z HW II channel assignment algorithm is based on a ranked selection. The
following are the ten optimization factors in order of their importance :

The optimization factors are ranked for every assignment decision. They will be
described each in the following section. They may be set in an appropriate way in
order to optimize the system behavior, however some of them are fixed in the
database.

A TRX running at normal power has higher priority for
assignment than low power ones. As a result of that
prioritization a no power TRX can be powered down.

The intelligent power consumption featrure enables the selection of powered TRX
first, because unused TRX could shut down their amplifiers while not busy. This
way the TRX:0 always has highest priority because it transmits a fixed power
continuously anyway.

If a mobile is dropped from a TCH, then a reassignment


on a different TRX has higher priority than the same
TRX

In the reassignment procedure, if the newly assigned TRX differs from the
original TRX, a channel provided by the current TRX should be assigned first.
Thus if the original TRX was on a bad frequency (non hopping) or otherwise
faulty, the different TRX may be successful.

IUO cell TRX property


The criteria are the same for TCH and SDCCH. This sub-priority will be 1 just
when all of the following conditions are fulfilled; Otherwise, it is 0.
•Current cell is a concentric cell.
•The property of the current channel is different from the demanded property
which is described in required channel

Inter-BSC handover
In the case that the receive level, receive quality, and timing advance of a
neighbor cell are unavailable, parameters such as Underlaid Subcell Preferred or
Overlaid Subcell Preferred are set. No strategy is involved in this case.

This sub-priority totally has 8 bits. The possible bands are prioritized in the
following order:
DCS1800 > PCS1900 > GSM480 > GSM450 > GSM850 > R–GSM > E–GSM >
P–GSM
Additionally the corresponding bit will be set only if the MS supports the
respective band corresponding bit is 1, when BCCH frequency band of the
current cell and this MS both can support this frequency band. Otherwise, it is 0.
Following this sequence the DCS1800 has the highest priority and the
GSM900_P the lowest priority. This ensures that the more special bands are
allocated to the MS’s capable of these and the more common frequency bands
are reserved to the low-end MSs and thus the network capacity is maximized.

Channel Rate Assignment Priority


This defines the priority of dynamic channel adjustment based on whether a TRX
supports dynamic channel adjustment.
The channels provided by the TRXs that do not support channel conversion are
assigned first while the TRXs that support channel conversion are reserved. This
can greatly improve the network capacity and quality.
In the example above TRX:2 and TRX:3 are flexibly convertible, so all other TRX
should have higher priority.

Description: This parameter indicates whether a cell can adjust full rate channels
to half rate channels.
If this parameter is set to YES, it means the adjustment from full rate to half rate
is allowed; if the parameter is set to NO, it means the adjustment is not allowed.

Channel Rate Priority


This defines the priority of the data rate of a channel based on the type of the
requested channel and the state and type of the current channel.
If only the full rate TCH is requested or preferred, the priority for assigning a TCH
is as follows: full rate TCH > half rate TCH whose two sub-timeslots are idle >
half rate TCH whose one sub-timeslot is idle.
If only the half rate TCH is requested or preferred, the priority for assigning a
TCH is as follows: half rate TCH whose one sub-timeslot is idle > half rate TCH
whose two sub-timeslots are idle > half rate TCH.

History Record Priority


This is used to keep a record of good or bad channels. This defines the priority of
history seizure record based on the situations in which a channel was occupied.
The channel allocation algorithm can memorize the history record, which involves
the successful channel occupation, failed channel occupation, and call drops in
channel occupation. The algorithm also distinguishes whether the failed channel
occupation or call drops in channel occupation are concerned with radio channels.
Such history records provide reliable basis for the current channel assignment.
After the adjustment period a fixed amount is subtracted to avoid that even a bad
channel is stuck in not being allocated.

This defines the priority of interference based on the interference measurement.


The interference on the channels affects voice quality and some key traffic measurement
counters, such as call completion rate, call drop rate, and successful handover rate. Thus, the
channel interference must be taken into account in the channel allocation. The interference that
can be measured consists of the uplink interference of the idle channel and the uplink/downlink
interference of the occupied channel.
The channels with less interference should be assigned first except in the following cases:
•For the high-end calls or subscribers, the MSC should prevent the channels whose interference
exceeds a predefined interference threshold from being assigned.
•To improve the call completion rate and voice quality, the calls with better receive level should be
assigned with relatively high-interference channels and those with worse receive level should be
assigned with relatively low-interference channels, taken into account the maximum transmit
power of the MS and the path loss in a certain call environment

The priority of the TRX is decided by the parameter TRX Priority with a range
from 0 to 7 in descending order (so 0 is highest priority). The higher the level, the
more likely the channel is to be assigned; the lower the level, the less likely the
channel is to be assigned.
A channel should be allocated with the following factors taken into account:
whether the TRX that provides the channel is the BCCH TRX, what is the reuse
distance of the carrier frequency of the TRX, whether the channel is involved in
frequency hopping, and what is the number of carrier frequencies that belong to a
frequency hopping group. To reduce interference and improve the quality of the
radio network, the configuration of the channels should be taken into account
during channel allocation. So after all the TRX priority is a planning and
optimization parameter that may be used to improve network performance via
OMU.
TRX Priority
Range: Level0 ~ Level7
Default: Level0
Description: This parameter indicates the TRX priority. The smaller this
parameter is, the higher the TRX priority will be. Channels are allocated to the
TRX with higher priority, provided that other conditions are the same between two
TRXs.
This parameter is used with the channel management parameter TRX Priority
Allow of the cell. The channels can be allocated according to the TRX priority
only when the TRX Priority Allow is set to YES.
