds utilization and action programs for
Senior High School.

A. MOST SIGNIFICANT CHANGE:

1. Stakeholders pledge support and commitment to STVEP


implementation.
2. Strengthened school’s Income Generating Project (IGP) to augment
students’ expenses in supervised industry immersion and TESDA
assessment.
3. Transparency in Fiscal Management was religiously observed.
4. Upgrading and purchased of additional tools & equipment for
instruction and hands on activities.
5. Strong partnership with industry, LGU, TVEIs, HEIs and other
government line agencies.
6. Commitment of school stakeholders to increase performance by next
years to come.
7. Division Supervisors’ learning in actual Document Analysis-
Observation-Discussion (DOD) Process in monitoring & evaluation.
8. Use of assessment tool in M & E process.
9. Appropriate, friendly and effective Technical Assistance to the school
heads, teachers and other stakeholders.
