§I-​p(​ d)- Signal 100 Activation SOP 
 
Signal 100 should immediately be followed when it is said over the radio. Signal 100 is emergency 
traffic only; priority state. Only priority messages and emergency button should be transmitted 
(except for a 10-80 and if a dispatcher is calling you) 
Signal 100 should only be used during: 
● Panic Button Activation 
● 10-80 
● Officer Down 
● Shots Fire 
● Admin/Dispatcher Request (Needs to be Dispatch Trainer or higher to call a Signal 100 
for another reason) 

§I-​p(​ e)- 10-80 Communications and SOP 


 
When an officer calls a 10-80, a informal S100 should automatically be issued. ​ALL 
officers are R
​ EQUIRED​ to obey the S100. When calling a 10-80, please use the following format. 
 
[YOUR UNIT NUMBER] to DISPATCH, 10-80, [VEHICLE 
DESCRIPTION][LOCATION] I need [AMOUNT OF 32s Needed] 32 to my 20. 
Dispatch to all units, Signal 100 except the primary 10-80 officer and priority 
traffic, [AVAILABLE UNITS] Respond Code 3 to [LOCATION] for a 10-80, [Give 
Description and other facts]  
 
10-80 SOP Below 
 
Policy A: Initiation of pursuit 
1) Due to the extremely dangerous nature of pursuits, the initiation of a pursuit must 
have a viable reason to be initiated. (e.g. Felony warrant for arrest, violent crime, 
etc.) 
 
 
Policy B: Termination of pursuit 
1) Once a pursuit has been initiated, approximately five (5) minutes must pass before 
any termination techniques are executed. 
2) Any maneuver conducted must be authorized by both, the highest ranking officer in 
the pursuit. 
3) In order to terminate one of the following techniques are to be executed:

a) Pursuit Intervention Technique 
b) Roll-in Road Block 
(See below) 
Roll-in Roadblock:​ T​ wo pursuing vehicles will pull ahead of the fleeing vehicle, and create 
a V formation, while one or more pursuing vehicles will fall in behind the fleeing vehicle 
will slowly begin to break causing the fleeing vehicle to be forced to come to a stop. If in 
the event the fleeing vehicle does not show signs of slowing down as a result of the 
maneuver, the maneuver must be terminated. 
 
 
Pursuit Intervention Technique:​ A trooper will align the front bumper of their vehicle 
with the rear bumper of the fleeing vehicle, then turn into the vehicle causing its rear tires 
to break traction from the pavement. In order to execute the Pursuit Intervention 
Technique, the following conditions must be met: 
 
1. Roadway must be paved of asphalt 
2. Fleeing vehicle must not be traveling at speeds greater than 50 Miles per hour 
3. Fleeing vehicle must not collide with any oncoming traffic 
4. Fleeing vehicle must not cause excess structural damage to any building or public 
appliance, as a result of the maneuver.  
 
 
 

§I-​p(​ f)- 10-11 Traffic Stop 


 
Units performing a 10-11 should use this format.

§I-​p(​ g)- Radio Rules 


 
1. Do not talk over each other 
2. Radio Communications Only on Dispatch Channel 
3. No religion, profanity, or politics should be discussed 
4. Always listen to Dispatchers, they do things for a reason 
5. Don’t Fail Role Play (FRP) 
6. Do not lie about ​ANYTHING 
7. No arguing or yelling 
8. Remember that communication/CAD is a privilege, not a requirement 
 

§I-​p(​ h)- TimeClock Rules 


 
Unfortunately, due to the inactivity of dispatchers, a new software is in place. This 
software is to track the amount of hours you are dispatching.  
➢ You are R ​ EQUIRED​ to dispatch for at least 12 hours a month. 
○ Under Hour Punishments 
■ After January 1st, all warnings and punishments will be reseted 
● First Time - Warning 
● Second Time - Three Day Suspension 
● Third Time- Suspended for a Month 
● Four Time - Kicked from the Dispatch Division 
○ Overtime Awards 
■ More than 209 hours in one year and Agreement from Head 
Dispatch, and ​TWO​ supervisors. 
● Promotion 
○ If you are a supervisor, you can’t be promoted 
➢ Abusing the TimeClock System 
○ Being clocked in without dispatching, or doing any dispatching related 
duties. 
■ First Time - Waring 
■ Second Time - Your last 7 days will be erased

■ Third Time - Your last month will be erased, and you will face a 
punishment based on your warning level for ​Under Hour 
Punishments ​. 
■ Four Time - Removed from Dispatch Division 

§ection II: Computer Aided Dispatch (CAD) for 


Dispatchers 
 

§II-​p(​ a)- Opening the CAD 


To open the CAD, go to w ​ ww.dcrscad.com​ and log in with an account that has a Dispatch 
or Management role. Then, click D ​ ashboard​ on the top left. Go to the side, and click D
​ ispatch 
(yellow tab) and click ​Open Dispatch Dashboard​. All dispatchers should have this open at all time 
while dispatching. 
 

§II-​p(​ b)- Searching a Name & License


 
Name - Click S ​ earch Name​, and type in the name of that person. If the person is not 
registered as a civ in the database, it will generate random information. 
Name - Click S ​ earch License​, and type in the plate. If the person is not registered as a civ 
in the database, it will generate random information. 

§II-​p(​ c)- BOLOs


 
Click B
​ OLO’s,​ then click M
​ anage​. On the top right, you should see A
​ dd BOLO​. It is pretty 
straightforward from there. 

§II-​p(​ d)- New Call and Active Calls


 
In order to make a new call, click the ​New Call​ button. A pop up will come up with a whole 
bunch of fields. 
 
Status 
This is where you can change the status of the call.. It is pretty straightforward but 
pending will make the call have a red highlight on it, and c​ leared is to get rid of a call, not code 4​.

Units 
Here you can select the units that are on the call. It will only give you the available 
units, not busy or unavailable. 
Priority 
1=Code 3 
2= Code 2 
3= Code 1 
 
Summary 
Here is where you can put information about the call, like description, or a quick 
summary of what is happening. 
 
NEW LAW PASSED**= All dispatchers must put  
 
 
DISPATCHER [Your dispatch number which are the number after the dash in your unit 
number. If you don’t have one, please ask for your CAD ID or put your name in it][RANK] 
 
In the map page section of the new call

§II-​p(​ e)- Unit Status


 
When a unit goes 10-8, mark them as available. When they are on a call, mark as busy. 
When 10-7, mark as unavailable. This is a crucial step in the CAD process because you don’t

§ection III: Mobile Data Terminal (MDT) for Officers 
 

§III-​p​(a)- Opening the MDT 


To open the MDT, go to w ​ ww.dcrscad.com​ and log in with an account that has a Dispatch, 
Officer, or Management role. Then, click ​Dashboard​ on the top left. Go to the side, and click 
Officers​ (blue tab) and click ​MDT​. All officers should have this or DCRS Respond Software open 
at all time while on shift. 
 

§III-​p​(b)- Unit Status


 
When you goes 10-8, mark them yourself as available. When they are on a call, mark 
yourself as busy. When 10-7, mark as unavailable. This is a crucial step in the CAD process 
because you don’t want to get dispatched when you are 10-6 or 10-7. In addition, when you 
10-43, PLEASE MARK YOURSELF UNAVAILABLE 
 
When you get a new call, it should talk to you. This is why you should have your MDT open when 
on shift. Details will show up about the call. Then you can change your Status to Enroute, On 
Scene, ETC. DO NOT PRESS THE CLEAR CALL BUTTON. 
 

§III-​p​(c)- All Calls/BOLOs


 
In order to see BOLOs and all calls, Click the ​All Calls/BOLO’s b
​ utton up top. If you need 
to set a BOLO, please contact the Dispatcher. 
 

§III-​p​(d)- Records
 
DCRS MDT offers officers to look up license plates and names in the MDT. You could also 
ask a dispatcher to run it. Click ​Records​ up top, and search the license or name. If there is no civ 
registered in the database, it will generate random information 
 
.​§III-​p(​ e)- Initiate

If for some reason, you need to make a call. Click the ​Initiate​ button on 
the top of the MDT. It will only assign the call to you 
 

§III-​p​(f)- EMERGENCY BUTTON


 
Please do ​NOT​ press this button. Please send a Panic Request in Discord following the 
SOP listed in §
​ 1-p(b)​.  
 
 

§III-​p​(g)- Search Call and E-Reports


 
**​ALL OFFICERS ARE REQUIRED TO DO AN E-REPORT FOR EVERY CALL** 
You can create a E-Report by going into the first tab of DCRS (Which should be the 
dashboard view. If not, go into the MDT and right click R ​ eturn​ up top, and click O
​ pen in New 
Tab​). Click O
​ fficers​ and then ​New E-Report​. If you do not know the call number, you can click 
Search​ up top in the blue car. You can search for a call and copy and paste the call number into the 
report. Your report will need to be approved by a Dispatcher or Supervisor. 
 
 
 
 

§ection IV: Training & Ranks 


 
 

§IV-​p(​ a)- Chain of Command 


The ranking should be as followed, from highest to lowest 
1. Head Dispatcher (1 max) 
2. Dispatch Supervisor (4 max) 
3. Dispatch Trainer (3 max) 
4. Dispatcher (7 max) 
5. Dispatch Trainee (5 max) 
**Applicant is not a rank because it is a pending rank and before training.

§IV-​p(​ b)- Promotion 
 
Promotion should only happen when approved by the Head Dispatcher, and at least one 
supervisor also. In addition, it needs to pass from a dispatch training. When promoting to a new 
rank, the training should be more intensive than the basic training. For example, more difficult 10 
codes, or more questions.  
 
 

§IV-​p(​ c)- Impeachment/Firing 


 
 
A member can only be impeached if followed and backed by an investigation from Internal 
Affairs. The following is what should happen during an impeachment, or firing of a member 

➢ Head Dispatch 
○ After an investigation, and proven guilty, the most active dispatch 
supervisor should be ranked the head dispatcher rank. Before the 
supervisor is ranked, they must have the following 
■ A recommendation from t​ wo​ officers 
■ A recommendation from one dispatcher 
■ A recommendation from a dispatch trainer 
■ The most active in the supervisor group, or at most, difference by 
20 hours than the highest.  
● For example, if Dispatcher 1 had 200 hours, and Dispatcher 
2 had 180 hours, Dispatcher 2 can still qualify.  
■ A meeting with HR ​must​ occur, the following should attend 
● A MiT, or moderator 
● Two officers that recommended the dispatcher 
● The one dispatcher that recommended the dispatcher 
● The one dispatch trainer that recommended the dispatcher 
➢ Dispatch Supervisor 
○ After an investigation, and proven guilty, the most active dispatch trainer 
should be ranked the dispatcher supervisor rank. Before the member is 
ranked, they must have the following 
■ A one page essay, and submit it to the head dispatcher. Include the 
following: 
● Why are you a good candidate for this position? 
● What will you do different than other supervisors? 
● What advantage do you have over other dispatch trainers? 
● What experience do you have as a dispatcher?

➢ All Other Ranks 
○ do not need action to be taken, they do not need to be replaced 
automatically, but the Head Dispatcher can hire someone new in 
replacement of that member, in the same rank. 
 
➢ In case someone that isn’t a hired dispatcher impersonates a dispatcher, they 
should be suspended for two months for any dispatcher hiring, or activities.  
 

§IV-​p(​ d)- Basic Dispatcher Testing/Training 


 
Dispatcher training is only to occur with a dispatch supervisor or head dispatch present, 
and a dispatch trainer. In order for a candidate to be trained, they must… 
➢ At least 15 or older 
➢ Submitted an application, and had it approved 
➢ Have a discord 
 
Basic training shall consist of 

➢ Knowledge of the 10 codes, codes, and Signals 


○Question the candidate about the 10 codes. Select random codes in the list. You 
should ask 10, 10 code questions 
■ For example, “What does 10-3 mean?” 
➢ A Verbal Assessment 
○ This part the test will assess the dispatcher's response to scenarios that they will 
encounter in a real dispatch setting. The candidate should use proper 
communications, 10 codes, and proper responses to questions, requests, and etc. 
asked by other officers. 
● Example (​Training officer​)(​Candidate​)(​Commentator​) 
○ Tell the candidate this. ​You are dispatching on a Sunday 
night, you are the only dispatcher in the channel. There are 
three officers that are currently 10-8, which are 1K-90, 
1V-32, and 1A-24. Do you have any questions? We will 
now start with the demonstration. 
○ 1A-24 to Dispatch 
○ 1A-24 go ahead, or 
■ Go ahead 
■ Dispatch is on 
■ 1A-24, your message? 
○ Can I get a 10-27, 10-29?

■ Everyone that was in the training should move to the dispatch channel. 
Each member should have ten minutes to dispatch. At the end, the dispatch 
trainer, supervisor, or head dispatch will evaluate the candidate and 
determine if the candidate has passed or not.

Then, the numbers are decided on two factors, the last two digits of your unit number (if you are
