OUR MISSION OUR FOCUS

To facilitate the disabled persons to earn
their livelihood and to work towards
resolution of their socio-economic
i s s u e s i n v o l v i n g a c c e s s i b i l i t y,
accommodation and equity.
Employment provides livelihood leading to total rehabilitation. To
empower disabled persons to undertake their work place
responsibilities we offer a host of preparatory programs. Our
objective is that the disabled should sustain in jobs purely on the
strength of competence and productivity rather than compassion.

the Disabled is a non–profit,
independent and non – governmental
organization patronized by the Lahore
Chamber of Commerce & Industry
(LCCI) and having the LCCI President
as its Chief Patron. Our main purpose is
to rehabilitate the disabled persons and
help them lead an independent life.
We have established two vocational
Training Centers at New Muslim Town
and Tajbagh in Lahore, with the capacity
to train almost 450 people at a time. We
offer 14 trades in which disabled persons
can be trained (For details of trades, visit
our website www.labard.com.pk).
After the successful completion of
training, our placement officers also
arrange the employment for the disabled
through contacting various industrial
and commercial sectors. LABARD also
provides educational assistance,
medical assistance and financial
assistance to the disabled including the
interest free loans. Thousands of people
have benefitted through these
interventions and LABARD continues
its journey to spread hope and
confidence and help the disabled
persons becoming the useful citizens of
society.

I want to congratulate LABARD on the publication of 6th Quarterly Newsletter.

Me and my team have participated in various events and activities organized
by LABARD. I was invited as Chief Guest on LABARD’s Annual Mela, organized
to provide entertainment to more than 5000 Persons with Disabilities especially
the school going children. I was really proud to be a part of the august event and
saw the commendable work being done by LABARD for the cause of Persons
with Disabilities. On International Day for Persons with Disabilities on December
3, 2017, the Senior Vice President of LCCI Khawaja Khawer Rashid participated in
the awareness walk organized by LABARD from LCCI Building to Governor’s
House. He also participated in LABARD’s 83rd Governing Body Meeting on
December 04, 2017 at LABARD’s Vocational Training Center in Muslim Town.

LABARD is playing a pivotal role in the rehabilitation of Persons with disabilities

by not only imparting the vocational skills but also arranging employment so as
to make them financially stable and independent. I would like to urge the
industrialists and business community to strongly comply with the employment
quota of 3% fixed for PWDs. We must give them jobs and make the environment
for them more accessible and friendly so that they could also be included into
the mainstream.

since the inception, LABARD has impacted the
MESSAGE

lives of almost 18,000 people by assisting them
in numerous ways e.g. provision of Vocational
Trainings, Educational, Medical and Financial
Assistance, Qarz-e-hasana and many other
interventions to help them move up in life.

On the publication of LABARD’s 6th quarterly
newsletter, I want to congratulate you all. This
is our humble effort to keep our friends, well-
wishers and donors in touch and informed on
progress of our organization and the change it
brought in the lives of the Persons with
Disabilities.
We really value your generous contributions
and hence want to keep you informed through
this initiative about our work and all the latest
developments in LABARD.

LABARD
MELA 2017
L ABARD organized a Mela for
Persons with Disabilities on Saturday,
November 04, 2017 at Jillani Park,
Race Course Lahore.LABARD Mela is by
far the biggest entertainment event for
Persons with Disabilities (PWDs) being
organized in Lahore since more than a
decade. This mega event provides equal
opportunity to PWDs to interact collectively
with each other. Food, Music, entertainment,
joy rides, medical facilitation & many more
features are available free of any charge for
LABARD NEWS
about 5000 persons with different
disabilities.
Mela was inaugurated jointly by Mr.
TahirJaved Malik, President Lahore
Chamber of Commerce & Industries and Mr.
Muhammad Pervaiz Malik, President
LABARD and Federal Minister for
Commerce & Textile. Mr. Muhammad Saeed
Khan, Honorary General Secretary

Various fun activities were arranged for the
enjoyment of PWDs including Magic Show,
Juggler, different types of Joy rides and
different singers to entertain PWDs. Singer
AbrarUlHaqalso gave a mesmerizing
performance which was really enjoyed by
everyone.

HOW WE HELP
There are various ways through which LABARD is providing help to the
disabled persons, preparing and polishing them to enter into the
mainstream and work side by side with the able bodied persons.

We have a vision of creating a society where equal opportunities are available,

and equal treatment is provided to all the members irrespective of their physical
capabilities, with a mission to facilitate the disabled members of the society to
become self-dependent in all spheres of life.
It has only been possible due to the support of friends and well-wishers of LABARD
that we have been able to impact the lives of more than 18000 Persons with
Disabilities.
There are various ways through which LABARD is proving help to the disabled

counseling, the psychologist refers the
PWD to the relevant depar tment
accordingly with their needs.

Vocational Training:
Vocational Training is provided to the
disabled persons to help them move up in

interview.LABARD has managed to provide
thousands of employment opportunities to
the disabled persons through our
placement offices.
Interest Free Loans/ Qarz-e-
Hasna:
Interest free loans are also provided to those
who genuinely deserve it. Our panel of
experts properly interview those aspirants
who lack resources to initiate a startup. The
financial help is given to them on easy
installments and does not include interest or
any service charges. The loan helps them to
support their business so that they can
independently earn an honest living.
Financial Assistance
LABARD also provides financial assistance to
the destitute who are financially very weak

This initiative was taken keeping in mind
those people who belong to the lowest
financial strata of our society and struggling
hard just to fulfill their most basic needs.
Educational Assistance
LABARD is also providing free educational
assistance to the deserving disabled persons
including those students who perform
exceptionally well but cant afford to
continue their studies without financial
help. Hundreds of students secured
educational assistance from LABARD and
became doctors, engineers, lawyers,
chartered accountants etc.
Medical Assistance
Disabled persons are also provided with free
the medical assistance. The case is properly
reviewed by Psychologists from both
medical as well as financial point of view

before providing the services. Thousands of
people have secured medical assistance by
LABARD and got cured.
Aiding Gadgets and Wheel-Chairs:
Aiding gadgets including wheel chairs,
tricycles and whitecan etc. are provided to
the needy and deserving people with
disability after proper assessment to
improve their mobility.
Cornea Replacement:
Though LABARD has provided the eye
treatment including cornea replacement in
the past but the service was suspended due
to certain issues. Now an understanding has
been developed between LABARD and Al-
Ehsaan Eye Welfare Trust and all the patients
are referred to them for eye check up and
treatment.

DAY FOR PWDS

LABARD (Lahore Businessmen Association

for Rehabilitation of the Disabled) and GET
(Ghazali Education Trust) joined hands to
celebrate International Day for Persons with
Disabilities on Sunday, December 03, 2017.
Activities included awareness walk by
Persons with Disabilities (PWDs), painting
competition and lantern show. This year’s
theme was Transformation towards
sustainable and resilient society for all.

Walk started from Lahore Chamber of

Commerce & Industry (LCCI) Building till
Governor’s House where Honorable
Governor Punjab Malik Muhammad
Rafique Rajwana received the PWDs at
Governor’s House Gate. He expressed deep
pleasure on this auspicious day and
congratulated LABARD and Ghazali
Education Trust for organizing this event.
He further said that awareness programs
like these are the need of the day in order to
sensitive the society regarding the
problems and issues faced by PWDs.

Malik was the Chief Guest of the Event. He
congratulated LABARD and GET team on
organizing such a wonderful event. He
stressed on the need to raise awareness
regarding disabilit y, especially in
developing countries like Pakistan so as to
sensitize the general public regarding this
issue. Guest of Honor and Mayor of Lahore
Col (Retd) Mubashar said that Public-
Private partnerships are needed on a mass
level to sensitize the society regarding
disability. Other Honorary Guests included

Khawar Rashid, personnel from different
NGOs and media etc.

2nd Certificate Distribution Ceremony was organized by LABARD on November 23, 2017. The Chief guest was Honorable General
Secretary of LABARD Mr. Muhammad Saeed Khan while the guest of honor was Finance Secretary of LABARD Mr. Muhammad Abbas
Khan. Both the honorable guests distributed the certificates and congratulated the passing out trainees on successful completion of
training. Mr. Muhammad Saeed Khan also congratulated the team of LABARD on organizing this event and encouraged the passing out
trainees to work hard in future as well.

PRIDE OF
LABARD

R ohail Asghar, a proud resident of Nathoki Village

suffered from polio when he was just a few months
old. He received education till middle because there
was no school high school nearby. Even receiving education
till middle was a great challenge for him due to severe
accessibility issues. He would occasionally miss the bus and
did not have other means to reach the school. His father is
a gardener and has 6 children of which, Rohail is the
youngest.

After doing Middle, Rohail was free and

could not find work in his remote village.
Fortunately LABARD set up an outreach
camp in Nathoki Village to register the
PWDs. Rohail availed the opportunity
and got registered in Industrial Stitching
Course. He worked very hard in
LABARD and completed the course and
mastered the basics of stitching. Seeing
the spark in his eyes, the instructor further
guided him to continue his journey and
spend time in a local shop so that he could
learn more practical experience. He spent
months practicing at a local shop. Then he
took a great initiative and started his own
business by opening the shop in his Village.
LABARD’s team inaugurated the shop and
congratulated him on such a great
achievement. LABARD’s finance
secretary encouraged him to
continue doing hard work
like this so that he could
succeed.

OUTREACH
CAMPUS
The first step is to reach those Persons with
Disabilities of Lahore who don’t know about
LABARD or haven’t visited us yet.
LABARD sets up 16 outreach camps in
different underprivileged areas to get to the
Persons with Disabilities and provide them
the required help. Pamphlets are distributed
on a wide scale, banners and hangers are
displayed and requests are made from the
loud speakers of the mosques to bring
forward if someone knows any PWD who
needs help. LABARD also has a dedicated
vehicle on which a loudspeaker is mounted. It
roams around the locality, requesting the
locals to bring forward if they know any
PWD.
After proper assessment by our field officers,
they are provided the intervention
accordingly with their needs. If a disabled
person requires vocational training, they are
referred to the Vocational Training Centre.
Similarly if they require other type of
assistance e.g. financial, educational, medical
etc., they are referred to the head office where
each and every case has to go through a
proper assessment and background check.

persons, LABARD highly depends on the

Zakat
LABARD spends its Zakat particularly for
those genuinely needy persons receiving
the vocational trainings. Moreover it
provides medical assistance after proper
assessment to make sure the person is
needy. Please send us your zakat to help us
of the disabled persons.
Sponsor a child
A great majority of those disabled whom
LABARD helps are the children under the
age of 25. Owing to the large ratio of
unemployment, there are many disabled
persons who require such skills or expertise
so that they could be adjusted in the market.
The approximate cost for providing the
vocational training to a child, covering
his/her transportation cost and providing
the milk daily is approximately Rs. 12,500 per
month. There are many children whose lives
can be changed with your small effort.
Please sponsor a child and help us in their
rehabilitation.
LABARD seeks sponsorships for the printing
material, newsletter and website etc.
Moreover LABARD holds two important
events annually i.e. Annual Fundraising
Dinner and Annual Mela for which sponsors

Become a member
Members directly become part of LABARD’s
General Body which elects the governing
body. Getting membership of LABARD will
allow you to have a say in the policy making.
The meeting of Governing Body takes place
quarterly.
